>> from the cbs broadcast center in philadelphia this is cbs3 "eyewitness news". now at 11:00, it was a brutal attack on an innocent young woman ton night police say they have the man responsible and we've learned new information including disturbing details about his past. good evening i'm jessica dean. >> i'm chris may. the brutal attack on that

teenager happened while she was on a septa trolley just last week. now, "eyewitness news" reporter david spunt has dug up new details about the man who turned himself in today. david is at police headquarters with what we know. david? >> reporter: chris his name is damon oliver he's 40 years old a city employees he works for the city's parks and recreation department and he is no stranger to police. he has a lengthy criminal record. so detectives here at headquarters are familiar with the name tonight he's behind bars and his victim is recovering. the images are hard to look at. a 17 year old girl named shea has a broken nose, a black eye and persist 10 anxiety. police say 40-year-old dame men oliver is the one to blame. he turned himself in to detectives and is charged with attacking shea on a septa trolley last week. >> my bag kept bumping this man and he was getting mad my bag was bumping him. >> that was shea right after attack. in this cell phone video police

say oliver can be seen hitting shea on the public trolley. packed with passengers. >> i saw his fist was rolled up as if he was ready to hit me. he said he would hit me. >> "eyewitness news" did you go through his criminal history and found page after page of run ins with police. according to court documents oliver was arrested in 1994 nor aggravated assault. he was later found guilty. he pleaded guilty to simple assault after a 2003 arrest and following a 2006 arrest. we spoke to one of his neighbors about the trolley attack. >> coward. any man touches a girl is a coward. you know, i got boys. my son took their hands on a woman, it going to be problem. >> another neighbor asked us not to show her face but says oliver never caused any problems on his street. >> he see us, he speak how you doing? he see his son going to school, his daughter going to school. he didn't seem like no bad guy. >> reporter: shea insists

damon oliver is a bad guy and it will take her awhile to feel completely safe again. >> he gave me the impression that it wasn't his first time hitting a female. >> reporter: spokesman with the city says city officials found out about the arrest shortly after he turned himself in. they're looking at possible disciplinary action. i was in touch with shea's mother a few hours ago on the phone. her daughter is doing much better. she's still very nervous about the situation she's going to go -- undergo some surgery early friday morning. reporting from police head quarter that is night david spunt cbs3 "eyewitness news". isn't all right, david, thank you very much. well tonight a 64-year-old man is under arrest. he's accused of of shooting his gill friend to death late today at a home in the 2600 block of mull field street in south philadelphia. police say that the arthritic year old woman was shot in the face and found on the second floor. tonight the suspect's son talk with "eyewitness news" reporter todd quinones and told us the couple was having problems.

>> he's a handyman. he's computer savvy. you know, he just -- he just all around nice guy. and i don't know why he did this this. they wouldn't let me ask him nothing. report roar philadelphia police have not yet said what they believe was the motive behind the shooting. >> new tonight a shocking case of theft. montgomery county woman is charged with stealing more than 10 thus san dollars from local cub and girl scout troops. "eyewitness news" reporter diana rocco is at the upper providence police department in oaks with new details we've learned tonight. diana. >> reporter: 28-year-old heather belford is charged with stealing more than $10,000 from her son and daughter's cub scout pack 27 and girl scout troop 7343 in oaks montgomery county. >> there was not only no money left but the accounts had been overdrawn report rt in august when belford was in charge of buying items for her son's pack meetings instead police say is he was using their debit card on make one yup and other expensive

things for her sell. making withdrawals of $500 at a time. draining their account of three thus season dollars money the boys had earned for outings and activity. >> rework really really hard for the money. >> we had no money for any of the programs for the kids and that was the thing that bothered us the most is it wasn't money that parents had donateed it was money that the kids had actually gone out and earned. >> reporter: investigators say this isn't the first time. in the months prior belford had taken more than $7,000 from her daughter's girl scout troop while she was the troop's leader and may have similar charges stemming back to 2008. >> instead of a lesson on responsibility or honesty unfortunately these kids have learned a lesson on distrust. >> reporter: pack 27 meets at okay elementary every wednesday. they got some donations from other packs to stay a float. now they're trying to raise money so these first through fifth graders can finish the year. but the kids are determined to use the skills they've learned to overcome.

>> never give up. >> reporter: that cub scout pack is fundraising to recover those stolen funds. we put their information on our website if you'd like to help them out. as for belford she's been charged with numerous counts of felony theft and fraud and was released on five thus san dollars bail. in oaks, montgomery county, diana rocco cbs3 "eyewitness news". new tonight, one of the people injured in the partial roof collapse at a center city store is thanking those who rescued her. alley friedman and her friends were inside the lulu lemon store on walnut street yesterday when bricks from an adjoining building came crashing through the roof. just a couple of hours ago she issued a statement saying in part on behalf of myself, my husband larry and the rest of our family i wanted to extend my sincere thanks to the unknown people who helped get me out from under the rubble at lulu lemon. you are who are rows who helped someone you didn't know. thank you! ". >> that lulu lemon store is closed for now. there's debris and damage everywhere. the bricks fell seven stories from that building next door.

