here's what to expect. poconos expect frozen precipitation, at any time this afternoon, mix of snow, ice, rain and freezing rain, from the city on into the north and west serbs, it will be freezing rain and ice this morning, transition to plane rain by late morning or early afternoon, and then for south jersey and delaware, this is mainly rain, right through the rest of today. coming up more on what to expect through the afternoon hours, and what the road conditions will be like, but let's check on roads with jessica. good morning. >> starting things off on 202 where you can see those roadways are schlerely slippery with ponding there roadways, police activity on the scene, right on 202 around 401. southbound lanes here. clearly blocking out the right hand shoulder part of the right hand lane. only one lane really getting by. we're urging everybody real toy just slow down, give yourself extra time, accidents are popping up pretty much all over the place.

out in new jersey, we don't know what this guy is doing on the 42 freeway we'll give you some information. southbound a.c. expressway no problems. most of the volume where we mostly see this start to accumulate in the morning hours, is headed northbound, into philadelphia, or the 295 interchange, now we do have house fire, on 27th street between york and cumberland, alternate to get around that spot for the time being is to take 29th street. now an accident on kelly drive near strawberry mansion bridge, use some caution police active on the scene there. ukee back to you. >> few school closings and delays out there. you can find that information at the bottom of your screen. >> if you are driving to work or school, real dow want to give yourself extra time t could be slick. but penndot is on the job. our eye on the storm coverage continues now with "eyewitness news" reporter jan carabeo if conshohocken jan good morning.

>> good morning it to has been raining all among long off and on. sheen, icy sheen on the roadway this morning and take a look at the sidewalk here. this is all ice you guys, this is an untreated part of the sidewalk here in conshohocken. that's all ice f you are going out on untreated sidewalks and possibly some untreated roads this is the casino every situation you're going to be encountering fortunately penndot crews are all out and working this morning. see the layer of salt in the turning lane right here. coming to you live from the corner every front street and fayette street here in conshohocken. and yes, timing is bad with this storm. it is coming during rush hour. the good news is the full compliment of penndot trucks is out. have been out all night since midnight. 182 state trucks are out. number of contractors have been called in, as well. penndot says this is spreading, this is a spreading operation, this morning meaning, these trucks will be out salting, and because of last week's storm there isn't

a need to brine the roads because still considerable of solution left over from those storms. >> if you come behind a snow play stay six car lengths that snow truck and plow in front of you will be spreading salt on the pavement so you'll have traction, salt hems keep the roadway wet helps stop that frozen precipitation from falling and bonding to the pavement. >> reporter: so good advice from penndot this morning is to not follow the plows too closely and of course being behind them, is the best place to be, because they're leaving that layer of salt that you can see on the roadway there providing traction as these folks head up the hill and of course going to help these roads stay ice free for as long as possible. so just build into extra time during ewing among commute. of course be sure to take a look at the school delays, those are coming into our news room, as women. reporting live from conshohocken morning, jan

street. about 12:45 this morning the water department says there appears to have been a break in the 12 inched un ground pipe near the intersection. to make repairs the city says it crews had to shut off water flow to the area, an effort that likely helps stem flooding into nearby homes and businesses. the water department estimates the pipe break and water shut off expects at least 30 resident. and, taking a look live at some of the damage left behind, by that flooding overnight, lots of puddles dirt here at 19th and federal again the work will resume this morning to restore service to neighbors in this area. what could impact that, though, is colder temperatures, hopefully that will work in the favor of workers this morning being warmer today and also, again if you're having water trouble, again report that to the sit. we are live in south philadelphia, justin finch cbs-3, "eyewitness news". >> justin, thank you. meanwhile, police need help finding a missing mother from delaware avenue her two young children were found several

states away. investigators say that keisha hamilton and her two children were last seen at their smyrna delaware home on friday. authorities in indianna found those children with their father, keisha's husband he's now behind bars, waiting extradition. neighbors say they're happy the children are okay, but now they hope their mother will be found safe. >> have little kids myself. so i really, my hat goes to them, i pray, and i hope they are found safe and alive. >> investigators describe keisha -- keisha hamilton, 145 pawn, brown hair, brown eyes, any information on where she might be is asked to call police. >> friends and family gathered in bucks count toy hold a vigil for a missing teacher husband and father. "eyewitness news" was at guinea lane park in war wing last night. police say christopher tully last seen walking near the off ramp of 76 west toward silt line avenue early on tuesday. married father of three

