remember that balmy even warm afternoon we had today? well that is a thing of the past. good evening, i'm jessica don't. >> i'm chris may. do not leave home in the morning without your coat. meteorologist kathy orr is outside on the cbs-3 sky deck with more on what to expect. kathy? temperatures have dropped 20 degrees since this afternoon. we are talking about an arctic chill moving in across the delaware valley. temperatures soared into the 70s but no more. the cold is invading the delaware valley all of that blue, that's temperatures in the 20s and 30s. right now in philadelphia, 49 degrees. allentown 43. mount pocono 35. 39 degrees in lancaster and to the west it's nothing but 30s in the poconos we'll be down in the 20s overnight. we have that persistent northwesterly wind keeping a chill in the air and we'll make it feel even cooler tomorrow morning. here's a look what you'll wake up to. 30's along the i-95 corridor and to the south and east fouring along the shore points in the poconos and our northern zone to the north of the lehigh valley talking about temperatures in

the 20s. and that's just the beginning. temperatures will be falling below freezing even in philadelphia coming up in that seven day forecast. i'll be back with that and my exclusive winter forecast coming up a little bit later on in the broadcast. we'll talk about snow, we'll talk about cold and if that polar vortex is going to stick around. i'll see you later on. >> we look forward it to, kathy, thank you. new at 11:00 tonight tempers flare in south philadelphia. there was a wild meet to go night protesting the possibility that casino could be built in that area. todd quinones was there. he's live with a look at this passionate protest. todd? >> reporter: well, chris people are fired up in south philadelphia tonight. rumors are swirling that the next cass zone know could possibly go in their neighborhood right near the sports complexes. >> we're tired of being dumped on. this is not the dump any more. roar report there was no shortage of outrage as fear that is a second city casino is going to land in their neighborhood had many out fever pitch.

>> fire was then stoked when union leader john dougherty implied neighbors share some of the blame that their neighborhood was being considered as the location for a casino at packer avenue and dare yen street. >> i'm not arguing with you. you didn't follow the intervention process protecting your neighborhood. i'm not saying... >> reporter: but to be clear, no official choice has been ma made. the pennsylvania gaming control board will hold a public meeting on november 18th and that is when it's expected the location and developers of the second casino will be selected. there are four possible sights. the location near the stadiums is near mastery thomas elementary school. >> i have over 100 parents in our school that are opposed to this casino possibly being open near our school. >> reporter: neighbors worry a casino will bring crime and traffic.

>> south philly has enough. enough is enough. we deal with sports complexes and, you know, it's enough. we're not a dumping ground. >> reporter: ever since the proposed foxwoods casino and columbus boulevard fell through, the gaming board started looking for another site, but critics are wondering if a second casino in the city is even needed. reporting live tonight in the news center, todd quinones, cbs-3 "eyewitness news". >> all right. their message loud and clear, todd, thank you developing right now police are speaking with witnesses after a deadly shoo shooting in south philadelphia. officers responded to the 600 block of went ton street just after 7:00 o'clock. a 35 year old man was shot in the head and pronounced dead. a vick year old man was also wounded and is in critical condition. casings from two guns were found at the scene. police aren't sure if there were multiple shooters. >> this was the scene that captivated a lot of people today. tonight two window washers are safe after this dramatic high rise rescue at one world trade

center in new york city. they became trapped on a scaffold dangling from the new skyscraper after one of the cables malfunctioned near the 68th floor this afternoon. they were clinging to life on the side of the 104 floor tower for more than an hour before firefighters were able to cut through a window and pull them to safety. authorities were in communication with the workers during this rescue. >> cable doctors not break. the slack developed on the west side of the scaffolding. causing it to go to that position. >> the wind was blowing as well. so must have been terrifying that are those men. >> when i see something like that that's scary i wouldn't want to be them. here's a look from inside one world trade center after those workers were rescued. the skyscraper opened at the sight of the twin towers just last week. >> it is a dangerous job emergency crews and window washers in our area regularly train for similar situations. at 1,776 square feet, it's and the nation's tallest building

