dcast center in philadelphia this is cbs3 "eyewitness news". right now at 11:00, wicked winds pick up as we usher in a bitter blast and a wintry weekend. >> a fury of flurries. this is what many of us were talking about late today as quick moving snow squalls swept through neighborhoods. tonight, we're tracking even more snow. we have our eye on storm scan3. it shows us what could be some falling flakes for super bowl sunday. good evening to you. i'm jessica dean. >> i'm chris may. meteorologist kathy orr is live for us outside on the cbs3 sky deck where kathy i know it is frigid tonight. it is chris. we're talking about a wild weather weekend that arctic front ushers in this frigid air and that set off the snow squalls late this afternoon and this evening. and now we're talking about brutally cold wind chills with winds gusting to 40 even 50 miles an hour. take look at some of these gusts across the region. in philadelphia gusting to 33. atlantic city at the airport 35

and the poconos gusting to 36. these are close to tropical storm force gusts. right now it feels like 13 below in the poconos. it feels like eight in philadelphia. now, we do have that wind advisory in effect for the region region until 6:00 o'clock tomorrow morning for gusts to 50 miles an hour. but the big story will be the wind chills. we have a wind chill advisory for the poconos 10 to 20 below tomorrow morning. lehigh valley five to 10 below. in the philadelphia area and its suburbs five below to around zero and tomorrow morning even down the shore and coastal sections of delaware zero to five. so it will be a frigid start to the day on saturday. then all eyes on that developing storm in the southwest bringing snow through the midwest and snow and even rain to our region sunday into monday. we have new information coming in to the weather center and i'll take a look at that update those snow accumulations and i'll have them for you later in the broadcast. for now i'm live on the sky deck. i send it back to you in that warm studio. >> get inside and warm yourself

up, kathy, thank you very much. well, you can track the weather at home any time if you download the cbs philly weather app. it has the latest radar and forecast from our team of meteorologists. you can download that app now for free it's on i tunes and google play. we have lift off the car sharing service is now available in philadelphia. the question is, what is it all about? well, it's similar to uber a smart phone app allows you to locate vehicles near where you are and uses gps to pinpoint your location and then car icons pop up to show you nearby lyft vehicles. then it gives you the option to contact that vehicle. it's an idea many can get on board with but not everybody is happy about it. todd quinones joins you live with more details. todd? >> reporter: jessica lyft officially lurched operations here in the city friday night but ppa says it has done so illegally. it is going undercover tonight and if it catches lyft drivers those drivers will be fined and

they're vehicles impounded. black tie affair friday night in the opening of the philadelphia car show is drawing hundreds. some of those people arrived using uber x another app car service and i asked what they thought of lyft coming to town. >> it might lead to better prices for rides around town. so i'm okay with it. >> the more services available to people the more competitive pricing will be the better service will become. >> reporter: lyft signature big mustache will be seen in philadelphia as drivers use their own personal cars but the philadelphia parking authority isn't having any of it. saying there is no third party regulatory oversight of the company or drivers. >> anything can happen. a rape an assault a murder. we would have no idea whose driving. we don't know if you'd be -- being driven by criminal. >> reporter: ppa says lyft has not gotten the same approval to operate in the city that it has in other parts of the state. that's not stopping lyft drivers like gregory duncan from picking up customers in the city friday

night the lyft app indicated there were several drivers who were open for business. >> just the fact that i can use my car to, you know, bring in, upping extra revenue i love it. >> reporter: mayor nutter says companies simply can't operate in the city without proper licenses. but he also believes lyft is being unfairly block. >> the commonwealth of pennsylvania and the parking authority need to sit with these companies, figure out how to allow them to, you know, properly legally and in a regulatory scheme operate. >> reporter: well, lift live says it does conduct background checks for its drivers. in the meantime tonight if a lyft driver is caught operating here in the city by the ppa that driver could face fines up to a thousand dollars. reporting live tonight in center city, todd quinones, cbs3 "eyewitness news". >> okay, todd, thank you very much. well vest it gators are taking a these clock at a homeland security official after a violent altercation with a man in wilmington delaware today.

that agent opened fire op a man trying to steal his car inside of a parking garage at 11th and/or ranch. but tonight police say that the actions of that 32-year-old man did not merit a a* itemed carjacking charges non criminal charges will be file. however, there is an investigation into the actions of that federal agent. well a driver loses control and crashes through the front of a cherry hill home. "eyewitness news" on the scene there at cooper run drive and kresson road today. this is right across from cherry hill east high school. police say that this afternoon an elderly driver may have hit the gas instead of the brake. that driver was taken to a hospital as precaution. his grandchild who was also in that car was not hurt. there were four people inside the home at the time. but none was in the living room when the car came barreling in. >> i just came home from school. and i was hanging out upstairs and then i heard really loud like crashing noise. i went downstairs.

