now at 11:00 o'clock, this storm system is heading our way after dropping snow in tech text today we're tracking new information about this and a another storm and what they'll mean for us. good evening, i'm chris may. >> i'm jessica dean. the storm track is developing right now. meteorologist kathy orr is in the weather center. kathy, what are you seeing? right now we're looking at the storm developing. it is very strong and it will be

moving up the eastern seaboard tomorrow. we are already seeing the clouds associated with the outer bands of the storm moving in to the delaware valley. the clouds will build and then the snow will come tomorrow at this time. take look at storm scan3. i'll show was i mean. you can see the high sirius clouds streaming up. they are hundreds of miles ahead of this storm. we are looking at rain in the deep south but it's already spreading into the tennessee valley. so it's a very fast mover brought heavy snow to texas and this is all moving toward the east coast and of course will be in east coast snow and rainstorm. the storm will continue on this track toward the northeast bringing snow tomorrow night between 10:00 o'clock and midnight. so during the show tomorrow night we'll be talking about the snow moving in. and then it quickly moves out. it is a fast mover that will definitely impact the storm. mainly snow through the low high valley and the poconos. for philadelphia it starts off as snow. it will accumulate and then it will be changing over to rain and then just mainly rain through south jersey and central and southern delaware.

so very little if any accumulation down there. down the shore. no accumulation. now, here's the start time between 10:00 p.m. and midnight the snow begins. between 2am and 5am saturday morning that's when we'll have the steady snow accumulation between 5am and 9am it will be changing to rain. from south to north. and then the precipitation ends between 1:00 and 4:00 in the afternoon. that's good if you have any evening plans. as far as the snow amounts these are all the computer models we look at and now we're in the close range and generally around one to 2-inches of snow for philadelphia. but some higher amounts moving north and west. coming up we'll take a closer look at how much snow to expect where you live and of course talk about that other storm that is on the heels of this but for now we'll zen it over to you gentlemen jess. >> kathy, thank you stay one step ahead of the winter weather with the cbs philly weather app. you can get the latest forecast and track live radar any time. that app is free it's available right now on google play and i

tunes. well tonight the new england patriots head coach bill belicheck and the quarterback tom brady go on the record about deflate gate. both defiant saying they did not cheat during the afc championship game. in that game on sunday the patriots trounced the colts earning the trip to super bowl 49. but after the game, a report emergeed patriots were usual illegally underinflateed footballs. nfl probe is now reportedly found 11 of those 12 pate tree yacht game balls did come up light. now underinflateed game balls can be easier to grip and catch. but today neither brady nor belicheck could say how they got that way. >> i have no explanation for it. i don't know what happened between the time that i touched it and you know really till monday morning i have no idea what happened with the balls. >> i can't think of anything i would have done differently based oh and what i knew then. based on what i know now. >> this of course not the first

controversy for belicheck. in 2007 he was fined half a million dollars after the pats were caught video taping another team's signals. that was spy gate. this is deflate-gate. nfl says its investigation into this will take couple of more days. deflate hi gate one of the most talked about topic in the country tonight. dominating twitter timeline. no one nose exactly what happened but we're hearing from someone whose been on the side lines whose handled those game balls. our todd quinones talks with former eagles ball boy who shares some interesting insight. >> from the super bowl that's in jacksonville stadium. >> where are you. >> right up there. brandon harm strong has been on the eagles side lines as some of their biggest games. he would watch over the game balls before and after they were inspected. >> we would meet with the referees prior to each game. >> reporter: what happened in new england baffles armstrong even in the harshest weather he says he never noticed a dramatic

difference in the inflation of the footballs. >> i don't necessarily think i can recall a time where a natural occurrence of a ball just became donated out of the blue. i think that it would have to be done, you know, by person. >> reporter: in between the first snap of any game and when the balls balls were inspected by officials armstrong contends there was little oversight of the footballs and it would be quick and easy to deflate them. >> put the needle right in there, deflate it, take it out you know, all it is is just little air pump needle. >> any kind of admission could mean you may not either coach or play in that super bowl. >> reporter: deflate gate continues to be the talk on sports radio. even after both coach bill belicheck and top brady said on thursday they had nothing to do with donating footballs. >> that is was clearly a mandate from somebody in the patriots organization or hierarchy whether it's the coach or the quarterback. this is not a rogue ball boy doing this. >> reporter: and to that point armstrong who was the eagles

"eyewitness news" on the 1400 block of ritner street. police say a man in his early 20's was shot dead after getting no an argument with another man. that suspect fled in a dark colored suv and as police looked

for the suspect they are trig to identify that victim. right now the manhunt is on for a suspect who attacked and brutally beat a high school student on a trolley. tonight our natasha brown is live at septa headquarters in center city with information about what septa is doing to protect young riders. natasha? >> reporter: septa officials tell us this is the first time they've ever had to deal with a vicious tack like this on student with more than 100 thus san students depending on the transit system every single day they're safety is prior priority priority. >> natasha, i've seen the video and it's outrageous what happens to this young girl. >> reporter: september to police chief tom nassness tell even the seen the trolley video of a vicious attack on a 17-year-old student. eyewitness video gives us a jarring glimpse. shea is still wearing the scars from the tack that began on the 15 septa trolley wednesday morning on her way to school school she got on tottered crowded trolley at broad and girard and moments later was

from the juries dick. dove was a 16 year veteran of the force. well we've got new details now in last night's huge fire at a north jersey apartment complex. as daylight reveal the smoldering aftermath of these towering flames, take look at that's left now of the avalon at edgewater in bergen county. the fire displaced more than a thus san people. late today we learned it was started by maintenance workers who were using a torch to fix a leak. governor chris christie toward the site today and he told residents the government is there to help. >> i came up here just to let folks know that the state government is completely engaged. i've been engaged since all this started last night. and we'll continue to be here at the highest level to make sure that we're addressing the needs of folks who have been really awfully, awfully affected by this. >> no one was killed in this fire. two civilians are two firefighters though did sustain some minor injuries.

