good evening, i'm natasha brown. thanks so much for joining us. our break from this rain isn't going to last very long. we've gout our eye on a developing coastal storm. let's get you right over to meteorologist justin drabick. he's tracking the cold and the wet weather i guess heading our way. hey, justin. >> that's right, natasha. right now it's cold and breezy. we have that north wind overtaking the region. that's what dropped the temperatures with highs in the 40's. that winds continue out of the north to northeast sustained at about 13 miles per hour. northeasterly wind flow a problem for the coastal areas. a coastal flood watch remains in effect tomorrow morning. we have that east to northeast wind that will start backing up the water, that combined with the full moon over the next few days we have potential for tidal flooding at times of high tide. certainly tomorrow morning and again tuesday as we watch a developing coastal storm move into the region. here we go with the temperatures right now. 30's, still some 40's showing up. 42 officially at the airport in philadelphia but everyone else pretty much in the mid to upper 30's this hour with the clear skies.

36 in doylestown, 37 in pottstown and quakertown. so, it steps up to to be a cold night. clear conditions right now. clouds move in from the west, more clouds moving from the south. those two systems going to combine together to form our next coastal storm. and with that a winter storm watch goes into effect for carbon and monroe counties. everyone else pretty much rain. coming up in the full forecast we'll talk about the dry conditions for monday and then that developing coastal storm later on for the middle of the week. we'll get to that in a few minutes. get check live radar and share storm pictures with us. download the app on google play and itunes. >> protests continue all around the nation organized by those angry over grand jury decisions not to charge police officers in deaths in ferguson and new york. breaking at this hour, a large crowd has gathered at the broad and pattison for a die-in in south philadelphia.

"eyewitness news" reporter matt rivers tells us the plan here is to gather at the conclusion of today's eagles game. right, matt? >> reporter: natasha, protesters are set to start gathering here at the intersection of broad and pattison around 7 o'clock to stage what they call a die-in. that means the protesters will come here and once the game ends they will lay in the street for four and a half minutes in honor of the four and a half hours that unarmed teenager michael brown lay in the street in ferguson missouri after being shot and killed by a ferguson police officer. protesters say they're doing this protest as well as others throughout the tweak protest violence against african-americans nationwide. they'll be met with as you can see a heavy police presence. we've seen several dozen officers show up over the last several hours that we've been here. let me show you why this can be an issue. traffic-wise. if you come over here you can see the eagles game is going on right now. all of those cars belong to eagles fans inside that game. when they come out, many of those drivers come out here

onto pattison avenue and then take a left on broad street and go over towards 95t if there are protesters in the street, blocking traffic, that may not be -- they may not be able to do that. how many protesters show up exactly if they plan to block traffic and what the police response is to that remains to be seen. there remains the possibility of severe traffic issues here in south philadelphia tonight when 70,000 or so people leave this eagles game. we'll be here to see it. for now we're live in south philadelphia, matt rivers, cbs3 "eyewitness news." >> all right, matt, thank you so much. also family and friends of shane montgomery they were at the stadium complex today. they handed out fliers to tailgaters before the eagles game. it's day 11 and still no sign of the missing west chester university student. he was last seen leaving kildare's pub in a money young early thanksgiving morning. the reward has now increased to $50,000. and police are also investigating a homicide in southwest philadelphia. investigators say a

67-year-old man was found tied up with facial injuries inside a van at a storage facility. he was found shortly after 3:00 this afternoon at locker room self storage in the 2200 block of 62nd street. he died at that scene. no word on his identity. and a good samaritan meantime is listed in critical condition after being hit while helping another motorist. that good samaritan is an emt and a volunteer firefighter. now, our traffic camera captured the scene early this morning along i-95 south near exit nine in tinicum township. pennsylvania state police say 31-year-old daniel calaway of wilmington got out of his car to help another driver that hit a guardrail. an suv hit the disabled car and it crashed into calaway. an early holiday gift at the pump. gas prices have dropped another 12 cents over the past two weeks. the lundberg survey says the current national average is $2.72 for a gallon of regular. drivers in san francisco pay the most.

