weather coverage, we will begin with meteorologist sat i orr from the cbs-3 weather center. >> jessica, we have an eye on this storm from the south already snowing in washington and heading toward baltimore and then moves right up that i-95 corridor, toward philadelphia. take a look at storm scan three we will zoom in and show you what we have in store. you can see that snow moving in fairly quickly from the south, and the west and you can see how close it is getting. in extreme southern delaware we are seeing some of that snow building in and you can see dry air to the north trying to fight this snow, takes a little while but it is break go through. if i put this into triple scan mode you can see some of these returns and this is creeping right through parts of the sussex county on its way to kent county and dover. this is going to be moving in our southern zones fairly quickly. when we look at these watches and warnings, we're talking about close to 20 states being impacted by this storm, right now, with warnings and advisories. for south jersey and for delaware we're talking about a

winter storm warning in effect for higher accumulations. this is an upside down storm. lesser accumulation toward the north and west. philadelphia points to the north and west under a winter weather advisory until tomorrow at noon. future weather shows obviously cloud here and there is the snow moving in getting a real good grasp on this. then watching it moving through wilmington by 11:00 o'clock. midnight 1:00 a.m. and point to the north and east and then some heavier snow moving in overnight and then by the noon time hour it is out of the delaware valley. this is what we expect by 2:00 a.m. snow is every where. steady snow between three and 7:00 a.m. it will be very heavy in that period of time. very slow moving commute with snow covered road and that snow whip taylor off between 8:00 ape noon. one to 3 inches, philadelphia about three or four. higher numbers as you head toward extreme south jersey and central and southern delaware where we expect six to 9 inches of snow. coming up, we will zoom in on

>> reporter: chris, i don't think i have ever seen anything exactly like this. this building behind me here's sentencely is one large ice sickle will. take a look right now members of the philadelphia fire department still hard at work here pouring water on some hot spots inside of that building but take a look immediately to the left. you can see these two ladders there they are essentially encased in ice and they are frozen solid, to the side of the building. in a brutally bit ter cold fire fighters braved element, converging on this west philadelphia building early monday morning. flames could be seen powering pouring out before sunrise. but by day break all of the water pouring in, formed an ice castle of sorts. >> i have been around here for 52 years. never saw nothing like that in my life. >> it looks like something out of the movie. >> reporter: sub freezing temperatures meant layers of ice in the building near 52nd and locust street. >> as soon as water stops flowing it becomes ice. other thing is safety hazard of moving around on fire

ground and trips and falls you have to be extra careful. >> reporter: isis building up on the delaware river. when temperatures go this low with snow on the the way hardware store owner andrew segal say pay a little more, skip rock salt and buy calcium chloride ice melt instead. >> calcium melt snow down to negative 15 or negative 20 degrees where saltings down to about 5 degrees. >> reporter: there are those who didn't want any ice melt today, blue cross river rink on penns landing still drew a crowd despite the the cold. >> it is presidents day. all of the kid have all school. we said why not it is my son's 12 year-old birthday. >> reporter: back to our fire here in west philadelphia, fortunately no one was injured but six people have been displaced and they are staying with relatives tonight. as for the cause of this fire right now that is still remaining under investigation. reporting live from west philadelphia, todd quinones, cbs-3 "eyewitness news". >> incredible scene there todd, thanks very much.

some people, braved the dangerous cold to run errands today. "eyewitness news" in brooklyn camden county at the shop rite where shoppers filled their carts with the food and having else that they need to ride out the the cold and the snow, as well. you can track weather anytime you like on your smart phone or tablet. just down load cbs philly weather app. it is free. you can find it on both itunes and google play. residents of the philadelphia apartment building say they are lucky to be alive after a gas main ruptured and blew out their windows this morning. now investigators are looking into whether the frigid temperatures played a role in this. "eyewitness news" reporter walt hunter has more from chestnut hill hi walt. >> reporter: hi, pgw workers still very busy here with that gas main that began leaking around 1:30. gas going in to an apartment build ago cross the the street causing a huge explosion but greatfully everybody got out without a single crash. looking into the apartment

where a natural gas explosion lifted the floor throwing tables and sofas like doll house furniture richard jordan says he is amazed with his wife and dog he made it out unhurt. >> the wall started caving in, ceiling started caving in. >> reporter: sleeping in their bed the jordan's watched as the ceiling began crashing down across the first floor, stopping just inches from their feet. >> the lord was looking out for us, and kept that ceiling up there and fit had come down on us i don't know if we would have made it out. >> whoever won that 500 million lottery didn't do as well as me. >> reporter: paul mcginty sleeping upstairs also got out unhurt and along with neighbors helped the jordans make their way to safety through their shattered apartments. >> i kind of helped them out over the window and carried them into our house here. >> reporter: pgw officials say a break in this 6-inch cast iron main led to gas leak go

