right off the coast of the del marva a. if you look closely on the radar right through insuring and long island we will show that picture earlier we are seeing a wand of we have i snow developing and it is already beginning to push a little bit back into north jersey. thinks a development of our nor'easter, or our east coast snowstorm. we have winter weather advisory in effect from reading, berks county, because you will be further are west of the storm. philadelphia north and south and south jersey and through central new jersey we have a winter storm warning. that blizzard warning continues for those whipping wind and the heavier snow, as you move further to the east and, of course that would include parts of the ocean county and also monmouth county. i want to show you future weather. we are seeing that banding beginning on long island and new york city. watch what happens late tonight. the moisture backs into the delaware valley, it gets pushed back in which is not typical of a nor'easter and you can see heavy banding

close to trenton and moving toward philadelphia, that is at midnight. then by 7:00 a.m. you can really see the bull's eye in our blizzard warning area rate through new york city with the heavier snow and still some heavy band reaching into philadelphia there are still some questions, with this and we will definitely talk about those as well. the first, we have to talk about how different this storm is heavier amounts in new jersey by far, with this. it will be thrown back moisture so the the big question is, does the sharp western cut off, gets a few inches and who gets six to 12 inches. we have that coming up in the forecast but still some big questions, and we have to watch the development and track of this storm. our justin drabick is in the with the timing on the storm and on the roads in the mobile weather lab on i-95 south in delaware county. good have afternoon justin. >> good afternoon kathy. the that is right as expect not seeing a whole will lot here late this afternoon and early evening in philadelphia we are on i-95 southbound heading toward the blue route split there and again you can

see traffic flowing good and it looks like traffic is lighter than normal which is a a good thing. people are taking this storm seriously and these warnings even though we are in the seeing much snow right the now. let's time things out because it will go downhill later tonight. from 8:00p in m to midnight light to moderate snow will develop, turning windy as well, and then at 8:00 a.m. is when we will see heavier snow. especially across eastern new jersey. from 8:00 in the morning until about noon, light snow will begin to taper off. improving conditions throughout the the morning hours. wind will kick up as well. right now generally gusts, through the overnight 9:00 o'clock maybe gusting to 30 to 40 miles an hour in trend continues overnight into tomorrow morning. so you are heading out dusting off your car shoveling your driveway this wind will be blowing this snow around. just keep that in mind traveling. coming up in the full forecast cat/or are will check out the snow totals, main impact and more snow in the forecast. no snow right here in delaware county on i-95 but things will

stopping for some gas. it turns out brian is retired and with his plow plans to spend tuesday doing some good. >> we try to help people out because older people stuff like that, it is up there for them to do it themselves. >> reporter: on the edge of definite headaches and potential disaster here's a guy getting prepared to make somebody's day. >> i try to give back where every can at this point. >> reporter: everybody we spoke to say they plan to heed the governor's word planning a day of movies, hot chocolate mostly while those 2400 trucks at the ready here in new jersey hit the streets and clear the road. we are live from burlington county, steve pather on for cbs-3 "eyewitness news". philadelphia officials will monitor conditions, in the city, from the emergency operations center in the spring garden neighborhood. "eyewitness news" reporter david spunt is live and he continues our team coverage now, david? >> reporter: this is really the nerve center for all things philadelphia and fighting snow. officials say that in one hour philadelphia will be under a snow emergency and those

officials are ready for the worst. as snow flurries fell outside city hall, mayor michael nutter warn the public to take the next 24 hours, seriously. >> i think at some point folks say hey maybe i should pay attention. >> reporter: nut are joined other department heads to talk current conditions and what we can expect over the next 24 hours. mayor says about 800 people will be on the street to clear the snow. he expects private companies to clear local parking lots. >> do not throw snow back in the streets of our city. first of all, it is a violation are of the philadelphia code. secondly and i think more importantly it is a violation of human decency. >> reporter: mayor told resident to get their cars out of snow routes insisting they will be towed. >> move your car. it will be ticketed, it will be towed after 6:00 p.m. and you will spend a fair amount of time looking for it. >> reporter: city is offering, discounted parking at local garages like this under ground one at 15th and arch. both were busy inside

