milford, this afternoon. police say that the pilot landed the zest in a c150 as plane developed some kind of a mechanical issue. the plane was moving with traffic, it did not hit any cars. more and more colleges are ramping up effort to break cycle of sexual violence on campus. in philadelphia the university of pennsylvania is taking new action to protect students and hold perpetrators accountable. "eyewitness news" reporter math the math rivers has details. >> reporter: two former vanderbilt football players convicted of rape in a tennessee courtroom yesterday just latest campus sexual assault to receive national attention. here the at the university of pennsylvania pennsylvania administrators have taken notice and taking action. starting february 1st a sexual violence investigate officer will begin to investigate allegations of sexual assault on campus. >> penn is clearly trying to get out in front of the issue. >> reporter: attorney den i can mcandrews and joe mcgettigan deal with legal issues surrounding campus sexual assault.

they say u pen's action fall in line with new guidelines regarding sexual assault laid out by the department of education last year. it forced many campus toes confront issues they have not before. >> they are concerned that they even may not have the the information that they need to go and do what has to be done. >> reporter: thursday, a penn state task force announced new sexual assault reporting and investigating rules and stringent guidelines where there is not enough smaller schools in our area follow. >> many of the other schools are lagging behind not for lack of will but for lack of resources and lack of a clear guidance and for lack of the personnel. >> reporter: department of education is aware of new regulations adding costs but says public safety is worth the expense. >> someone out there, you know just try to really help me. >> it feels like we're doing something without much of an explanation as to how to improve the the process. >> reporter: for all of the time money energy spent on designing and implementing those changes do they actually

work? it is a question we posed a short time ago to one local campus security expert to hear her answer. coming up at 6:00. for now we are at the university of pennsylvania matt rivers, for cbs-3 "eyewitness news". we have new developments in that attack on teenage girl that happened on a septa trolley. mother of the girl want to know why the the suspect who does have a criminal rap sheet is employed by philadelphia's department of parks and recreation. the "eyewitness news" reporter david spun talked with the victim's mother and sit bye all this today. seventeen year-old shea, says the attack happened quickly. >> i feel like this was all done, he was ready to hit me, he said he would hit me. >> reporter: we spoke to shea and his mother, right after the teen suffered a broken nose and black eye. a week later police arrested a man they say punched shea in the face on a septa trolley. forty year-old damon oliver turned himself into detectives, on wednesday. >> she was very relieved, she turned herself in.

unaudible. >> reporter: warden want to know why a man with the lengthy criminal history has work for the city since 2008. >> more alarming that he works for parks and recreation. i feel like they could have been a less public place for him to work. >> reporter: oliver has a long criminal history going back to 1994. according to court documents he was fun guilty in 1994 for aggravated assault, for attacking a female student and male teacher at a local high school. he also pleaded guilty to two simple assault charges, one in 2003 and one in 2006. >> i think he should be fired. >> reporter: "eyewitness news" reached out to the parks and recreation department and heard back from mayor nutter's spokesmen. quote the business community none in profit sector and public sector, all need to help returning citizens get the the training and job opportunities that they need to become part of our growing community, end quote. that spokesmen says disciplinary axis possible but

city officials want to let the legal process, play out first. i spoke to shea's mom and she said her daughter will undergo surgery tomorrow morning. reporting from city hall david spunt cbs-3 "eyewitness news". philadelphia police are looking for three men after a deadly shooting and crash in olney. detectives say someone opened fire inside of this minivan causing it to crash into a home at american and clarkson avenue. police found two men shot in the head they also found a gun and what appears to be drugs. >> in the front compartment of the minivan we found several vials that appeared to contain a green weed like substance. >> reporter: one of the victims died the the other is in critical condition eyewitnesses say they saw three men running from that scene. investigating is underway in the cause of the house fire that killed a couple and injured a police officer who tried to save them. "eyewitness news" reporter nicole brewer is in south philadelphia. >> they had no chance the

flames were so intense. >> reporter: residents of the 400 block of daily street in south philadelphia can't believe this is what is left of her neighbor's home after fire ripped through early thursday morning killing a man and woman living inside. >> i heard the explosion blew the the two bottom windows out of the place and then the flames started, as you can see rushing up the side of the building there. >> reporter: before fire crew is a arrived and a police officer was first on the scene suffering minor burns as he attempted to rescue the couple identified by neighbors as marcia and mickey. >> just got out of the hospital not too long ago and she would take care of him. >> reporter: with that outcome of the fire that took 20 minutes to get under control. officials say that the resident may have gotten out had smoke alarms been installed. >> at this time we did not find any indication there were smoke alarms in the home so message is, working smoke alarms for the early notification and help them get out. >> reporter: next door neighbor christine fahey says the incident serves as a

reminder to replace batteries in her smoke alarms. >> we're just hoping that everybody can learn from it and put smoke detectors in her house. >> reporter: when we look at extensive damage done to the home it is surprising that neighboring residents were unaffect. at this point the investigation is still underway and a official causes unknown. in south philadelphia nicole brewer cbs-3 "eyewitness news". caught on camera two people robbing a fast station in packer park and police need your help to find that person. the robbery happened monday morning in the exxon gas station in the three # hundred block of north broad street. fortunately there were no injuries during this robbery. suspects got away with $10. but police still want to find them. they are both african-american women 20 to 25 years old. police are investigating a break in at lulu lemon store at 15th and walnut. this is just days after three women were injured in the partial roof collapse. and around 3:00 this morning, someone, and stole $300 worth of clothes.

