in philadelphia this is cbs-3 "eyewitness news". >> now at 11:00, the whipping winds are here. the surf is rising down the shore, and the heavy rain is on its way. storm scan3 shows a big coastal storm is moving into our area right now. it will impact your morning commute. good evening, i'm jessica dean. >> i'm chris may. we do have team of meteorologists covering this storm for you tonight. justin drabick is down the shore where the waves and the wind are picking up. but we'll begin here with meteorologist kathy orr much she's got the very latest on the storm track. kathy. >> we're still on track as far as the timing is concerned. rain moving from the south northward into philadelphia and overnight it will spread toward the north. it is a large area of low pressure. our first coastal storm of the season and it will continue to move toward the north northeast with very gusty winds and heavy rain. now, we are talking about changing conditions over the next 24 hours.

the morning commute will be the full impact of this storm where it maxes out in intensity between 5:00 a.m. and 9am we're talking about some heavy rain, gusty winds, winds gusting to 30 miles an hour. reduced visibility and ponding on area roads. some slow travel as well and those heavy downpours and poor drainage flooding as well. it won't be raining hard everywhere all the time. but if you get under one of those downpours you may have to pull over to the side of road for a few moments. future rain amounts shows one to 2-inches of rain with higher accumulations through south jersey and through southern delaware. as you move along the i-95 corridor an inch to inch and a half. an inch to maybe a little more an inch an quarter to the north and west of the philadelphia. we're talking about gusty winds as well by tomorrow morning looking at winds gust to go 22 miles per hour in philadelphia. 34 miles an hour gusts in millville and down the shore winds gusting in the 30s. so the storm will continue even the gusty winds long after the

rain is gone by tomorrow afternoon. our justin drabick is tracking the conditions. he's down the shore in atlantic city where the storm has arrived. good evening, justin. >> reporter: that's right, kathy. it is here pretty much on schedule and i'm seeing the worst of it now all evening lo long. rain has finally started and it's a wind driven rain. we're fully exposed here. we're at the north end of atlantic city. so you got the open inlet here. that northeast wind just pushing in this water a lot of the waves are crashing over the wall here, and we're just coming out high tide. errly tomorrow morning will be watching the next high tide. that's where we could see some more tidal flooding. now today the beach was pretty much deserted much the good news is, it was dry. so there were folks out on the boardwalk walking around but one of those sweatshirt days. it was cool, you had the strong winds all day long. the serve continued to build and the sun tried to come out but just couldn't win out with this approaching storm. and pretty much a raw day here along the coastline. this evening the winds continu

continued. the rain took awhile to get in here but it's here now and we check out some of the area marine nass and they look to be in pretty good shape. everyone was in good spirits all the boats were tied down not too many worries right there. but let's talk about our concerns overnight for the coastal areas. go to our weather graphics and again the heavy rain will continue to move in. rainfall amounts of over 2-inches are possible. especially south and east of the city. watch out for the poor drainage flooding and low lying areas here along the coast. winds again gust to go 40 and we're probably almost right there now at 40 miles an hour. it is windy. minor tidal flooding a concern. next high tide tomorrow morning. we'll start you off rehoboth beach, delaware, high tide at 9:00 sore one moving up north into new jersey, 9:18 for cape may 8:47 in wildwood. 9:15 in the morning for strathmere and right here in the atlantic city next high tide coming in 8:44. all eyes will be on there. and again the waves continue to crash here with that strong northwest -- east wind.

>> it seems to us so far he's just an individual whose looking for a quick hit and then gets out of the house and makes his escape quickly. >> reporter: lieutenant bob otto says the burglar wastes no time. stealing easy to carry loot like laptops and purses. >> it's pretty scary. it's an invasion of privacy and it's a threat to the people who live in the house. >> reporter: police say the serial burglar appears to be taking advantage of the cooler weather. targeting homes where windows are now open or screens are still in place. >> that's nerve racking. just to be on the alert all the time and you never know what's going to happen. it's scary. >> reporter: wiley burglar hasn't threatened or assaulted anyone, police are concerned about what could happen if he's confronted by a resident. >> any homeowners concerned about someone breaking into the house and obviously a concern about potential violence report roar until he's caught police advice to neighbors keep the one dose down and the alarm systems activated. >> you went to the trouble to put it in your home so why not

