cold place. and there is another blast of cold coming. so, as we take you out to the live neighborhood network it looks innocent enough. if you didn't have the temperature in front of you 8 degrees, to start things off here, and as erika mentioned you really need to be paying more so attention to the windchills. but storm scan3 hey at least that's empty. at least we can bank on sunday shine. so eventually sun glare may end up being a problem for you. but as we look at the windchill, expectations here this morning oh, this is just so incredibly brutal. i mean, talking windchill values that are easily right now below zero, across the board, even down to the shore points. so even exceeding the expectations, that we've got for you posted in the purple there on the southern tip of the map. but, regardless, when you're talking single digits or worse r you need to be ready for it with nice heavy coat hat scarf gloves, everything that you have available to make sure that you're adequately prepared. >> we talk about this a l but his is one of the days where the cold will be dangerous, if you're not smart about it. so take care of yourself, the

doubt, will feel twice as long. old-man-winter's frigid grip, heightens on the delaware valley today the thermometer flashed 14 degrees in center city overnight the windchill though, makes it feel more like zero or below. even a fur lined hood or full fur coat for four electric friends does little to help. >> bundle up layers, scarfs, got have a scar. >> but for joe out for early morning walk, at least he has a positive attitude to warm him up. >> don't bother me too much. you know i'm very adaptable but it is bad if you're not you know, not prepared for it. >> but besides a dozen layers, a hardy laugh may be the last line of defense. >> think warm thoughts. can't let it beat you. you got to live, right? got to do what you got to do. >> you got to keep that positive attitude, right? well at least think smart. stay safe. put on couple of extra layers as you head out the door. reporting live in upper dash

such cold, cold morning. now, new this morning part of a old sign has fallen off the side of a center city building. pieces of the old florshine store fell on on chestnut street just after midnight. it is no longer there that building opened in the 1920's, and at one time housed a bank. no one was hurt. >> and, this is some new video for from an overnight house fire in sharon hill delaware county. "eyewitness news" on the 200 block of watson road as firefighters battle the flames and the bitter cold. the original call came in as a basements fire. as you can see right now that fire is out. there have been no reported injuries. ukee? >> well, it is exciting news for this great sit. philadelphia will play host to the 2016 democratic national convention. let's get right to them. i know it is cold out there. cbsphilly.com. >> the egg harbor township power boat racer suspected of staging boating accident to fake his death is now returning to face charges. andrew biddle surrendered to authorities yesterday. the 45 year old allude dollars authorities for months, after he disappeared in late july. biddle and his business partner were being second for fraudulent boat sales. >> also, teddy bears mark a memorial in west philadelphia where a septa trolley struck and killed a toddler. it happened at the corner of 51st street and lancaster avenue yesterday afternoon. eyewitnesses tell us the two year old broke away from an adult, into the trolley's path. eyewitnesses say the operator tried to stop. rescuers quickly responded but there was nothing they could do. >> out of no where, two year old ran in front of the trolley and got ran over, but his body was just lifeless inbetween them two wheels. >> authorities are checking

this big chunk of space here, so police have stopped traffic right at the base of the platt bridge. the incident has happened right at the mid-span, it is causing pretty severe eastbound delay gaper delay on top of rush hour traffic and it is causing a big old delay on penrose itself. so, if you are traveling to make your way toward that area what you can do is take the girard point bridge, stay on 95, so, trying to get to the philadelphia international airport, the platt bridge will not work right now because it is closed, between penrose and the mid-span. we will continue to keep you updated on that for sure. if you are traveling on 202 while trying to get to 202 using 76 westbound the ramp there, notice disable vehicle it is not causing too much of a problem but it is out there, also, traveling on 55, in new jersey, southbound at route 641, we do have an accident there. no delays for mass transit. expect the usual on 95 and the schuylkill building, erika? >> vittoria, thank you. pennsylvania's health department is trying to determine why student at east straudsburg university have become violently ill. new numbers this morning show

186 students have been sickened. the campus, in monroe county, some of suffered stomach pains so severe they were admitted to the hospital. doctors say they believe it could be an outbreak of gastroenteritis, but there is no confirmation. >> a fire in avalon, "eyewitness news" pictures show what firefighters are dealing with, fire broke out around 11:00 p.m. on the fifth avenue and wind continued to fuel the fire throughout the night. firefighters remain on the scene battling freezing conditions and those flames, fortunately, no injuries to report. >> there is some clean to up do in center city after concrete sign collapses overnight near 15th and chestnut right there fortunately, there were no injuries. andrew biddle is in police custody, surrendered yesterday, he vanished last summer, and stands accused of staging a boatingng accident and faking his own death. >> we'll be right back.

new this morning, new jersey governor chris christie's popularity singing to new lows. star ledger eagleton pole out this morning shows it has dropped to 37%. when asked why 20% of those surveyed cited his attitude, behavior personality, 15% referred to the george washington bridge scandal. and 10% cited lack of a ten son to new jersey as christy prepares for a possible white house run. >> president obama taking action to bolster cyber security in the united states. today the president is expected to unveil an executive order to increase information sharing between private companies and the feds. he will be speaking from a cyber security summit at stanford university. says law enforcement fields to be prepped err prepared to protect consumers. >> imagine getting caught napping on national television during a big speech? >> it happened to supreme court justice, ruth bader ginsberg, now, she is offering an explanation. cameras caught justice