the pennsylvania supreme court grants attorney general kathleen kane' motion to temporarily halt illegal action against her. that motion was filed in response to grand jury recommendation. that montgomery county da charge kane with leaking secret grand jury testimony? the court will hear kane's challenge in march to the legality of the special prosecutor involved in the investigation of her office. kane maintains that she has done nothing wrong. new jersey governor chris christie says efforts to fix atlantic city's financial crisis aren't moving fast enough so today he took additional action during his atlantic city summit the governor signed an executive order appointing an emergency manager and special consultant for the city. they're now in charge of day to day city operations. both stressed this is not a state takeover. >> residents of the city need to understand you still have mayor, you still have a counsel system and we want to work very closely with them. >> possible in our business are not power hungry.

they're there to get a job done and mack other people look good. >> since gambling expanded in other states atlantic city casinos have lost half their income. and residents are now paying much higher property taxes. new at 11:00 o'clock night they led a lavish lifestyle but was it all funded by fraud? a bucks county family and others face charges in what authorities say was an insurance fraud scheme. it's alleged this family repeated said their own mansion on fire all for cash. diane in rocco tells us authorities allege they scammed their way into tens of millions of dollars. report roar this wealthy bucks county woman claire has been charged with defrauding insurance companies of more than $20 million to fund an excessive and lavish lifestyle here at her until i don't know dollar buckingham home. known as the clairemont. police say her husband daughter a prominent bucks county attorney, son daughter-in-law and two others others were in on it. 3 million were you seized from

bang accounts. 1.2 million in jewelry. and many cars. after investigators say the family was setting fires and filing false claims many firefighters responded to this blaze in october of 2013. that fire and two others at the home of over the last five years were undetermined. the family then filed claims for lost items with over inflated values. 2 million in drapes. didn't until i don't know in lost or stolen jewelry. authorities say she falsely claimed the jewelry was stolen by volunteer firefighters call to the house. to date insurance companies paid out more than 20 million for items never damaged. investigators say the money was used in other real estate ventures and to purchase expensive luxuries. the suspect turned themselves in this afternoon. they're facing numerous fraud charges. authorities suspect that false insurance claims may go back 20 to 30 years. in bucks county, diana rocco

>> they are cleaning up an 11-inch snowfall in amarillo texas. crews are working around the clock to get thing back to normal there. that snow in amarillo from the same storm system that's moving into our area soon. kathy's full forecast including snow totals is about three minutes away.

it's it's a sliver of south philadelphia right between pennsylvania ford and east passyunk and the median price of a home there is $192,000. we can. we have new information tonight on that storm that is headed in our direct. >> let's go to kathy orr. what's the latest. >> we're looking at the clouds already rolling in in advance of that storm and by tomorrow night at this time we're going to be talking about snow. outside our weather window you can see jack frost big boulder they are enjoying the manmade snow but soon mother nature will provide about one to 3-inches even in the poconos. on storm scan3, we are looking at this much the clouds rolling ahead of the storm. the storm still aways away but a very fast mover. and with this fast moving storm we are going to be seeing some very very big changes. so first of all here's the center of circulation that area of low pressure. it will be moving off the coast and boy tomorrow be just to the south of us and that is when we're going to be feeling the effects of think.

now right now, we're talking about temperatures that are pretty cold and it will be cold enough to start off as snow here tomorrow night. take look at our "eyewitness weather" watchers. conditions are definitely going to be cold enough as right now we are seeing temperatures fall. we are going to be seeing things changeing very rapidly. temperatures in the 20s. the coastal storm moving up the other than see bore. and snow beginning. that snow will be accumulateing early tomorrow morning. i should say early saturday morning. and then it changes over to rain and this storm is out of here by the afternoon. so it will be pretty quick. it will bring that milder air it's moving so quickly it's not going to last all that long. so between 10:00 o'clock tomorrow night and midnight the snow begins. the instead yesterday accumulation tomorrow night. and then saturday morning between 5am or i should say the instead yesterday accumulation early in the morning saturday. then changing over to rain during the morning. and then the precipitation really ends saturday afternoon. one to 3-inches of snow before the change over saturday. and just a coating to an inch

through south injuries zoo and central and southern delaware after the snow a little bit of icing possible especially at the north and west of philadelphia. and then we'll be changing that over to rain as well. when we look at the rainfall amounts during the day on saturday, you can see all of our models between a half an inch an um of rain so that is where all of that precipitation will be on the back side with the warmer air and the rain. overnight mainly clear and cold. the lore temperature going down to 26. during the day tomorrow, 38 degrees. the clouds increase. and then we'll be seeing the snow showers moving in late. friday the high 38. saturday we'll see the rain moving in during the morning hours with a warmer air then tapering off in the afternoon. sunday looking for a high of 40. monday is our next clipper and it look like that snow will move in late sunday night into monday morning. so there's chance we could have snow a come lating for the monday morning commute. already on the ground. then tuesday and wednesday cold. and then thursday temperatures
