. blinding snow, whipping winds and dangerous cold. right now see all this combination and how it will make for one wild weekend. good evening to you, i'm chris may. >> i'm cocoon. we dodged a lot of winter's force so far this weekend we just aren't going to see winter we'll feel it, too. >> in a big way. meteorologist kathy orr is live on the cbs3 sky deck. the temperatures are dropping and you're tracking when the snow an whole lot more. it is a triple threat. the first threat will be the snow with this arctic front behind it damaging winds and record cold. so to start tonight we're talking about the cold temperatures. now much wind right now but it is definitely coming on storm scan3 we have a clear sky. the clouds will be creeping in during the overnight and tomorrow. right now, our storm system, our clipper is moving into parts of western pa and western new york. doesn't look like much now but it will especially as it redevelops intensifies off the eastern seaboard. feels like 21 in philadelphia right now.

allentown 12 and the poconos already below zero it's a temperatures continue to plunge. winter weather advisory goes into effect tomorrow afternoon through sunday morning for snow and blowing snow one to 3-inches in the advisory area with higher amounts in the poconos. this is what it will look like tomorrow afternoon on our weather map. by 1:00 o'clock light snow showers in the poconos and lehigh valley the first band or squall of snow will come through the philadelphia area the i-95 corridor between 2:00 and 3:00 and then another round between about 5:00 and 6:00. right when you may be heading out to celebrate valentine's day. by the evening, one more round of snow and then it's out of here but in its wake, a lot of wind. so first let's talk bout timing between 11:34 o'clock bands of snow squalls blustery conditions between four and seven another snow squall low visibility and also slick conditions because the squall means a burst of heavy snow after 7:00 the snow will be ending from west to east. winds will be gusting to 50 miles an hour. one to 3-inches in the city.

lesser accumulations south jersey and delaware with higher amounts through the poconos and heading toward parts of monmouth and ocean county near the shore closer to where that storm is going to intensify. back here live we're talking about dangerous winds and also wind chills that will go well below zero that could create frost bite if you're out too long. that's all coming later in the weekend. more thon witness seven day forecast. for now we'll send it back to you inside. >> kathy see in you a two let's go now live to natasha brown in bensalem township, bucks county, with more on how cold weather like this can turn dangerous very quickly. natasha? >> reporter: jessica we can tell you tonight this dangerously cold weather is already taking a toll on homeowners and drivers. all throughout the region. this burned out shell of a mobile home is all that remains after an early morning fire in bensalem. fire officials say frozen pipes led to the blaze. >> he attempted to thaw out the pipes by using an electric heat gun which in turn ignited the

insulation in the underside of his home. >> reporter: bitter cold temperatures are leaving many homeowners to deal with pipes bursting but fire officials say there's a safe way to prevent this from happening. >> keep a faucet or one of your spouts open to let a little bit of the water drip. moving water is harder to freeze than water standing still. tonight i'll let the water run. >> reporter: homeowners prepare to be plunged into a deep freeze, folks in south philadelphia dealt witness unexpected and often unpreventable a water main break at west ritner and south lambert streets sending water flooding into basements. >> 4.5 feet of water in my house. enough for swimming pool. if the heat were you on maybe i could have went swimming. >> reporter: while the weather is physically draining on some, it's also draining car batteries batteries. >> driving a car around, no problems initially. came out cold weather probably did 20 minutes worth of shopping, came back and the car wouldn't start. >> one driver can get anywhere from 15 to 30 calls win 12-hour span.