police are investigating the the break in but they have not made any arrests. eric frein pleaded not guilty in a pike county courtroom today. he is accused of shooting and killing one pennsylvania state trooper and wounding another during and ambush at the blooming grove police barracks september 12th. he was captured in the pocono mountains in october after a 48 day manhunt. president obama is coming to philadelphia he will be here about an hour from now. he will join house democrats, and, others at sheraton society hill. it is their annual caucus retreat being held here this week. the vice-president joe biden will address that same group tomorrow morning. pennsylvania's treasurer rob mccord is stepping down, the democrat who ran unsuccessfully for governor last year says that his final day in office will be february 12th. mccord will leave with two years left in his final term governor tom wolf will nominate a successor. still to come on "eyewitness news", a tragedy at a maternity and children's

an apparent gas explosion rocks a children's hospital in mexico city. the blast killed at least two people, and dozens more have been injured. the mayor of mexico city believes a truck was supplying gas in the hospital and a hose somehow burst and that caused that explosion. on the cbs-3 healthwatch the measles out break, continues to grow out west, the spread of the contagious disease has some parents calling for schools to keep unvaccinated children out of the classroom. >> here is an update from our health reporter stephanie stahl. >> as measles spread and parents want schools to ban unvaccinated children except those with medical exceptions. >> we rely on the people that can be vaccinated, to protect the rest of the pop eulogies. >> reporter: the the crowley's worried about their son who cannot get the the vaccine. six year-old is in remission after fighting leukemia and his immune system ties week to handle the the the vaccine. the the measles out break has grown to 95 cases in eight

states. in air zone state health officials are keeping an eye on as many as a thousand people including nearly 200 children who may have been exposed after a woman with the measles visited an urgent care center. doctor tim jack's daughter maggie is among those being monitored. she's battling leukemia and also cannot be vaccinated. >> is there a father side of me that is angry, and wanting to protect my family. >> reporter: experts say out break is cause for concern, considering measles is highly contagious. >> it really remind us, of the importance, of these diseases, and really the benefits of vaccines. >> reporter: most of the people infect had not been vaccinated, it is a growing problem. there were over 600 measles infections last year in 27 states. i'm stephanie stahl, cbs-3 "eyewitness news". having a hard time paying your property taxes? coming up, three on your side with information that may be able to help out some of you.

and, talk about saturday morning we will have a wind chill advisory in effect for poconos for 15 to 20 belows, those will be feels like readings. saturday morning elsewhere lehigh valley five to 15 below and philadelphia area and suburbs, five below to zero. southern delaware and coastal new jersey zero to ten. saturday morning will be very cold. then watching this system pass to our south still looking at the track and analyzing the data but on super bowl sunday the chance of snow beginning during the evening, so you'll be watching the game perhaps at a neighbor or friend house and that snow continues into monday with the chance of moderate snow accumulation. we will look at highest probability of seeing any type of snow from a coat to go extreme right now it looks like moderate at about three to 6 inches. that is best chance right now but obviously if the track changes, more information comes in as we get closer we will fine tune this. right now it looks like a moderate snowfall for us. overnight snow and sleet, coating possible in the city to about an inch moving toward

i'm jessica dean and here are the day's top stories, the university of pennsylvania is taking action on the issue of campus sexual assaults. the university has hired a sexual violence investigative officer to handle cases and he had case students. there is no word on the cause of a row home fire in south philadelphia. a couple inside the home on daily street died and a police officer suffered wound while trying to save them. fire fighters said the home had no smoke detectors. check this out a small plane makes an emergency landing on a highway in north jersey. police say pilot landed c150 after a plane developed a mechanical issue, kate. we've got light snow, rain even a little sleet moving through the area at the moment, we will track that on storm scan three coming up in a couple minutes, then we will welcome in or perhaps not welcome in bitter coal to start the the weekend. next chance for accumulating

series of allegations. >> reporter: mayor michael nutter expressed what he called concern about allegations of on duty sexual contact by male members of the philadelphia fire department, allegation that is have now been investigated by the philadelphia inspector general's office. cbs-3 "eyewitness news" first reported on tuesday that the department officials are weighing possible disciplinary action against as many as 12 male members suspect of engaging in sexual activities with a female member at firehousees and in a fire department vehicle. >> obviously i'm very concern about it but i'm not, i cannot talk about it at this point. >> reporter: an attorney for female member who is not under investigation told cbs-3 her client, the alleged victim, has no comment. meanwhile beyond the spec upcoming announcement on possible discipline, reforms in fire department policies may also becoming according to the mayor. >> if there are a process and
