finding on your area thermometers. i'm sure zero our weather watchers will check in. i had the same experience, car thermometer readings awfully low values. it sure didn't want to fire itself up this morning that's for sure. i don't want to go out there it is cold. yep, you won't either. it is so, so chilly outside. we get it. you have got it get out the door and get your day started. so just make sure that do you so safely. storm scan3 totally empty and totally quiet for now. you can already see on the lower left-hand corner of your screen the combination of some snow. it will take a little time to get here, but a storm that's been pretty speed any its movement. so it, will get hereby later tonight and bring with it a fresh round of some pretty significant snow. now, for now here's how it feels. this is the here and now issue. when you walk out the door it, will feel like it is at least at least, ten below zero. but, when you go out toward places like the mountains, i mean, it is so much more brutal. thirty-two below zero the current feels-like value. as it translates to the they are mom term, the further north and west you travel, actually below zero right now

but, again you got to factor in the win. as the day progresses here despite full sunshine, i would say really up until 9:00, 10:00 a.m. this morning, even up to 11:00 a.m. when windchill advisories expire, may not feel like it is anywhere above zero. so again the hours are winding down, that will be below zero here with the windchill values. but they are still out there. you still have to play it safe when you walk out the door and have plenty of extra layers ready to go. jess? >> yes definitely good advice bundle up before you head out the door, little after 5:00 this morning and the only thing really good going for us, for commute, is that it is dry. we go outside, check out 422 where we can see there is an accident here, just past oaks. the eastbound lanes, you can see, police activity, several police cars on the scene actually trying to get that incident cleaned up, out of the way. pushed over to the right hands shoulder, additionally tagging out part of the right hand lane, as well, as only single file lane gets by for the time being. but again still early so not lots to play with with volume there. out on the 42 freeway empty

hardly see the lanes here, right at creek road, new jersey, so northbound lanes currently no problems, no problems headed southbound towards the a.c. expressway as well. out in west philadelphia 52nd street building fire between spruce street and locust take 51st to get on by ukee, back to you. >> thanks so much. more now on the breaking news, windows blow out an apartment building in chestnut hill. now we think we know what caused it. jan carabeo joins us now near the scene jan good morning. >> reporter: ukee, good morning, the fire department does confirm that all of the damage here on scene was caused by a ruptured gas main. take a look at the damage behind me this morning. folks here are really fortunate, no one was hurt, close to dozen people from six different ants were initially displaced, the residents in the four right side apartments are back inside this morning the two units on the left side are still off limits because of all of that damage. now, we're coming to you live from the 100 block of benset street in chestnut hill.

pgw is on scene working on the gas main, crews have also been going to neighboring homes in the area, making sure there are no other high gas readings. that looks like that work is done right now. and this gas main rupture well, it happened just about 1:30 this morning, you can see the force behind it, the windows on the bottom floor of these apartments blue out. in all officials on scene tell me tell -- ten people were evacuated. some people have been allowed to go back inside. their units have been send late dollars, noon serious damage there other units however, will need a lot more work. we're told these people are staying with friends and family this morning, they are safe, and out of the cold. so fortunately back here on scene, no injuries this morning. fire crews are still here. pgw is still here. they are working on the gas main, they are trying to figure out exactly what cause that rupture this morning, but in this area, as they work, some streets are still off limits, so take a note that far as you head out the door. and if in your this area of chestnut hill this morning. coming to you live, jan carabeo, cbs-3, "eyewitness news". >> jan, thank you.

on this president's day parts of our area could come close to dangerously cold record lows that haven't benzene since grover cleveland was commander in chief. justin finch joins us in cherry hill, camden county, on how people are staying warm, justin, good morning. >> reporter: erika, good morning, if you come outside today you have been inside for a long time there is cold will be a shock to your system. specially when that wind blows through. it is absolutely bone chilling, as you mention code blue has been called for much of this region because this is the kind of cold that can make you sick, or much, much worse. brutal cold, sub freezing temperatures, a frigid forecast that's not just bone chilling, it is dangerous. in center city we found crowds following the drill. coats on, layers down, with hoods up. most on their way to someplace warm but not all. >> phone is just ringing off the hook, you know, citizens who care about people on the street. >> staff at project home say demand for their shelter

service haves spiked, as lows dip into the single digits, and windchills sing into the negative numbers. >> there is just so many people that are struggling and in need of shelter and even heat, you know all these things. >> as project home shelters the homeless, several county agencies work to go set up warming centers those with no place to go in the sub freezing temperatures. >> and of course this windchill advisory now in effect until 11:00 this morning, out here, it can really feel like you're much, much below zero here when the winds blows through, and if you need a place to go, that's warm today check out your county or city hall, a place for you to go in this weather here today. live in cherry hill, justin finch, cbs-3, "eyewitness news". >> justin, thank you. a close call for a delaware county family, check this out. wind gusts as high as 50 miles per hour, toppled a tree that landed on that home in newtown square. it happened early sunday morning, while the family of four was sleeping in their

home on spruce road. at least two people suffered minor injuries. one person was trapped in the living room. >> my granddaughter was in my daughter's arms, she passed her out to movement i pick my grandson out of his room. my son-in-law was running around he said it sounded like an avalanch coming through the house. >> police say the tree appeared to be cold could not with stands the strong wind gusts. our weather coverage continues on line at cbsphilly.com. get up-to-the-minute weather conditions for your hometown, and information on how to survive these dangerously cold temperatures. breaking right now from west philadelphia, take a look at these pictures, you are looking live at two alarm fire at home on south 52nd street. firefighters are above it and below it trying to bring these flames under control. so far no injuries to report. hopefully they'll stay that way, but it is very early in this situation. firefighters battle those flames of course in the bitter cold, as well. now there is call came in about 4:00 this morning to heavy fire on the third floor.

you can see that's about where those flames are concentrating right now. this is on the 200 block of 52nd street between walnut and spruce in southwest philadelphia. no word on how this fire started. it is very very early once again, we look on line and three-story building by the way house as pharmacy and several doctor's offices. we of course will keep you up-to-date as we learn more. but again, this is a two alarm fire burning right now on south 52nd street in west philadelphia. and firefighters are on the scene, police officers are on the scene, not sure if that is endangering any other homes in the area, especially with the embers flying down the block as you see they are. but once again live from southwest philadelphia, right now, that 3-story building continues to burn. we'll continue to follow this throughout the morning. >> well, chester county high school is mourning the loss of two siblings killed in a valentine day crash. downingtown west high school junior charlotte hand began and her brother miles died
