very long. and it could impact your morning commute as you head out the door. >> katie's outside on the skydeck right now, katie, like i said, little earlier, ran into little sleep coming in today. things are moving? >> they certainly r it is interesting, here on the skydeck, it is barely doing anything right now. i can see just because of the bright lights, out here, i can see few little spits coming out of the atmosphere, basically, but it is very calm, very guy quiet. storm scan3 says otherwise, though. take a look it, looks like it is coming down relatively steadily near philly, doesn't it? so looks can definitely be deceiving on storm scan. i'm not saying that no one is seeing anything, but, it is looking, basically, the bark is worse than the bite kind of scenario on storm scan3 right now. we are looking at wintery mix of light rain, some snow, some sleet throughout the day today. but it is more of news and thanks anything. so i don't want you to get scared off hereby storm scan, but just know, we looking at the wintery mix throughout the day. eventually, winter weather advisories will be going into effect as of 1:00 p.m. today.

notice, it is specifically for the northwest corridor basically of the delaware vale. that's where you may ends up with the worse travel, simply, because you have better shot for some sleet, maybe even some rain to freeze on contact, and certainly the potential for some very light snow. here is a look at your area temperatures, as they stand right now, notice very marginal, with freezing, and as that continues to be the case, through some of the outlying suburbs, you know, in philly, at philadelphia, that number isn't true to every single location. you know it, could be little colder in fishtown it, could be a little colder in northeast philly. so, depending where you are, what the temperature read something when you walk out the door, we will be relying on the weather watcher network here for that today. you could see something totally different. as you travel you could see changeable road surface, so the advice that i would have for you today, just slow it down, regardless of the kind of precipitation you see, naturally you will get slowed down because of the wet weather. as i said for now, it is not too bad in center city. you are going to find some

precipitation here and there, as the day goes on, we only hit 40 degrees, so we'll stay pretty marginal with the chill and the potential for that mixing to take place, any time here today. jess, we send it into you. >> thank you, katie. fortunately with the slippery road conditions, we don't really have much going on in the way of volume so far this morning. we go outside, show you exactly what i am ' talking about. this is the camera here at the ben franklin bridge from the jersey side. so you can see, everything moving along great. really not a lot going on headed westbound into the city. you should have no problem doing so, no problem getting into jersey from the philadelphia side, as well. as we advance to route 42, around creek road in new jersey, everything pretty much the same there. northbound toward 295 or the surrounding area bridge, you should have no problem doing, that as well. and the southbound lanes moving great, not even car going bias they head through the a.c. expressway area. there goes one, but out in delaware county, overnight work ruth 252, out there until about 6:00 a.m. just near route one. use caution driving through there. overnight northeast extension,

northbound at the lehigh valley. ukee, back over to you. new this morning, philadelphia list looking for the driver who flipped their suv near the hospital. found the wreckage germantown and tioga but the driver was gone by the time they showed up. diana? the fall out from ferguson missouri, president obama proposing new plan to build trust between police and the communities they serve nationwide. he's now asking philadelphia police commissioner, charles ramsey, to help lead the way. "eyewitness news" reporter justin finch is live at police headquarters for us this morning with more. justin, good morning. >> reporter: good morning, yes, commissioner ramsey says he got the call sometime last week to co-chair the white house task force on 21st century policing, the obviously said yes, he only has three months, though, to assemble an action plan for the white house. he already has a few ideas that he want to explore. now, the announcement comes as just yesterday another wave of ferguson protests swept across

the country, here, in our area, that was at penn and drexel. protests were very peaceful, but do i will state the pro track tiff fall-out from the ferguson decision, that is where unarmed teen, mike brown, was shot and killed by officer darren wilson, a grand jury did move to not charge wilson in that shooting. but in the wake of that unrest, the white house and ramsey agree, there is a great need to bridge gaps between law enforcement agencies across the country, and the people that they serve. now, if this role, the commissioner will also work with the department of justice, in bringing those detail and doing that analysis. now. that will also factor into their recommendations, as well. now the commissioner also shared with us a few ideas that he's already working on. >> i think there are some key areas that we have to look at in terms of just policing. one is establishing trust and ledges mass any neighborhoods across the country. that means they'll challenge neighborhoods, as well, whereas very, very difficult, but we have to be able to do

that. we need to take a look at our training, and education. we need to look at technology and how it could be applied, but applied within constitutional limits. >> spiking every technology specifically, the whole argument surrounding cameras on police officers just yesterday, the commissioner did confirm that in philadelphia there is a pilot program for body cameras. now as part of this task force, there is also a plan from the white house to have a $263 million total package, that includes training, and $75 million set aside for body cameras for police officers. we are live at police headquarters, i'm justin finch, cbs-3, "eyewitness news". thank you, justin. police commissioner ramsey will join us live in studio in our next hour to discuss ferguson and the task force. ukee? >> well, sexual assault allegations and increasing pressure force iconic comedian to leave his role at temple university. bill cosby, man committed his alma matter, stepped down from the board of trustees on monday following his resignation, "eyewitness news"