into the apartment building. although, what caused the main to crack isn't yet known. >> very blessed but still hard broken. >> reporter: andrea jordan looking inside saw an irreplaceable collection offhanded made materials shattered on the floor salvages what she could she and her husband say they are grateful, beyond everything that they survived. >> nothing hit us nothing came down on the bed. that is a miracle, um. that is amazing. >> reporter: even more amazing taking a look at this live picture take a look at how those bricks were buckled out from the side of the building and yet the building itself stayed intact and the gas that was inside did not ignite into a fireball which could have caused obviously very serious concerns, for the residents who were in at that time. right now pgw crews continuing to work, public utility commission now joining the investigation, to find out why

this main broke and we will have more for you, on this story when we join you at 6:00. live from chestnut hill i'm walt hunter for cbs-3 "eyewitness news". >> walt, thanks very much. strong wind are also a concern, powerful gusts knocked over a steeple at burholme baptist church in northeast philadelphia "eyewitness news" reporter steve paterson shows us the damage. >> we could not believe what we saw. >> reporter: their steeple fell off the church in the middle of sunday services. pastor charles junior admitted money is a man of god in disbelief. >> we heard the wind the whole time. >> reporter: he remembers the wind pounding on the church during services at 10:00 sunday morning. about a dozen church goers brave enough to hear him speak instead got a word from interrupting members. >> we lost our steeple. >> reporter: it was very cold for that sunday services all of the congregation was gathered in the smaller,

warmer room but that steeple actually came down right above this sanctuary. because nobody was in here nobody heard it, so what people were notified they could not believe what had happened. both pastor says they walked outside and saw what was on the ground despite being initially upset he says it is nothing short of the miracle. >> i cannot picture any contractor in philadelphia being able to do such a perfect part job as the the lord did. >> reporter: steeple is about 115 years old and 07 feet high a few tons heavy casting a shadow over the bus stop out front. instead it for speed owed straight down in this alley, fran atkinson greed, it could have been way worse. >> hundred year company, four years out on the street perfect park job. >> lord delivered, amen. >> reporter: in northeast philadelphia, steve paterson for cbs-3 "eyewitness news". philadelphia's streets department is taking a closer look at some city bridges. for the next four days, there

will be temporary lane closures on the falls bridge the strawberry mansion bridge and the martin luther king drive bridge. all of those crossed the schuylkill rich and these are routine inspections for maintenance and safety. >> we're inspecting bridges for the the structure to keep them within compliance and federal standard. we're taking a look at the the details for super structure. again, those bridges are opened but you need to expect lane closure, they need to be inspect by the end of the month to keep up with federal compliance. well, caught on camera now a fire breather, catches fire in philadelphia. we're told this man did suffer minor burns. take a look at this video from jeff herd at that to arts convention at the convention center yesterday. you can see flames engulfed this performers body in a heartbeat and then they spread to the floor below. quite a scene there at convention center.

>> reporter: hope thermal use is serious and medical attention is critical. here are some of the symptoms to look for: confusion, dizziness or exhaustion. it can indicate hypotheria. skin discoloration or numbness can be symptoms of frostbite. bill brennan is a union carpenter who knows the cold and warned his young daughters. >> i texted my girls yesterday and said make sure you have the extremity covered up, and stuff like that because it is bone chilling numb. >> reporter: doctor christopher says that is the right advice. >> the body naturally will not ship them to the inside and keep heart warm and brain warm. so the extremities are really at risk. >> reporter: right about now my extremities are really pretty cold. so on days like this you just need to be smart with how you dress. if you are responsible for the elderly or for little will children, just keep them inside until the weather brakes and it gets warmer some day. reporting live from rittenhouse square, pat

okay. do you want to talk about being snowed in, this is it. this snow made a door imprint, at the this home in plum island, massachusetts. woman who lived there had to dig herself out, literal willly digging a tunnel, from her door to the outside. having what a job. look at that. that is a good six or 7 feet of snow. >> yeah. >> it looks very similar to what we saw back in november in buffalo. >> yeah, okay. >> do you remember that. >> it is just amazing think about that effort. >> yes. >> and how much that takes to get through all that. the that is heavy. >> hard to get anything done. >> my aunt nancy lives there, she's 87 years old. we had to call and make sure we plowed her out.

delaware valley. we are in search of the coldest low temperatures as well. here in blue bill it was three. daniel boone area high school will in birdsboro, two below is the temperature. at bethlehem freedom high cool 4b low. camden academy high school only 1 degree. in philadelphia we are close. record was two setback in the 1800s, we were at three. i think we should still get something for that. right now in philadelphia 16. allentown 16. reading 13. poconos it is eight. philadelphia the temperature is 28 degrees below normal. the average high is being 44 for this time of the year. the right now it feels like four in the city. 4b low in the poconos. the this is a big improvement from this morning and allentown, it feels like five. so we have the cold air in place, and here comes the the snow, an area of low pressure that is moving to the north and east and it will drag that snow witt. the right now in southern delaware we're seeing light snow showers. this will gradually move up from the south toward the the north into philadelphia within

the next i'd say five hours to six hours. so by midnight it will be in the city. this storm skirts by us very quickly overnight. heavier snow comes while most of us are sleeping if you are doing overnight shift take it easy because you'll be caught in poor visibility conditions. morning snow just waiting for clearing. chance of the light snow shower on wednesday and then thursday we will dry it out but brutally cold again with temperatures in the the 20's. one to 3 inches in the lehigh valley. the as we get toward philadelphia, a little bit more we're thinking three to 4-inch's long that i-95 corridor. to the north of wilmington right around that four plus inch range and glassboro, pemberton, hamilton four to six and higher accumulation through south jersey and southern delaware where we can see six to 9 inches of snow. overnight we will see snow falling, heavy at times. low temperatures in the teens. tomorrow we will anticipate poor driving conditions for morning commute. stay safe. it is slippery r there will be delaying. high tomorrow on the 28.

