in philadelphia this is cbs3 "eyewitness news". now at 11:00 o'clock danger on the roads. and a fast freeze. icing conditions make for tough travel and tonight a driver on the mainline is killed when a tree falls on his car. the night's other challenge wicked winds. strong gusts knock down power poles and lines leaving scattered outages all across the area. well, good evening, i'm chris may. >> i'm natasha brown much jessica is off tonight the frigid temperatures are making for some pretty difficult conditions. meteorologist kathy orr has a look at what's happening right now. kathy? >> temperatures continue to plunge. we are looking at a clear sky and a very cold air mass over us the winds continue as well. we have that wind advisory in effect for at least the next hour. take lock at storm scan3. where the clear skies do continue and we are talking about temperatures in the 20s. falling down into the teens overnight tonight. and that's not even counseling

the wind. winter weather advisory in effect until midnight for icy surfaces as temperatures continue to plunge. well below freezing. winds still gusting to 30 miles an hour in philadelphia. 36 right now in the poconos. you can see millville gusting to 32 miles an hour. we do have wind advisory in effect for the entire region through midnight for gusts 40 to 50 miles an hour. we've already heard tree limbs that are down across the region and also loose objects that are just blowing around in these intense winds. temperatures are pretty. they're going to get even colder. 24 in philadelphia. 16 in allentown. eight in the poconos. with temperatures in the teens and single numbers tomorrow morning with the wind it will feel like 15 to 20 below in the poconos. below zero in the lehigh valley and the city and suburbs zero to five and even through south jersey and delaware between five and 10. that's how it will feel come tomorrow morning. coming up we'll talk more about the cold and more snow in the seven day but for now chris we'll send it over to you. >> not much to like in that

forecast kathy, thank you very much. >> our fast freeze and whipping winds lead to a travel advisory from philadelphia to the poconos poconos. "eyewitness news" reporter reporter diana rocco is along lincoln drive with the late tough. this is a stretch that has dealt with ice tonight. >> reporter: that's right, chris much it is so cold out here it's not just ice on the roadways, but it's pretty much any surface you can imagine cars are really taking it slow on lincoln drive which was closed for a short time earlier because it's what you can't see that is the most dangerous out here. the icy conditions caused havoc on area roadways throughout the night. a man is killed on stall road on radnor when the wind blows a tree down on his car. in philadelphia lincoln drive was shut down in both directions directions. >> it's. from allentown to bucks and montgomery counties the thermometer is dropping. plumeting temperatures mean difficult driving. >> very windy. my car it's really loud just because of how much wind is

pressing up again the car. >> reporter: you feel like it's blowing you off the goad. >> yes, it's really bad. >> reporter: at a turnpike rest stop truck drivers park for the night deciding to take break from the wind. driver louis ruiz coming from wilkes-barre heading into philadelphia. >> it's icy and a lot of water on the floors. especially tractor trailers. you know, it's real bad. >> reporter: cleared roads presented their own challenge with the days snow now turning to sheet of ice. extra salters have been deployed. everyone is being urged to use caution. >> they were pretty icy um then i saw the truck out there putting down the salt and everything. >> reporter: so we did see salters out in full force tonight and in fact philadelphia has deployed 30 extra salters to make sure the roads are in good condition for the morning commute. we're live along lynn cop drive tonight, diana rocco cbs3 "eyewitness news". >> diana, thank you very much. the same system that brought us rain and slush pounded new

england. portions of new hampshire that got 33-inches of snow last week got another 10-inches today. now boston officials opted not to issue a driving ban there. schools were closed today and again tomorrow. and in maine another 14-inches is expected to have fallen before this night is over. there was also wintry weather out west. detroit log its third largest snowfall since recordkeeping began. nearly 17-inches has fallen just since sunday. >> i'll put this over you. put your arms through. >> ice that you see out there is truly a danger. so in just few minutes meteorologist kate bilo will take to the ice with emergency responders. in a case like this, they have to act fast. anyone had falls through ice has just minutes to survive. tonight we'll show you crucial tips you need to know if it ever happens to you. kate bilo's special reports minutes away here on "eyewitness news". we are hearing exclusively tonight from a south jersey

mother mourning her son and now takeing action. 10-year-old matthew mccloskey was hit and killed by a franklin township police officer responding to call for help. matthew's mother is planning to file lawsuit against the township and tonight she broke her silence speaking with only "eyewitness news" reporter david spunt. >> just his hugs and his kisses and just always telling me he loved me. >> reporter: 10-year-old matthew mccloskey mother michelle will never get over her son's death. he was hit and killed by a franklin township police officer three days after christmas on delsea drive around din are in time. mccloskey and two friends were crossing the street when he was hit. >> i miss him every single day every morning every night. >> reporter: police say the officer was on his way to an non emergency call in the area the area where mccloskey died was a 50 miles an hour zone. police say the officer was going 74 and was not using his

emergency lights and siren when he hit and kill the 10-year-old. >> there was no reason why those lights shouldn't have been on. >> reporter: following an investigation the gloucester county prosecutor' office decided not to charge the officer. their findings indicated he was not required to have his emergency lights on for the non- non-emergency call. citing procedure. michelle harding says that procedure is a problem and that's why she is suing the depth. >> use your lights 80 miles an hour. in a reasonable area. recording insists her son would have never crossed the road if he saw emergency lights and she's hoping her lawsuit will change police procedure. >> if aig comes out of this i need him to be a beacon of change so this doesn't happen to any other child. >> reporter: i reach out to the law firm representing the township and asked about the pending lawsuit i was told there would be no comment until they actually see a lawsuit. reporting from franklin township david spunt cbs3