those in albuquerque pay the least. pennsylvaniaians paying $2.88 for a gallon of regular. if you cross the bridge into new jersey you'll pay closer to $2.58 while delaware drivers can top off their tanks for about $2.74. now, thanks to a technical glitch at philadelphia parking authority kiosks many shoppers got free parking this weekend. the machines are having some trouble accepting credit cards. "eyewitness news" reporter steve patterson tells us what you should do if you did receive a ticket near a kiosk this weekend. >> reporter: here's an opening line nobody wants to hear, parking problems in philadelphia. >> i would like to apologize for this and ask the general public to be patient. >> reporter: that is the voice of philadelphia parking authority executive director vince fenerty apologizing sunday to kyw. friday ppa officials discovered a technical problem at those green parking kiosks you see around the city

preventing machines from accepting credit card payments. without cash a lot people parked anyway and had tickets written. >> yeah. >> reporter: fill's lauren benjamin says she's one of those people. we asked if she was going to dispute the ticket but she says, well, in her case she also double-parked. >> i already paid the ticket. i was, yeah -- the sign was a little bit more clear than i thought it was. >> reporter: ppa officials aren't sure how many laurens there are out there, so part of sunday's mea culpa offering a free day at any credit card based machine and asking anyone with app ticket in dispute to send in a complaint on the ppa web site. unless, of course, you've double-parked. >> the customer card information is absolutely safe that has all been checked. it's not a hacking incident whatsoever. it is totally a communications failure. >> reporter: so, monday if you are parking, bring cash. this free day ends sunday but the ppa says they are working with vendors to try to figure out what exactly the problem is and if they don't have it

>> today is the 73rd anniversary of the attack on pearl harbor. the bombing began at 7:55 a.m. hawaii time on december 7, 1941. less than two hours later 2500 had been killed, another thousand injured. president franklin roosevelt called it the day that would live in infamy ushering america into the seconds world war. a ceremony was held on board the battleship new jersey to pay tribute to the lives lost on that day. as military families veterans

and local officials many officials looked on a red, white and blue wreath was thrown into the delaware river followed by a quiet salute to those who made the ultimate sacrifice. now britain's prince william and his wife kate arrive in new york city tonight. the duke and duchess have an action packed schedule ahead including a visit to the national september 11th memorial. they're going to be hosting a benefit reception also attending a brooklyn nets basketball game. prince william will be heading to washington, d.c. as well tomorrow to meet with president obama. the joy bells of mel mark team up with the chamber orchestra of philadelphia for a holiday concert at the kimmel center. this year they'll release a holiday cd of their performance with proceeds going to a very worthy cause. "eyewitness news" reporter syma chowdhury has a preview. >> ♪ >> reporter: for more than 40 years the joy bells of mel mark have made joyful music. for the past few years they've teamed up with the chamber

orchestra. mel marc is a nonprofit school that helps people with disabilities. >> i'm so happy the name of the joy bells is the joy bells. one of the things i love to say about mel mark it's a place of pure joy. they held two concerts sunday at the kimmel center. with the holidays near it's the perfect time to play a little joyful music. >> ♪ >> to express his musical feelings, he's really into it. >> reporter: joy and leonard sussman's son doug has been part of the joy bells for more than 20 years. >> this is by far the biggest thing they've ever done. this is exciting. this is big time. >> reporter: for most of the joy bells music makes them feel alive. >> i love it. and i love the bells and i love the way the orchestra is. >> reporter: don't be fooled it's not easy to perform with hand bells. >> they have to know where their individual moment is. it's like speaking a sentence and only saying one syllable and you have 20 people trying to say the same sentence so it's remarkably difficult.