emergency's 311 call center. employees say calls will only increase as weather gets worse. all non-essential employees left work at the 2:00 this afternoon. the mayor will provide a live update behind me at 6:30 i will be inside live tweeting. the we are live, in the emergency operations center david spunt for cbs-3 "eyewitness news". in anticipation of the storm philadelphia public schools dismissed at noon today, many other schools around the delaware valley followed suit giving parents time to get their kid home safely before the heavier of the snow began to fall. atlantic city had has declared a code blue starting at 6:00 o'clock tonight and it will continue through 10:00 a.m. saturday. the and looking now live at the boardwalk here, you are seeing not too many people out there people are not taking chances out here. the streets are clear but are urged today off of them. live from atlantic city justin finch for cbs-3 "eyewitness news". everything from salt shovels, you name it, it is flying off the shelves at the store like this home depot in deptford, new jersey. the shoppers we talk to say they just wanted to make sure they have everything that they needed in case they get stuck inside for the next few days. in delaware department have of transportation says that it is ready for whatever comes their because bye they remind you you have an important role to play in keeping roads safe. >> we will be plowing through the the night and dealing with things pretty much all day tomorrow and also dealing with drifting issues as we continue clean up. i would just encourage everyone if you don't to have be out there don't be driving. if you are out there keep

welcome back to our continuing coverage, the nor'easter, new jersey transit, of course, taking every precaution to make sure commuters are safe and, new jersey transit spokesperson nancy snyder joins us live on the phone to tell us what we need to know. >> nancy, thanks for being with us what do people know ght now what plans are in effect. >> right new we are cross honoring our bus light rail and rail passes, this evening, to give our customers extra travel options but our customers should know that due to the severe weather that we're experiencing impacting our region we are going to be implementing a gradual system wide shut down, that is going to -- full system service shut down will take place by 10:00 tonight and we have to a lot for, you know, time that it takes vehicle tolls get the from their point of origin. so final trips for bus rail and light rail, will depart their points of origin at 8:00 tonight, and then with

meteorologist the kathy orr is here with us now. we were just talking about this storm. really an interesting one as you watch it develop. >> it is sneaky it is a sneaky storm. >> it is and the reason i say that normally when we have east coast storms we call them miller type a a textbook example we have a storm coming off the east coast and we watch it develop this one we don't have time to watch it and see how it will behave. that is why it is sneaky. we will see what we expect as

far as snow accumulations but new jersey, really getting the mother load of this snow as anticipated what we have been talking about over the past couple days. look where there is not much going on in center city philadelphia that is good news. if you have to get out and about, early evening meeting that is not an issue. it is late tonight, early morning will be the issue. you will not see a ton of snow in the poconos but you will get a nice accumulation about three to 6 inches of snow expect for you. jack frost big boulder looking forward to that because that is always where we want the snow. on storm scan three we are watching our storm taking shape, area have of low pressure. it will turn into a major east coast snowstorm especially for new jersey, and new york, and, of course, the boston area. here is area of low pressure. you can see circulation aren't it counterclockwise and see this northern edge where cold air is being pulled in, you can almost see a line of snow developing along long island, pushing into new york and north jersey. this is all going to fill in

and all of the precipitation down through delaware will be changing over to snow as the cold air reaches central and southern delaware. look at these advisories warnings and in it or range the blizzard warning that goes up from ocean county, northward all the way through connecticut and northern maine. this is impacting millions of people. temperatures in the the 20's in philadelphia a teens to the north and west. you know you can make snow a lot more snow when you have colder temperatures. our future weather shows the the storm rapidly intensifying and moving through new england into the overnight and during the day tomorrow and then fair weather builds in for a slight period before we see more snow, a little later this week. first thing first, the main storm impact will be overnight tonight, heavy snow, an inch an hour maybe more as you head toward the jersey shore toward ocean counties and even eastern part of the burlington county. visibility less than a quarter mile at times with this with blowing snow, wind gusting to 35. inland around 40 miles an