"eyewitness news". >> developing right now police say an argument inside a laundromat led to double shooting in nicetown. one of the suspects is a 13-year-old girl. police spotted an suv driving backwards on the 2600 block of roberts avenue. they found one woman with a graze wound to the head who had also been shot in the torso. along with another woman shot in the leg. >> it's unusual for 13-year-old female to be a shooter. however, the 44-year-old female as well as the 13-year-old female they were both in the ford explorer suv type vehicle that fled from police. >> the vehicle was stopped when it reportedly returned to the scene of the crime. police say the suspects are related. but weren't immediately clear how. the victims are listed in stable condition at this hour. and all out brawl breaks out on board septa trolley all of it is captured on tape. a passenger pulled out his phone late saturday night and recorded

this attack. a man and a 17-year-old girl were punched kicked and slapped by what looks to be teenagers. the operator called police but the suspects fled before they arrived. now investigators are working with the school district in hopes of identifying the suspect suspects. >> he explained to the transit police officers that they know the people that they were involved in a fight with, and that they were unwilling to prosecute or pursue the investigation. >> i'm very confident that we will find out who the persons are that are involved in the assault. >> septa police tell us in cases like this, the best course of action is to simply call the police. the last thing septa wants is for there to be any additional victims. philadelphia police say that they have a confession in the cold-blooded killing of a social worker. officials say that randolph sanders has admitted to murdering his co-worker. police say that he waited for social worker kim jones and then shot her in the back of the head as she stood at a bus stop back

on january 13th. investigators believe that jones suspected sanders of stealing about $40,000 from the non non-profit where they both work and she intended to roar it. former pennsylvania treasurer rob mc cord pleads guilt -- will plead guilt to federal he can torsion charges stemming from his failed bid for government. prosecutors summited papers in federal court in harrisburg today charging mc cord with two counts of extortion. the papers included a plea agreement that has been signed by mc cord. mc cord resigned last week and apologized to the citizens of the commonwealth in a video that was released by his lawyers. "eyewitness news" has learned tonight he'll be arraigned on february 17th in harrisburg. well now to story that cbs3 broke last week. sources tell "eyewitness news" that seven members of the philadelphia fire department will soon learn if they'll be doctors lynn. following a report by the philadelphia inspector general into allegations of on duty sexual contact by philadelphia firefighters.

sources say the contact allegedly involved male firefighters and a female member at firehouses and in at least one fire department vehicle. an attorney for the female member of the department who is not under investigation declined comment. meeting with the firefighters are expected to tick place this week. a four-year-old is alive and talking about a terrifying fall. two stories to the ground. the little girl got up out of her bed opened her bedroom window last night when she saw that it was snowing out. that's when she fell out the window two stories down to a very cold north philadelphia ground as you can imagine very cold last night. amazingly she was not injured. neighbors rush to the girl' aid telling her mother exactly what had happened. >> what's going on. >> he was look somebody fell out the window. i'm like, what you mean? and iran upstairs to her bedroom. i didn't see her. >> the little girl fell on the grass.

police say they are treating this as an accident at that is point. no charges have been filed. new at 11:00 o'clock tonight tonight, paying tribute to four legged members of local law enforcement. >> tonight i was in deptford new jersey as council members said goodbye to trusted members of the force and they also welcomed new recruits. >> pennsylvania senator bob casey called on the fda to ban the sale of powder caffeine. tonight reporter instead of know stall investigates how dangerous it can be and how easy it is to get right here in philadelphia. >> reporter: a single teaspoon of pure powdered caffeine is equal to 25 cups of coffee. the supplement is touted as a powerful energy boost that can improve work outs and weight loss but the fda has issued warnings that it can be deadly and shouldn't be used. among its victims one

ought-year-old logan a stan out student in ohio who died from an overdose. >> he had no idea what he was doing. none. >> pennsylvania senator robert casey says the fda should be more aggressive investigating powdered caffeine and consider banning it. >> why do you think it's taking the fda so long to take action. >> fda is a regulatory agency and sometimes may not have the same sense of urgency that we have or certainly that constituents are taxpayers have. >> it's not illegal and can be found online and in some stores. we went to vitamin so store in northeast philadelphia. the person selling it didn't know about the potential dangers. >> the fda is saying people probably shouldn't be using it. >> i'll have to tell the boss and maybe we'll do something about it and take the off the shelfs. >> everyone should be on the same page about how dangerous this substance is. and that should not be used in any form in any way. >> i call the fda for row action to senator casey. a spokesperson says the agency is considering every legal option and regulatory action

pond learning how rescuers from the washington township fire department safe victims. >> stay right there. >> okay. >> using specialized suits complete with ice picks they practice. tether to shore using equipment like a sled and a noodle sling. >> we'll get behind you and get out. okay. >> okay. >> this is just drill but it could happen at any time. just thursday in new york a boy was trapped on an icy river until rescuers reached him with a latter. >> we were worried that if he move at all the ice was so thin he'd be put under and sucked down river. >> someone said he can swim. >> 2012 multiple people rushed to help a shredder who fell into a california lake. only to fall in themselves. they got out but it's exactly the wrong thing to do. >> you end up being another victim with a person that's out there. >> 2007 mt. laurel, a boy fell through the ice while trying to help someone else.

