spelled out his executive action that will spare millions of illegal immigrants depor tigs. republicans are livid. they chanted we are here to stay as they march outside the white house. susan mcginnis is in washington. good morning. ann marie, good morning. the president says his decision to bypass congress is in line with previous administrations and urging lawmakers to pass their own plan. >> our immigration system is broken and everybody knows it. >> reporter: the plan will shield 5 million undocumented immigrants from deportation, including parents born here and those in the u.s. more than five years. it will grant work permits and expand the dreamer program and people brought here illegally as

children. >> if you register, have a criminal background check and willing to pay your fair share of taxes, you will be able to stay without fear of deportation. >> reporter: it will not provide a pass to citizen zip. president obama is in for a long battle with the very angly gop. >> the only way to do this properly is have congress enact a law, an immigration law, which congress is in the process of doing and have the president enforce the laws. >> he said he's not a king or emperor. he's sure acting like one. >> reporter: he defended his actions. >> for those members of congress who question my authority to make the immigration system work better or question me acting, i have one answer. pass a bill. >> reporter: the president's

plan increases resources for law enforcement at the border and streamlines the visa process. the president heads to las vegas today to tout the plan. >> susan mcginnis in washington, thank you. the president told a story of a young girl who entered the country illegally. she was 4 years old when she came to the u.s. more than 20 years ago. now her father faces deportation. she says the executive action is just a start. >> tell him that our family will keep fighting. we can't stop here. we need to have a law passed with congress and we need congress to do something about it. they can't keep hiding and scaring people. >> a third day of heavy snowfall in western new york state. three more feet fell on buffalo thursday bringing the total to more than seven feet. buildings are buckling and collapsing under all the snow. hundreds of truckers were

stranded on the new york state freeway. ten deaths are being blamed on the storm. alison is in new york saying there is a new danger moving in. >> reporter: snow isn't the only thing falling. roofs are falling in under six feet of snow. >> large structures have collapsed. >> reporter: officials say on some roads, the snow is too deep for plows to work properly. the state is providing hundreds of vehicles. the national guard is helping residents dig out. >> i couldn't get through to anybody. thank god the guard was there. they held me out. >> reporter: here, the streets are quiet. most residents are obeying orders to stay off the road. governor andrew cuomo is speaking about storm recovery. >> there are hundreds and hundreds of vehicles stranded throughout the area. that is going to be a massive

problem. >> reporter: adding to the problem, thousands of homes are without power. the storms are expected to clear out by friday. temperatures are expected to hit 60 degrees over the weekend, causing widespread flooding. meteorologist eric fisher of our boston station has more on the new weather headache some will be facing, possible flooding. >> we have wild weather that will impact not just western new york but the middle of the country, a warm upcoming, plus severe weather. places that were freezing like texas and louisiana. storms developing saturday and saturday night over to louisiana and mississippi. by the time we get to sunday morning. a broad area includes dallas, san antonio. tornadoes possible. hail and heavy rain a threat. the warm surge across the south is going to move up the east

coast sunday and monday bringing with it rainfall. rain is not something anyone wants to see in the buffalo area. flood watch is out. all the locations that have seen significant snow. not expecting rainfall and it will add weight to the rooftops. with the snow and blocked drains, we could have widespread flooding issues. 50 on sunday, near 60 on monday. you can clear the drains, clear the roofs, you have to get that done before the warm weather gets here. i'm eric fisher, cbs news. ferguson, missouri simmers awaiting a decision. protesters are calling for an indictment of darren wilson in the shooting of michael brown. they ventured into the street to block traffic. five protesters were arrested in the confrontation. brown's father is calling for calm in a video message.

>> it's not the answer. no matter what the grand jury decides, i do not want my son's death to be in vain. i want it to lead to incredible change, change that makes the st. louis region better for everyone. >> the officer may report his resignation today. wilson is quitting to protect his fellow officers. an explosion on a drilling platform killed one person thursday. three others were hurt in the accident on the echo platform 12 miles off the coast of louisiana. it's operated by energy and was not in production at the time. there's no sign of oil or gas spilling into the gulf. the gunman who opened fire at florida state university showed signs early. they don't know why he targeted his alma mater thursday.
