so far there's no word on the fate of a japanese journalist and jordanian pilot held by isis. the deadline for a possible prisoner swap has passed. a measles outbreak centered in california has some doctors refusing to see patients who aren't vaccinated. and a former virginia taxi driver is added to the fbi's list to most wanted terrorists. captioning funded by cbs this is the "cbs morning news" for friday, january 30th, 2015. good morning. good to be with you. i'm anne-marie green. well, the fate of two men held hostage by isis is in limbo this morning. a deadline for a prisoner swap for the japanese journalist and a jordanian pilot has passed. jordan refused to release a

jailed female terrorist as demanded by isis because it has no proof that the pilot is still alive and now the wife of one of the hostages is making a desperate appeal for his life. susan mcginnis is in washington. susan goorksd morning. >> anne-marie good morning. the latest from the jordanian government is a signal that this prisoner swap is on hold because the islamic state did not provide that proof of life. that was jordan's condition for releasing that female hostage. so we have jordan and japan in this torturous waiting a period and now the hostage's wife is making a plea. an emotional plea from the wife of japanese journalist kenji goto has so far gone unanswered. on thursday she issued her first public statement to a group that helps families of freelance journalists through crisis. in it she reveals she received several e-mails from isis after

the group took her husband hostage. she pressed the japanese and jordanian government to save kenji and the pilot muath al kaseasbeh. >> the comments came on the same day they said they were to release him and the pilot. awl ka sez ba was captured when his fighter jet crashed last month. his father appealed to the islamic state group for mercy. jordanian officials say they will release al rishawi

if they prove the pilot is alive. he said his familiarity has strong trust in the jordanian government. and the japan's foreign ministry is warning journalists not to do reporting friday either side. it is worried about more kidnapping. well, the fbi added a former virginia taxi driver to its list of most wanted terrorists. authorities say 29-year-old was a recruiter for the al shabaab terror group in somalia. he is a naturalized citizen. the fbi said his knowledge of the nation's capitol could help terrorists plot an attack. three american contractors have been shot and killed in afghanistan. the taliban claimed responsibility. it took place in a military section of the kabul airport. officials say the gunmen wore after afghan police uniform. and a group with ties to

isis said it's responsible for the deadly attacks on egypt's security forces. militants launched a series of coordinated strikes on thursday on more than a dozen tar gats in the penspeninsula peninsula. the violence claimed at least 26 military and police officers. and the nationwide measles outbreak is spreading this morning along with pressure on those who are not immunized. there are at least 98 cases in 14 states most of them in california. the centers for disease control is urging americans to get the vaccine, which it says is 97% effective. marlie hall shows us the steps schools are taking to contain the threat. >> reporter: school officials in south dakota are on a race against time. they're going ore student records to see which students were vaccinated against the measles and which were not. >> if one of our students were to be diagnosed with a case of

measles, we'd need to act pretty quickly. >> reporter: after 14 cases were reported, the state hecht department sent this letter to parents saying that if measles is diagnosed at a school unvaccinated students will be excluded until 21 days after the onset of rash in the last case. measles is a highly contagious disease. the cdc said this month alone 84 people were diagnosed with the measles. most of them are linked to disney theme parks in california. this california doctor posted on facebook that he would not be accepting new patients who decided not to vaccinate their children. some parents choose not to vaccinate their children because of personal beliefs. other children can't get the vaccine because their immune systems are compromised like 6-year-old rhett cruwett who has battled leukemia. >> we rely on the people who can be immunized to be immunized to

protect the rest of the population. >> reporter: the cdc says the measles can kill as many as three of 1,000 children infected. marlie hall, cbs news, new york. well the northeast is getting socked with more snow as a clipper system moves across the region. piles of snow is causing headaches for thousands of residents. traffic is bumper to bumper as drivers take to the roads as crews work to clear them. meteorologist eric fisher of our boston affiliate wbz shows us more. >> everyone going to arizona thinking to soak in some sun. some pretty heavy rainfall through friday into saturday as well. as we move east the snow is really picking up in the mountains of new mexico and toward the san juans and parts of colorado. you can see the snow totals over a foot possible across the higher peaks. it's been very dry.