reporter todd quinones, spoke with members of the temple community. >> reporter: he was the face of temple university. cosby's ties here run deep, speaking at graduations, motivating future generations. >> a lot of people look to up him, so he does have a great impact on the students? his legendary relationship came to abrupt ends monday. numerous old allegation haves resurfaced and new claims too. now more than dozen women claim to have been drug or sexually assaulted by cosby over the past several decades. the 77 year old philadelphia native resigned from the boards every trustees of temple university. write nag statement: i have always been proud of my association with temple university. i have always wanted to do what would be in the best interest of the university and its student. as a result, i have tendered my resignation from the temple university board of trustees. cosby has never faced criminal charges and he has denied all of the allegations. but the move further complicates how how student we talk to about the scandal and cosby himself. >> when everything was coming

out i was just like that's not true, can't be, but then seeing him resign from temple and everything, now i'm just like oh, is this true? >> understandable he would have to resign from temple. you know, bring out the attention for the university. >> according to terrible's website, cosby was member of the board every trustees for academics. he had served on the board for 32 years, for its part temple released a statement saying the board every trustees accepts doctor cosby's resignation from the board, and thanks him for his service to the university. a change.org petition drew more than a thousand signatures, urging tell tonight cut ties with cosby, the petition was created last week by 2005 temple graduate, kerry potter mccormick. we tubing her monday night after cosby resigned. >> i'm happy that it doesn't seem like he's going have a continuing relationship with temple. >> cosby has served on the board of trustees here since 1982. reporting from temple university, todd quinones, cbs-3, "eyewitness news". also, the university of massachusetts cut ties with cosby last week.

he received degrees from the school and was a major donor in the past. cosby's name has also been removed from a scholarship at berkley college every music. diana? >> student vanishes after celebrating his 21st birthday, this morning, the frantic search to find him and enters its sixth day. last night the fbi ruled out digital billboards with shane montgomery's picture on them. he was last seen leaving killdare's irish pub in manayunk early thanksgiving morning. authorities hope surveillance video from the area will bring new clues this, as family members, plead for fresh leads. >> what we really need is someone to give us the tip so that we can start heading in the direction that will lead us to shane. >> shane's family and friends have stated shane was not intoxicated. >> the reward now stands at $25,000 for information on shane's disappearance. police are also looking for a hit-and-run driver who left a man in critical

condition. chopper three, flying over the scene, at south 59th and market streets in west philadelphia. we're told a gray volvo station wagon hit the man as he crossed the street last night. police only had the last four digits of the license plate which is 0528. fire rips through a line every townhomes in newark, delaware, "eyewitness news" speaks exclusively to the man who says he's responsible. he tells it is happened as he was trying to reverse his car out of the driveway, instead it lirched forward hitting a gas meter annex providing. luckily no one was seriously injured. four homes, everything inside destroyed. >> very sad, but luckily nobody's injured. that's it, everybody's safe, me, my wife, and all of the neighbors. >> hopefully salvage some of the stuff in the howls. but that's a lot of stuff gone. >> "eyewitness news" has also learned police site that driver foreign attentive driving. well, still to come this morning, a health scare at a local restaurant.

slow you down. road crews always so excellent at prepping the road surfaces but depending on location, may not have been able to do that just yet, because just rain so far. so we have to keep an eye on. >> this my advice to you, just expect that you might be slowed down out there, and that it might and little bit after slow drive this morning, and maybe even into tonight. here's why. notice, the rain-snow line pretty much set upright over where we're finding it right now. but, as we look ahead in future weather it, may all sort of shift off to the south, at least briefly this morning, before it gradually goes back north again. where it runs into the colder air, find some snow, some sleet, some mixing out there. so that's why we start to see winter weather advisories take effect, northwest half of the region by 1:00 p.m. this afternoon, and specially toward evening, sun starting to go down, you may see some of that rain freezing on contact, and eventually enough mild air creeps in, then everybody turns over to rain. actually, through the overnight, our temperatures will be climbing. by the time we hit wednesday, probably lingering shower or two out there, but in the meantime, today, you just have to slow it down out there.

be smart about it. mainly wet roads, for not just the lehigh valley but almost everybody, but there could be slushy coating on the unpaved surfaces, the further northwest you go, as well, and then again, you have got some sleet, some rain to deal with everywhere else. moving forward in the forecast, thursday is one and only bright spot. otherwise, we've got potential for some rain tomorrow, just lingering showers, friday, saturday, even sunday, could also bring in wet weather. we'll keep an eye on. that will jess, over to you. >> morning, everybody. luckily, due to slippery conditions, we don't really have much going on in the way of volume. so far i'll show you what i am talking b going outside on the schuylkill, around the boulevard, you can see, both lanes moving along nicely. the westbound lanes, still headed toward the king of prussia area where headlights are coming through, no problem getting into the center city area. pretty much the same story out on 309, at ft. washington, and both lanes north and south moving along great there so far. we do have some overnight construction patches, to go over, there is one out in delaware county, route 252,