use it? >> reporter: with plenty of pictures and help from the public, police hope catching this window burglar will soon be an open and shut case. in chestnut hill, walt hunter cbs-3 "eyewitness news". >> well tonight three suspects charged in the attack on same sex couple in center city philadelphia are awaiting arraignment and tonight one of these three faces even more trouble. our natasha brown is live at central detectives where the suspects surrendered today. natasha? >> reporter: chris, three suspects are currently waiting i was rain many. sorry about that. it's raining. these three suspects are currently awaiting a rain many at this point. they believe it will happen at about midnight tonight. as new information about one of the suspects emerges. this vivid surveillance video led to the arrest of three suspects from bucks county. allegedly involved in the attack of a gay couple in center city.

2484 old philip williams turned himself in to central detectives wednesday morning. along with 24 year old catherine knot and 26 year old kevin harrigan. police allege these three were the aggressors in the assault but attorneys for the suspects deny those allegations. >> we don't deny that this gentleman was injured but i deny that my client did anything to hurt this man. >> my client's role in it is limited. you know, i don't -- i think it's going to come to light he didn't deliver the blows that broke that guy's jaw. >> this was a mutual confrontation between individuals out the street report roar the couple has concealed their identity and has declined to talk since charges were filed. but today a friend spoke to us about the viciousness of the attack. >> to fracture orbital bones torque fracture cheek bones, to necessitate someone's jaw being wired shut for eight weeks. >> catherine knot the lone woman charged is the daughter of chalfont police chief carl knot. the charges against her in this

case led to her suspension as an emergency room tech at lansdowne hospital abington health sent out statement hinting at further repercussions ripping to do her twitter activity at work saying in a statement in part "we are investigating an additional issue that was brought to our attention related to this employee's twitter account for potential violations of patient privacy". >> reporter: well, again, the investigation into the twitter account of this female suspect is completely separate from this particular investigation. meantime, you can tell you again that these three suspects are expected to be arraigned at midnight. they're facing reckless endangerment and conspiracy charges. >> natasha brown, yeses they "eyewitness news". >> the man wanted in connection with the disappearance of university of virginia student hannah graham is behind bars. jesse matthew was arrested on a beach near galveston texas

today. he's charged with abduction with intent to did he file. hannah graham who disappeared more than week ago in charlottesville, virginia, is still missing. matthew was the last person to be seen with graham who is not around. authorities do not know why he was in texas. >> a gun battle erupts outside a philadelphia elementary school and tonight one person is dead. two others are hospitalized. this happened around 1:00 o'clock on the corner of third and cambria streets in fair hill. police say a man driving a car and a man on foot were firing shots at each other. the man in the car lost control and hit an innocent bystander who was crossing the street. three schools in the area went on lock down. >> pow, pow, pow, and we just all ran in the building. >> the deliver of the car was pronounced dead at temple university hospital. at last check, the condition of the pedestrian and the other shooter were stable. a pregnant woman and her unborn baby were gunned down in philadelphia for the second time in two weeks today. nearly two dozen shots were

fired near 20th and nedro in olney early this morning. the 2584 old woman was killed. she was eight months pregnant. 26 year old man was also shot and is in critical condition. detectives are searching for gunman and a motive. >> now to rural monroe county where pennsylvania state police say they have spotted but not yet captured eric frein. the man who was accused of killing a pennsylvania straight trooper. police found trash that they believe he left behind including soiled diapers and a brand of serbian cigarettes. state police say that it's a sign they're closing in on fre frein. they believe could be hold up in an abandoned property. a big coastal storm is on its way toward us and kathy is tracking it right now. she's also taking a look at what comes next. >> heavy rain and wind just in time for the morning commute. so pack some extra time and patience. after the storm could be an even bigger story. we'll talk more about that with the seven day. >> gas for under $3 a gallon.

