if philadelphia to ferguson, philly top cop gets new job from president obama. good morning, everyone, we'll let you know how commissioner ramsey will work to clean out the fall out from ferguson. >> don't be surprised if you see some rain, sleet, even snow today. it is a messy morning on storm scan3. let's check on weather and traffic from katie and jessica. >> yes, good morning, diane a the thing is with this, it is solo case dependent, depending where you begin your trip this morning, where you end your trip this morning, and really, where you plan to travel later in the day, too, it will make or break what you ends up finding out there. so, a whole mixed bag, nice variety pack for the morning, whole day ahead. we'll break down the details you need to know with the forecast coming up. >> good morning, everybody, we go outside, check out how things are looking so far. not a lot going on in the way of volume here on the ben franklin bridge, you can see everything moving along nicely in and out of the city. we do have accident that popped up.

i'll tell you where that is. we'll check in with mass transit in the next couple every minutes. >> thank you, in the news, philadelphia police commissioner charles ramsey has been hand picked by the president, to help bridge the gap between police departments, and communities, nationwide. >> it is all part of a new reform plan in response to the violence in ferguson. "eyewitness news" reporter justin fin such live outside police headquarters for us this morning, justin, good morning. >> diana, good morning. yes, commissioner ramsey got the call from washington last week to co-chair their task force on 21st century policing, he has accepted that job, and says he only has three months to deliver the white house, some casino of action plan, and already, has a few ideas that he wants to explore. this whole thing comes just as yesterday their approach has to cross the count rip, related to ferguson, the fall-out following the grand jury decision, not to indict officer darren wilson in the shooting death of mike brown, over the summer. now, here locally, penn and drexel were demonstrating, this is all part of the

protracted fall out from the case. that's what he want to undo, in his role as co-chair, all the task force, he says, he want to bridge the gap, with law enforcement agencies across the country and the people that they serve. he says all of this will factor into his recommendations, and he shared with us a few of the things that he wants to accomplish. >> this isn't going to be something that can be done overnight. but we certainly can create a framework to work from. and i think that's what the president is looking for right now, with some very solid recommendations that we can passalong to him, and then this, up to him, to decide what to do with those recommendations. >> those recommendations we know will include reaching out to neighborhoods of color, as well as under-privileged communities, as well as including body cameras in their programs. philadelphia already participating in a potentially new program that will become permanent very soon. this policy already sets aside $75 million for body cameras,

what you ends up finding out there. we've got whole mixed bag going on with our temperatures so close to freezing it can make for very word i forecast because we have rain, some snow, some sleet, and all from this latest frontal boundery that's lifting back into the delaware valley with time. so it will take most of the day for that to ham. zeroing in, just going into one location here, we take you out toward mt. laurel, moorestown, new jersey area, i want to pinpoint couple of spots tonight moorestown first, looking it precipitation rate. notice even though you have green on the radar there is isn't technically picking up anything. then go little further south here, let's go west of evesham there, okay, maybe picking up couple of a hundreds per inch an hour out there. so this is very, very light precipitation, in a lot of locations, is the bottom line. because we will finds these temperatures as such, as we go out to the weather watcher network here, see some of the most up-to-date temperature information, you'll see them very marginal with freezing, maybe little higher, maybe little lower, or maybe right at freezing through the better

part of the day. that's why we worry about seeing whole mixed bag of some snow, some sleet, some rain, and depending where your travels take you, if you are driving maybe through more remote suburbs, or driving through the pinelands, something like that along the area highways, that roadway could change on you, in a second, so you just have to be extra careful because of that. bottom line is you're going to get slowed down by the mess that's moving n it is not a major storm. it is light precipitation. but, that can sometimes ends up being a worse issue for travelers, because it is not so obvious to you, when you are looking out the win shield. so, yes, you know, umbrella good idea here today. heavier coat is good idea here today, jess, certainly some patience as you're traveling for sure. >> definately the lesson i'm learning here, lever little earlier today. give yourselves some time. 5:35, good morning, everybody, we go outside, check out the ben franklin bridge. seems to be doing quite okay so far this morning. this is from the toll plaza on the jersey side, so headed westbound into the city you can see everyone moving along great. all lanes open there, as well.

now over on the schuylkill expressway, around 202, see starting to pick up just a little bit, everybody starting to make their way out the door, but everything still moving along great. and the eastbound and westbound lanes there. out in north philadelphia, our first crash. morning, 21st street, at oxford street, pushed over to the right-hand side there. be aware for police activity on the scene. ninety-five southbound, still free and clear, wood half mean the vine street expressway, only about 13 minutes. and seven minutes on 422 if you're headed eastbound from oaks into 202. currently no problems out in new jersey. the typical spots here, 42, 55, northbound, where it would tend to slow up. but everything looking great so far in both directions. no problems for septa, new jersey transit, or dart, and no problems at the philadelphia international airport. ukee, back over to you. >> jess, thanks so much. 5:36. in business news this morning, how pizza hut is ordering your pizza for you. >> and what is impacting the markets today? money watch's jill wagner joins us live from the new york stock exchange, morning, jill. >> good morning, ukee, diane a