one world trade center. philadelphia's tallest skyscraper rises 974 feet above ground in center city. matt rivers shows us the measures taken to keep window washers safe on the job. >> reporter: when it all ended safely 68 floors above manhatt manhattan, there was a collective sigh of relief not the least of which came from a man who employees people just like the two that were saved. >> about 60, 70 of them are repelling on buildings or doing high rise or facade services every day report roar marty 'tis man owns jenkintown building services. his tow cleans eight of philly's tallest skyscraper using the same sort of equipment found today at one world trade center. he says dramatic scenes like this one are incredibly rare. >> more of our accidents happen with a guy tripping on a sidewalk, looking up at a building stepping in a pothole. it's amazingly reliable. >> reporter: how did this happen? official officials sak developed in the cable holding up the left side of the platform causing it to fall. 'tis man says a number of things

could have gone wrong including a brake failure in the system's motor. another possible culprit -- >> there's suspension device from the roof. so we really don't know yet what could have failed. >> reporter: but he's interested to find out. >> we want to see if that tells us anything about system changes, procedures that need to be retooled. >> reporter: constant maintenance is also a must he says, as is making sure workers are following strict guideline. >> another key part of safety marty says is simply remembering where you are. if you're a worker who repels off of buildings like this one regularly and there's relatively few accidents it's easy to forget how dangerous this kind of work can be. >> i never want to take for granted what we do and how careful we have to be. >> reporter: matt rivers cbs-3 "eyewitness news". >> now to a history making day in space. european scientists land unmanned space craft and comet traveling nearly 84,000 miles an hour and what's more it's over 300 million miles from earth. cheers went up in the european

space agency's mission control when the space craft made a rough landing on the comet. because the comet has weak gravity the space craft was supposed to use harpoons and a booster rocket to ang core to the surface. neither worked. derek pits of the franklin institute says com mets are full of information. >> how much really carry -- com mets really carry with hem information about the early system of the solar system. in many ways they're like a time capsule from a long time ago in the mist of history of the solar system and opening the time capsule of the comet nucleus will help us better understand what things were like here in the solar system as the planets were beginning to form. >> the good news is mission control says it is receiving data despite that hard landing. well the man accused of ditching his estranged wife's corvette in the delaware river surrenders to police today. "eyewitness news" was there as john kramer turned himself in at northeast detectives. he has admitted to driving that red corvette into the delaware

two days ago. he says that he wanted his mini van from his estranged wife hadn't grown frustrated way three-year divorce process. >> didn't realize that i did anything wrong. >> i didn't know anybody was going to go in and dry get the car. ooh didn't want ybody to see me do it. >> kramer is facing several charges he blames the episode on his bipolar disorder. >> developing news now. new jersey police are hoping to identify the mother of an instant girl whose remains were found at a recycling plant. the discovery was made on tuesday at wreak community recycling on railroad avenue in farming dale borough, monmouth county. some blood stained clothes were found near those remains. police hope someone may recognize them and be able to help identify the mother of that child. anyone with any information is asked to call police. well an investigation is underway a toddler drowns in a daycare sent's gold fish pond. the owner of the daycare on

scharr lane in millville cumberland county tells police that on tuesday she noticed a 15 month old boy missing. after she return to the yard from tending to another child. she then found him in the pond and called 911. that daycare has since been closed. >> the first person in sentence in pennsylvania under a new law named for fallen plymouth in that police officer brad fox. 22 year old stacey dawson of chester will serve six to 12 years for the straw purchase of two guns for her boyfriend a convicted felon. the brad fox law calls for a minimum of five years hyped bars for anyone who straw purchase as gun. fox was killed by a man involved in a straw purchase. the fox and dawson families both spoke out today. >> what i want as this law for so another family doesn't have to go through what we've gone through. >> i feel for his family and the

