african americans, shoveling snow in pen win yesterday. he says that simply they were stopped because they didn't have have a permit to solicit work. concerns were initially raised by deborah saldonna who hire the men to shovel sidewalk outside their home. deborah saldonna wants to know why two men she hired to shovel her walk were stopped by lower merion police and ordered to sit in the snow. she claims it was nearly 20 minutes. >> i think it is wrong. i just think it is wrong. they weren't dangerous. they had shovels in their hands. >> reporter: she said men told her they had asked police if they could get up at one point off the the freezing ground. >> they had to remain seated. they could not get up. >> reporter: saldonna was concerned that the stopping of the two men, both african-american, was racial profiling an allegation that lower merion police superintendent mike mcgraph strongly denied. >> i have watched profiling. >> absolutely not. the the officers were stopping them because they were soliciting for business.

>> reporter: the superintendent says that the stop had nothing to do with racial profiling, the two men and two others nearby were questioned, because they did not have a permit required to solicit door to door. >> the officer made the stop based on the fact seeing these people going house to house soliciting. >> reporter: he said that the pair were only told to sit on the ground for a short time after officers learned that one might have been wanted on a warrant. he was not. and they were released without being cited for anything. >> the the encounters were very friendly, in fact, in one case when the gentlemen left they shook the the officer's hands. >> reporter: the superintendent points out that the no soliciting or the the soliciting permit ordinance only applies to adults so that young people out shoveling sidewalks to make a little extra money need in the worry about being stopped by police. live from lower merion i'm walt hunter, cbs-3 "eyewitness news". >> walt, thank you. we're following a developing story tonight, a

woman shot in the head and killed in southwest philadelphia. this happened on the 2600 block of morefelt street. police say the 36 year-old victim was found on the second floor, they have taken her 64 year-old boyfriend into custody. the delaware valley is shivering through a bitter blast have of cold air. now that the sunnies going down temperatures are dropping more. we have live team three weather coverage with meteorologist kathy orr and just continue drabick. let's start with kathy. >> we are seeing clear skies, and it is getting colder by the moment off to the north and west we have had some cloud moving in tomorrow and then a little bit of snow. that is our next clipper which will be a appearing in the delaware valley by tomorrow evening. right now in philadelphia 32. twenty-eight in allentown. twenty in the poconos. twenty-nine in millville. temperatures fair liz uniform from north to south, we have some mixing in the atmosphere with this wind out of the northwest at # to 14 miles an hour. even though those are not strong wind they will create a wind chill factor during the

well not yet. february looks to start off cold, an active jet stream will send shots of arctic air in the region. with storm systems moving through every three days or so outlook for the next two weeks continues for much below average temperatures over the northeastern u.s. but here's a thought to warm you up. there are only 51 days until spring and 67 days until opening day for baseball. i'm definitely ready for opening day here but we're tracking this cold right now with the cbs-3 mobile weather lab. we do have the temperature coming in at 31.6. wind calming down. wind chills not as bad. of course, monies ground hog day both for this forecast for next few weeks phil will probably see his shadow but we will wait and see. we are talking about more snow in the forecast. kathy will have that in the full forecast in a few you minutes. reporting live from the art museum i'm meteorologist justin drabick. >> all right justin spring just around the corner thanks very much. traveling is returning to

normal after monday's blizzard. that storm dumb two to three of snow in massachusetts, and today, many the the first day to be able to get a flight home. >> i didn't care what kind of weather we had. i'm just glad to be home. >> reporter: frustrating end to a vacation for new jersey resident kelly campbell, she and her family were supposed to return from the bohamas on monday but the storm caused an unexpect two day stop in fort lauderdale. >> we spent a lot of money just to stay here for two days. for all of the meals and everything, you know i'm like lord, please i was praying this morning i stayed up the whole night please don't let them send me another cancellation. >> reporter: some travelers were lucky they could postpone their departure a few days. >> i was lucky. i called the airport on sunday and rearranged my travel because the the flight, i knew the flight would be canceled on monday. so i got to stay home sunday night. i didn't have to spend the night in the airport. >> reporter: since the airlines canceled most flights yesterday, philadelphia

international offered some comfort for flyers who may have been delayed. employees handed out complimently hot chocolate to help travelers warm up before the final flight home. got news only four people had to spend the night in the philadelphia airport on monday. airport did provide vanity kits including truth brushes blankets and pillows to make their take more comfortable. investigators are till trying to figure out what went wrong yesterday when bricks fell from one building through the roof of another with people inside. this happened yesterday at the lulu lemon store on the 1500 block of walnut street. that is where matt rivers is now, live, with the very latest on the investigation matt. >> reporter: chris, those bricks actually fell from the building directly to the left of those lulu lemon store behind me coming from one of roof basically going through the roof of that lulu lemon store and today l and i investigators spent their entire afternoon trying to figure out how it all happened. the collapse happened just before 3:30 tuesday afternoon wednesday, the darkened store

was closed, debris and damage every where. a view from across the street seven floors up in the segal law office shows where the bricks pun ched through. large flat roof torn open and new clean up begins. >> everybody involved is working cooperatively. great teams involve. >> reporter: bear leaves owns the building where lulu lemon sits is. he says owner of the building where the bricks fell from, 1529 walnut street association have been cooperative so far. they had no comment for us on wednesday. l and i inspectors on the scene had no comment either and they examine the debris and the spot where the the bricks fell. >> it has been a surprise to everyone, you know the the high winds and it is a fluke but, you know, it is what it is. >> reporter: we're told neither property have a history of violations. the investigation into what happened is expected to take sometime as will repairs. first priority, securing the brick that remains. >> we just are taking the rest of the loose off tightening

