. breaking news, a major two alarm fire tears through local apartments, take a look at this incredible scene. the flames bursting out of every side of the building, we'll have live report on the braze that's left dozens of residents homeless this morning. >> also, braking the fugitive stocks running. eric frein is captured wearing the handcuffs of corporal brian dixon, pennsylvania state trooper he allegedly murdered. troopers alex douglas wounded now prosecutors are seeking the death penalty. >> watch wish of those two pennsylvania state troopers, at the blooming grove barracks for 48 days, roughly a thousand law enforcement officers were looking for frein, police caught up with him what used to be hangar. >> frein awaiting his first

court appearance this morning. >> photo from the scranton times tribune shows frein now wearing an orange jumpsuit escorted from the pennsylvania state police barracks in blooming grove. marlie hall joins us now in milford, where frein appears before a judge and in just a few hours, marly? >> reporter: one of the most wanted fugitives in america is now in police custody. eric frein was captured thursday, after being on the run for 48 days. >> let my assure you from everybody here justice will be served. >> the take-down every frein ended weeks every tension and anxiety in the area. >> he can no longer hide behind his rifle. can he no longer hide in the woods. he is no longer on the run. now he will have to answer for his violent actions. >> several thousand members of law enforcement from at least five different states had been searching for frein since september 12th. when he allegedly opened fire outside the blooming grove police barracks, killing

start, even by comparison to yesterday, i which was also kind of chilly, off to cooler start, in a trends, your a 10 degrees cooler than this same time yesterday. so check this out. mount pocono, below freezing right now, 42 at the require port, 38 degrees in atlantic city. one of the coolest days we've had yet. yes, if that winds is light enough, you may very well have little thawing out to do before you hit the road. meanwhile as the day goes on, we start off with bright sunshine, but the clouds will eventually start thickening with time here. so by later on this afternoon, and toward trick-or-treat time this evening, yes, just have some clouds overhead, should stay dry, later tonight may actually and shower that gets triggered out there. vittoria, good morning. >> good morning, everyone, you know if you are traveling on the schuylkill expressway, this shot here, they had earlier crew that was out and about on the eastbound side of 76, approaching belmont, where they were power washing the train bridge. interesting, right? well, that's cleared out of the way. it does seem to be that traffic is moving fine.

right now traffic moving great, not dealing with any delays, and we wanted to get a little spooky too. so let's move out of the vine st. expressway, black and white, don't know why it is in black and white, we didn't do this but we think it is halloween or prankster, halloweener pranksters? >> all of the majors looking great, high up into the 50's, what you're traveling, not only new jersey but definitely pa even delaware, just good news sprinkled all over. definitely great way to start your morning. how much, we do have an accident if you are traveling in bucks county, this accident occurred at 12:00 p.m. midnight. they are still doing an investigation as a result of this. so route 13 is still closed at between tyburn road and pen valley road. new falls road would be your best alternate to move through this. also move our way into montgomery county, sum any town at decal, route 202, also an accident situation there. no delays for mass transit. things at the airport look just fine. >> vittoria, thank you. more on breaking news in southwest philly, flames pour

from the top floor of an apartment building near cobbs creek overnight. >> two people injured in that blaze including a philadelphia firefighter. "eyewitness news" reporter nicole brewer joins us now, at that scene with the latest information, nicole, good morning. >> reporter: and good morning to both of you. yep, just scary site this halloween morning for resident here in west philadelphia. inside the chestnut park apartments, which you can see, just behind me here to my left, but they woke basically to find their apartment building fully engulfed in flames. ukee, erika, you have to see it to believe it. this video just incredible. now it was just before midnight when firefighters were called here to the scene to the 6200 block of chestnut street. there were reports of heavy fire on the third floor of this apartment building, and you can see, fire crews real did i have their work cut out for them when they arrived, work for about an hour and a half to get those massive flames under control, safely, evacuating between 50 and 60 resident. now, did you mention, there were two people taken to the hospital of the university of pennsylvania. that included one civilian, and one firefighter.

both we're told are in stable condition. the rest of the displaced resident by the way, are getting help from the red cross, actually set up shelter at the say err high school at 58th and chestnut, they are going to be provided them with things like blankets, the cots, face and comfortable place to spend the night. from there these resident have to figure out just how they're going to get back on their feet. but definitely a scary, scary scene out here in west philadelphia. we send it back to you in the studio. >> boy, certainly was, nicole, we'll get back to you. happening today, septa end it largest union get back to the bargaining table at noon with potential strike looming. management and the transport workers union held talks at the wyndham hotel in old city yesterday, could not reach a deal. they are reportedly hung up over pension benefits, any work stoppage would affect septa bus, subway, trolley service. but the union promises to give riders 24 hours notice before a strike. >> pennsylvania state senator leanna washington says, that she will resign from her office today, one day after