law that they have on the books but that didn't pertain to my daughter. >> the delaware county district attorney prayed the judge's sentence today. tonight police in egg harbor city, new jersey, say the public is not in danger after a second grader and his mother were found dead inside a burning home. investigators believe the fire was intentionally set on the 200 block of washington avenue this morning. police say a man at the house went to the hospital for treatment of his injuries and claimed to know what happened. >> he was telling investigators somebody broke into the house, yes. >> the arson dog is looking to see if there's any flammable liquids. we're considering this suspicious at this time. police will not say if they believe the man's story. so far they do not have a suspect. >> the suspect in the abduction of a philadelphia woman made his first appearance in federal court today. delvin barnes is accused of abductioning carlesha gaither off a street in germantown. barnes asked the court to appoint an attorney. it's unclear if he's on suicide watch as he was in virginia.

>> as the old saying goes timing is everything. if there was ever a doubt about ask the clayton familiarly from delaware county. >> that family expanded by one and the newest rival took it upon herself to decide when she would enter the world. >> for baby kalin clayton the outside world just couldn't come soon enough. in fact, she wasn't expected to arrive for another week but around 8:00 o'clock this morning -- >> we have to go right now. i could barely get that out. yup. so i mean it was full fledged, you know, labor pains. mom jumped into the car with her mother-in-law and raced to the hospital but somewhere between chichester and riddle hospital in delaware county, along concord road, she knew she couldn't wait and the two called 911. >> it must have been the certain sound i made on the phone 911 operator told her to pull over.

>> i kept saying, where is the ambulance? where is the ambulance? i didn't hear anything. so i was like, okay, she's telling me, get the baby. >> reporter: when ann clayton got to the back seat -- >> her head was halfway out. i just waited a minute and she turned her little head to the side and i reached for her and she just came right out into my arms. >> that motherly instinct took over. and it was just -- took her out here you go. isn't that amazing. an inform was so nervous after the birth that she couldn't even text her son to tell him what had happened. so she called her daughter and asked her to do it. tonight mom and baby kalin are both doing well. they're trying to get some sleep at crozer chester hospital. >> they deserve it. new tonight, new jersey's first congressional district has its first new congressman in northern 20 years. donald nor crows was sworn in on capitol hill tonight and later gave his first speech from the house floor.

norcross was sworn in during this lame duck session because he was lecked to finish out the term of rob andrews who resign. other newly lecked members will be sworn on january 3rd. >> 81 new cadets were sworn in to the philadelphia police explorer cadet program tonight. "eyewitness news" at the fraternal order of police headquarters in the northeast. 23 cadets were also promote to do night. the cadet program is for young adults between 14 and 20 who are interested in the law enforcement profession. new information tonight in the death of a three year old in chester county allegedly beaten to death by his mother and her boyfriend. a prosecutor now says staff at an elementary school in the coatesville district visited outdated address wool trying to check up on the brother of scotty mcmillan. scotty died notify fourth. his six year old brother missed kindergarten for two weeks before scotty's death. the school district said it made

multiple attempt to contact scotti' parents. >> having health insurance might not be in you have to pro he can't you from outrageous medical bills even when you think you've made sure you're covered. tonight our health reporter stephanie stahl has an exclusive look at the growing problem of the er surprise. >> reporter: trip to the emergency room is scary enough. but when the bills start arriving, you might feel sick all over again. >> it's not right. it is sneaky. >> reporter: jamie howard a tech manager in philadelphia had pounding headaches. he went to an emergency room for what he thought was a complication from a sinus if he can. they did some tests, said he was okay and sent him home from an antibiotic. >> four months later i get this bill in the mail. i owe them a thousand dollars. >> reporter: jamie had already made his deductible for the hospital bill. he made sure he went to an in network facility that would be covered by his insurance. he was shocked to find out the doctors in the emergency room were out of network. >> you go and tell you you have