>> reporter: this bitter blast is wreaking havoc on pipes and cars. but we found at least one person welcoming the weather. >> i was born and raised in chicago. this is mild for me. >> the only thing i'm missing is 2 feet of snow. >> reporter: well can sell tell you it's getting colder by the hour here in bensalem. fire officials urging homeowners to be cautious. making sure they have clean fireplaces and chimneys and keeping space heaters from a safe distance from anything inside their home natasha brown cbs3 "eyewitness news". >> be sure to wake up with "eyewitness news" in the morning. we'll be tracking the weather when we hit the air at 5:00 a.m. right here on cbs3. well firefighters down the shore had to battle a whole lot more than just the flames when this house caught fire in avalon overnight you can see it's pretty much a total loss. their hoses froze. the house and everything around it also ended up covered in ice. take look at the video knowledge the fire broke out late last night in the 4700 block of fifth

avenue. the temperatures at the time were well below freezing. and those temperatures made it an especially tough battle for the firefighters. >> almost like making snow. there was ice immediately. it was that cold last night that all spray that came off of the hose lines froze before it hit the ground. that fire did spread to a house next door. both homes though were unoccupied at the time. the cause of the fire remains under investigation. in center city philadelphia chestnut street is shut down after large sections of a marble sign came crashing to the ground. take look at this scene near 15th and market. the marble crashed through an awning there and then shattered on the sidewalk below. remarkablely no one was there and no one was hurt. l andism says it appears that water seeping behind the stone froze and then that dislodged the sign. well today's incident happened just weeks after and around the corner from where falling bricks crashed through

the roof of the lulu lemon store on walnut street. bricks came loose from an adjoining building there crashing through the roof blow sending three women to the hospital. the building next door was later secured with temporary steal bracing. governor tom wolf's decision to suspend the death penalty in pennsylvania is drawing praise and outrage tonight. the governor called the current system of capital punishment expensive and anything but infallible. he wants to review a full report on capitol punish many in the state much this decision means a reprieve for convicted killer terrence williams. he was scheduled to be executed on march 4th for the 1984 killing of amos norwood in philadelphia. currently 186 people are on death row. pennsylvania has not execute add prisoner since 1999. in response the pike county prosecutor announceed tonight he still plans to push for the death penalty for eric frein. frein is charged with murder in a september ambush that killed

corporal brian dixon and severely wounded trooper alex douglas. in a statement pike county da says "today's actions by governor tom wolf does not serve as any legal imped many to my office's pursuit of justice in the criminal case against eric matthew frein. and justice is what gretchen leclair has burr sued for a decade since her husband was killed in the line of duty. >> she's frustrated with the governor's moratorium and told her story tonight to "eyewitness news" reporter david spunt. >> he was such a good mantle he didn't deserve to get killed. >> reporter: gretchen leclair says the pain of lose her husband is as strong today as it was when sergeant joseph leclair was shot to death in march of 2004. >> i can't get my life on. you know, i can't move forward. >> leclair says today began like every other day. her husband top of mind but things quickly went downhill when she learned pennsylvania governor tom wolf announced he's putting a halt to the death penalty. >> when i heard it on the news, i went off the handle.

i start crying. i says what is this man doing? >> reporter: leclair's convict convicted killer derian houser is on death row but his fate hangs in the balance. >> i'd like to know if he's going to change his mind because there's no justice. >> reporter: leclair were you a u.s. marine who served three tours in vietnam and he was used to danger. but the night of march 19th 2004, he was serveing a warrant to darren houser as part of his job with the first judicial district. >> the day he left to go to work, you know, he says make sure you kiss me because you never know if i come home. >> reporter: houser opened fire killing leclair and wounding two other officers. now gretchen leclair says she sat back long enough and she'll take her fight to the state capitol and she expects other widows to join her. >> i will never get peace. the only time i will get peace if the guy is executed. in north philadelphia, david spunt cbs3 "eyewitness news". new at 11:00 o'clock tonight familiar and friends remember a fallen philadelphia police

officer. vigil was held for officer john pawlowski at broad and olney where officer pawlowski was killed in the line of duty six years ago tonight. he was shot while responding to a dispute between a cab driver and another man in the olney neighborhood. rasheed slugs was convicted of killing officer pawlowski. he was sentenced to life in prison. the white house has nounsed the creation of a new intelligence unit to fight computer and online threats. they call this the cyber threat intelligence integration center. officials cited attack against sony pictures as their motivation for creating the new agency. >> i'm signing a new executive order to promote even more information sharing about cyber threats both within the private sector and between government and the private sector. and it will encourage more companies and industries to set up organizations hubs so you can share information with each other. defense agencies have their own existing cyber units but there's no single government entity responsible for coordinating threat assessments

