their car hit a parked car. police tell "eyewitness news" that one person remains in critical condition. seven people are displaced this morning after an overnight fire in north philadelphia. fire fighters responded to the scene on 5,000 block of d street just before 4:00. red cross is working to help 49 adults and three children displaced while fire investigators spark what those flames. several family pets are missing. new guidelines will take effect to help fight spread of ebola here in the united states. "eyewitness news" reporter syma chowdhry is live from the satellite center with more on those changes. same, good morning, what can you tell us. >> reporter: good morning, nicole pennsylvania health officials will begin to monitor travelers from three west african countries starting tomorrow. they will be actively followed for 21 days to see if they develop ebola. pennsylvania is one of six state around the country set on begin monitoring, people, traveling from one of these west african countries. liberia, guinea, and see's a

leon have seen most cases of ebola. passengers must travel through one of five designated airports with knew work air part and jfk being the two close toes our region. when they arrive in pennsylvania they will have to check in dale which county or state health officials, to see if ebola symptoms develop. hup will be designated as a treatment center for infect health care workers and is in the process of building an era tight isolation unit. anyone who does present symptoms face owes an immediate quarantine in new york, and in new jersey. that happened to trace i a nurse with doctors without borders. she was quarantined on friday after returning home from sierra leon with a slight fever. she tested negative for ebola so far and has criticized the process writing in the dallas morning news she said an official bark questions at me like i was a criminal. this is not a situation would i wish on anyone and i am will's scared for those who will follow me.

meanwhile in new york city fiance of the doctor diagnosed with the virus was allowed to return home. she had been quarantined after having extensive contact with doctor craig spencer. spencer is in the hospital after being diagnosed with ebola earlier this week. and although the doctors fiance was allowed to return home, she will remain in quarantine, and in the harlem apartment she shares with the doctor. live from the sat center, syma chowdhry for cbs-3 "eyewitness news". for more on the ebola out break now i'm joined by family physician doctor rob danoff good morning to you doctor rob. >> good morning to you. >> thanks so much for being here. we want to talk about this dallas nurse nina pham recently cured of the disease. >> yes. >> how does it happen so quickly and how does it a happen? >> batescally so her body for the it off. our bodies produce antibodies which fights the infection. when she was diagnosed it was at a very early time as opposed to being later, so they were able to get fluids to her and other type of measures to help machine for her so if her liver or kidney

had a problem they were able to a trust variety quickly. what you do is check the viral load, amount of virus in the body. they check it. it was positive initially. now it is negative. she no longer has detectable evidence of virus at all. she's clear. >> that is how you can tell. >> we do blood tests and go by symptoms. she's clear. she's been in quarantined for the appropriate amount of time, she's symptoms free and she's doing well and she will do well. >> will she remain that way for a certain amount of time. >> yes, ebola was first detect in 1976. there has been a lot of experience, about 39 years. once the person has survived it and done well, they say they have protection in their own antibodies for at least ten years if not longer. in fact, the world health organization is recommending that we take antibodies of survivors and use that to help people who have been infect to help protect them and build up their antibody response. >> very interesting. nigeria and senegal both

declared ebola free last week. how can we be absolutely sure that is the case. >> this is how we do it. 95 percent of all people who are going to get ebola do it within 21 days. 98 percent within 42. what the world health organization does to declare someone a region ebola free is in new cases, within 42 days. and in those two countries, they took a lot of measures, in fact, exactly what we're doing isolation, trace people who have it, and get them in medical care, and so that is actually some good news coming out of the africa that two regions declared ebola free. that is great. hopefully as we get more resources in the three countries affected the most, hopefully it will start to slow down where we can get it better under control. >> good news there but a lot of people talking about a vaccine. >> yes. >> what is the latest on the development of a vaccine fore bowl. there are two vaccines that are starting to be in what is called clinical testing. is there one that started already, in people, it just

started this week, and then next week or week after that, another company is going to do it. so vaccines here's the thing, you have to normally it takes five to seven years to be developed. these are sped up in a matter of months. we have to make sure they're effective. we have to make sure they are safe. we have to make sure that we know what dose to use. one of the organizations glaxo is producing a vaccine now in numbers. they are starting clinical trials in people. hopefully earl any 2015, it will be fun to be effective and safe so they can try it but we're still ways off. >> why has it taken so long to develop when there have been so many cases in west africa already. >> so that ace great point. they have known about this for a while. vaccine development started many years ago but because it wasn't a priority, it was not funded presently but now that there is an urgency, emergency in the special area of the country now they are starting to really do it quickly because more money is put in and it is a priority.