system. we will have to see how it plays out. let's talk about the typhoon out in the philippines. looks a lot better as far as less intense on satellite imagery. it doesn't look as ordery organized as it was but still certainly dumping the heavy rain there and strong gusty winds. we have some winds to deal with tonight, about tone 20 miles per hour. that's bringing the wind chills values down into the low to mid 30's. this is what it feels like outside right now when you factor in the winds. certainly need to dress warm. here's what's happening on storm scan3. clear over us right now but notice loud clouds to the west. there's one disturbance, it's clouds off shore. that's the sector disturbance. then there's clear skies with high pressure. that's the third feature. all of these are going to combine to help form a storm system later monday night into tuesday, so here's how it plays out. high pressure still over us tomorrow, keeps us drive. we'll just see more clouds moving n here's that first feature dumping in from the great lakes. will it help energize that feature off shore. that tracks a little bit closer to the coast. we start to get the rain in

here overnight monday through the day tuesday, some of it will be heavy at times. and then this is a slow moving system, finally later tuesday night or wednesday morning that steady precipitation comes to an end but enough cold air could end it as a little snow especially up in the mountains but most of the delaware valley should seaplane rain from this system. i want to show you this on one computer model. we have high pressure situated over new england. those plaque lines are ice bars. the tighter they get the windier they are. the difference between the air pressure will develop strong winds. winds could gust around 30 miles per hour and again the snow's mainly interior new england so again most of the areas here in the delaware valley will see rain exceptions possibly the poconos where the winter storm watch goes into effect. tuesday a coastal storm, rain as of now possibly one to 3-inches, could be some minor flooding in some localized spots. winds could gust up to 30 miles per hour at the coast so expecting some tidal

flooding around times of high tide over the next few days. potential for snow in the poconos especially at the end of the event. here's one forecast model of the snow. if you're looking for it july to go pretty far north, northern pennsylvania into upstate new york to get the snow. possible to get a couple inches especially in the poconos later tuesday night and wednesday morning as that cold air returns behind the system. dry on monday, just clouds filter through the day, it's overnight we start to see that rain moving in from the south. initial there will could be a little bit of sleet or snow in the poconos. that will quickly turn over to rain. pretty much all day tuesday most areas see rain and there could be pockets of heavier rain and then by later tuesday night wednesday there could be some leftover snow showers especially up into the mountains. now, the timing and the track of this storm still a little bit uncertain because it hasn't developed yet and that will determine how much precipitation we see. again one to up to 3-inches of rainfall. overnight cold dee and clear, tomorrow 40 still chilly, partial sunshine.

here's the extended forecast. low 40's tuesday, periods of rain, windy around 40 degrees on wednesday, still leftover rain and snow showers possible. keeping the low 40's by the end of the week but at least we dry out. next weekend is nice the high near 50 degrees. holiday lights are starting to go up. we want to see pictures of your holiday display on social media using the hashtag cbs3 holiday lights or e-mail to cbs3 fill.com. >> how big is this game between the eagles and seahawks. when the stars show up you know it's a big deal. checking out the game between the birds and the super bowl champs. right now the eagles are down 1024-14. second half moving at a very slow pace. still plenty of time left in this one for a eagles comeback. to the rest of the action in the nfc east giants taking

on the titans. eli manning finds owed dell beckham june jr. in the end zone for the touchdown. giants take a 10-nothing lead. then the new york defense took over. sack fumble, scooping up the ball he goes 26 yards for the score. giants win for the first time in over two months 36-seven the final. down to the nation's capital we go, the redskins taking on the rams. hill finds cook down the middle. the rams took the lead and never looked back. third quarter austin takes the punt cuts to the outside getting a few blocks from his teammates and he's gone 78 yards to the house. saint louis shuts out washington 24-nothing the final. the flyers with the day off. they'll finish their five game road trip on tuesday against columbus. yesterday they snapped their six game losing streak by beating the kings. claude giroux wayne simmonds scored and steve mason had 37 saves as they beat the kings two to one.

to the nba after the sixers dropped their first 17 games of the season they suddenly turned things around. last night in detroit they won their second game this week. hollis thompson hitting that three pointer to tie the game forcing overtime and the sixers outscored the pistons eight to one in the extra period for a 108-101 vic sorry. next up for the sixers hawks wednesday night. college bowl announced temple hoping for an invite after beating tulane 10 to three to become eligiblely they didn't get one. the owls finished the season six and six after going two and 10 last season. good news for penn state. they'll play in the pinstripe bowl december 27th at yankee stadium against boston college. nittany lions finished six and six in james franklin's first season as head coach. playing their first bowl game since 2011 when they competed in the bowl in dallas. they were ineligible the last two seasons because of sanctions. come can congress up in the zone full postgame