judge sentenced her to five years of probation. the first three month of probation will be spent under house arrest. washington pled guilty to a conflict of interest charge in norristown. it the 69 year old democrat admitted using state senate staffers and other resources to plan campaign fundraisers. >> i've always been known to stand up, for what i believe in, and what is right. however, this resolution with the attorney general's office is the best decision for my constituents, my family. >> washington has spent more than 20 years in the legislature. she gets to keep her pension, but she was ordered to pay back $200,000 to taxpayers. >> much more to bring you up to date on. police quickly track down robbery suspect whose crime was captured on camera. we're hearing how social media led them to their man. >> then, a heart-warming story this halloween. how a man is helping his stepson with cerebral palsy celebrate tonight with a

actually be below freezing, pocono region. >> really? >> it is cold out there. in the sit generally going to bottom out low 40's this morning, but go in those outlying suburbs, those temperatures drop so easily. so a lot of people waking up in those areas this morning, you might even finds little frost on the win shield, which means you will need the extra minute or two to be thawing out before you can hit the road. so just be ready for that. meanwhile we are also tracking a duo of low pressure systems that will eventually merge, and turn into our next big thing. now, that said, the next big thing in part is due to this guy, our latest area of low pressure out across the great lakes region bringing in snowfall as you can see across the canadian border, even into wisconsin. here is the second piece off the mid-atlantic coastline, another piece of energy starting to develop into it own area of low pressure, what happens is these two guys merge together, but once they merge, it is basically moving out to the northeast at that point. so we get impact out of it, but man, southeastern new

our breaking news this morning, fire forces more than 60 people from their ants, that tops our headlines this morning, one firefighter and one other person were injured in the fire near 63rd and market around midnight. the cause that far fire is still being looked into. >> also, more breaking news, a new picture of survival list, and fugitive, eric frein. he makes his first court appearance in just a few hours, frein will be arraigned at 9:00 this morning, milford, northeastern pennsylvania, frein was captured yesterday, seven weeks after he allegedly ambushed a state police barracks killing a state police corporal. pennsylvania state senator leanna washington resigns her seat today. the philadelphia senator avoids jail time, and keeps her pension despite admit nag felony plea she used her taxpayer funds the staff for campaign fundraising. >> time is now 4:49. let's get a check on business. >> jill wagner joins us from

the new york stock exchange, looks like october is finishing on stronger note. how about it? >> that's right. good morning, ukee, erika, dow opens today well above the 17,000 mark. this comes as the commerce department says the us economy grew by 3.5% last quarter, and there was really big boost in military spending, the most in five years. also, visa, which is the highest priced stock in the dow, says its profit surged in the past few months, more people are swiping their credit cards instead of using cash, no surprise there. so we will see what today bridges. hershey will be ringing the opening bell in honor of halloween with costume characters, handing out candy, here on the floor of the stock exchange, and i'll take it. >> i was just going; they better be bringing streets. >> acceptable as that, jill says i'll take it. more than candy on many of the big restaurant chains. what's up? >> several of america's big food chains want to scare up business with special promotions today.

at the schuylkill expressway. now, they do have a crew on the eastbound side of 76, right around city avenue, and as you'll notice, it is kind of making its way further eastbound, they do have this crew working on power washing the train bridge. so, it does seem to be that they're still lingering out there, may notice lane blockage or two. with that said, though, really not dealing with any delays. if you are traveling on 95, all of the majors, this is 95 right around the broad street exit, looking beautiful, not only around that section of south philadelphia, it is in delaware county, it is in the northeast, speed censors high in the 50's, 50's on the schuylkill, ooh as well traveling on 95, delco, the blue route, jersey, delaware, all good news recalling and it seems to be that our halloween forecast also contains a little bit of good news. >> i would say. actually looking at some pretty pleasant weather overall, little cool granted but certainly going to end up, i think, with some very pleasant weather overall for the standards of late october here. storm scan3, clear, quiet, few high clouds starting to build in through the west most suburbs, but i'm telling you

some of the outlying suburbs are chilly. here's just our typical view that we show you the region as a whole, i mean, looks chilly enough, right, temperatures in the 30's, quite few locations, 42 if he airport, but look at quakertown, oh, you're below freezing through some of the outlying suburbs, so ya, frosty windshield alert my friends, probably need an extra minute or two to be thawing out in a lot of typically colder spots, like the pinelands, for example. like the northern suburbs, you know, traveling up along route 476, get off in the quakertown area, yes, you can she out there. clouds do build. keep it dry for trick-or-treat. then eventually see i think just stray shower later tonight. tomorrow is the wet day of the next few. we give you quick check on that halloween trick-or-treat forecast, some spooky clouds by this evening, but still dry. and pretty tranquil. that said, although early so. ukee, we send it back to you. >> thank you, kate. here are some of the stories our sister station "kyw news