cdc, for yourself. happening today, septa's largest union will hold a strike authorization vote later this afternoon. the transport workers union local 234 represents bus drivers, subway and trolley operators. they have been working without a contract since march. there is in word when workers might walk out if that strike is authorized, although septa tells "eyewitness news" no strike is imminent, it released this statement saying quote parties continue to meet in negotiation to reach an agreement, although union has scheduled a strike vote, we have been given no indication that a work stoppage is imminent. service interruption plan will be released if and when the situation changes. well, philadelphia police are looking for two people wanted in connection to a violent crime in queen village. investigators say a man and woman approached would the man waking on carpenter street. according to police the woman struck that victim with the baseball bat in the chest and a man fired two shots at that victim trying to get away. a neighbor said police told

them he was a suspect in the string of cure burglaries and shooting was a form of retaliation. >> seeing somebody looking in the cars, trying to break into cars and then he gets attacked. >> police would the not confirm if the crime was retaliation, they did however tell "eyewitness news" that when the two suspects approached that victim one of them shouted quote you know what you did just before that attack began. three people are injured in the serious crash in limerick, montgomery county. an suv and a car collided near 422 and lewis road. crash caused all four lanes to be shut down saturday evening. a helicopter transported one of the victims to the hospital, the cause of the crash is still being investigated. an apartment fire, displaced 17 people in philadelphia's tioga a nicetown neighborhood. flames tore through the building on the 3800 block of north 15th street saturday afternoon. "eyewitness news" was there as fire officials worked to determine the cause of the fire there were no injuries so that is some good news.

the red cross is assisting advertise placed residents. meanwhile philadelphia police arrested a man in the wheelchair whom they say stole money from a donation jar at a wawa store. incident happened near delaware and tasker in south philadelphia saturday morning. there is no word on how much money was actually in that jar or if it was all recovered. >> latest on the deadly school shooting in washington state. >> reporter: police wrap up their investigation at the the scene of the school shooting as a town begins to heel. i'm danielle nottingham in marisville washington and i'll have the story coming up. also ahead ghost towns out west we will have a look at some of these left over cities as they are call when we come back stick around.

police still don't know why a freshman opened fire on his teenage friend and family at his school on friday. shooting left the student and shooter dead. while four other cling to life. danielle nottingham has details. >> reporter: steady stream of students, placed flowers and balloons on the fence outside marisville pillchuck high school saturday following friday's deadly shooting. >> it is bringing us all together and we are supporting each other because we know how tough it is, how scary it was. >> reporter: witnesses say 14 year-old jaylen fryberg walk in the school cafeteria and shot at people that he knew. one girl died, four other student were seriously wounded. family members say that two of the victims, boys were the popular freshman's cousins. >> they all went to the prom together. they all got pictures together last saturday. they all did everything. went to dinner together. only god knows what escalated it. >> reporter: just a week ago

fryberg was name home coming prince and police say he fatally shot himself. they have recovered a 40 caliber handgun. authority are still working on motive but one student told investigators that fryberg had recently gotten into a fight with another boy over a girl. classmates admit they are still in shock. >> i feel like it is in the real, not other school anymore. >> reporter: all sports and activity at the high school were canceled this weekend and there will be no classes here next week. police cleared the crime scene on saturday, student were allowed to return to retrieve their items that they dropped when they ran away as the gun fire started. in marisville washington, danielle nottingham for cbs-3 "eyewitness news". all right. 8:15. an update, to the manhunt for suspected trooper killer eric frein. police in new york said they have determined that his car stolen from the poconos and found in new york, is not linked to frein. pennsylvania state police have been searching for frein since an ambush outside their barracks in blooming grove on

