right now at 11:00 o'clock dangerously low temperatures grip the region and it's only going to get worse. we may be waking up to record lows. all throughout the night we've been dealing with powerful winds and subzero wind chills we're tracking more snow on the way. good evening everyone. i'm natasha brown. thank you so much for joining us tonight. all arch diocesan elementary schools in philadelphia will be closed tomorrow because of the dangerous cold. and on top of it all a winter storm watch has been issued as well as we track more snow for monday night. let's get right to meteorologist justin drabick he's been very busy tonight. he has more on the possible record cold and that snow. justin? that's right, natasha. still tracking gusty winds across the dealing. dealing with brutal wind chills overnight. not nearly as last night. probably kept you up in many locations across the region but these were our peak wind gusts

early sunday morning. we made it up to 66 miles per hour in cape may. brandywine in new cass sole county, delaware, coming in over 60 miles per hour. 59 in vineland, new jersey, reported gusts as well as bush kill township in northampton county and philadelphia international airport had gust at 54 miles per hour earlier today. here's where we are right now. about 25 to 30 miles per hour gusts currently so they are coming down but still it brings nasty wind chills into the region. wind chill advisory continues until 11:00 o'clock monday morning. wind chills down around minus 10 to 20 degrees overnight. into the first half of the monday. this is what it feels like right now. minus four on exposed skin in philadelphia. minus nine in atlantic city. minus 16 in reading and 33 degrees below zero what it feels like in mount pocono. here are the record low temperatures to beat tomorrow morning. allentown i don't think you'll get that cold minus seven but reading, trenton, ill philadelphia, wilmington atlantic city low single digits that. would be breakable and look at these years these were set.

a long standing record. if you have to go back to the 1800's for some of these locations. tomorrow morning we'll wake up to single digits this is not factoring in the wind. below zero north and west of the city. dry on storm scan3. high pressure over us right now clear skies but there's our next storm system track across the mid atlantic tomorrow night into tuesday morning. with a cold air in place we're talking about another round of snow winter storm watch will go into effect for monday evening through tuesday morning for all of new jersey, delaware and philadelphia and surrounding suburbs. we'll time out that storm system and talk about how much snow coming up in the full forecast in a few more minutes minutes. gnat. >> justin thanks so much. dangerously cold temperatures mean that all around the city authorities are trying to make sure now that the city's homeless are inside and out of the cold. our team three coverage continues tonight with matt rivers in center city philadelphia with more. matt. >> reporter: nat shaat city has issued a code blue in response to these temperatures allowing them to free up more resources to help the city's most vulnerable populations.

for ice skaters sunday' cold meant wearing an extra level. minor thought amidst a day of skating at the river rink along penn's landing. for most here, thankfully the cold was at worse just an inconvenience. for others though it is truly about survival. >> life-threatening conditions so tonight is not a normal night. tonight is a very serious situation. >> reporter: sister mary scullion runs project home ton night partnering with the city they had five different crews responding to calls throughout the area trying to get the homeless to come indoors. as you might imagine it's been busy g some guy just called about a guy under the overeyes. >> reporter: report trying to get people inside can be more challenging. some who live on the streets are skeptical of help. on a night like tonight single digit temperatures subzero wind chills their mission is easier. >> tonight, lit literally people are chasing down the vans. people devil want to come n. >> reporter: we know we're not telling you something you don't

thankfully no one was injured. high wind gusts were whipping as high as 50 miles an hour strong enough to topple trees as well. as "eyewitness news" reporter steve patterson shows us, one of those trees smashed into a delaware county home. >> reporter: on a day where the stripes appear to be clinging to the stars a windy war memorial is about as positive as it gets. >> cut the house in half. >> reporter: this was a day where the wind ruined a home in nearly extinguished four lives. >> opening that door was horrifying. it was horrifying. >> reporter: early sunday, was a morning when dennis star was convinceed he'd soon be burying his daughter and two grandchildren. >> i was expecting some death i thought i lost my grandchildren. i thought my grandson was dead. report roar star lives just down the road from this. his daughter's home leveled by an uprooted tree. police say at about 1:00 sunday morning wind gusts upwards of 50 miles an hour toppled that aging tree somehow it's trunk and barges just missing the