hour. even 50 miles an hour toward the shore. some dangerous travel into the early morning. here's future weather. right now not seeing much but it is picking up on the heavier band near new york and see how it will throw back moisture. by midnight we will see moderate snow in philadelphia a intensifies during the we hours of the morning but look at the cut off through allentown and reading very light snow. northern and western suburbs you have to get from philadelphia a eastward to see that intensify. quickly wraps up by 7:00 o'clock still moderate snow 8:00 o'clock but by noon hour we are seeing light snow possible in philadelphia a and then up through new york you will see heavier snow. this will be wrapping up and could be moving out faster here. three to 6 inches through wilmington and dover, millville and up through chester county. even through reading berks county about six to 12 through vineland, glassboro and medford lake. six to ten toward the east and you can see through philadelphia, six to nine, i think in south philadelphia, and higher amount as you push

east. we are looking at some higher accumulation is still, you can see 12 to 18 from trenton toward the west as you head toward the blizzard warning area still watching the storm track exactly where it develops and moves, how far that western cut off is of heavy snow and storm speed. things will be watching overnight, that will impact the forecast accumulations. overnight we will see heavier snow low temperature 256789 during the day tomorrow 30 degrees, gusty wind, light powdery snow because of the cold temperatures and you can see wednesday quiet more cloud thursday and another clip era approaches if you can believe that very active weather, we will be back with more news after this.

well, if you live in chester county, you may have felt the ground shaking last night, that is because small earthquake did hit an area just south east of, downingtown, around 6:30 in the evening. the at the u.s. geological survey measure it at 2.7 on the richter scale. no damage, no injuries were reported. secret service is a small drone crash overnight at the white house and an investigation is underway to determine where it originated the secret service says the drone crash on the south east side of the executive mansion overnight. the white house was placed on lock down until the device was cleared. president owe bam and first lady were not there at the time and currently in india. two planes go down off the coast of hawaii and it happened within a matter of hours. first several hundred miles north east of may i where a pilot ran out of fuel. deployed the aircraft's parachute and managed to ditch safely in the water below. rescuers were standing by, man is back on dry land, and he is doing just fine tonight.

of snow that includes our meteorologists tracking storm all day. kate bilo is standing by with more as well was justin drabick. we will go to kate, first. >> this storm developing pretty much as expect just off the coast of north carolina and virginia right now and starting to ramp up. we see that rotation in the the precipitation here as we see banding of heavy rain off the coast of delaware where we have had reports of a couple lightening strikes here on the radar and heavy snow with that first band in massachusetts, long island and connecticut as well. we will take off the radar and satellite. do you see how you this is almost like a plume, leaf shape. this is what you see in the early, genesis where the storm ramp up. you see that structure. the storm is really gathering strength but problem for us, how far does it move to the east, once it begins to the georgia their strength. this is a really classic looking storm. this is going to be a major crippling storm for southern new england. we are on the outer periphery of it but we expect band to go

get into philadelphia as we have been telling you we will be on the edge. it will be a very tight, snowfall gradient. lets look at our winter advisory alerts chester and berks county on wednesday, that includes delaware, winter storm warning for philadelphia, south jersey all surrounding suburbs and bright red from ocean county, right on up new england coast. that is a blizzard warning that does include new york city as well. during overnight hours that is when snow will be heavier. we could see banding that could lead to an inch per hour, even threat for thunder snow. visibility will be less than a quarter mile. watch for blowing drifting snow, wind in the city 35 miles an hour. 45 miles an hour gusts possible down the shore. this will lead to dangerous travel in portions of new jersey near impossible travel. so if you can get where you need to get this evening and stay put overnight into tomorrow morning until we see how everything shakes out that would be recommended. we are tracking conditions on the road right now. the justins live with the cbs-3 mobile weather lab. he is on route 130 in camden

county, good evening justin. >> reporter: all quiet out here in new jersey but as you said things will be changing later on tonight. we are in collinswood, new jersey. this is live look at is what happening on the road. traffic pick ing up a bit but could be worse this time of the day. i think people are staying off the roads. that is good news. we will see fall residue on the road. crews have been out here treating for next round of snow that will develop tonight. right now temperature is 27 degrees. any snow that does fall heavy will certainly stick. lets talk about what we have seen so far from the first round. this is a weak clipper system that didn't produce much as expect. and, northampton county and that two and a half inches and, hamburg, 1.5 and ewing new jersey, 1.1, but it will be a different story later on tonight. so bring you back here from the cbs-3 mobil weather lab we are in collinswood, new jersey, all is good, dry

