temperatures are flirting with the freezing mark, but the wind chills makes it feels even worse. >> and kate can i tell us all about that, she's bundled up on the skydeck, katie, just how cold will it get? how coal will it feel? >> that's i think the bigger thing here, how does it feel? the thermometer bad enough to look at, but factor in the very tenacious winds blowing, basically all day today, it really does add insult to injury, now, i want to walk you through what's going on in our pattern here, we had storm system here obviously long gone at this point, i do think the wind has been real good job, even though making us feel a lot colder, it has done good job to dry things out. so you don't necessary have i to wary too much about the icing issue from any left over moisture, but keep in mind, that we drop solid ten to 15 degrees on the thermometer, feels so much colder. what we just saw the 24 hour temperature difference, where we stand on the thermometer, 16 at the hour in mount pocono, but lock at the

single engine went shortly after take off from the airport 8 miles southwest of downtown chicago. >> new this morning, hotel guest razz getting some extra sleep after a carbon monoxide leak forced them out of their rooms in the middle of the night. carbon monoxide detector found high levels of the gas in the basement of the best western plus in concordville. firefighters ordered evacuations while that leak was contain. >> evacuated building with no incident, no injuries, so, you know, as far as we're concerned, it is a mechanical issue, been mitigate dollars. so no longer an issue, it will be put out of service and they can go about their business. >> 110 hotel guests returned to their rooms around 2:30 this morning after firefighters gave the all clear. meanwhile, fire in a row home in strawberry mansion now under control. plenty of smoke though right there from the fire on ridge avenue, near stanley street. firefighters tell "eyewitness news", that 3-story house was empty.

"eyewitness news" reporter jan carabeo joins us at the pennsylvania convention center where the gaming control board will make that announce: thank you. >> reporter: that's right, happening today, the debate over philadelphia's second casino license, many people here, in philadelphia, don't think the city needs another casino some people disagree with. that will still, this casino would be able to operate up to 5,000 slot machines, two ooh tables. >> judgement day for gaming in philadelphia. the pennsylvania gaming control board holding a special meeting, to decide philadelphia will get its second of two casino licenses and if so where the casino would be located. and recent days, the proposed site at packer and darien in south philly has seen growing opposition. >> south philly has enough, enough is enough. we deal with sport complexes,

and, you know, it is enough. we're not a dumping grounds. >> this was the crowd at a community meeting in the neighborhood just last week. many are concerned about quality of life, and for the increased traffic and possibly more crime should a casino move in. >> in my hand i have over 100 parents in our school that are opposed to this casino. >> meanwhile, politicians have also joined the fight. in delaware county, the council there is asking that's right gaming control board not award philadelphia a second license. officials say they're not just trying to protect the county own casino, harrah's, in chester, but the entire region. they fear over saturation similar to what's is happening in atlantic is the. >> i use their common sense. see the world has changed in gaming since last december. and the -- and should not award a license at this time. >> four sites under diagnosis, still others think an approval would mean more jobs, encourage at c workers fresh out of work to cross state lines. >> specially with the economy the way it is now with the job

force, i think it would be a great thing. now, this special meeting happens here at the convention center right around 1:00 this afternoon, it is open to the public. reporting live in center city, jan carabeo, cbs-3, "eyewitness news". also, today, former philadelphia traffic court judge, tomorrow seen tynes is expected to plead guilt nay state corruption case. defense lawyer says tynes will admit to taking $2,000 bracelet from undercover enforcement. says the plea agreement calls for no punishment beyond upcoming federal sentence in a unrelated perjury conviction. >> also, happening today, the pennsylvania supreme court is weighing in on historic church abuse case. prosecute remembers trying to reinstate child endangerment conviction, against monsignor william lynn. he was the first catholic church official convicted for the way he handled sex abuse claims. that conviction was thrown out last year. for now, lynn is on house arrest, it could take month for the supreme court to rule on the case.

and, as we were first to report yesterday morning, pope francis is coming to philadelphia. the pontiff will be here in september 2015 for the world meeting of families. as many as 2 million people are expected to flood the ben fran -- ben franklin for his papal mass. pope francis already the fourth range pontiff to visit the us, the second to visit philadelphia since pope john paul ii in 1979. and with that monumental announcement comes questions about security. the philadelphia police department says they've been preparing for months, it is expected to be the largest event in the city's modern history. commissioner charles ramsey told "eyewitness news" social media is going to help guide and control crowds among other measures, they plan on setting up special locations for those who need help. >> meeting on regular basis, as the event end tens nice, pretty much the way we handle presidential inaugurations, you know, whatever assets we need, we certainly will have at our disposal, and will

