terrible. >> reporter: detectives got involved just before noon time when another student told a school administrator. police found drugs inside a school bathroom, specifically a toilet. >> crack cocaine is very addictive in nature. cocaine is. >> reporter: lieutenant johnny walker with philadelphia police say this 13 year-old gave the drugs to an eight year-old and told him to hold on to it until after school and wow pay him $7. the the student brought the drugs to two other eight years old, one of them, sniffed cocaine a correspondence to go police. three, eight year-old and 13 year-old who brought cocaine in the building went to the hospital as a precaution. >> it is sad to that i drugs get in the school system, per. kid knew what to do with it. >> reporter: school building was never on lock down and parents say what happened even though scary was a lesson learned. >> i cannot imagine how would i feel in my child od or snorting or whatever they were doing with it. >> police found eight packets in the toilet but they had reason to believe there was

motor executer from two office hours had stopped him for questioning, near sixth and lehigh in may of 2013. >> they hit him in the head, they fell off his scooter. he was in pain. they began beating him. end of story. >> reporter: twenty-fifth district officers kevin robinson and sean mcknight are now charged with beating riveria, and following a grand jury investigation. >> what they did was totally inappropriate, totally improper totally in violation of any pol willcy, any training anything, period. >> reporter: based on lies the office's allegedly told investigators riveria was initially arrested, but prosecutors say those charges were dropped, and after a surveillance video from the lock uncovered by riveria's girlfriend showed it was the officer's doing the beating. >> their story of what happened was totally inconsistent with the truth. >> i'm characterizing what the tape shows as good solid, police work under the circumstances. >> reporter: defense attorneys

>> reporter: we tried to talk to williams family. they did not want to talk to us. police are trying to locate that friend that may have been with williams but right now they believe that williams act add loan in the attempted robbery. live from upper darby, cleve bryan, cbs-3 "eyewitness news". >> cleve, thank you. a philadelphia city councilman wants bars and other places serving alcohol to be required to have exterior surveillance cameras neared to reduce crime and help authorities if the patron goes missing. the councilman curtis jones junior plans to introduce legislation next thursday in response to the disappearance and death of west chester university student shane montgomery. his body was discover in the schuylkill river after a night out last november. jones said that karen montgomery, that is montgomery's mom suggested the legislation. >> we want to try to look at how we can connect in a voluntary matter but in cases where businesses have have violations, even demanding cameras outside of the