"eyewitness news" reporter syma chowdhry joins us live from the cbs-3 satellite center with more on the latest efforts to fight the spread of the the virus good morning, syma. >> reporter: pennsylvania health officials will begin to monitor travelers from ebola stricken areas starting tomorrow. the travelers will be actively following for 21 days to see if they develop ebola. state officials are working under cdc guidelines while new york and new jersey officials implemented their own strict restrictions. liberia, new gunie, sierra and leon have seen most cases of ebola. passengers from those countries must travel through

another 14 year-old is in serious condition. they were injured after freshman jaylen fryberg opened fire at marisville pillchuck high school on friday. fryberg killed one student before taking his own life. hospital officials say victims have a tough road ahead. >> the next three days are going to be crucial. these young people are being monitored moment by moment, they have a nurse at their bedside constantly. a doctor is nearby constantly. >> reporter: family members say two ofithe victims were the shooter's cousins. we do have some disturbing surveillance video for you. police in southern california are working to track down an attacker, now that victim 88 year-old man says the suspect followed him to his apartment complex and demanded money. even after the victim gave suspect a few dollars the mandy mannedded more. >> he push, and hit. also push. he is stronger than me. he hit me.

i fall down. >> now the suspect took that victim's bag and ran away. the 88 year-old says his injuries have healed, so that is some good news. he hopes someone recognizes his attacker and then calls the 30 he lease but hate to see something like that. 8:35 right now. pentagon says a marine who died in baghdad is second u.s. military death associated with the campaign against isis. nineteen year-old lance corporal shawn neil of riverside died in the non-combat incident. pentagon says it is investigating but meantime fighting continues between kurdish million list a and islamic militants in the northern city of the turkish border. earlier this week the u.s. central command said its forces conducted 135 air strikes around the region. more cars could be joining the the already long list of recalls over exploding air bags. nearly 8 million vehicles currently under recall have been concentrated in warmer states, but there is increasing pressure to expand

"eyewitness news" at the high school for the future in west philadelphia with men learned about escaping abusive relationship and preventing child sexual abuse. they learn about internet safety and got self-defense tips.

well, dozens raced through philadelphia in the sixth annual honor fallen 5k run. "eyewitness news" at the police academy on state road this run benefits families of officers killed or died in the line of duty. proceeds from the president will go to the fraternal order of police lodge number five, survivor's fund. welshing halloween comes early for children in camden. i'm sure they are in the complaining about that. they will do trick or treat to go day. it is all called safe halloween and begins at 1:00 o'clock, at the campus at 326, and the event is presented by black law students association. it will be music, food, and games. the lots of stuff to do. it goes on until 4:00 o'clock. and boo at the zoo. you remember this, right? it continues today. eyewitness news was there. children are encourage to come and trick or treat at stages throughout the the zoo. the wild extravaganza also featured storing story telling games and live musical

"eyewitness news" was there for an emergency preparedness exercise. the airport tested how they're mergecy crews responded to a simulated mass casualty incident involving an airplane, you can see them there on your screen. first responders, triaged victims, evaluated their conditions and transported them to area hospitals, by ambulance, and also by helicopter. >> we take these drills very serious. we learn a whole lot from these drills. we take everything from these drills and analyze them and try to improve on things for the following future. >> very important to the philadelphia international airport, but also, mandated by federal law. in fact airport had to conduct those types of drills, once every three years. it is 8:42. still to come this morning from the little league world series, to the world series, itself is, philly's own mo'ne davis takes the mound. we will show you her first pitch i'm sure which will be

poconos where winds are gusting to 30 miles an hour. we have sustain winds of 18 miles an hour, air temperature 46. blowing around like that will make it feel cooler through philadelphia, 55 degrees right now with your on wind west at nine but our wind also will be picking up in the next couple of hours and as we go to the shore we will find 54 degrees and wind west and wind there too will be picking up. our temperature in the middle 50's. airport 55. we were as warm as 60 degrees, first part of this morning, right now it is coolest spot of the the day and we will add 10 degrees to that by the time we finish out rest of the daze today and some cases you might pick up 12 degrees more, so in mid to upper 60's expect today, high pressure is in charge of the weather, we do have a little front that came on through dry and it does change the win direction out of the northwest, air mass is dry, wind is breezy, it feels nice and we will keep that throughout the the rest of the day, tomorrow high pressure is still here.