get other information. >> state and local off initials missouri getting ready for the grand jury's decision, in the shooting death of michael brown. there is no date set for the grand jury's announcement, but, missouri governor jay dixon already declared state of emergency in ferguson. the grand jury will decide whether officer darren wilson will be charged in brown's death last august. authorities say, they'll be ready to handle any protests, that may follow. >> our police officers in the city of st. louis will bewaring their police officer uniforms. they're not going to be having the riot gear on, things like, that unless of course, a situation would occur which would require them to do that to protect themselves. >> now the governor activated national guard to help local authority if needed. grand jury decision is expected by the ends of the month. >> notorious mass murderer charles manson is getting married to a woman 54 years younger than him. eighty year old man son will tie the knot with 26 year old aston elaine burton next month. prison officials say the couple can invite up to ten

>> good morning, hearing from another woman chalking cosby and sexual accusation he is. justin finch joins us in the cbs-3 sat center more on the woman's claims. justin, good morning. >> good morning, erika. bill cosby is staying silent, allegations and chatter just keep coming, and as you mentioned, now, another accuser, is telling her story. >> bill cosby, in his element, on stage, in erie, pennsylvania sunday. though off stage, the spotlight has centered on rape allegations against him, claims that have docked him for decades, but resurface in the another comic stand up routine and went viral. now another accuser has come forward. >> i didn't know his history. i assumed i was not the only girl that he was doing this

1980s. now, bowman was among a dozen or so women set to testify against cosby, in a civil suit that has since been settled, the controversy has caused cosby to cancel at least two talk show appearances. live in the sat center, justin finch, cbs-3, "eyewitness news". >> justin, thank you. funeral scheduled friday for cinnaminson firefighter killed in the line every duty. lieutenant christopher hunter died early saturday. he was found unresponsive at his home. lieutenant hunter worked the previous morning, so his death is considered to be in the line of duty. there is no word on a cause of death, the fire chief says his department has suffered a huge loss. >> chris was one of the best that we v and he lived, ate, and drank, this fire department, this was his life. >> black bunting covers the fire station as a flag flies at half staff as well. viewing scheduled thursday, followed by second viewing before the funeral on friday. lieutenant hunter is survived by wife and two children. >> happening today, philadelphia will soon know

this afternoon whether it is getting a second casino. the pennsylvania gaming control board is supposed to decide among four contenders. it also has the option of rejecting all four. the board meets at the pennsylvania convention center at 1:00 this afternoon. >> also today, one of the largest malls in the country is about to get little bit bigger. officials with the king of prussia mall will unveil their plans for major expansion project. shoppers will soon find an extra 155,000 square feet of retail and restaurant space connecting the two main shopping areas in the mall. the plaza, and the court. >> good day to hit up the mall and do little pre-holiday shopping? >> avenue love affair with the king of prussia mall. i just love that place. now it will get even bigger and bert. we just love that news. guys, we do have very big chill that has settled in. we go first and for most right out to beautiful view, the sun yet to come up. but you can already see the light of day just some left over clouds, thinning with time here, as the day progresses as we face east

we go outside, show you how quickly things can change. starting to pack in some volume, really, on a the low of the majors here, 422 at trooper road where you can see that is actually the eastbound lanes, headed toward the king every prussia area. you can see, over the right-hand right hand lanes, right there, some ongoing construction work. possibly setting them back quite a bit, but you can see a loft brake lights specially coming off trooper road, wrap around onto 422 as well. backups, due to ongoing construction, 95 at cottman, brake lights headed southbound toward the center city air, losing out the right hand shoulder due to ongoing construction, northeast extension, southbound past lansdale, accident, there push over into the right-hand side. ukee, erika, back to you. >> jess, thank you. more now on the breaking news from jerusalem. two palestinian men stormed into synogogue killing four worshippers. deadliest attack on jerusalem in years. >> reporter: witnesses say, two attackers, used axes,

china, japan, europe, waning, put it together, and you've got big drop in prices. >> okay, now, how does it relate to the price at the pump? >> the price of crude oil accounts for about two thirds of the price of gallon of gas. and according to triple a, national average for regular unleaded is 2.88 a gallon. down 80 cents from the april peak. it is the lowest price in four years. that decline translates into estimated savings of get this more than $250 million a day for motorists. >> and lower energy prices impacting the economy. how's it work? >> americans are expected to save about $61 billion due to the falling cost. it may not seem like a lot because we have 17 trillion-dollar economy. but, it immediately gives consumers more money to spend on other things, like let me look at the calendar, holiday shopping, in fact, economists are saying that these lower energy prices could increase fourth quarter growth by up to a half of a percent.