people ever to have the operation. >> it's something doctors say is a growing trend and tonight stephanie stahl has more on the issues more families are facing and it's prompting tough choices. >> reporter: like any teenaged girl, ali bradley likes makeup, tries different hairstyles and outfits. >> i look it because it's girly but not too girly. >> she says she's always been drawn to girly stuff even though ali was once a boy named luke. >> i felt trapped in my own body because i had a girls brain but a boy's body. >> it became apparent quick that luke was different. >> her dad said luke always talked about being a princess refusal to go to school unless he could dress like a girl. middle school was tough. >> people would just say rude comments. um, just mean spirited things. >> i thought maybe the easy explanation was that luke was gay. but as things women along you realized there's more to this. report roar after extensive therapy that started when luke was nine, he was diagnosed with

gender identity disorder. after years of dressing like a girl, luke and his family agreed he would become ali. at 13 ali was given a medication that kept puberty from starting by expressing testosterone. >> makes the transition of the patient easier because they don't develop male characteristics. >> dr. sherman lease with the philadelphia center for transgender surgery completed ali's transition last month. >> we use most of the tissues of male genitalia and convert them to female 10 talia. >> only made sense for me to be 100% girl. >> female hormone estrogen helps with the female characteristics like breasts. >> more and mr. people are coming for treatment. and the question can be asked are more people becoming transgender? no. more people are coming out of the closet. >> studies have shown adolescents diagnosed with gender identity disorder have higher rates of psychiatric problems and suicide. those rates decrease following transitions.

>> anyone opposed to changing a child's gender hormonally and surly? experts say as long as the child is psychological cleared and isn't too young, there's no scientific evidence that it's dangerous. >> ali is now starting a 11th grade and while she struggled with depression in the past especially after her mom died, she's happier than she's ever been with big plans for the future. >> i envision definitely getting married, probably, um, and i do want to don children. >> she's my hero. she has more courage and bravery than anybody i know. >> now some she's 17 she's finally the person she was always meant to be. stephanie stahl cbs-3 "eyewitness news". >> there's a lot of green showing up on the radar tonight. a lot of precipitation out there, kathy. what's going on. >> at the bus stop on your way heading out the door make sure you pack the umbrella because rain is going to be falling heavy the times for the morning rush. bad timing with this storm. take a lookout side where we do

have some rain falling down the shore already. winds gusting to 30 miles an hour along our shore points along many locations and those winds will increase overnight tonight. in atlantic city it's already here on storm scan3 you can see that rain lifting northward and some of the heaviest rain offshore making its way into southern delaware. some bands of yellow and/or ranch moving toward the north and west will go right up the bay and right into south jersey and heading toward philadelphia during the overnight. our area of low pressure our storm system is still down through the mid atlantic and delmarva that will be moving northward as well spreading that heavy rain and increasing the winds. right now it's cool out there in philadelphia 64. 61 in allentown. 55 in the poconos. 63 in millville. temperatures will not be ranging that much tonight. now that the rain has arrived. look at these winds gusts right now in philadelphia gust to go 23. rehoboth, delaware, gust to go about 26. ocean city, maryland, gusting near 40 miles an hour so we're talking about tropical storm

strength to the south of us and that will be moving northward as well. so future weather shows the rain spreading northward right on schedule. by 5am, seeing heavy rain moving through philadelphia and suburbs. aft 10am more scattered showers and they will be tapering off during the afternoon but it stays damp, it stays dreary, it stays cloudy right into the evening period. now, here's a look a what we expect. periods of rain, heavy yesterday through thursday morning rush. between 12-inches of rain heavier accumulations i was head through south jersey and delaware. winds gusting 25 to 35 miles an hour even through philadelphia and suburbs. poor drainage flooding where you see those downpours and reduced visibility in that heavy rain as well. we have a coastal flood advisory down the shore through noon because of that persistent on shore flow with these gusty northeasterly winds much as we look ahead in the wake of this storm, we are going to be seeing improving conditions. friday, we see high pressure build in and by the weekend, that's the payoff. temperatures will be in the 80s. overnight the rain spreads across the region.