there was like a huge car in my living room. >> the family who lives in that home is now staying at a hotel. the 17-year-old victim of an tack on a septa trolley has surgery today at children's hospital of philadelphia. this is the victim her name is shea. she suffered a broken nose an black eye in that attack on a septa trolley last week. it was all reported on cell phone video the suspect 40-year-old damon oliver turn himself in to police wednesday. the victim's mother says her daughter is encouraged by all the support she's received. >> a lot of support. this incident has allowed her the opportunity to see the people who are real until her corner who support her who love her. we've gotten out reach of support from everyone around the too and outside of the city. >> oliver who has a criminal record was suspended from his job with the philadelphia department of parks and recreation with the and tent to dismiss. new tonight, an e-mail creates controversy on the

mainline. bryn mawr college is facing a fire storm on social media after it season an e-mail to overweight students advertising a fitness program. "eyewitness news" reporter diana rocco tells us, some students called that e-mail unethical. >> reporter: targeted for their weight, students at bryn mawr college were asked to enroll in a weight loss program based on their body mass index. health center used its records to identify students with hire bmism's and in e-mail told them they qualified for a special health and wellness program. they could enroll for physical education credits. it includes counseling, nutrition advice, group support an personalized fitness plan. junior gentlemen set graves says some of her friends got the e-mail. >> they didn't see themselves as being overweight. so the fact that health center was targeting them and telling them that they are put their self-esteem down. >> neighboring swarthmore college high highlighted the e-mail titled give a hoot in their school paper the phoenix.

students took to facebook expressing their concern and outrage. >> since social media is so big for us there's a big social media presence. i guess you can say that -- >> it spread quickly. >> it definitely spread quickly. >> health center director issued an apology saying in part, while this program has been offered successful in the past this semester several students have taken issue with some of the communication that we're used to invite students to take advantage of this opportunity. on behalf of everyone involved in this program i sincerely apologize to anyone who has been up is the or offended by our communications and i want to reassure the community that we will rethink our approaches and our assumptions moving forward " ". >> i think it will be handled quickly. >> reporter: the college has apologized they say this program is now in its third year and some students have decided to take advantage of it. on bryn mawr college campus, diana rocco cbs3 "eyewitness news". >> there was a similar controversy at lincoln university in chester county. in 2006, the university required students with a bmi of 30 or

higher to complete a physical fitness class in order to graduate. but that requirement was dropped in 2009. the university said the inn tension was to spread the message people in school need more physical activity. what do you think about these e-mails? we invite to you connect with us on our facebook page or end stepped us a tweet at cbs philly and share your opinions. new tonight the delaware department of health says a woman from new castle county has measles. she's in her late 20s. this is delaware's first measles case since 2012. officials say this case was contracted internationally and is not linked to the recent outbreak in the united states. officials say they're monitoring people who've had close contact with the woman non others are currently showing symptoms. >> pennsylvania treasurer rob mc cord resigned his office today and admitted he's commit add crime. threatening campaign donors if they didn't contribute to his failed campaign for governor last year. mc cord apologized in this video taped statement released by his lawyers.

she says that her phone was in her back pocket. she didn't even realize that she had picked up that call. south jersey police departments are turning to part-time officers to add to their force and to save money. eric nut tell is one of the class two officers. now on patrol in egg harbor township. now class two is a step below a fall-time sworn officer but these officers can take some of the duties off the hands of the regular ones. things like prisoner transport or court security. that frees up regular officers to be out on the streets. new jersey law says that as much as 25% of a police force can be made up of class two officers. disturbing health news tonight. the cdc confirms this year's flu season is one of the worst in years. right now the flu is widespread in all but six states and is cytohetting patients over 65 especially hard. the hospitalization rate for those patients is the highest in 10 years. a nasty strain of the flu called

h3n2 is to blame here. current flu vaccines are only 23% effective and that's because the virus used to make the vaccines aren't a good match for h3n2. also on the health watch tonight, getting a joint implant that you're allergic to. it could happen to you or someone you know leading to a painful ordeal. health reporter stephanie stahl explains how. >> i couldn't get a coat on. i couldn't get my arms back. it was just too painful. >> reporter: diane says her life fell apart after having both knees replaced and it wasn't the ordinary pain from an operation. it was all officer her body. and kept getting worse. >> i thought i was dying. i absolutely thought i was dying. >> reporter: the 56-year-old from bucks county had to use a leg lifter to get on and off the couch where she spent months in pain. weak and exhausted. doctors said it was especially slow and difficult recovery from surgery. and kept prescribing more drugs. even morphine but diane knew it was something else.

