it's retreating. but our temperature will be what makes or breaks us at this point. we start off with look at sky cam three. as we look over the river here in ben franklin bridge into center city philadelphia one spot where we find the temperatures hovering near freezing for the better part of the morning. even towards the lunch hour even though temperatures climb a little bit it does appear as though the ground is cold enough that it could still mean slick spots. really just use caution. be smart about it. space between vehicles all the stuff we tell you to do. p p p >> as i said temperatures are expected to climb into the low 40s. we can go back one time here and back things up. let's look at storm scan three one more time. i'll zoom things out here. we see retreat of the storm system that barreled through yesterday. it's even at this point not too much of new england concern primarily leftover rain at this hour through maine. but for us it will be the wind that starts to kick in as the

day progresses and you can see there's lingering speclees of moisture that fire up. don't expect much. if you saw a quick flurry or raindrops i'll give you that. overall the brunt of the system is long gone and clearing out for us. nice wide zoom on storm scan show free and clear conditions beyond this point. we see high pressure in the wake of this storm and today we're catching the break. that's the transition day. we're worried about icy spots. penndot and all the other do thes are doing their job to make sure things stay as not slick as possible. meanwhile across the rest of the entire united states things are very, very quiet for us out there. you can begin to see billowing clouds way off to the north here in across the alberta canada region. alberta clip a alberta canada. these systems form quickly that's how it gets its name. this is what will eventually turn into the next big thing.

we look ahead to wednesday specifically. that will be when we expect to find that precipitation moving on through. meanwhile, off to the south, far off to the south. high pressure is still in place. that's what builds in for us at least briefly for the next day and a half. today in the meantime the wind will get you. be ready for that. we'll take one more look at the local level storm scan 3 for you and generally speaking garden state is not seeing a heck of a lot. you don't have too much happening there. we have a lot of speclees. radar can be de receiving. you will find precipitation out there not actually there. because it's showing you all the levels of column of air. if there's moisture higher up in the atmosphere and not actually hitting the ground you find that on the radar. but not necessarily on the ground. so again our big concern this morning especially is the potential for leftover slick spots. watch for that. otherwise overall it's not bad of a day. we want you to slow down out. there jess, good morning. >> good morning, everybody

4:36, slow down is the word of the day. we'll go outside and check out we'll go outside and check out ben franklin bridge. you can see right here in the westbound lane headed from new jersey currently no problems and all lanes open. everybody moving in fine. no lanes taken out on the eastbound lanes. about like 5, 6:00 in the morning usually we lose one lane due to ongoing construction. you can see everything moving great from the philly side to new jersey as well. now, over on 95 everything looking great here. you can see shiny roadways here a little bit. we wanted to make sure you definitely pay attention for black ice and slippery conditions. if it doesn't look slippery that doesn't mean it won't be. southbound lanes moving along fine. ponding on the side of the road there headed northbound also looking fine. it's not a lot of volume really. over in wilmington, delaware,

philadelphia pike closed due to an accident at harvey road that is out there until approximately 6 a.m. with police activity on the scene. you want to take alternate. take governor prince boulevard or 495 to get by for the time being. interests a water main break university of delaware campus main street between academy and college avenue blocking out left-hand lane. you can expect police activity on the scene and residual delays and road restriction there's as well. for the rest of the maim orr's we go over 95 southbound. from the vine expressway to blue route that's 17 minute trip there and 16 on the schuylkill although slippery. we want you to use time any way. these speeds are here from the blue route 422, to oaks, 202 eastbound. that's a 7-minute trip there. >> today is not just a day off from work and cool. for many of us it's a day to get back. >> thousands come together in a day of service to honor leg receive the dr. reverend marlin luther king junior.

over at girard college in north philadelphia now where one of the largest gatherings is taking place, jan good morning. >> yuky and diane a big and exciting day at girard college and throughout greating philadelphia a record number. 135,000 volunteers are expected to come out to 18 service sights throughout philadelphia including pennsylvania, delaware and new jersey. here at girard college you can see we're pretty much all set up and ready to go. volunteers will arrive here in just about an hour and a half. again, this is the biggest service day in the entire country. really dieting for us. it will be celebrateding two anniversaries this year and to take us through a little more about the activities happening this year is todd bern strain founder and director of this here in greater philadelphia todd thank you for being on your show this morning. >> thanks. great to be here.

