philadelphia's neighborhood. a fire fighter was injured, fighting the fire in the 1200 block of ehret treat this morning. "eyewitness news" reporter jane carabao has the the story. >> reporter: fire and ice, it made for a rough frigid monday morning, after a three story brick, vacant apartment building caught fire and left scorched by those flames. >> it is a little scary because you never know what will happen and just don't know. >> reporter: fire started around 1:00 o'clock in the 1100 block of ehret street, crews had the flames under control, and the roof partially collapsed. so with the possibility of further collapse, fire fighters work outside of the collapse zone, delsea, suffered flames with water. >> one of the things a man makes it so stubborn when the roof collapses the merrill prevents our what ther from getting down to extinguish the fire. >> reporter: people from the neighboring homes had to be evacuated as a precaution and they are all too familiar with fire. officials, said there was

another fire in this ray can't building just a week ago. >> it a appears it is somewhat suspicious given that no one lives there and there are no utility in place. >> older guy that usually squat in there, and i even him come out and give water bottles. >> reporter: fire officials tell us they have heard reports of the squatter in that location, trying to look into. that in the meantime fortunately there were no serious injuries as a result of this fire. only one fire fighter had to be taken to the hospital with very minor injuries. reporting from frankford, jane carabao for cbs-3 "eyewitness news". hundreds of fire fighters battled two massive fires in downtown los angeles early this morning. you can see flames engulf an entire city block damaging three buildings. fire tore through a seven story apartment complex under construction and three hours later another fire broke out in a building about 2 miles away. those fires shut down parts of the two major freeways. investigators are looking into the cause of both.

22 degrees in the poconos. good snow making weather. during date tomorrow we will watch that rain move up from the south. the so no issues tonight. it is after midnight. rain falling heavy at times especially east of philadelphia, you can see from new york through atlantic city, some of those yellows and oranges through allentown area we will be seeing a wintry mix changing over to rain and all of this lifts northward. by noon we're still in it but by the afternoon it is pretty much moving towards the north and is there a storm for morning and new england and evening commute just windy more than anything else, and pretty chilly around here. then, we will be watching some improving conditions but that will move off in the weekend. here is our set up. area of low pressure developing, it gets pulled closer to the coast tom morning. that is the brunt of the storm unfortunately during morning commute it continues to drive northward. heavy rain in boston. but through northeastern pennsylvania and through cat skills of new york they will see some snow. for us we will just see some

drying conditions as the storm slowly but surely pull as way. it will be quite windy even by wednesday. so we will break it down, location, to location, for you, first we will start in the north and west. we do know in the lehigh valley we are talking about a winter weather advisory, wintry mix to rain there heading towards philadelphia area we have a flood watch in effect with winds gusting to 30 miles an hour. that is for philadelphia and suburbs. south jersey the the same thing under the flood watch that also includes new castle county delaware, wind gusting to have a coastal flood warning for our delaware beaches for flooding at times of high tides and winds gusting to 45 miles an hour. overnight the rain and wind will arrive. temperatures rising through the 30's. during the day tomorrow will 43 in the city, rain, wind and it will be a messy day especially during the morning hours, and on the exclusive eyewitness weather three day forecast we will see a chance of the rain or wet snow shower for wednesday, thursday mostly cloudy and temperature of 40 degrees. we will be seeing somewhat of

>> it takes two weeks to set it up, we will start after halloween and obviously we have day jobs. we do it those two weeks. >> we have the neighborhood out here. you get people from outside community driving by. >> we get a good amount of traffic that comes by. you come and you can sit in your car, listen to the music in the warmth of your car and watch the the show and yeah they will get a good bit coming by. >> you got some pretty interesting light display, the ribbon right there what is that all about. >> that is our ribbon tree. that is pixel light, rgb, each string has 50 lights on them that can be any color you want. there are 12 strings there so it can be quite a bit of programming to get that just the way you want it. >> it looks great. you guys did a great job. exited to see inferring full blast because it is more than just lights you will be hearing sound of christmas as well we will show thaw at 5:45. but again here in perkasie everybody is out hanging out

philadelphia's parking kiosks have been corrected and you can once again use your credit cards to pay for parking but what about the tickets? "eyewitness news" reporter steve paterson is live in center city to tell us what the ppa is saying today, steve, good evening. >> reporter: what about the tickets, ukee, it is the the biggest question coming out of all this. it is one of many questions we had in the fall out of this kiosk mess. so we asked an official with the ppa. back at it, monday philadelphia parking enforcement workers enforcing all violations, after officials announced credit card payments are back on line. >> would i like to apologize for this and ask the general public to be patient. >> reporter: ppa executive director vince finnerty apologizing sunday after officials learned that a technical problem was preventing kiosks from accepting credit cards. the problem started friday and caused several drivers to get parking tickets. sunday parking officials called a holiday and stopped enforcement at the kiosks.
