weather we've seen in a long time. >> good evening i'm jessica dean. >> i'm chris may. we'll begin at 11:00 o'clock with meteorologist kathy orr live on the cbs-3 sky deck with temperatures are knows diving. kathy? >> they sure are. skies are clearing. winds are picking up and we're talking about the coldest temperatures we've seen since last winter and we will be challenging record cold this week. take look at storm scan3 as that rain is long gone. the clear skies are moving in. cold enough for intense lake effect snows in parts of pennsylvania, northwestern pennsylvania and new york. for us, it's just a biting chi chill. right now 45 in philadelphia. 38 in wilmington. the colder air is moving in. already made it into state college and pittsburgh where the temperature is only 19 degrees. now, coming up tomorrow morning combination of the cold air and whipping winds will make it feel like it's less than 5 degrees in the poconos. wind chills blow 10 in the lehigh valley and the philadelphia area and adjacent

announcement. we begin with natasha brown life on the parkway tonight to show us how the city is already preparing for the pope. natasha? >> reporter: jessica, we can tell you that since the exciting announcement earlier today, hotel around the city and the phones there have been ringing off the hook we understand, and also city agencies have been very busy now preparing for the pope's visit. there is an electrifying excitement in the air in philadelphia. just hours after a historic announcement. >> philadelphia. >report the popeis coming to ph! >> reporter: as many as 2 million people are expected to flood the ben franklin parkway for papal mass in september 2014. pope francis become the fourth pope to visit the u.s. only the second to visit philadelphia. >> as soon as you hear something big like that is official you start making a newed to list. really quickly. >> reporter: to do list at visit philadelphia will be lengthy with visitors from

around the world flocking to philadelphia during the 5-day world meeting of families. security will be tight. thousands of media representatives from around the globe will be present and hotel rooms will be in high demand with some hotels already reporting that they're sold out. >> there are probably around 45,000 rooms in the tri-state area and this really is a tri-state event, any big event like that is, and there's also a family program so people will be hosted by area families. roar report there is a way for families within our region to sign up to be host families. because without that, we cannot accommodate all of our visitors cupping from all over the world. >> reporter: pope francis will spiral along the same route john paul ii did during his visit to philadelphia 35 years ago. for many it will be a glimpse at a world leader from a city thrust into the world's spotlight. >> this will be the largest event in the city's modern history.

franklin parkway and celebrate public mass with a crowd expected to be well over million people. but in this day and age of ever changing technology, the challenge to protect the pope will require tremendous planni planning. >> obvious security concerns that you would have with anyone high pre file as the pope. >> reporter: police commissioner charles ramsay told "eyewitness news" ensuring the pontiff's safety is top priori priority. ramsay says social media will help guide and control crowds. >> keep it real and updated through twitter, facebook. >> reporter: and police plan to set up special locations for those who need help. >> you'll have to create chutes i'll call them for lack of a better word but small areas that will be cordoned off for emergency vehicles only. >> reporter: but along with serious planning comes joyous celebration. students from philadelphia arch diocesan schools wrote thousands of letters encouraging pope francis to visit philadelphia. >> for him to come here and we can, you know, ride septa down

and see him, you know, just once in a life tim experience. >> reporter: news of the visit brought hope to local parish. >> here in philadelphia, our church has struggled. our church has been through a lot in the last 15 years, and i think this will assure us that, um, he's there and he's with us. >> reporter: with them in spirit and in person. >> arch with happen chaput was at the vatican for today's announcement. he released this statement "it is the answer to the countless prayers of so many people who have asked god to guide pope francis to philadelphia... we will welcome him joy physical with open arms and prayer full hearts". >> it has certainly been a long road for those praying for papal visit. it really got underway back on march 26th when delegation that included philadelphia mayor michael nutter, the fir lady and governor corbett and arch with scholl karl chaput traveled to the vatican where they met with pope francis inviting him to attend the world meeting of families. today their efforts paid off as