>> 4 feet and counting. the boston area is bracing for more snow tonight. another blizzard threatens to dumb app foot or more on areas still buried from the last storm. flooding is also an issue in coastal areas. much of the area is running out of places to put the snow as it's cleared from roads. now a to jewelry store smash and grab nearly spoiled by a slippery floor in the uk. surveillance video shows them slipping sliding falling all over as they take cold jewelry from the store where they were raiding. they were clearly unprepared for the polished floor and those suspects are still on the run tonight. well, sunday is the deadline to either sign up for health insurance under the affordable care act or face a fine. president obama is making a push

for last minute enrollment by teaming up with buzz feed.com for this video which is designed to appeal to young people. at last count more than 7 million had selected a plan or had been automatically re-enrolled from last year. senator bob casey is concerned about the measles in the commonwealth and today he encouraged pennsylvanians to give shots a shot. much of his concern stems from statistics that show pennsylvania with the second lowest measles vaccination rate in the country. today, senator casey called on the state's health department to ramp up its efforts to get more people vac nader. right now the only confirm case of measles in cumberland county. every friday night viewers can't wait to see the crime fighting and family dinners that make up the hit show blue bloods right here on cbs3. i recently sat down with one of the stars of blue bloods to find out just how close the on screen family really is. >> looking to take her life, sean.

>> let's talk about the weather because it is going to be a great weekend to stay and side. a great cbs3 programming. let's take look outside where we do have cold conditions skies are mainly clear. this is the view from our skycam3 of the bridge and of course looking across to the beautiful skyline of philadelphia. we are looking at a cold night with temperatures right now that are only in the teens in some single numbers and it is only going to get colder across the delaware valley. a to you clouds will be rolling in. you can see our "eyewitness weather" watchers are showing temperatures that range from six to the north. to teens to the south. not a huge range in temperature because we do have little bit of a breeze out there. chuck pressler reporting in temperature of 6 degrees in perkasie. just six policely degrees take a zoom in to the bensalem area. the temperature is only 18 degrees. steve says what night. there's no wind right now but it is a cold one. let's take look at a few more temperatures across the delaware valley because mainly in the

teens and the single numbers. willow grove 11. kyle says in hatboro 10. royersford 11 and phil says in philadelphia it is only 17 degrees. well, here's a look at what is coming. we have a clipper this an ordinary clipper an arctic air mass and this storm is going to redevelop off the coast again and it will be a triple threat. threat number one the snow. we talked about that during our first weather cast. here's the snow that will be moving in and we're talking about very cold conditions behind it. the snow will be moving in in bands. some snow squalls. that will reduce visibility at times and then behind this system, wicked winds strongest winds that we've seen this entire winter season and the cold that goes along with it record cold by monday when this arctic high builds into the delaware valley first let's talk about the snow again. snow squalls in the afternoon and in the evening. the heaviest late in the day. about an inch to 3-inches of snow in the philadelphia area. in the city itself, about an inch or so. that's just about it but it will come down in bursts.

gusts to 50 miles an hour during the evening. createing poor visible somebody slick spots if you're going out tomorrow night in the wake of that arctic front saturday night through sunday afternoon we're talking about a high wind watch everywhere. 50 to 60 miles an hour gusts. that's a strong tropical storm strength gust and with that you have a possibility of tree limbs down some scattered power outages, possibly some limited structural damage so please be aware of that and look at the wind chills. wind chills well below zero all day sunday. two below at 1:00 o'clock on sunday. 21 below in the poconos during afternoon and then by dinnertime still well below zero everywhere on sunday. once the wind begins to settle down then we have the record cold that will be monday morning. the morning low two tying the record set back in 188. the morning wind chill in philadelphia 15 below if we weren't off of school and off of work i think we would have some days off around the region. overnight low 16 tonight. the high tomorrow only 34. the snow in the afternoon the whipping wind at night and on