conditions, no snowfall but that will change later on tonight. temperature is 27 degrees. keep in mind that there will be icy spots. that is latest from the cbs-3 mobile weather lab new back to you in the studio. if the storm continues on its project path the eastern part of the montgomery county will be hit hard. officials there tell our pat ciarrocchi that they are ready for whatever mother nature throws at them and pat is live tonight from willow grove, pat. >> we are at 611 and 263 right now it is more of a wintry mix then it is snow. we have felt wind pick up within the last few minutes or so. montgomery county emergency management is ready to go on this storm in eastern montgomery county. nineteen snow removal vehicles are set to go and they will cover 75 miles of county road, that is the priority road that they are responsible for. they also have plenty of salt if you need it. >> remember the ice storm from last year we used about

300 tons of salt during the ice storm last year. last night during plowing, salting, we used 48 tons of salt so 1200 tons of salt would be more than enough for whatever we have to grabble with tonight and tomorrow and certainly the the next several weeks of winter. >> reporter: in willow grove these hours before the storm hits is all about the prep for the plow guys. gassing up loading up so they are red are i to roll role. >> really start around ten and go all night into tomorrow and then who necessary how long after that. >> snowplow in elkins park. so just buy salt, buy gas and go home and stay home, don't come out in the snow. wait until it is all done. do i. >> reporter: this is your time of the year. >> money falling will from the the sky, we love it, keep it coming. >> reporter: keeping it coming for him. let's show everybody the roadway. it was pretty clear when we first got here a couple hours

ago and we can see that the, snow is beginning to stick on the road. traffic has been moving, from the road and people have been taking a little bit more time as they navigate. real important that ones the snow starts, navigate nothing eastern montgomery county. best thing to do is to stay home. >> in the meantime we are waiting in montgomery county reporting live from willow grove, pat ciarrocchi cbs-3 "eyewitness news". >> pat, thanks very much. penndot bracing for tonight's storm, "eyewitness news" reporter natasha brownies in norristown with more on what is going on there, natasha. >> reporter: chris, i can tell you this has been a tireless effort by penndot crews, they have been trying to keep these road as clear as possible for drivers. this is what we have been seeing since we were here at norristown maintenance lot in the last couple of hours just a steady flow of salt trucks returning to the lot here in norristown to refill their trucks with salt, ounce have trucks began tackling roadways

long before the first flakes fell, we were able to speak with the representative from penndot just a short time ago just checking in and getting an idea as to how the operation is going right now. >> this is a full call out. we will have over 400 trucks mobilized and we have been salting and plowing all night long. the motorist that do not to have drive-in this, stay home. >> reporter: that is very good advice. penndot again is urging drivers who to have to be out on the roadways to please use caution, at least allow six car lengths between themselves and these penndot trucks. they are trying to navigate a path a ahead of me and spread the salt as quickly as possible. and, as they say, they are still trying to stay one tell ahead of the storm a storm that is far from over. live from norristown tonight natasha brown, cbs-3 "eyewitness news". >> natasha a thank you. flights throughout the

north east are canceled because of the storm an "eyewitness news" reporter syma chowdhry is looking live at philadelphia international airport tonight syma? >> reporter: well, jessica so far today 421 cancellations here at the philadelphia international airport and for tomorrow, more than 620. that is because u.s. airways, united and american airlines have all canceled all of their flights out of philadelphia for tuesday. it looks like these wings are clipped for the time being, hundreds of flights at philadelphia international airport have been canceled a and that number is expected to go up by tuesday. >> it is in the what i expect. my flight was cans told day and tomorrow. >> some travelers in manager to get out before the storm. >> very lucky, yeah. that was the whole thing about my flight catching an earlier flight and glad i set it up that way report report there are a few delays which means folks should pack some patients. >> if your flight is