firefighter patrick sharkey was one of the rescuers and nearly became a victim himself once when his dog fell into an icy lake. >> my heart sang. and i knew that she was in serious trouble because the training and the background i have. >> sharkey called then 11. got into the icy water but couldn't reach her. >> we're in the business to help and save people and now i'm the victim and i got to row lie on somebody else to do the hero work. >> i put a lot of people at risk. >> he was able to get out and firefighters rescued the dog. >> on your belly. >> back at the rescue scene it's my turn to beat the clock and rescue a victim. >> come on to the ice shelf. keep your hands up. we're coming. i'll put this over you. put your arms through. my first time. >> now that we're both tethered i get in the water behind him. lift him up and we're pulled safely to shore. >> all right. guys. we're good. >> if you tall through the ice experts say put your arms and hands on the ice shelf and kick as hard as you can. >> keep going. keep going. >> they told me once you're on

the ice, don't stand up. roll away from the hole to spread your weight. >> roll it way. roll it way. roll away towards me. >> that's hard g i'm finally out of the water off the ice and safe. >> the rescuers told me the majority of their calls are about someone trying to rescue an animal, a pet and getting in trouble themselves. they say don't risk it just call 911 and they stressed no ice is safe ice. tough getting out of that hole. i kind of thought the thicker the ice the safer it would be and they say the least for emergency responders don't ever think you can be safe out on the ice. >> scary. >> even in the outfit and with the help nearby it's got to be a really frightening experience to be in that situation. >> it is because it's a murky hole. you can see the bottom and they said okay crawl on out and put yourself in the hole i didn't want to go. i'm thinking i'm in this big buoyant dry suit. >> why i'm here. >> exactly. i can't even imagine fighting again the cold. fighting against your muscles shutting down and what those

responders put themselves through to go out and help people. just don't go out on the ice. >> that is -- this is the best piece of advice. as cold as it is on night like tonight you think this will be strong ice avoid it at all costs costs. >> absolutely. looks inviting to the young ones but that is definitely the best vice. great kate thank you looking at cold temperatures tonight but not cold enough to keep people inside. a lot of folk out and about in center city tonight. bracing the cold. we're looking a the icy spots on area roads and that is prompted the national weather service to continue that winter weather advisory because temperatures plunge, we are not going to be seen that salt on area roads as effective as it would be at some milder temperatures. on storm scan3 we're looking a the clear skies and that will help temperatures really bottom out in the teens and the single numbers overnight tonight. our i were the weather pat watchers are seeing the clear sky and very cold temperatures. let's go to delaware. where the temperature is 25 degrees. lisa saying we have a moonlit sky and temperatures falling

fast. feeling like 13 hold on to your hats this winds continue to gust to 40 miles an hour in some spots. it is 18 degrees already in eagleville. louis saying we have a clear sky and let's take look at at a few pictures. beautiful picture sent in by eileen in gilbertsville with a clear sky and a picture perfect moon even though temperatures are frigid. take look at that is winter weather advisory that i mentioned. we're talking about icy conditions and concerns overnight right through tomorrow morning. we will stay below freezing during the day. the national weather service has extended this. we know area sidewalks, anything untreated even mall parking lots will be icy come tomorrow morning. right now in philadelphia 24. 16 in allentown. only eight in the poconos. and look where the cold is coming from. the mid we have. we have a northwesterly wind cool down to six in buffalo and cleveland. eight in hillary clinton chic. temperatures about the 6:00 o'clock hour slightly below freezing much but falling fast by midnight 20. 3am18.

by sick am only 16 then you add the wind that will slowly diamin machine but still be strong tomorrow morning. feeling like the single numbers in the city. allentown feeling like four. the poconos nine below a slow many prove many during the today today. by noon little with better feeling like 20 in philadelphia. 13 in allentown that's an improve many and then we see very cold temperatures. high pressure builds in it will be sunny but very cold and still breezy for your tuesday. we catch a little bit of a break on wednesday with temperatures warming into the 40s. ahead of this clipper. the clipper moves through on thursday. bringing light snow showers there's a chance we could see a secondary low develop again but right now our computer models are still suggesting we will only see the light snow from the clipper. when we look at that gfs model the american model and european right now giving an inch of snow to the philadelphia area of course we'll update you on that the new models come in overnight overnight. overnight tonight the low 16 with somewhat diminishing winds. northwest winds 10 to 15 tomorrow. with a temperature of 28. it feels like it's in the teens