just watch out for the travel. this storm heads out toward the plains as we head into saturday. it's going move its way due east. a spring storm across ohio illinois, indiana, p.a. and then sunday night into monday it moves toward the coast. it looks just south of the area that saw the heavy snowfall in new england but something that could be tracked and it could bring more significant snow to places like philly and d.c. this time around. we're looking at snow totals sunday to monday. this is a wide swath. 6 to 12 inch snow possible. again, some of those bigger totals could include d.c. and philly, places that were largely spared from the last blizzard. i'm meteorologist eric fisher for cbs news. well, the senate is on course for a showdown with president obama after a vote to approve the keystone pipeline. nine democrats joined republicans thursday to pash the measure 62-36. now, that margin is not big enough to overcome a promised

president veto. the pipeline would movie canadian crude yoil to gulf coast refineries. on the "cbs moneywatch" now, president obama sets up a budget battle and oil prices sink again. jill wagner is at the new york stock exchange with that and more. good morning, jill. >> good morning, anne-marie. president obama wants to end what he calls mindless austerity. the president is asked congress to throw out budget cuts from four years ago and add $74 billion in government spending. he laid out his plans for house democrats in philadelphia. >> we need to stand up and go on offense and not be defensive about what we believe in. that's why we're democrats. >> the white house said the president's budget would be fully paid for but republicans in congress oppose most of his proposals. asian stocks were mixed despite strong earnings reports. tokyo's nikkei added half a percent. hong kong's hang song added a quarter percent.

here only wall street they're getting ready for the shake shake ipo. the dow rose 225. s&p rose 19 and the nasdaq rose 25 points. claims for unemployment benefits dropped to a seasonally adjusted 265,000 last week. that decline may have been exaggerated by the martin luther king holiday, but hiring appears to remain strong. and oil prices fell again to almost a six-year low. the price for u.s. crude oil is at about $44 in new york. production is high with u.s. inventories at their highest levels ever recorded. the falling price is forcing oil companies to cut operating costs and jobs. anne-marie? >> good news for some terrible news for others. jill wagner at the new york city. thanks a lot, jill. coming up on the "morning news," diagnosis for concussions concussions. we'll show you a new method to

in mexico city a gas truck explosion killed three people and injured more than 70 at a children's hospital. it happened as workers were trying to fix a leak on a hose on a propane truck. the blast killed a nurse. delta air lines is pilot was locked out of the cockpit when he went to use the men's room. the co-pilot was at the controls. now t plane was headed to las vegas. none of the 168 on board were injured. delta says crews are trained to land the aircraft safely with only one pilot. and the nfl says concussions are down by 25%. during the regular season the league said there were 111

concussions, and it's down from 148 the previous year, but diagnosing concussions can be difficult. dr. jon lapook looks at a new method. >> reporter: 51-year-old dirk kofman was riding his bike last month when he was hit by a car. he winded up in the emergency room in bellevue hospital. >> what was the first thing you thought of when you woke up? >> what the hell happened. in kofman's case the injury did not show up on the cat scan. >> concussion has 43 definitions and that's part of the problem is nobody knows ho how to define it, and, therefore, nobody knows how to diagnose it or count the incidents around. >> reporter: they're developing a way to diagnose the concussion by diagnosing how eyes track a moving image. 97% of healthy move their eyes

together at a very predictable rate. they found that those with a concussion had problems with eye tracking even when cat scans showed no incident of brain injury. one problem is injured athletes can downplay symptoms in order to keep playing. >> i think this is really important. this is an objective measure. you can't fake whether your eyes move together. >> dr. jon lapook, cbs news new york. death row records founder shug knight was behind the wheel. he said he was trying to escape from a pair of attackers when his vehicle accidentally killed two men yesterday. police say it's being investigated as a homicide. straight ahead, your friday morning weather. and in sports look who's talking. marshawn lynch calls out the media.

for an oscar. rob mckeown was 81 years old. and dartmouth college plans to crack down on sexual assaults and binge drinking on campus. for years the elite school has seen increased alleged assaults with 25 in 2013. >> he told students enough is enough. he's also putting fraternities and sororities on notice. comply with the new policy or be shut down. >> we will offer a campus experience that is in every way worthy of our name. that is in every way conducive to the promise of our future. we will move dartmouth forward. >> reporter: dartmouth has long tried to move beyond its partying reputation. the ivy league school is one of 95 colleges across the country already under federal investigation for its handling of sexual violence and

harassment complaints. it became the first university to require students to complete a four-year sexual violence prevention program. sophomore charlotte beaver said the new policies are a first step. >> i think in the end it's going to have to come from the students, and i think it will be even more powerful to see my peers responding to it. >> reporter: we asked what punishment students would face if they're caught with hard liquor. officials here only would say penalties will be increased for those students found in possession of hard alcohol, especially for students who purchase and provide alcohol to minors. in hanover, new hampshire, jericka duncan cbs news. well a very rare and valuable coin is on display in california. the $5 gold coin from 1822 is expected to sell for more than $8 million next year. only two others are known to still exist and they're in the smithsonian's collection in washington. coming up after your local