top of the wall and waterproof the the wall. >> reporter: just before 3:30 when bricks fell shaking the street the outside. >> we heard a loud bang. >> reporter: creating chaos inside the store. >> it was huge it just shook it shook. it was intense, very intense. >> reporter: just moments ago we did receive updated information from l and i, preliminary investigation so far has determine it a appears some water made its way in between some of those bricks that fell and due to the the process of freezing and that you go and a little bit of win, that caused those bricks to fall. their investigation is continuing, as for that lulu lemon store it does appear it will be closed for repairs, for at least a month. we are live from center city tonight, matt rivers for cbs-3 "eyewitness news". investigation is underway in the cause of an apartment fire that left dozens of people displayed in montgomery county. that fire broke out at washington towers apartments in white marsh township. fire fighters rush to evacuate

nearly 50 apartments. three people suffered minor injuries. philadelphia police are arresting a man caught on cell phone video caught attacking a teenage girl on board septa's route 15 trolley. damon oliver turned himself into east detectives this morning in. surveillance video captured the attack near seventh and girard last wednesday. the victim says that she bumped oliver with her backpack and he responded by punching her in the face. oliver is charged with simple a assault and other crimes. you may soon see unusual looking cars roaming around philadelphia. >> it is a new car sharing service that not everybody is happy about. >> reporter: new car service rolls into philadelphia this week but not everybody is getting on board i'm justin finch and i will tell you why one agency says this new service is not fair. also a ahead a whole new meaning to the word drive-in movie, watch as area teenagers, get behind the wheel for a sobering lesson about being safe on the roads. kathy? we are getting ready for another bitter blast tonight

new multi sensory teenage driving safety program rhawn chest in philadelphia schools. "eyewitness news" at thomas edison high school in north philadelphia today for what is called cinema drive. the production uses 3-d video and interactive questions to teach teenagers the dangers of speeding, driving under the influence, and texting while behind the wheel. uber is about to get some competition here in philadelphia. >> as "eyewitness news" reporter justin finch tells us tonight a car sharing service called lift has rolled into town but not have been is happen that i they are there. >> reporter: days before it launches in philadelphia, some already know what lift is. >> it is just a uber more fun, little bit more youth oriented, i get it another glow stick mustache. >> reporter: this is video given to us from lift, starting friday, you may see

practically tom and look at that sky clear beautiful sunset there. lets share you a few beautiful pictures from robbins villain steven says, a deer on the front yard. here's something thaw do not see every day. that is in trenton. thanks for sending that in. here's my favorite place long the business challenger on trail in philadelphia, valley green with a little bit of light snow dusting there thanks to phil and our weather watchers for our pictures this evening. we are looking at conditions that will be changing. you can see that right here as we take a look at storm scan three. not going on right now, but you can see to the north through great lakes this an area of low pressure associated with a clipper. it will move quickly to our north. as it does it will bring some snow. the good news, it will be a light snow for us, take a a look at this we're looking at cold temperatures during the overnight because of the clear skies, our sky cam three is showing ben franklin bridgette will be a star lit and moon lit sky tonight with temperatures that will be falling back into the teens.

right now not so cold going out this evening. thirty-two in the the city. twenty-eight in allentown. twenty in the poconos. 29 degrees in millville. it feels colder. poconos feels like five. allentown 17. atlantic city at the airport feels like it is only 19. so we will say good bye to the 30's, hello to the teens tonight but we will warm it backup again into the the 30's, if you can call that warm. during date tomorrow, cloud will increase but they will be high cloud, associated with this clipper. as i mentioned the clipper ride to the the north a weak front moves through and we will see snow showers. the most likely, tomorrow evening, through the overnight very light and a few lingering morning snow showers but nothing that should slow you down. we will look for some slick spots for morning commute on friday. otherwise you can see snow accumulation. this is our new gfs, .3 of an inch. new euro comes in but coat to go an inch expect at the best in philadelphia with the higher accumulation toward poconos, closer to the center of that low which will be up near new york.

overnight very cold clear brisk. it will not take much wind to get these wind chills down when you are talking about temperatures in the teens. during date tomorrow sun high cloud, late the in the afternoon toward the evening a chance of the rain or wet snow shower more likely in the evening and overnight. the thursday afternoon high 36. it should be a relative liz dry commute. on the eyewitness weather seven day forecast, friday lingering morning snow showers, exiting and we will see increasing sunshine but behind that clip real cold. look at this. morning low saturday seven that will be the coldest morning so far this season. high of 26. sunday super bowl sunday look for a chance of light snow moving in late and could linger into monday with the light accumulation. that is how it looks right now. of course, punxsutawney phil will tell us what he sees on monday, and then tuesday, cold, wednesday cold. i think we know what he will say. >> cold. >> that seven sticks out like a sore thumb. >> been a while. >> glaring, yeah. >> been a while since we have seen one that low. >> yes good lets hope we don't see one anytime soon. >> i know, prepare.

>> kathy, thank you. >> you bet. 6:19 we are rounding out what seems to be our rush hour as you can see the schuylkill expressway is pretty light around montgomery. more volume in the westbound lanes heading toward king of prussia area but in the center city east bound lanes doing just fine. on the ben franklin bridge we have volume here but all lanes opened and everything moving nicely. usually we will see volume heading eastbound into new jersey but as you can see right now with all lanes open everything is moving just fine there as well. we have a few incidents. one in south philadelphia an accident on seventh street, at washington avenue and water main break out in new jersey that actually is dealing with repairs right now. elbow lane is completely closed between church street and texas avenue. that will be out there until 11:00 tonight. you want to take texas avenue to get on by, chris and jessica, back over to you. the "cbs evening news" is just a couple minutes away. >> scott pelley joins with us a look ahead to that scott. >> this is welcomed news, cars