>> traffic and weather together here's kate. >> nice and concise and short let's take a look at storm scan3, large scale storm system, it is snowing very heavily right now over northwest pennsylvania, meanwhile, precipitation has light ends up a bit in our neck of the woods although do see big batch of rain starting to push in from the south f this comes in quick enough, it is bringing some warm air with it, so that actually would be some good news if we can warm the atmosphere fast enough, we could start to erode the ice threat specially in the city. but in the north and west sub serbs, these are the areas i'm more concerned about especially through the late morning hours as we see that next round of rain come in, right now, it is light but it doesn't take much, even just little bit of rain to lead to icy spots that's what we're seeing, chester county, montgomery county, bucks county toward the lehigh valley even though little bit of a break in the action in the lehigh valley at the moment. some slick spots are out there.

winter weather advisory until 5:00 p.m. for the poconos 1:00 p.m. for the far north and west suburbs and 10:00 a.m. for the city and nerve by suburbs here, that's when we expect everything to really transition to that plane rain. right now it is 34 at the airport, 34 in wilmington and 33 degrees in reading. little break in the action means temperatures could drop a bit more. watch how this fills back in. by 11:00 a.m., it is raining pretty steadily, still seeing the threat for some icing specially to the north and wells. 2:00 p.m., it is still raining, then finally by later tonight, that starts to move on out. could see some snowflakes, perhaps some sleet mixing in, as the storm moves away. best threat for icing to the north and west, up toward mount pocono, northern new jersey, where we could see some extensive icing still slick spots specially on untreated surfaces around the city and into the near suburbs, as well. our meteorologist carol erickson has gone far west in berks county i believe. let's check in with carol see how the roads are looking hey, carol? >> i have to say the roads are not look that bad. been talking about it all morning. i think it is more that we've

been traveling obviously on the main roads to make it all the way over from cherry hill this morning, all the way up to reading. we haven't had a problem. we haven't slipped at all. however, the temperatures can be slipping above and below that freezing mark, and they've been kind of waivering along that line. in reading right now, and i think the sidewalks are going to be the trickiest part of this commute. we've seen seen in reading through the overnight hours there was a period of freezing rain about 4:00 in the morning, tan then the temperature went up an agree it became just regular rain. >> yesterday afternoon 36 degrees, been well below freezing around here, since september, since january the six. so that's why any precipitation that falls. >> if you find this far north and west, plane rain, by the afternoon, ice and the about a tent of an inch, and

investigation into what brought down airasia flight 8501. divers find both black boxes. overnight, divers retrieved the flight data recorder, and located the cockpit voice recorder but that remains at the bottom of the java sea. the plane crashed on december 28th, killing all 162 people on board. >> meanwhile, the tail of that plane is back on dry land. the red metal chunk was brought to the surface from a debt of about 100 feet using inflatable balloons. parts of a wing and also debris from the engine have been located roughly 2 miles away from where the tail was found. >> we've learned france mobilizing 10,000 security force toss protect the country after three days of terror attacks. now there is news comes as more than a million people hit the streets in paris in an incredible show of unity. more than 40 world leaders led the march through france's capitol honoring those killed in the charlie hebdo attacks. they also rallied for unity and freedom of expression in

conshohocken, a very busy intersection, as usual, in the morning. but it, does look like everyone is taking a little easy this morning because those slick roads all of all that sheen that you can see might as well treat it as ice because you may be headed to slick spots and definitely on the sidewalks as well. so not if the car on the sidewalks bad news is the timing good news, is that penndot has been out all night long salting the roads all 182 state trucks are out and number every contractors have been called, in as well. penndot says this is spreading operation this morning meaning, these trucks will be out salting the roads. and because of last week's storm, we're told, there isn't a need to brine the roads because there is still a considerable amount of solution, left over. take a listen. >> considerable amount of salt residue on the roadways, remaining from friday. we placed salt down, earlier

