bearing some good weather news. eventually another cool down. we are timing it all out for you coming up. >> smooth sailing out on the ben franklin bridge, all lanes open, so headed from new jersey, westbound, into the city, you should have no problem. otherwise, out in new jersey we have couple of incidents to talk becomes i'll cover those in the next couple of minutes. good morning. >> good morning, happening today, leadership from the philadelphia's transit workers union holding news conference to discuss its ongoing negotiations cents with septa. >> last night its members vote today authorize strike that could side line thousands of bus, drop i -- trolley, subway operators. jan carabeo joins us now at frankford transportation center reaction from riders. jan? >> reporter: well, union leadership now has the power to strike but members told us they were told to report to work. this is bargaining chip as two sides continue to negotiate. >> despite vote to go give union leadership the ought raise to strike, emergency of the transport workers local

234 say they expect to be on the job this week, meaning septa buses, trains, trolleys will continue running at least for now. >> nobody wants to go on strike f we have to go on strike we will go on strike. members of the largest union approved the strike sunday. union leadership can call a strike if they deem it necessary, members tell us they don't want a strike. >> we're on the front line. we're the ones that operate the trains, the buses, mechanics, if you don't take care of us, this stuff won't be out here operating properly. >> 5,000 bus drivers, subway, trolley operators, maintenance workers, have been without a contract since march, sticking points, they say, continue to be pension benefit increases and pay raises. >> the company repeatedly wants to take away, and, you know, the union won't settle for. that will we gave up enough through the years. >> now, septa officials tell us, they've been given no

indication a work stoppage imminent, both sides they'll continue to negotiate again. >> members tell us they are report to go work if work stoppage, strike were to happen it, would affect philadelphia, busses, trains, and trollies. reporting live in frankford, cbs-3, "eyewitness news". >> thank you. also cents new this morning, shooting in southwest philly under investigation, police tell us a 18 year old man shot in the ankle. it happened over at 66 and woodland shortly after 1:30, that person was rush to the hospital, where he is list in the stable condition, at the moment, no word on suspect or motive for the shooting. overnight, we learned one of four teens wound in the washington state high school shooting has died. >> hospital officials say that 14 year old gee a succombed to her injuries last night. another girl was killed friday, when police say freshman student jay lynn friberg opened fire inside the cafeteria at the seattle high school. later turned the gun on

morning, to explain changes to the protocol. brian, good morning. >> reporter: ukee, erika, new york's governor soft ends his stance on quarantines over the weekend but new jersey governor did not. that means nurse casey hickox still in isolation in newark promising legal battle to get her out. >> after a weekend of fears opposition from the white house and some medical experts, new york governor andrew cuomo updated his state's mandatory 21 day quarantine protocols. following screening at the airport, cuomo says anyone who shows no symptoms of ebola can now quarantine themselves at home. >> during knows 21 days, healthcare workers would check on them twice a day, through monitor their temperature and condition. >> nurse casey hicksobjection, first healthcare worker isolated under the new protocols in new jersey, now being held in a isolation tent at university hospital in newark after arriving from sierra leone where she treated

patients with ebola. she calls her treatment inhumane, the isolation tent has portable toilet but no shower. she has hired a team of civil lawyers to help get her out. >> she knows how to treat and deal with ebola; unfortunately, governor christie apparently does not. >> new jersey governor chris christie is standing by his state's protocol. >> i don't believe when you are dealing with something as serious as this that we can count on a voluntary system. >> federal officials warn the quarantine will prevent other healthcare workers from traveling to the region. >> best way to help americans, to stop the empidemic after a we node those healthcare workers to do that. >> new jersey's quarantine policy will face first legal test this week, as hickox plans to file federal lawsuit within days. >> so the cdc says they're coming one new guidelines. meantime, governors from eight states, including new jersey, florida, illinois, are sticking with the plan to

ridging into the region, entire basically eastern seaboard totally quiet. but just off to the northwest, that's where the combination of the next storm system are getting their act together. now, i say storm system, technically you have the core of the storm, warm and cold front, so it is actual center of circulation, true to form cyclone of sorts but will come through weak in terms of precipitation, because its originating in canada where it is really not much of moisture source to work with here. so what does this all breakdown to? quickly check the pollen report. extremely low levels of ragweed over the next couple of days, despite full sunshine, high pressure in place, 66 degrees, beautiful, enjoy it, tonight we drop down to 50, won't be quite as chilly as is this morning; meanwhile we look forward to the forecast, warmest day, my favorite of the forecast, so pleasant and comfortable, too, at 75 degrees, wednesday, though, marks the arrival and passage of the next cold front, we discussed, really not expecting more than shower out that far, but man does it knock the temperatures back, solid 10 degrees, gets shaved