investors are watching oil prices, and the final numbers from cyber monday sales. yesterday weaker than expected "black friday" sales sent stocks down a bit. the dow dropped 51-point, the nasdaq fell 64. an important warning for anybody planning to shop on line this holiday season. if you get e-commerce order confirmation that appears to be from big retailers like wal-mart, target, cosco, it could be a scam. says if you click on the linc you could end up on an overseas website where mal wear will be download dollars ton your computer. >> well, consume remembers getting the equivalent of a $75 billion tax cut. courtesy of lower gas prices happen lists say the the prices stay low, typical family could save more than a thousand dollars a year. pizza hut trying it read customaries minds, chain testing the first sub

reward for information on missing west chester university student, shane montgomery. montgomery was last seen early thanksgiving morning at a manayunk bar. >> and the search is on for the driver who left his flipped over car near germantown avenue and tioga street in north philly. it is not clear if that driver was injured. the accident took place around 1:40 this morning. bill cosby, one of the most famous alums, ends the school, and leads his role on the university's boards every trustees. it is just the latest fall out after decades old allegations of sexual assault resurfaced a few weeks ago. since his days at temple, cosby has become quite a campus legends, routinely speaking at graduation ceremonies. these tears weren't with me at the time. i have proof from polaroids, and i have proof of what i wrote down. i can back this up 100%. you know, on the hands of my children's heads, that i'm not lying. >> those are pretty strong words from janice dickinson,

after a reporter asked how the world knows she's not lying about her allegations against bill cosby. she says cosby's drugged and assaulted her back in 1982. >> 5:43, time for traffic and weather together on the 3's. >> good morning, everybody, we want to check in again with our eyewitness weather watcher network. avenue feeling they'll really hook us one great observations this morning. you know, sometimes the radar lies to you, looks like it is doing something, or doesn't look like it is doing somethingment walk you through this. couple of observations, we start things off here in southeastern pa, one said sleet, light snow, what he saw overnight. and just some slick walkways, so, in miami, north, he calls it, i love it, in blue bell. last 20 minute or so he sent in temperature of 37, marginal obviously with freezing marginal enough that you could see some of the mentioning go on. going down to newark, del war, where dolores sent in ice mixed with rain observation here. her temperature reading

action, 35 degrees, actually sent it in over the last few hours, these temperatures have stayed pretty steady through the way. we go to one more, i think, yep, alex sent in over the last hour, 37 degrees. currently heavy sleet mixed when snow. so, again, depending when you find on radar, may be messing with you. you at this point have to look out your window, traveling expect to get slowed down. next to storm scan three show you what's up there, and been pretty active through the overnight. some of what you are finding isn't hitting the ground. some of what you are finding coming down steadily and heavily. so very, very location dependent. >> this whole thing will lift north with time. as a result left not just with sleet but freezing rain concerns up toward the pocono area, even though very, very minimal accumulation it, doesn't take much for it to cause some major, major headaches. wealth roads around philadelphia, watching for these localized pocket of

slick travel, as well. bottom line, slow down, use caution. all you need to do. meanwhile today at best, we hit 40 degrees, over night, though, these temperatures will climb. so bottom out at 39, seven, 8:00 p.m. then the temperatures just go up from here. back to the 50's by wednesday, with a lingering shower. thursday bright day, another disturbance, brinking in fresh chance for some rain. jess, over to you. >> good morning, everybody, 5:45. and we do want to give yourselves extra time headed out to the road, slow down, start off the blue route at mid-county where you can see everything moving along nicely in the north and southbound direction there. currently no problems, also, 95 you can see things starting to pick up around girard, southbound lanes, taillights there headed toward the center city area. just find out montgomery county, also accident at valley forge road and pushed to the right-hand side, there otherwise north philly, 21st street oxford street, another crash.

i've been babysitting these kids for years. there's like eight of them - eight? maybe three. i don't know whatever. it's like really hard to keep track of them. it's a pretty big house. anyway, that's why i really love this nest protect smoke and carbon monoxide alarm. it tells you which room the smoke is in and tells you when things are getting bad. heads up - there's smoke upstairs. that's probably taylor. he's like so into fireworks right now.

feeling you are running into changing conditions here, even ukee mentioned little sleet on your drive n right now, i don't need the umbrella i don't feel anything coming out of the sky right now, so it does mean that the looks can be deceiving on storm scan, while, some spots are definitely verifying with the precipitation that you're finding out there, some steady, heavier rain falling down across southeastern new jersey, you know, up here in philadelphia, over the last few hours, we haven't seen heck of a lot. let's zoom around the region if we consideration of course, the brighter colors, indicating where you have got some steadier rain pockets moving through, but little too warm, in most spots, for anything but plane rain through that sony showed you. bit more mixing further north you go. see colder air, done keep in mind of course that location by location, the temperature can definitely change drastically it, can be a lot colder in the pinelands, for example, than it is in atlantic city. out toward chester county we go. where we're seeing light snow show up on the radarment meanwhile winter weather advisories take effect at 1:00 o'clock this afternoon, annular cents cents -- lasts us
