> from the cbs broadcast center in philadelphia. this is cbs3 eye witness news. > right now at 11, storm scan tracking plunging temperatures. some explicit picks terse developing right now rings will they strike or will they settle. two sides negotiating into the night to avoid a shutdown of buses, trolleys and subways. i'm jessica bean and i'm chris dean. the negotiations are ongoing that the hour. we're told there are significant progress being made. todd quinn yon as. just minutes ago, sources indicated they are going over the final pieces to a possible

deal. we're expecting an announcement here at any given moment. sources indicate septa and its largest union are quote, extremely close, in settling a contract dispute and averting a strike. a strike would leave nearly a million riders to find another way to get to where they're going and idle some thousand bus drivers, subway operators and other workers. the regional trains will keep running, though. negotiations at the within ham hotel in old city. there were little to no major sticking points left to hash out. i wouldn't say it's tense. i would it's ernest. i would say that people are putting their best foot forward to reach to a successful conclusion. > the yn onon monday promised 24 hours notice of any decision to strike indicating they would announce whether they would continue talking or strike on friday. the major issues include contributions to the pension funds, medical care and wages.

explicit text messages were sent between students while they were inside the school. parents are being urged to check their children's smart phones for inappropriate messages. new at 11, tonight a pennsylvania lawmaker says he's preparing legislation that would expand the state's anti hazing law to include high schools. representative ron mar second owe points to recent hazing allegations at central bucks high physical and at new jersey's sayreville high school. hazing is another form of bullying and says it must be stopped. pennsylvania does have law that makes hazy a third degree misdemeanor but that only covers colleges and universities. california university of pennsylvania near bits burg are under arrest tonight accused of attacking a man, players beat and stomped 30 year old lewis campbell out of an off-campus

and then ran away yelling football strong. the victim is in severe head injuries tonight. they are suspended on half a million dollars bale each. > tonight we are hearing from one of the law especially forcement officers who helped capture erin frein. a bruised and bloodied frein was seen outside the courthouse this morning. prosecutors have now charged him with first degree murder in which a victim was shot and killed and trooper alex douglas was killed. they found frein on the grounds of an abandoned airport. once i saw movement, i told my kids. they fanned out. we got about 25 meters he finally spotted us, he turned, looked at me. i identified myself. i told him to get on the ground. frein reportedly had been answering questions, but investigators won't say if he's confessing to anything. he will be held in the pint

county correctional in a silt until his first preliminary hearing november 12. people in monroe and pike county who have lived through this eric frein man hunt say they are finally able to return to their normal lives. those relieved residents started with halloween. eric, did you kill that trooper a collected shy of relief from a community held hostage by fear for seven weeks. a crowd cheered and booed as eric frein was held into the pike courthouse to be charged with murder. it is such a relief to finally be over, be done and know that, you know, they could go outside and play. some sense of normalcy returned to neighborhoods hours of a the man hunt for frein ended. the massive police presence that once scoured the pocono mountains replaced on this halloween by the site of children enjoying trick or treating an activity that was set to be canceled. these kids have lived with this police presence and the concern

vandalism on the night before halloween has now sparked a hate crime investigation in delaware. they spray painted a racial slur and general tails on the driveway in new castle. james and his daughter came home to find that graffiti last fight night. it's been painted over now, but the stink of the word and the image continues to hurt. there's that fear. we don't know what's next. why us, we're very friendly with everybody around the neighborhood. > police are searching for the vandals tonight. they're asking anyone with any information to come forward. it pays to have neighbors who keep an eye out for each other and we have proof of that tonight. an alert off duty police officer in bucks county is earning praise for stopping a would be burglar. 4 year old would be burglar is behind bars after showing up at the wrong door on the wrong street in middletown township.

i saw somebody the at my neighbors' door that didn't belong there. he was off duty and doing yard work wednesday when he noticed on one on a bike he hadn't seen before. i saw him ride down the street earlier and i try to keep an eye out for my neighbors. i knew euf ' never seen him at the house before. police say the man was casing homes and waiting for someone to leave when dob son's rover road neighbor pulled out the driveway. moments later he saw the man trying to pry open her front door. in plain clothes. i said, stop, get on the ground. he ran and iran after him. i i knew i wasn't going to catch hip. i called 911. officer dued son was able to follow him on his cellphone telling police officers exactly where was. we always talk about police officers being on duty, 24 hours a day, seven days a he can woo. it's one of those in stints you don't shut off.

the most important headline coming out of this, no septa strike starting next week. we'll keep you posted on cbs philly.com and throughout the weekend here on eye witness news. > dropping prices at the pump, aaa now says the national average for regular unloaded will fall below three dollars a gallon by tomorrow morning. the last time prices were this low was three years ago. what's behind the price drop, demand is not rising to meet supply right now. let's take a look at gas prices in our region. you can see in pennsylvania we're paying 3.14. in new jersey, where you don't have to pump it's 2.83 and in delaware just 2.87 for a gallon of regular. are you baffled by crazy sounding ingredients in food foods? some of them have strange names and they're popping up every where. tonight, three on your side stephanie stahl explains, what is that? >> felt, mock a, contact mousse,

our area of low pressure that's upper level low over ohio. we have some snow in the great lakes. we're also seeing a developing coastal low that's already trying to drag some moisture into the delaware valley. we almost have it on two fronts. saturday more of your rainy day, your windy day, big windy day will be sunday. you can see that dividing line from the cooler air coming in from the north and west somewhat more tell port conditions for philadelphia, trenton, millville, atlantic city wildwood andover with the clouds staying up in the upper 40s for now. this is the cold, minneapolis, chicago, they are right under that low and that is why they are so cold. this area of low pressure getting closer tomorrow brinking some morning showers it will team up with the coastal low. we are seeing some periods of rain with some wind. by sunday they combine off coast. the rain gets pushed away, but the wind intensifies as the storm gets stronger off the coast and we are going to be