died early saturday. he was found unresponsive at his home. he had work the previous morning so his death is considered to be in the line of duty. so far there's no word on a cause of death. the fire chief says his department has suffered a huge loss. >> chris was one of the best that we have, and he lived, ate, drank this fire department much this was his life. >> clearly voice osama bin laden outside the staying tonight plant bunting and the flag at half staff. a viewing is scheduled thursday followed by a second viewing and funeral on friday. lieutenant hunt leaves behind a wife and two children. also new tonight an off duty officer is hurt in a three vehicle crash on kelly drive. the officer whose assigned to the major crimes unit suffered a minor leg injury. a passenger in a second vehicle is in critical condition. a passenger in the third vehicle is being treated for broken femur. both of the drivers are stable. early indications are one of the vehicles was headed into the city when it crossed the center

lines. and hit the other two cars. >> also, at 11:00 o'clock night, school board members are asked to resign after a school employee is charged with spying. as "eyewitness news" reporter diana rocco tells us from easton a grand jury made that unusual recommendation. >> reporter: easton school board members say they will not resign over report based in rumor and speculation. >> we are doing great. we want to keep going in the direction we're going in. >> reporter: grand jury report handed down by the northampton county da monday called for the resignation of three board members over their handling of tech employee thomas dray go. dray go accused of using his access to spy on staff members computers and report back to certain board member. >> the grand jury believes that mr. dray go had stabbed such a relationship with certain school board members that some were willing to overlook his tran gregs. >> the board denies the claims even after they chose to handle the matter internall internallye right to police. >> he has no information that he

was actually looking at documents. he was on the computers we didn't know whether he was reading documents. >> dray go resign after pornographic images were found on his work computer. he was later charged with wiring tapping. the grand jury interviewed 23 witnesses over eight months. they found no criminal wrongdoing but say the board members testimony was not credible and they've create add culture of paranoia and mistru mistrust. >> if there's tension in the school natural the kids will feel it. >> reporter: drago was found guilty of recording fellow employees without their knowledge. the school district is facing one lawsuit brought by an employee claiming they were demoted on information he provided. diana rocco cbs-3 "eyewitness news". >> a former montgomery county prosecutor says he made the right call when he declined to pursue a rape case against bill cosby. bruce castor tells "eyewitness news" the evidence simply was not there. accusor came to prosecutors back in in 2005 claiming that she

will been drugged and raped in cosby's cheltenham home a year earlier. while castor says he believed that cosby did something he shouldn't have, he was unable to make a case. >> had she record it in time, we could have checked her blood or we could have checked even hair and nails if it was weeks that had gone by to see if she had anything in her system that didn't belong there. i'm disappoint we had weren't able to go ahead but i'm absolutely convinced we made the right decision. >> the accusor settled a civil lawsuit with cosby after claiming 13 other women were prepared to come forward with similar stories. these accusations resurfaced after a comedian accused of cosby of being a rapist. his lawyer won't diss any if i the charges way response. >> charles manson is getting maryland and wait until you hear who wants to be his wife. also, on the way -- >> we got to stop her. i'm convinced she'll do it aga again. >> i'm jim donovan.

neighbors in the midwest. chicago, 11. desmoines 12. minneapolis nine and st. louis only 19 with snow. this is crazy for this time of year. winds out of the west northwest at about 15 to 22 miles an hour and these will increase overnight. here's our arctic front. the center of the storm is over canada it's going to push through. the arctic air filters in. see these blues and purples this is the core of the cold overnight tomorrow and then really wednesday morning when we'll be challenging record cold and then by wednesday afternoon, still cold but it retreats by thursday, a sign of better days ahead. here's what it will feel like tomorrow morning. 14 in philadelphia. nine in allentown and reading. five in the poconos. tomorrow afternoon, wind chills to the north and west still in the teens. and then of course wednesday morning. teen, single numbers for feel like readings in the 20s by wednesday afternoon. so it's about a 48 hour period of frigid weather. just have to dress for it. overnight the low 29. during the day tomorrow we're