>> called all kinds of doctors and nobody could help you? >> that is correct. >> it felt like something was poisoning but i couldn't figure out what was going wrong. >> reporter: finally diane figured it out on her own. because she's allergic to a lot of things including metal costume july row maybe she was allergic to her new knees too. >> called a metal ltt analysis report. >> reporter: she had special blood test that showed she was reactive to nickel a metal in her knee implants. >> i was never would have expect expected how your body can actually react to metals. >> reporter: the only solution new implants with no nickel in them. for that she turned to dr. jeffrey wed ridge at the hospital for special surgery in new york. he did one knee at a time and quickly saw improve many. >> it was a remarkable turn around from how she started. very impressive. >> reporter: could it have all been avoid? he says there is one way to predict a possible allergic reaction.

>> patients that come in and say they have allergy to costume jewelry, earrings and bracelets and they get rashes those sorts of patients usually are allergic and we'll avoid using nickel or chromium cobalt implants in this patient ross roars diane was never asked about metal allergy before her original surgery and most patients aren't. here's why. even one in five people are allergic to nickel not everyone will have a reaction to an implant. so these metal tests aren't required before surgery. but experts say, it's a good idea for patients to did you say allergies before an operation. >> i know i'm a rare case. but i know there's other people out there that must be suffering the way i did. be your own advocate. if you believe something is wrong, keep investigating it. keep asking for help. >> reporter: diane is fully recovered now pain free and enjoying walks again with her husband. stephanie stahl cbs3 "eyewitness news".

if you're going out during the early morning hours, it is going to be a very cold start to the day with wind chills below zero in many locations saturday morning but that's the first part of our wild weekend weather. take look outside where they're enjoying the snow. the skiers and the snowboarders at jack frost big boulder looks great but it doesn't feel so great because wind chills are already below zero. in fact we have a wind chill advisory there for wind chills going 10 to 20 below zero in the poconos. elsewhere it's going to be quite cold as well. our "eyewitness weather" watchers are saying the temperatures have already fallen into the teens in many locations. take look at these numbers. thank our weather watchers for their reports tonight. 17 degrees in eagleville. winds at about 12 miles an hour with higher gusts pretty chilly tonight nice squall earlier. many of us saw that. that was ushered in with the arctic air but now that air is settled in so no squalls tonight tonight. michael is in douglasville he's saying it's 19 degrees.

take look at some of these whipping winds these are sustained winds we have higher gusts but sustained in reading at 30 miles an hour. tyler says in bear, delaware, sustain at 24 miles an hour. 23 miles an hour winds reported by jason at the middletown delaware and in wallingford pa patrick is saying 22 sustained wind. and winds are gusting to four even 50 miles an hour tonight. take look at storm scan3. we have a clear sky. that's not an issue. but the clear skies the cold temperatures the whipping winds with that arctic air will make it feel frigid come tomorrow morning. philadelphia feeling like one in the morning. allentown four below the poconos 18 below. by noon some improve many not too fief cap in the poconos though. by the afternoon wind chills mainly in the teens. if you're going out saturday evening, make sure you bundle and cover up. all eyes on this developing storm that's bringing snow, some rain some sleet to the mountain west. by sunday bringing heavy snow through the great lakes and even parts of western pa and by sunday afternoon into the evening, it moves into the

delaware valley. the big forecast question with this is how far north does this warm air go to change any snow over to rain? i have new information coming into the weather center that has been very consistent and that is showing that some of that warmer air make it threw philadelphia and even into our northern and western sun burbs here's a look at the timeline. sunday evening the snow will be arriving from west to east. sunday night into monday, snow will be mixing with some sleet possibly and some rain and monday morning the snow and rain will taper off but some of our models suggesting that we end the snow pretty much everywhere. mainly slow through the lehigh valley and also through berks county and we're talking about six plus inches of snow. so the heavy snow pretty much a lock to the north. snow sleet and rain through the philadelphia area mainly rain but new information is suggest suggesting even toward wilmington we could be seeing mainly rain. so that's a change to the forecast. six plus through the lehigh valley and the poconos. six to 10 perhaps. three to six in trenton. philadelphia wilmington south
