"eyewitness news" is live on the scene at ramada inn along roosevelt boulevard. police say someone was stabbed inside of the hotel just after 5:00 o'clock, so far though no other details but that, we will of course stay on top of this still breaking story. philadelphia police are asking for your help to catch two suspects caught on tape beat ing and shooting a man in queen village. video shows the suspect approach the victim at second and carpenter on saturday. woman hit the victim with the baseball bat in the chest. the man shot that victim in the leg asteriated to get away. if you recognize these suspects call the the police. nasa and the company that built this rocket are vowing to get to the bottom of why it

exploded just moments after lift off last night in virginia. fortunately there were no injuries in this blast. but take a look at this new video of the moment it happened. it was recorded by a student in ocean city high school from cape may county. a group of students had traveled to virginia to witness the launch. in fact they had an experiment on board the rocket. it was one of 19, schools, nationwide, chosen to have an experiment on board the international space station. >> once after a second i just saw fire and we could see the space shuttle. i thought it rocketed in the sky. we didn't see anything. but then this giant blast came and we all jumped back. we all just stood there for like at least a minute to just say oh, oh, no. >> nasa was able to successfully launch its own rocket this morning so the international space station will be getting those needed supplies. well, "cbs evening news"

with scott pelley will have the latest on the investigation in the the rocket failure, that is coming up at 6:30 right here after "eyewitness news" at 6:00. there is about to be a big change when it comes to the weather. today's rain just the beginning. meteorologist kathy orr live on the skies deck, kathy. >> jessica, i have good news, watch, you cannot see my breath just yet but soon you will be. by this weekend we will be talking about that in some areas, freezing temperatures, lets take a look at the day here, we have a few more showers moving through and they will taper off to sprinkles. to the west of the poconos we are seeing some clearing, a little bit of clearing on the horizon, even in philadelphia, before the sunsets just a few moments ago. take a look at these tumbling temperatures. we will start off the afternoon at 1:00 with the high of 7o after that it was down, temperatures falling precipitously and we are sitting at 54 degrees. we are going to be seeing things beginning to change during the day tomorrow, as well.

up 1 degree right new to 55 at the 6:00 o'clock hour. allentown 53. poconos 47. in reading it is 54 degrees. our first forecast shows a few sprinkles possible by 7:00 p.m. temperatures falling with mostly cloudy skies at 9:00. by 11:00 p.m. the clouds breaking and it will be cool with a temperature of 51 going down in the 40's. coming up this is just the beginning of the temperatures, plunging, we will update you on the halloween forecast, justin has more on that and the winter like weekend that will cause some snow flakes to knicks in with rain for the first time this season. it is coldest air we have seen. more on that coming up with the seven day when i join you inside. >> thanks very much. two years ago today super storm sandy slammed in the jersey coast making changes to the shore and beyond. now some people are still trying to rebuild. like here in toms river man, do people i spoke with believe it has been two years since sandy because is there still so much to do. they say it will still take several more years before all of the houses here are rebuilt. >> i'm paying a mortgage on this house. i'm paying flood insurance on this house. >> reporter: like many sandy survivors, two years after the storm doug quinn is struggling to stay afloat after sandy sank his toms river home. >> the night of the storm was a party compared to what we have been through for the last two years. it has been brutal. >> reporter: meager insurance payments and slow house ago assistance are common complaints of the ball. >> dropping the ball big time and all i see is a lot of finger pointing and a lot of excuses. >> reporter: frustrated homeowners fired off questions at governor christie on the sandy anniversary tour. christie's administration says a billion dollars in federal house ago assistance has been awarded or is in the pipeline and everyone hoist eligible for grants should get awards

maine if the tate does not change its policy tomorrow. meanwhile president obama met with the public health and national security teams. he says there could be more ebola cases in the u.s. in the coming weeks. health officialness delaware announced they are monitoring 11 people for the virus. >> they have all been provided a fever monitoring kit, they have been instruct on how to take their temperature twice daily and they are being contacted every day by the division have of public health. >> delaware officials say all nine hospitals in the state are prepared to treat any potential ebola cases. new at 6:00 o'clock jefferson and abington health systems signed a letter of intent to merge. hospital officials plan to integrate the company's next year f that merger goes through the health system would contain five hospitals in philadelphia and montgomery county. a group of cheyney university students, staff and alumni have filed a federal lawsuit alleging that the historically black college has been shortchanged on money for decades all because of race.

chopper three over that campus today, group filed a lawsuit, dubbing itself heeding cheyney's call. suit names tom corbett, pennsylvania board of governors and u.s. department of education. it claims funding shortages are as a result of the racial discrimination. complaint is not specifying damages but does seek remedies that will, expand its academic base. >> an all time great institution currently has an all time low student enrollment and a all time high budget deaf it what is the cause of it? well, the cause of that is racial discrimination. >> we are awaiting a comment on this suit from the governor's office. well, septa riders are preparing for what could be a strike. it could announced as early as friday that could affect buses, subways and trolleys but not regional rails. still tonight the negotiations continue between septa and

mayor of wilmington has signed an executive order banning smoking in outdoor public places. >> as our same chowdhry tells us the move reverses a decision by city council to kill a ban to smoking at all parks, and bus stops. >> with this signing, comes this sign, wilmington mayor dennis williams issued an executive order banning smoking in some public places, in the city, it will ban smoking in all transit facilities like bus stops, parks and playgrounds. >> people should president have to be on the playground with their children and have secondary expect blowing in their face. it is not fair to them. in the fair to the kids that wanting to there and enjoy the park. >> reporter: some smokers disagree. >> hey look as long as they sell cigarettes i believe with within my heart you need to be able to be able to smoke where

ever you want to smoke. >> reporter: earlier this month city council voted against smoking ban, that is because some council members wanted to make amendments to include designated smoking areas. >> thinks a small step, step in the right direction. >> reporter: robert williams sponsored the bill that was voted down. he said ban will help beautify the city. >> cigarette butts, they are not bio degradable. somebody has to sweep them up, put them out. putting cigarettes out on walls or fountains. >> reporter: we have reached out to city council members who voted against the smoking ban, none were available for an interview. smokers we have have spoke with said they feel like they are losing their rights. >> because it is outside, if you don't want to be around it just walk away. >> next they will tell you what you can do at your home. >> reporter: mayor says signs like this will be posted within the next two weeks but law goes into effect immediately. in will mink ton delaware, syma chowdhry for cbs-3 "eyewitness news". the most visited public garden in the nation is now in