family of four. >> it just missed his bed by inches. my granddaughter was in my daughter's arms. she was trapped. she had all the rubble from the ceiling on top of her. >> reporter: back in philadelphia another example of these extreme winds take a look. this time a tree splits right in the middle lands on top of this apartment complex. nobody hurt. but another scare. east falls resident ida hopes it's a day she doesn't need to leave the car. >> it's terrible. it's a terrible wind. report roar contractor jay buck is working in it. he says it's a day you don't want to mess with. >> stay home. wait until it warms up. >> reporter: this sunday a good day to take jay's advice. in east falls, steve patterson cbs3 "eyewitness news". >> high winds also caused problems down the shore. this eyewitness cam photo shows part of the roof of the seeward hotel in stone harbor on the ground. there was also damage to a store there as well. after what appears to be a large

intersection with it being red lights you can't help but notice. report roar the truck whizzed pass tom and his family as they drove down pottstown pike. >> i called 911 because of how crazy he was driving. >> reporter: when they arrived at north ship road worst fears became reality. >> where are our kids? >> police say the white truck crashed in a mini van carrying six passengers at that intersection. it ejected two teenaged passengers several hundred feet where they died. >> i pulled up my car and tried to run over to help the family in the mini van and i saw the girl on the side of the road. >> now all that remains is mangled rode signs a tattered seat and twisted metal the four other passengers were taken to the hospital. >> that brings me to tears. i'm the mother of teenage children. >> police arrested 25-year-old thomas moore the driver of the pickup truck. prosecutors charged him with homicide by vehicle dui and other crimes.

in exton sherri greg kyw news radio for cbs3 "eyewitness news" news". well the downington area school district issue this statement saying in part, "words cannot express the sadness that our school community is feeling at this time. our sincere condolences thoughts and prayers go out to the hannah began friends and familiar who'll are dealing with this horrific tragedy ". charlotte was a junior the downingtown high school west and miles a graduate. police are also investigate a deadly crash in philadelphia's ogontz neighborhood. officers say two cars collided on ogontz and west fisher avenues this afternoon. one person was killed. another rushed to the hospital. there's no word on a second victim's condition tonight. developing now alleged isis militants release a video they claim shows the beheading of nearly two dozen kitchens in libya. the video shows hostages being led along a beach in orange jump suits similar to those worn by others captured by isis.

21 egyptian christians were kidnapped in libya last month. the victims all force to do their knees before being simultaneously executeed. danish police meantime they shoot and kill a man early this morning they believe this suspect carried out attacks at a free speech event and a copenhagen synagogue. officials have not identified the man but say it is possible that he was imitating the terror tax last month in paris. two men were killed. five police officers were wounded in the attacks. israel's prime minister condemn the attack. the time it is running out to enroll for 2015 coverage under the affordable care act. the deadline happens in the overnight hours at 2:59 monday morning. you don't have to complete the application but you must at least start it by the deadline. those who don't have health insurance face financial

hurt. also now the federal aviation administration has released its long awaited proposed rules on the use of pilot less drones. cbs news correspondent wendy gillette reports from new york. >> reporter: you may be seeing many more of these in the coming years. drones sipping around in the skies. the federal aviation administration finally released its proposal for remote controlled aircraft to share the skies with passenger planes. the new rule boss require drones to be less than 55 pounds. they can fly up to 100 miles an hour but northern 500 feet off the ground. they would would be restricted near airports and crowds and would not be allowed to operate at night. the operator would have to keep the drone within their line of site at all times. and pass a notch test every two years. >> the first keeping the american people safe as we move to inter great these new types of aircraft in our skies. >> reporter: there have been