inspectors from philadelphia's department of li and were on the scene today. along with workers securing bricks to the top of that adjacent building. >> it's been a surprise to everyone, you know. the high winds and it's a fluke but, you know, it is what it is. >> we're told neither property has a history of violations. that store is expected to be closed for at least a month until repairs can be completed. that chill that you felt outside tonight it's going to stuck around for while. meteorologist kathy orr is feeling the chill out on the cbs3 sky deck. nice and bundled up though, kathy. how could you tell chris? how could you tell i'm feeling the chill? yeah. it's pretty out here. not a lot of wind but you can feel the temperature falling very fast. we are looking at temperatures that will fall into the teens overnight tonight. skies are clear though. you have to love that. take a look at storm scan3. we have moonlit sky but clouds will be creeping in from the west during the day tomorrow starting off as high clouds so the sun will be shining through

them. current winds not too bad around here. 4 miles an hour winds in reading up to 11 miles an hour winds in the poconos. so that's not big factor. but this is what it feels like. it feels like one below in the poconos because it doesn't take much wind when you have super cold temperatures to get a wind chill. in philadelphia 22. still looking good. and allentown 17 and right now lancaster it feels like it's 10. watch that clipper ride to the north and we'll see precipitation moving through late tomorrow night and into early friday morning. once again new england gets some snow but some serious wind and we'll be clearing it out friday afternoon and during the day on saturday. so here's a look what we expect. coming up we'll talk about the light snow for thursday night into friday how much to expect. another bitter blast over the weekend and guess what? some super sunday snow that looks a little more interesting. we'll talk more about that with the seven day when i join you inside. >> okay, thanks. we'll see you then. thanks very and. the weather brought us incredible scenes from massachusetts tonight. look at these homes along the coastline. they're covered in layers of thick ice.

the weight the of the house brought down power lines so crews are working a round the clock to restore service. the nor'easter broke through concrete saw walls sending water everywhere. and it is that water that is now turned to ice. tonight police are denying they racially profiled two snow shovelers in lower merion township. these young men were hired to shovel the sidewalk at a home in penn wynne on tuesday. they were stopped by officers and even ordered to sit in the snow while they were investigate investigated. tonight, the superintendent of police says that the officers stopped the men only to see if they had permit to go house to house looking for work. >> just a little extreme. they're shoveling snow in broad daylight. >> i thought i was watching profiling g absolutely not. the officers were stopping them because they were soliciting for business. the end counters were very friendly. in fact when one case when the gentleman left he shook the officer's hand. >> snow shovelers were eventually a loud to go on their way. they were not chargeed.

just in to "eyewitness news" news", the man accused of of stabbing three people at dumping their bodies into the schuylkill river in fairmount park last august is back in philadelphia. the 43-year-old was captured in virginia earlier this month and he was formally charged tonight with two murders. police say one of lee's victim survived and identified him. >> breaking news no northern calf looking live at a three alarm fire burning in sanfran in the mig doctors trick there. we're told this is an apartment building. it's unclear if there have been any injuries and as you can imagine firefighters having hard time battling the flames so far. the fight there continues. the president of the united states will be in philadelphia tomorrow after arriving back in the us from a trip to india and saudi arabia. president obama will speak to house democrats at their policy retreat at the sheraton hotel in society hill. vice-president joe biden will be address that same group on friday. we've got an incredible sight from an icy niagara falls tonight that may just send chills down your spine. world renowned ice climb her will gad was scaling a 180-foot cliff next to the horseshoe falls yesterday. that is video from niagara falls up close.com. tourists were there they looked on in disbelief. they found it hard to believe that anyone woodhull actually attempt this stun. >> well, me personally, i would be afraid to fall in the water and just dye. >> i just can't imagine how cold it would be doing that, too because you'll get the mist and everything else there. i would freeze.

on average in pennsylvania. in new jersey it's 1.91 and in delaware it's $2.6. delaware drivers now have something to smile about when they renew their licenses. after years of a no smile policy the dmv will now any person renewing their license to grin for their photo. officials say a recent upgrade that includes advances in facial recognition technology allows for the acceptance of a smile now. that new policy begins immediate immediately. ♪ our weather right now not going to put a smile on anyone's face wherever they may be. >> many, many layers. kathy orr joins us now with a look at your forecast. kathy. >> they may be more like this. it's cold out there. take a lookout side, though, we're on the camden side looking across the delaware at the bridge and of course center city philadelphia. skies moonlit it is a beautiful night out there and our "eyewitness weather" watchers are telling us the temperatures are falling really quickly with clear skies and winds that are fairly light across the region.

let's take a look at the north where we're looking at testimony cher of 14 degrees. this is in perkasie. chuck is saying there's no wind barometric pressurizing fair weather high pressure is hanging tough and that means the skies will stay clear even into the day tomorrow. with some high clouds moving in. sean kelly came to the station this evening with queue and their news study programs eve from evesham township. the temperature 26 degrees where she is. sean, great meeting you this evening. thanks for coming to cbs3 and let's take look at few of those temperatures throughout the day today. high temperatures in the 30s from doylestown, beyond a reasonable doubtly, evesham and glasgow and we're going down into the teens overnight tonight tonight. take look at storm scan3 right now we're clear. but those high clouds will be moving in and as they do, we will be seeing things change in a big way. we have a clipper and it is on its way. it will be dropping a little bit of snow during tomorrow evening and tomorrow night. it's heading toward the east but from the north. not a lot of moisture up who are

so it's not going to be bringing much in the way of accumulation. that's the good news. receipt now it's 29 in the city. 14 in the poconos. 18 in lancaster. look at state college. 12 pittsburgh 16. these are the numbers that we expect even in philadelphia overnight tonight. so as the high gives way to clouds during the day tomorrow, the clipper will move in during the evening. good start off as little bit of rain and wet snow. the clouds will increase during the afternoon. evening and overnight light snow showers and then friday morning they shall be dissipateing. watch for slick spots. remind you of that tomorrow night. temperatures on friday will be in the 30s but those northwesterly winds will be kick kicking in making it feel pretty chilly look at our computer models the update shows 210ths of an inch to an inch just about it across philadelphia. and some higher accumulations as you move a little further to the north. a coating to anism for philadelphia at the north and west from the lehigh valley to the poconos closer to the center of that clipper one to 2-inches. that's all we're expecting. overnight, the low temperature 16 degrees in the city but
