surveillance video that some may find disturbing and in that video you'll see the suspect smiling after the attack. >> he appears to be calm and routine as he can. >> reporter: this man casually walks in the arts center with a dangerous plan. police say that the suspect beat, sexually assaulted and robbed a woman inside an arts center in chinatown sunday morning this happened around 8:00 in the 100 block of north ninth street. >> i don't feel safe in the city at all, no where. >> reporter: once inside the man forced victim to the back office. video is disturbing to watch as he repeatedly beats would the man the with the hammer-like object covered with a plastic bag. victim offers him $600 to stop the attack but he refused, the man then sexually assaults her and takes off with the money but not before flashing a sinister smile from the fact that an individual would laugh or smile or, you know, just obviously shows a behavioral issue. >> reporter: suspect is being described as a white male

prevention strategy that including improving overtime for staff to spend extra efforts cleaning those schools. in delaware state health officials said today that a child under observation for possibly bowl a dozen not have that. officials say that this little girl went to an emergency room at bay health kent general hospital on saturday with a high fever and abdominal issues. the cdc was also notified since the the child had recently moved from liberia. but doctors now say that the girl is past the incubation period and is symptom free. the philadelphia federation of teachers, outraged after the the school reform commission cancels their contract with the school district. they say that the district budget this should not be balanced on the backs of members. the the district claims it had no other choice. about 15 million-dollar right into classrooms this month but teachers union members say they have already sacrificed so much. >> shame. >> reporter: the the announcement was met with screams, src decision to cancel their contract with the philadelphia federation of teachers was immediately condemned by union members. >> is this the way to build trust? is this the way to build trust. >> reporter: and by parents losing trust in their district. >> did it on purpose to deny a public voice on what was arguablably a ground breaking decision which was to cancel the pft contract, take away tens of millions of dollars and put it towards unspecified purposes. >> reporter: src says savings are worth it. they estimate 15 million-dollar will be put back in the classrooms each year when pft members pay five to 13 percent of their health care premiums. >> is there only one other district in the commonwealth where teachers don't contribute to their health care. >> reporter: district says the

kedra says the 26 year-old died doing what he loved. "eyewitness news" reporter walt hunter has emotional remembrance from northeast philadelphia. adding to the sadness of this funeral service the fact that at 26, fallen trooper david kedra was so young with only two years on the force but last tuesday he was shot by a fellow of ther during a training session at montgomery county firing range. along with kedra mom dad brother sister and fiance his nephew robbie proudly wearing his uniform and hat. >> you only wore the big hat for two years but you wore it strongly, proudly and enthusiastty. >> reporter: troopers and police office hours came here were from all over the country from ohio, indian,al bam, cars and uniforms of every possible color and description but in their hearts they all had a

eric frein. frein ace accused of ambushing, two state troopers and a police barracks in blooming grove back on september 12th. corporal brian dickson was killed, and trooper alex douglass wounded in that attack. frein is now on the fbi the's list of the ten most wanted. delaware governor jack markell declared october as domestic violence awareness month. miss delaware 2014 brittany lewis says designation is important for victims and their families. she also shared her personal story. >> for a long time my sister kept her abuse, relationship inside, and only reluctantly began to express her situation once the physical scars and bruises could no longer be covered up. on the evening of march 26th, 2010, my family's nightmare came to life yet again when my 26 year-old sister was gunned down and killed, with seven shots to her body. >> miss delaware also lost her cousin to domestic violence.

nearly 24,000 incidents of domestic violence with reported in delaware in the pennsylvania past year. police chiefs in delaware county are pushing to be allowed to use radar to catch speeders.
