this is what it looks like outside right now. we're not expecting any rain. which is the good news. so temperatures are definitely cold enough to get those roadways slick. so, beware of that black ice. >> it's definitely out there. king day 2015. happy king day. monday january 19 i'm ukee washington. >> i'm in for erika. >> allow yourself extra time if you need to goat work this morning. >> let's go to katie on the sky deck. >> anywhere rain fell it's possible if there's a leftover pud it will could have refrozen over. it is one of those things ft. temperature reads technically above freezing the ground is so cold at this point since we're technically in the dead of winter. if it looks wet you can assume it's slick. we have an eyewitness photo sent in from treacy in ivyland.

what we're looking at is fountain freezing right in midair. we see this whether it gets cold enough open regular basis. but, yeah, it's always a sight to see right. storm scan 3 quiet consider storm scan 3 quiet considering. let's talk about the temperatures here. you're hovering near freezing that's close enough. even though it reads 35 in dover and trenton i want you to be careful out there guys. trenton picked up under 2" of rain yesterday. i guarantee there's still puddles left behind and even though you're tech if i cannily a few degrees above freezing in quakertown and northeast philadelphia it doesn't matter. expect it could be icy. that is our big story of the morning here. but at least we're banking on sunshine. that's good news. temperatures eventually get to low 40s. close to where they should be. this is really coldest couple of weeks. we're in the midst right now. this is par for the course. it could be worse.

that said expect at least a little sunshine along the way and chilly wind to kick in with it as our storm from yesterday makes this full retreat and in the meantime, black ice, you'll hear us talk about it pretty much all morning because jess it's definitely a concern all around the region. >> the most important thing i think to tell everyone just because it looks wet doesn't mean it's not ice. when we see the roadways and we can see they're empty it doesn't seem like a lot of volume is accumulating it doesn't mean it won't take you extra time to go where you have to go. right now we start off on the blue route approaching the schuylkill expressway. not much really going on here as well. so you can see northbound lanes okay. southbound lanes doing fine as well headed to schuylkill expressway. still give yourself extra time. do not be fooled by this. out on 202 around the schuylkill things moving great here as well. if you go northbound no problem. southbound no problems as well. we have restriction as cross the

board here. one out in new jersey on new jersey turnpike between delaware memorial toll and 195. you have 55 mile an hour speed restrictions there and roadways are reported to be slippery. ukee back to you. >> jessica thank you. >> once again the story of the morning could be black ice crews worked through the night. salting roads for you. slick road conditions caused a deadly pileup on the schuylkill. quite a scene indeed. natasha brown has more on the cleanup that closed road and stranded drivers for hours. as night fell and temperatures dropped salt trucks began hitting highway throughout the region trying to get ahead of roads that may glaze over with ice overnight. proactive attempt to try to prevent something like this from happening again. >> it was a big load of cars. it was a lot of mayhem and chaos going on. >> chaoticic scene i-76 before 7 a.m. the multi-vehicle pileup

left one person dead and 30 others injured on the schuylkill near the gulph mills exit. a mangled mess as far as the eye could see as car after car collided with each other along an ice covered roadway. i saw a lot of people just not paying attention driving way too quick. >> ten minute later bunch of cars piled everywhere. i had to use a back way. >> clearing the wreckage was no easy task. the lanes open 8 hours after initial collisions. we spoke to penndot jean blum about the manpower it took to get hundreds of miles of slick roads cleared. >> we had 146 trucks salting throughout the region this morning and into the early afternoon. >> by the time temperatures warmed enough to melt the ice hundreds of accident were reported throughout philadelphia montgomery, bucks and delaware counties. some proving deadly. on this night drivers happy to put a dangerous morning behind them welcoming sight of salt

trucks leading a safe path ahead of them. refreezing is a big concern. watch for black ice spots. meantime penndot has been out throughout the night and well into the morning making sure roads are at salted in advance of the morning commute. along the schuylkill. natasha brown. cbs 3, eyewitness road. >> icy roads were to blame for this deadly accident in delaware don'ty, southbound on i-476 marple road and broomall police identified the two victims thomas brennan lansdale and jason anderson of dover. investigators say their car slammed into a jack knifed tractor-trailer. many drivers were stranded on the road for hours after the crash. >> it was horrific. i caught a glimpse of. it i saw come ago around downhill i saw cars kind of out of lanes to the side. i started pumping my brakes and just hoping i would stop. >> lease closed the -- police closed blue route five hours

while they investigated and cleared the scene. >> and in tee in that case energy until dozens of people were injured. slick companies caused more than 400 accidents in the garden state. >> joe biden will speak today at the organization of minority women annual dr. martin luther king breakfast in wilmington tone and the secret service is investigating shots fired near his home. secret service personnel reports seeing a vehicle drive past vice-president's house at a high rate of speed 30 minutes later a driver tried to passe newcastle county police officer securing outer perimeter of the other. that person was arrested for resisting arrest but not charged in relation to the shooting. our time 5:06 thousands across our area once again are celebrating life and legacy of martin luther king, jr. with a day of service. >> jen is live with us this

morning at girard college in north philadelphia. good morning. >> diane, ukee, good morning. a good event here and one of the biggest for this service day at girard clem. throughout greater philadelphia a record number of 1 35,000 volunteers expected to participate in 1800 service day activities. you can see here at girard college. we're set up and ready to go. girard college will act as signature site for greater philadelphia for the sixth straight year. this year's greater philadelphia day of service will celebrate two anniversaries. first is 5th anniversary of 1965 visit by dr. king to gates of girard college during which he pushed for end to discriminatory admissions policies at girard and second is anniversary of landmark 1965 voting rights act. here to talk more about that is the founder and director of the greater philadelphia martin luther king service day a long title is todd bernstein.