"eyewitness news" reporter justin finch 19th and federal, in point breeze, with the latest on the repairs. justin, good morning. >> good morning ukee in just few hours or less crews will be back out to repair the leak 12-inch pipe underground that burst overnight 19th and federal as you can see not much water out here now but evident of the flooding and crews back out here and today to tackle that problem that caused all of this trouble overnight we know the pipe is under gown about 12:45 this morning it, did purse sending water into the street of this area. the water did not make it way into homes or businesses we are told because crews shut the water off just in time. still the water was ankle deep, quite a bit of a headache for walkers and drivers in the area. we do know the water crew did respond immediately when the request came through to shut that water off and now this morning, back out live, the work will begin to restore

service in this area. now, to do so, the water has to be shut off. than did limit service to some 30 neighbors in this area. but within the hour, hopefully soon, crews will be back out here to get back to work on that leak which again did restrict service in this neighborhood. we are told that if it gets warmer that's a good thing because it won't allow that pipe to freeze and cause even more problems in this neighborhood. so hopefully relief will come soon to this point breeze neighborhood. live in south philadelphia, justin finch cbs-3 "eyewitness news". >> justin, thank you for that. meanwhile, police are still looking for the shooter and triple homicide in the holmesburg section of northeast philadelphia. three hispanic men were shot to death execution style in a home on the 4600 block of vista street late saturday night. a girlfriend of one of the victims discovered the bodies after she couldn't reach her boyfriend by phone. >> i i can't do this any more. and i'm little bit disturbed at what's been going on, supposed to be one of the

warminster, 33 in blackwood new jersey, seeing 33 in chalfont, so right around the freezing mark no matter where you are do have the potential for icing 32 degrees, courtesy in broomall, 32, rain falling at the moment. he says the side street and sidewalks are a sheet of ice be careful when you step outside. that's in broomall. as we head up into new jersey, 34 degrees, ed connor in chesterfield again reporting still no precipitation yet, a tad more humid roads still not slippery you're going to get your precipitation and the question is do we get any freezing rain and ice in new jersey? central new jersey possibly. let's tack take a look, storm scan3, what's happening right now. drawer your attention to this rain starting to fill in across portions every central pennsylvanian down into maryland. that's what's headed our direction, as we move through the next hour or so. in fact, you can see all this steady precipitation here, the dark green shading right about here and notice it is headed into our area. this is going to be another round every icing for us, we had light precipitation this

morning, but i think this one is going to be where we seymour he can tens i have ice across the area, especially in the north and west suburbs the morning rain sleet freezing rain, trace of ice possible, then we transition to all rain this afternoon. but, let's see how those roads are faring if you are getting ready to start your commute what you want to know. carol erickson in the mobile weather lab. hi carol. >> well, how are you? we are on 422 again just left the reading area. where we saw somebody walking down the sidewalk, and using the sidewalk as a skateboard really. because they were able to just glide down the sidewalk. there was little slope and it was icy there. where it is not treated these temperatures are right around the freezing mark. specially north and west of the city, be very careful on any of these untreated surfaces. obviously we're on fairly treated road right here, on 422, and we're headed up into the allentown area where about 30 miles away from that. let me show you a graphic that just pretty much explains what we are dealing with all morning. freezing rain, that's through this morning and then the lows tonight, and i think it is not just a problem today

because any moisture that doesn't leave or evaporate could be refreezing tonight. so those lows dropping down into the 20's tonight could be a problem. slick roads and of course, the sidewalks. coming back out here live, now, you can see these cars, they're traveling around, as if there is no problem whatsoever. we have seen in the last four hours about five hundreds after inch of precipitation some of it in the form every light snow. that's what they were reporting out at the allentown airport. so you know that even if it is not actively raining if these temperatures death below the freezing mark, whatever fell earlier, can freeze as well. so just something to watch out for though, it does not look like any driver that we've seen out here has paid any attention to the weather at all. it looks like they're just moving along at a pretty steady pace. that does not mean they ought to be. but that's what is happening out there this morning. 422, on our way to allentown little ground troops for you jessica.