>> we have a theme celebrating a specific anniversary. >> that is 50th anniversary of voting rights act. and it ended racial discrimination in voting an we're celebrating that through a number of different activities. but the fact is really the tirnout of voters around the nation is shame full. we have to do more to increase voter turnouts than reduce it. >> we want to honor that anniversary and move it forward. >> absolutely. this day is about turning dr. this day is about turning dr. king's legacy of action into you know thousands of organizations that really define the needs of the community and respond with those concerns and turn it into civicic engagement throughout the nation. >> and big thing is pushing voter turnout. what are activities behind us that pinpoint that. >> there's a whole series of things we'll do including training high school students to become poll watchers on election day.

we'll be training language interpreters who are sorely needed. we will be making signs and in ten different languages for poling places, painting murals, we will have a massive voter registration out reach effort and thousands of those packets are being assembled here this morning. >> really important work today. a lot of people coming. this is the biggest service activity in the entire country with more than 5,000 volunteers. >> well at girard college alone 5,000. we started 20 years ago with 1,000 volunteers it was an idea with harris wattford and congressman louis that turned into a discussion that turned into a project and national movement. >> right and this is again the signature site for all of philadelphia because so many people are coming out here. >> and really there will be people of every kind of background and age at this project doing a host of things. we have a jobs fair for 500 jock seekers and 24 employers with

morning. >> so did i. >> even the sidewalks are slippery. >> anything you are above station. waiting for a train on a platform, anything like that. no matter where you are. if the rain was able to hit it yesterday it has a chance to refreeze. that's the big story for us out interest this morning. thankfully the storm is long gone. take a look at palmyra nature park and the camera there. looking at center city philadelphia 35. that's what i'm talking about. 35 degrees. you can not go by that because the ground is so chilly and it's certainly cold enough if there was any leftover puddle out there it's definitely refrozen. our storm is long gone though at this point. no longer a concern in foxboro any more. but for us we're finding that wind-driven precipitation. it's not actually necessarily going to be hitting the ground. but if you saw a quick flake or raindrops, you know, we can give you that. we'll allow for that. but it's really going to be it. meanwhile we look ahead midweek.

here comes the next system. clip are i mentioned in the last segment here and it does appear as though it will actually be warm enough initially and we'll see rain showers with this. sure enough cold air catches up and we expect light snow with this as well. in the meantime, today, not bad it's one of those days we want you to be cautious. blustery conditions, partly sunny skies, 40. later tonight dipping down to 30. cold night, a handful of clouds out there and looking forward to the eyewitness 7 day forecast and not as blustery tomorrow and few more clouds and sun and dry and wednesday watching for the next clipper to roll on through. notice, it stays on the chilly said here. we don't get out of the low 40s through the course of this entire week. so seasonable winter chill. hey, it's like january. it's essentially what we would expects. back to you. >> thank you katie, late more to come on eyewitness news this morning. >> here's a look at what is on cbs 3 tonight.

>> time now 4:49 a word of caution this morning and icy conditions may persist and it may be difficult for travel. penndot crews were putting down stoolt try to melt the ice that caused deadly accidents in our area yesterday. here is the penndot yard and katie has the forecast coming up on the threes. >> joe biden will speak at a martin luther king day break nast wilmington this morning. yesterday there were shots fired along nearby barlyville road and authorities are taking no chances one person was detained and not involved in the shooting. today is the reverend martin luther king, jr. martin luther king, jr. day of service

volunteers across the kupty will participate in service projects today. philadelphia's day of service is largest in the nation. >> in sports, flyers and sixers are in action for the king day matt nay the orange and black visit islanders this afternoon and sixers are in washington d.c. to take on wizards. seahawks were down five under two minutes left. marshawn lynch gets closer with this. 24 yard round. for mail mary conversion in front by three. packers get it back. mason crosby 48 yard field goal with 14 seconds left sends game to over time. seattle won toss and russell wilson, horrible start to the game. would finish much, much better. he has a late game turn around for the winning score. seahawks shocked the pack in come from behind fashion. defending champion seahawks

center city and one lane due to construction. that's something we're used to as of right now and headed nobody to northeast philadelphia moving great there as well. now over on the schuylkill you can see the same story there. everybody moving great headed in our out of city. and also we just want you to use some extra caution and when you head out the door, give yourself extra time. even though you see the roadways are moving along long and everything seems okay we know they're definitely slippery. give yourself couple extra minute before you head out the door. water main break main street and university of delaware campus between academy and college avenue blocking out the left-hand lane and we have an accident out in philadelphia pike closed at harvey road until 6 a.m. so about another hour or so police activity will be on the scene directing traffic and governor printz boulevard we have bridge speed restriction from ben franklin bridge to

betsy ross and walt whitman 25 miles an hour. katie how are you. >> i'm doing well can i say that for the roads jess. you said it. it's definitely cold enough on the ground at ground level that really anyone is fair came to find leftover slick spots. a lot of times i give you good rule of thumb to look at car thermometer. this is one of the mornings it may not be best gauge for what the conditions are actually like on the road. i would say if it looks wet expect it could easily have frozen over since last night. our storm hey, at least that's gone that's long gone at this point and classic northwesterly wind will kick in. now, we jump ahead to wednesday and here comes the next clipper system. it's over the great lakes early in the morning and notice how quickly early afternoon it's already here. this is classic clipper, quick to move. notice the particular model picks up a little green with it as well. we think this time around it may just be marginal enough with

>> as night fell and temperatures dropped. >> 24 hours after a horrific day open the roads, road crews are taking no chances this morning. salt trucks were out in force overnight preparing for icing on the roadways.
