this is the "cbs morning news" for thursday, november 20th, 2014. good morning. good to be with you. i'm anne-marie green. well, overnight a gunman opened fire on the campus of florida state university. multiple shots were fired in the school library at the heart of the tallahassee campus. at least three people were wounded. video appears to show police communicating with people still in the library. >> we have a shooting in the library. stay where you are. we'll be coming there and take care of anybody. >> james buechele from our tallahassee station joins us on the phone. what's the latest on the situation? >> reporter: i'm here on the campus of fs unh there are literally hundreds of students being taken next door. they're now allowed to go in.

three people have been sent to the hospital. at one point he shot at the p.d. they returned fire. we don't know who the suspect is. at least three people in the hospital for injuries. a lot of the students said they heard noises what they didn't think were gunshots ended up being gunshots but there are still hundreds of students in there. very busy time, middle of the week. the point is three people are recovered from their injuries. >> what's going on on campus now? what are students doing. >> reporter: right now they were taken to a building directly next to the library as they were being questioned by police about what they saw. they are letting the hundreds of students back into the library to grab any of their belongings. there's still plenty of police, fire trucks around. the place is taped off. but right now the students are

being let back in to grab any kind of stuff they left before being moved to the build. >> all right. wctv's james buecele. thank you, james. another round of lake-effect snow is pounding the area. buffalo is already buried by as much as 5 1/2 feet of paralyzing snow. by this evening three more feet may be on the ground. at least seven deaths are blamed on the storm. allison a >> that's so much snow on the ground. just as residents started digging out, snow fell again. heavy snow continued to pound the region overnight.

the paralyzing lake-effect system dumped close to 6 feet of snow yesterday trapping many people inside their homes and cars. bethany went into labor and was stranded while trying to get to the hospital. desperate for help her husband jarrett ran to a buffalo fire department unit and he got a nurse who helped deliver the baby right there in the firehouse. >> they help med get in the right position, two pushes and out she came. >> about 100 miles north of the threwway remains closed in both directions. governor andrew cuomo declared a state of emergency. national guard troops were even deployed to help but some drivers remain angry. >> the troopers do their job. the d.o.t., they need to improve on flarn of attack in snowstorms. >> reporter: many residents east of buffalo stocked up on

supplies. >> essentials. milk, juice, and beer. >> and dug out from snow drifts taller than their homes. this second phase of the storm system is expected to drop as much as three more feet of snow in some places. now, the buffalo bills are set to host the new york jets on sunday in an nfl game, and if you can believe this, there are some 220,000 tons of snow in the stadium so the bills have asked their fans to help out and dig out and they're offering $10 an hour and tickets to the game. >> but how are the fans going to get there? alison harmelin in new york. thanks a lot, alison. temperatures are in the teens. nearly 2 feet is already on the ground and another foot is expected by tomorrow. but tonight president obama will outline plans to protect millions of illegal immigrants from deportation. as expected his decision to

issue an executive order bypassing congress has set off a political firestorm. the white house released the photo of the president working on his speech. he'll officially sign the order tomorrow. susan mcginnis is in washington. susan, good morning. >> anne-marie, good morning. the president briefed key democratic lawmakers at the white house about this. he has often said he would not wait for congress to overhaul the immigration system. now he's set to announce some of the most sweeping changes to immigration policy in decades. >> everybody agrees that our immigration system is broken. unfortunately washington has allowed the problem to fester for too long. >> in a video announcement posted on the internet, the president previewed his action. >> i'm going to be laying out things i can do with my lawful authority as president to make the system, two better even as i continue to work with congress to get together a comprehensive

bill that can solve the problem. >> the plan will shield immigrants from deportation, both adults and children. it would affect parents of illegal children and so called dreamers, young undocumented who entered as minors. republican lawmakers are furious calling the action unconstitutional. >> failing to get your way in congress doesn't mean the president can simply override the congress with the stroke of his pen. >> in a written statement an aide to him called him emperor obama and he'll ruin the chances for congressional issue on this and others. some lawmakers want to hold up government funding when it runs out of money next month but for now the gop says they have no plans to shut down the