thank you for joining us on the show. >> of course. >> a big day when we talk about voting rights and push further to include everyone. >> dr. king was obviously involved in a lot of social issues and voting and equality was certainly part of that. and we celebrate the voting rights act in 50th anniversary and when people faust and died for that right and 50 years later we made progress, but we're not quite there yet. so we have two few people who turn out to vote locally and nationally and we trying to do things to encourage people to vote like voter registration, training, language interpreters training young people to be poll workers and creating signs and in different languages for people who may not have english as the first language. we really need to do more to get people to feel the sense of responsibility of active citizenship. >> there's 150 activities going

on at girard college alone today some 5,000 volunteers. and it's not just about more voting equality. it's also about health and wellness and jobs and economic equality. >> actually what it's really about i think are thousands of organizations who are celebrating legacy of dr. king in their own way. they are claiming his legacy by engaging in a community-building process of de typing of the needs of the community as they see it. and turning those concerns into actions. a health fair, civic engagement expo, jobs fair, workshops trainings, so many different kinds of projects that will take not just one day, but really throughout the year to be engaging of citizens. >> all right. todd berpstein thank you so much. much more coming from girard college throughout the day. a lot of activity and volunteers arrive in an hour, hour and a half from now and then a lot more music and of course it

>> tough day on the roads yesterday. let's see what the monday, holiday brings. >> it appears, ukee that we'll have issues in the way of black ice out there. my advice is this. you can't go by your car thermometer. a lot of times it's a great gauge but the ground is colder

than that. if you're hovering around freezing it could be a situation where things ice over. sxeshlingtdly with the rain amounts yesterday. we were shiv 2" in burlington. trenton was another spot. doylestown picked up over an inch. we saw our fair share of precipitation. if we did 10: 1 ratio on the snow times by ten it would be close to over a foot in spots. that sort of puts it in perspective, don't you think? you look at stromtracker 3 and nothing having a chance to fall to the ground or accumulate for that matter. don't be surprised if a saw a snow flake or raindrops. i want to jump you to wednesday. that's what the next system comes in. look ago head about this same time to wednesday. new system is not here. we get through much of the morning. this afternoon the next clipper system moves in. notice two kinds of precip, snow and rain. it's likely possibility here we'll end up with a little rain

and hold on tight to the steering wheel. >> he was able to walk away from the wreck with a bruce and few scratches. his suv was totaled. about a dozen people were hurt. thankfully no one died in the crash. >> that's unbelievable. >> is it not though. two teen ageers sweet heart expected on exbarking on crime spree are behind bars. >> more on what is next for so-called, "bonnie and clyde". >> police in ban ma city beach florida took 18-year-old dalton haze and is 3-year-old girlfriend shy anne phillips into custody. they found them sleeping in a pickup truck originally stole anyone georgia. >> they were not sure if anyone was in it. they sent an up marked car to look to see if anyone got in or out. they saw brake lights come on and called for multiple united states. >> the couple stole three vehicles during a crime spree that began earlier this month in

morning. time for weather and traffic together good morning, happy monday, everyone if you partake in martin luther king day of service today, you have to go to work, whatever your plan is today, if it will take you out traveling in any way, shape, or form, whether walking, riding bike train, or going to the airport. the roads can be slick out. there be careful as you travel out and about. jess will talk about it all morning, too. it's a pleasant view for us on sky cam three airport conditions on top of this we technically have southwesterly flow at the airport. technically it's above average or above freezing i should say here at the airport it does not mean the ground is not cold enough that it could still be slick out there. and that's really the bottom line this morning. lingering precipitation well more than anything just upper level moisture across pa now. we do expect a wind to kick in. that is noticeable as the day progressing and partly sunny day. that said for all of those festivities taking place here for martin luther king jr. day

roadways are shiny there as well. westbound taillights into the city. currently no problems and all lanes open into new mexico from philadelphia as well. now, speaking of new jersey. if i can head over to the maps there, a jack knifed truck on new jersey turnpike southbound past 195. ramp to richard stock ton service area is blocked there as well. otherwise on new jersey turnpike speed restrictions due to slippery conditions between the delaware memorial toll and i-95 -- are excuse me 195 55 miles an hour, ukee back to you. >> thank you much. flyers and sixers back in action. flyers play eye landers 1:00 this afternoon on the road and sixer get underway 2:00 wizards in washington at 2. boy i tell you what on the football field what a finish. the sea hawks came back with from a deficit.

this is a live look what you can expect as you hit the roads in many areas a fleet of salt trucks were busy all night long prepping roads to keep everybody safe. now it's up to drivers to slow your roll. >> first we had ice yesterday morning. then rain just wouldn't stop. >> it wouldn't stop. >> we had it all day even though temperatures had a chance top moderate up. thankfully worse of the ice melting away a little bit. it was still terrible day. when i show you -- wait until you show you rainfall amounts ukee they were impressive. imagine if it was all snow, it would be 19 inches if you did the step to one ratio. we are grateful it was just rain. free
