bitter blast but snow, for valentines day. winter is making a bold statement this weekend. good evening i'm yes, sir contact dean. i'm chris may. we have live team coverage of the dangerous cold. we will get out to meteorologist kathy orr live in other old neighborhood in olde city track how long this bitter blast will be around kathy. >> this is the most intense three day part of the winter, we have ever seen, we're talking about saturday sunday and monday and could link inner to tuesday with more snow. but first lets talk about the cold. everyone out here in olde city that we have spoken to is prepared, they know, that this is just a beginning. on storm scan three we are looking at clear skies but look at the temperature, only 22 degrees and wind chills they are already, will get dangerous over the weekend. look at the current numbers in philadelphia our wind chills sits at the 11:00. that is in the city. we are looking at seven in allentown. in the poconos, five below. that is what it feels like right now. this isn't the the worst of it

by far. the winter weather advisory will go in effect for the the snow, that is tomorrow afternoon, and that is through sunday morning for philadelphia we're looking at the snow to be moving through, in a band of snow like a squall, in the afternoon, and then again, during the dinner time hour. six or 7:00 we will see another ban moving through. so this will continue. here's the timing. between 1:00 and 4:00 tomorrow band of snow squals blustery conditions between three and seven, an additional snow squall or two with low visibility and slick conditions heading out for valentines day and snow tapers off after 7:00 but wind gust to 50 miles an hour. the as far as snow accumulations about one to 3 inches of snow expect in philadelphia with the higher amounts to the north and west. but after that the the wind become dangerous. we will talk more about that part of the 1/2 punch coming up later on in the broadcast. we will see you then. >> kathy, thanks very much. there have been a lot of people out and will be a lot of people out in this dangerous cold as we move toward the the weekend.

"eyewitness news" reporter todd quinones continues our cold weather coverage live from the italian market in south philadelphia. todd. >> reporter: chris, here today the cold weather kept vendors inside and there are questions whether the cold weather will keep the crowd away to this weekend. fruit and vegetable stand were empty on friday, the cold weather kept crowd away and the food inside at the italian market but that will change this weekend. dominic creame of capuchio's meat say vendors will be outside, saturday. >> it would be bad for people not to come down to the market. >> reporter: from chopper you three can see ice forming along the delaware river and more is likely to form as temperatures continue to drop this weekend. back on the ground this weather is not fit foreman or beast, as dog owners have change up their routines. >> we do shorter, quicker walks, more frequent, some times. >> reporter: triple a was out

>> reporter: when officers arrived to find the suspect 59 year-old william california bell was armed and outside with that female victim. >> when the the office's live would the man approach the the officer's reek will and attempted to get inside while screaming with the man with the gun. >> reporter: police say campbell has a gun, chase that had female victim across the roadway the property you see in back of me and then presents that gun to an officer and that is when they shoot to kill. police say the the officer fired one shot and in self-defense in one else was hurt. >> anytime a municipal police officer uses deadly force the the prosecutor's office conduct is a a very thorough investigation as required by ag's office. >> reporter: that 18 year police veteran is placed on administrative leave as prosecutors continue their investigation n camden county steve paterson for cbs-3 "eyewitness news". longport tonight officer officials are demanding answer from his a boat racer suspect of staging an accident in order to avoid police.

andrew biddal turned himself in yesterday with no explanation for where he has been over the past several months. the longport mayor, nick rus so who was with rescuers last july looking forbid will after a pontoon boat in which he was allegedly traveling crash on the rocks. biddle's friend justin bells reportedly told authorities the that biddle has disappeared into the water. >> i commend the people that work on this, that put their lives at stake. i just can't help but this this was an an unconsnable act if this is true that this accident was actually staged. >> egg harbor township police believe biddle was on the run because of outstanding fraud charge's associated with his boat business. biddle is free, on bail tonight. governor tom wolf suspends the death penalty in pennsylvania. he wants to review a full report on capitol punishment in the commonwealth. the governor called the currencies tell of capitol punishment flawed today. the pennsylvania district attorney's association and the pennsylvania state troopers

>> people are in the scared of the difficult ease but i'm scared of the disease because i lived through philadelphia a 1991 measles epidemic. >> reporter: doctor paul offit a nationally recognized vaccine expert say nine children died. newest one started in disney, california. it is now spread across the country but there is no evidence it is in our tri-state region. the is there concern here because pennsylvania has the secondlyes measles vaccination rate in the country. >> the national vaccination numbers a above 95 percent. pennsylvania unfortunately is above 86 percent. that is at last count. >> reporter: parents air loud to opt out of school vaccination requirements, some do for religious reasons. others feel they are potentially dangerous. >> think wye we are at tipping point. we have on one hand the individual rights to express their attitude and belief freely versus good have of society, and i think, in the end, it comes down to is it your right to catch and transmit a potentially fatal infection. >> reporter: senator casey sent a letter to the acting secretary of health urging the

quite cold. here are wind chills in middletown 13. gerald says in philadelphia, 11. john says in delaware 11. right now jason say middletown once again we are looking at wind chills that are very cold. they will get even colder. the lets take a look at how cold it the is. the delaware river today icing up. you know that. well this picture from our eyewitness weather watcher takes us to palmyra cove. this is from john moore, our good friend at the cove. he is saying yes, ice forming on the new jersey side and you can see ice chunks rolling by. that will get worse over the weekend. on storm scan three nothing but clear skies right new but snow is coming. you can see it over michigan. and that is moving our way. and it is going to be bringing us some heavy snow, tomorrow afternoon. the right now in the city it feels like 12. in the poconos it feels like two below. go over to the west and it feels colder in places like state college, it feels like five. buffalo it feels like it is eight below. so lets talk about what will be happening here.

this arctic clipper, moving on through tomorrow and as it does, it will be bringing us some snow, some snow squals will be moving through with whipping wind. and then sunday we're talking about the core of the cold air with wind that will be dangerous. then monday the coldest air we have seen in a couple decade going for record lows. so for tomorrow afternoon we're talking about one to 3 inches of snow, heavier late in the day toward dinner hour, wind gusting to 50 by the the evening. if you are going out take it the slow. we will be greeted by low visibility and slick spots. high win watch go in the effect in the wake of the front and we're talking about saturday night into sunday afternoon, wind gusting to 50 even 60 and that will create big problems. here are impact sunday, possibility of some trees down, even some power outage was that kind of wild wind. if you think we have it bad there is a blizzard warning in effect sunday for boston, province, port land, all the