wind gusts. less than 10 miles per hour. so there you go. something to look forward to. so at least the wind guys down but the cold does stick around much these are wind chill values. 7:00 o'clock tomorrow morning again feeling well below zero like minus 15 in many spots approaching that minus 30-degree mark in the mountains bite afternoon wind chill values improve somewhat. we get above 10 could feel like 12 to 15 above zero during the afternoon hours. nice and dry on storm scan3. we saw the sunshine today. and if you had to step outside hard to believe but actually felt kind of strong the sun as we move into the middle of february. but here we go. high pressure over us now will give way to our next storm it's developing over the center u.s. and it will track across the mid atlantic so it stays to the south. that allows the cold air to stay in place for this next storm we're talking about all snow event for the entire delaware valley. here's what to expect. late monday night, snow will arrive from the southwest from 10:00 to 1:00 a.m. the heaviest snow will be over 98 3:00 a.m. to 7am this will slow things down for the morning

commute. air temperature in the teens tuesday morning. so we'll see snow covered roads as well as reduced visibility. the snow will taper off and come to an end by mid to late morning on tuesday. at this point given the track this is what we're talking about around philadelphia surrounding suburbs. a fluffy three to sick inches will be cold so it will be powdery snow easy to shovel much that's good news. snowball making not so good. farther south you go, near the jersey shore southern new jersey and delaware, you get closer to the storm. that's where we'll see more snow snow. six maybe 8-inches in that x the farther north and west you go lesser am. these zones could shift further north or south depending on the exact out come of track from that storm. let's time the out. tomorrow it's dry. clouds increase through the day. 11:00 o'clock monday night. snow spreads in from the south and west. it will become levee and steady through the overnight hours. 7am tuesday still dealing with the snow for that morning commute. heading back to work and school. late in the morning afternoon we clear out. a few peeks of sun probably

>> wake up with "eyewitness news" this morning for the very latest on the record cold that we may be facing. our team is going to start bright and early at 4:30 justin. you can see why because it really is brutal out there tonight. >> nooks if you dice that will define our winter season. we're talking about near record cold temperatures dangerous wind chills and snow coming in through our region as well. >> little bit of everything. >> could be the most snow we see for philadelphia. that won't take much. we need over 1.6-inches. yeah it looks like we'll get it with next storm season. let's break it down. right now outside still gusty winds but not quite as bad at last night. you'll be able to sleep sound toll night as your house probably won't be rattling but clear skies over us right now but it is cold. we have that core of the arctic air just settling in. here's the actual air temperatures right now. this is not factoring in the wind. 11 degrees officially at the airport in philadelphia. five in trenton. minus seven now in mount pocono

and just look at that cold air situated over the mid atlantic in northeast minus nine in buffalo. five below in state college. even 15 degrees currently in richmond. factor in the wind the feels much colder. those wind chills down minus 15 in many spots. through the overnight hours tomorrow morning. even as low as minus 30 up in the poconos better conditions by the afternoon as the wind starts to go calm. so little bit more bearable if you're heading outdoors for president's day afternoon. wind chill advisory continues in effect until 11 a.m. monday morning again wind chill values minus 10 to minus 20 throughout the entire region. the delaware valley. so we're talking about near record cold tomorrow morning. the record low temperature for philadelphia is 2 degrees. that is our forecasted low set back in 1888. so that's a long standing record that could be challenged. again that morning wind chill cold as minus 20 even here in the city. current wind gusts around 25 to 30 miles per hour. last night we had the gusts 50

to 60. much better. compared to 24 hours ago. pretty quiet on storm scan3 our departing storm is that heads up towards the canadian maritime there's our next focus aft tension storm developing over the central u.s. it stays just to our south but tracks across the mid atlantic. so that allows the cold air to stay in place. this one is a no brain kerr all snowstorm throughout the entire delaware valley. if you have travel plans to the south across central virginia a foot of snow there. something they're not used to too much. we'll get on the action later monday night into tuesday morning as a winter storm watch will go in effect for cold, surrounding suburbs all the way through southern new jersey and delaware. and looks like areas across central and delaware will see the most snow you'll be closer to the center of the storm. time it out. tomorrow morning we'll have some sunshine but i think the clouds will start to move in throughout the afternoon stays dry through the day. later monday night 10, 11:00 o'clock start to see the snow moving from southwest to
