region already and here's a live look at storm scan three it shows a fast moving system working its way, across the the delaware valley and following tonight's snow it will get colder. winter is keeping us on our toes right now. good evening, i'm chris may. i'm jessica dean. kathy orr is tracking the the snow amount and more chance of snow later in the weekend kathy. >> here we go with another clipper. it seems to be the theme this one going to the north, limited moisture, as usual and that means light snow falling this evening even overnight and you can see some darker returns here in lavender. light snow falling through lancaster trying to get in reading. it is patchy in nature. some of this not making it to the ground just yet. when i put this in triple scan mode you can see rain and sprinkles breaking out with mild air. some sleet in mixing in through lower parts of the montgomery and bucks and snow showers to the west. so, a little bit of nuisance through evening and overnight but we are expecting a light

accumulation north and west of the city. temperatures cold out there especially in allentown as we head toward the the poconos. philadelphia still sitting at 34 degrees. so it will be a little bit of the wintry mix before the snow begins to stick, little bit on the grass surfaces. by 11:00p m we can see snow showers, lifting out, a break and a few more snow showers tomorrow morning. we have a coat to go an inch in the philadelphia area close to the inch mark toward our extreme northern and western suburbs and one to 2 inches through reading, allentown and poconos where air is colder and you will be close to that area of low pressure. light snow in the overnight. snow showers returning early friday morning patchy, how some extra time tonight and tomorrow morning, there could be some slick spots. coming up up we will talk about in the wake of this wind chills below zero super sunday snow, new information coming in on that and it could be the coldest yet in the seven day it is winter after all i'll than back

"eyewitness news" reporter matt rivers has more on new efforts to keep women safe. >> reporter: sexual assault on college campuses has long been a problem now in the spotlight. wednesday two former vanderbilt university football players were convicted of rape just latest high profile case highlighting the issue. >> they started to reveal in some respects ugly he will in meant of collegiate life. >> reporter: joe mcgettigan and dennis mcandrews are experts in legal issues surrounding campus sexual assault. they say colleges are examining the problem more in part because of new department of education rules mandating

certain steps in investigating and reporting crimes. at the university of pennsylvania, a new sexual violence investigative officer starts on monday, his soul job investigating cases of sexual assault and thursday a penn state task force issued new rules for report ago salt and sharing how it is punish. implementing those changes can be expensive, hiring staff members that require more resources, for bigger schools like penn state and here in upen absorbing some of those costs can be easier but for smaller and mid sized schools the challenge is far tougher. >> many of the other schools are lagging behind not far lack of will but lack of resources. >> reporter: still experts say cost is well worth the return. allison kiss is executive director of the cleary center a none in profit dedicated to promoting safer campuses she says when changes are made more students report assaults. >> more people will come forward, if you build it, they will come. >> that is more of a personal

interaction. >> reporter: several u penn students approved of the idea but many want to see it in action before offering a full endorsement. >> there is no explanation of what the process is or who he reports to. >> reporter: at the very least a step towards progress while acknowledging the issue. matt rivers cbs-3 "eyewitness news". in other news tonight a philadelphia doctor and assistant has been charged with running a pill mill. forty-nine year-old william o'brien the third and 29 year-old angela distributed pills from offices in philadelphia, and levittown. according to the indictment, patients got prescriptions for controlled substances for a fee and without a physical examination. accused a pa state troop are killer eric frein plead not guilty. he was arraigned today any pike county courtroom. frein, charged with first degree murder in the the september ambush that killed corporal brian dickson and severely wounded the trooper alex douglass. frein was captured in the pocono mountains after a 48 day manhunt prosecutors are

seeking the death penalty. there are new development tonight in the attack of the teen girl last week on a septa trolley. the mother of the victim 17 year-old shea, wants to know why that suspect in the a attack damon oliver was employed by the city. he works for the parks and recreation department but has a criminal history going back to 1994. he was found guilty for aggravated assault and pleaded guilty to two simple assault charges, once in 2003 and another time in 2006. he has worked for the city since 2008. >> a little bit more alarming that he worked for parks and recreation. i feel like they could have have down played less public place for him to work. >> we have reached out to the parks and recreation department and heard back from mayor michael nutter's spokesmen who told us the the business community the non-profit sector and public sector all need to help returning citizens get the training and job opportunity that they need to be part of the growing economy. the search continues tonight for cause of this deadly row home fire in south

philadelphia. that fire broke out overnight in the 400 block of daily street killing a man and woman inside. police officer suffered burns trying to save that couple. >> there was a explosion that blew two bottom windows out of the place and then the flames started, as you can see rushing up the side of the building there. >> they had no chance. flames were so intense. >> residents may have gotten out if they had smoke detectors. police are investigating a break in at lulu lemon store at 15th and walnut. this is just days after three women were injured in the partial roof collapse at that store. around 3:00 this morning someone threw a brick in the store and stole $300 worth of clothes. police are investigating the break in no arrests have have been made. president obama is visiting philadelphia to speak to house democrats, let's look live at philadelphia international airport. air force one is expect to touch town any minute now.

for a 2016 release. in weather, a pleasant day, cloud have rolled in and now the snow showers are on their way. on this radar the bark is much worse than the bite. i will put it into triple scan mode and you can see snow showers through lancaster reporting in some light snow but some patches of snow here and we have the warmer air through south jersey, we have some sprinkles this radar will be filling in over the course of the next several hours and we will see some changes with some light snow showers. but this just basically a nuisance. our eyewitness weather watchers are saying we are waiting for the snow to come in the western zones, where the snow showers will be moving into the first i guess, and here in atglenn temperature 30 degrees. ed is saying it is a wintry mix. we have snow mixing with sleet, you can see barometric pressure falling indicating an area of low pressure is very close. 31 degrees around newtown area

richboro temperature is 31. frank is reporting a mostly cloudy sky, feels like a little snow is on the way and that is true. take a look outside and we will take you to the poconos where we are expecting a higher accumulation of snow and that is where we want it for the the weekend, coat to go an inch in the city and as you move to the north and west through reading, allentown and poconos that is where we are expecting about an inch or two. not any type of big event just another clipper. take a look at the board here. coating through an inch in philadelphia as we get higher, closer to that clipper higher accumulation of snow. this is not much. it has been the story this winter with these clippers in moving through but behind it, much colder air and that may be the bigger store which this system. morning snow showers probably linger temperatures in the 30's but by saturday morning we're talking about frigid conditions with wind and cold highs only in the 20's and wind chill advisory will go in the effect for poconos.

we are talking about wind chill readings saturday morning between 15 and 20 below, elsewhere frigid as well lehigh valley, five below to 15 below, and five below to zero and south jersey and delaware you can see zero to around ten. this is what it will feel like the saturday morning. stage will be set for cold, we will watch another system moving from the southwest, this will be super bowl sunday, evening into monday morning. there is a chance for maryland rate snow showers associated with this. we will look at what type of an event this would be for sunday into monday? right now it looks like best chance of precipitation as far as percentage is concern is about a 60 percent chance have of a moderate snow fall between three to 6 inches but as we get closer we will be able to nail down those events and amounts. >> overnight who for snow and sleet, occasional precipitation, low of 30. during the day tomorrow chance of morning snow showers but otherwise partly sunny and blustery. cold moves in saturday.