a deductible you assume everything is covered. >> reporter: nobody told you that the doctors were separate? >> never. never even mentioned. >> they're actually not employees of the hospital which blows my mine. >> reporter: growing number of hospitals higher outside companies to provide emergency room doctors who have their own arrangements with insurance companies. so patients get separate bills both in and out of network charges. >> it's just not fair to the patients. >> reporter: dr. kelly, a researcher at new york university did a study that found the problem of unexpected out of network charges affects an estimated 3 million americans each year. >> no one ever thinks i'll choose to see a doctor in emergency that doesn't take my insurance. that doesn't make any happen. it's called surprise billing. >> antoinette helps people navigate medical bills and health insurance. >> i think it's hard to figure out. i think most of the folks this happens to they don't realize what the situation is or how

hello cold. >> it's all over. >> wait until may. cold from here on out but the big question is, what were the winter be loo ick? i have my annual winter forecast coming in just a minute and 30 seconds. i promise you. we'll get through the forecast rather quickly and then we'll get right to the winter foreca forecast. >> take look outside though where it is cold already. we're going down the shore with our skycam3 in atlantic city. temperatures will be tumbling into the 40s overnight tonight and in some spots even the 30s. root now in philadelphia, down to 49 degrees. that's 21 degrees cooler than it was this afternoon in the poconos, 33. allentown 43. reading 41. look to the west, though. columbus 34. nashville 35. little rock 38. so the cold impacting everywhe everywhere. the northern plains they have not been out of the single numbers. shy yen below zero for the past couple of nights and it's going to stay cold there as well. we are looking at this arctic air moving eastward. moderating some as it moves into the philadelphia area but with clear skies and light winds, it will be a very cold night.

we'll watch in the wake of this front. temperatures in the 40s for thursday with that he he persistent northwesterly win. morning temperatures will be in the 30s so we're talking about wind chills as well. we'll watch this area of low pressure skirt up and off the eastern seaboard bringing a chance of some showers late tomorrow into the evening. friday staying cold and really temperatures in the 40s until further notice even getting little bit colder in the seven day. overnight it will be mainly clear and breezy. the temperature 37 degrees in the city. freezing in some of our suburbs. thursday colder with an evening shower. the high temperature 49 degrees. and on the exclusive i wet weather seven day forecast, look at this chill. friday, saturday and sunday in the mid 40s. saturday morning at 31 that is the coldest air yet. monday some rain. could end as a little wet snow and then you can see even by wednesday getting colder with a high temperature of only 39 degrees. incredible indeed. and with the blow freezing temperatures coming up you're

probably starting to think about winter. and so are we. tonight i have my annual winter forecast and a look at weather that dreaded polar vortex will us in its icy grips again. >> many of us still have bad memories of last winter. it was the second snowiest ever. and the cold. >> i don't like extreme cold. anywhere any time. >> my bones hurt so much i could barely move. >> those bone chilling temperature courtesy of the polar vortex. does that concern you. >> yes. i've heard that for months now and i'm dreading it and i'm not ready for it. last year the polar vortex put us in the deep freeze. it happens when winds around the north pole weaken and allow arctic air to move south. it could happen again. >> cold, cold, cold. >> tony with the national weather service. we discussed the polar vortex and other global conditions that will affect us this winter. like the extensive snow cover in europe and asia right now and warmer waters in the eastern pacific ocean.

also known as el nino. >> pretty much as of today you know indicating that it's going to be a colder and snowier glinted i agree. the winter will be colder than normal but not right away. in december we'll be right around the average monthly high of 45 degrees. i expect at least a few cold shots but they won't last that long. january will be below the normal average of 40 degrees and february will be cold as well with a mercury averaging below the normal high of 44. when it comes to snow, each month will be above average. a white christmas, well there's a 30% chance. were there than it usually is. we're really get hit in january and february. that's when i expect at least two major east coast snowstorm. overall i'm forecasting a range of 34 to 40-inches of snow isn't philadelphia. the lehigh valley will be colder. so more snow. 38 to 44-inches. the shore a little less. 30 to 36-inches of snow.