just getting underway. snow is on the way, on top of this very dangerous cold. we will be monitoring things there. in the meantime here's kate bilo, kate? >> thanks, chris. snow is starting to move in off to the south and it is snowing and sticking to the road down around d.c. air were moving into baltimore as well and just south of the delaware border seeing band of snow pushing n you can see nothing for us just yet. air is very dry. it will take a while before the snow reaches the ground. once it does we can expect steady snow right through overnight hours. heavier snow and highest amounts may be over central virginia as this storm cuts by to the south but there is plenty of cold air. we will get light fluffy snow that piles up quickly and we will be seeing that during the overnight hours tonight. coming up we will have more on the timing when heavier snow arrives, when it moves out and, of course, how much you'll see in your neighborhood. dangerous cold is breaking record meteorologist justin drabick is live along the schuylkill river with the cbs-3 mobile weather lab to show us just how cold it got.

>> good evening, kate a lot of people say it is february, it is supposed to be cold. true, but this is unusual for this time of the year. here we are in mid-february our average high temperature is 44. not enclose to that today. sun rays are getting stronger. good morning we broke record in all three states philadelphia pennsylvania, and new jersey and in delaware. area waterways are freezing up as well. let's check with the cbs-3 mobile weather lab right now. we have a current air temperature coming in at 17.8 degrees. so some improvement from this morning, and at least wind is dying down a little bit but this arctic air mass sticks around. now the schuylkill river is well underway so, freezing over, with these cold temperatures, in place. we have sent up chopper 3hd earlier today and we will give you a bird eye view. patches of water flowing around the ice but really cold temperatures are expect to stick around so no melting anytime soon. in fact ice will most likely expand. now the delaware river is starting to freeze up as well. i talk to the coastguard and

they plan to head out tomorrow to inspect ice and determine whether ice cutters need to be brought in. as for the plunging temperatures, here were the the lows this morning across the region. mount pocono negative 8 degrees, reading has a new record of minus one. trenton tied the record at 1 degree. wilmington tied at two. atlantic city got a new record of two. georgetown delaware at a six. lets talk about february. thinks unusual. our low in philadelphia this morning 3 degrees. that is the coldest february morning since 1996. so far for the month we are five and a half degrees below average. that is impressive. we're in a good stretch of temperatures below freezing, as many as eight days. we have more record cold for the the end of the week. back here schuylkill river behind me, isis floating. they will thicken up over next few days. reporting live with the cbs-3 mobile weather lab, i'm meteorologist justin drabick now back over to you. >> justin, thank you. eyewitness weather team is on your side with weather, traffic and live reports. we will go on the air extra

early tomorrow at 4:00a m to get you through whatever comes your way. we have an eye on the storm but we are not alone. other locations up and down the east coast are also preparing for snow and dealing with these dangerously cold temperatures. cb. the news reporter marley hall has more from new york city. >> reporter: in boston transit workers from all departments are pitching into clear snow from the tracks. >> only job i work at is marketing. >> reporter: rails are buried in snow just about everything else. boston got another 16 inches over the weekend that makes about 7 feet in three weeks. >> this is the most snowy february in the history of boston. >> reporter: on plum island, massachusetts, snow completely covered the entrance to a a home. residents made a continue toll get out. here in new york's bryant park it is so cold the fountains is frozen solid. temperatures are not expect to rise above freezing all week. samantha sandberg knows how to dress for the weather.

>> this is a fur hat. i have a fur scarves. i have four layers on underneath my two layer coat. >> reporter: the south is also getting a powerful winter blast, from miss sip toy north caroline, people are expecting snow sleet or freezing rain. kentucky could get a foot of snow and governor urged people to stay home if possible. marley hall for cbs-3 "eyewitness news". >> just incredible. get this boston area is expected to get more snow tomorrow. we have some break news right now just in the "eyewitness news" news room, this video from west virginia where a train has derailed. this train was carrying oil we're told it went off the tracks with several cars falling into a river below and then exploding. resident who live nearby this scene are being evacuated and train is said to be leaking oil into that river. the fire that you see on your

screen has also spread to a nearby house. again, this is happening in west virginia right now. no word on any injuries at this point but we will update you here and on cbs philly.com. danish investigators are now questioning two men suspected of helping a gunman who launched deadly attacks in copenhagen over the weekend. police killed that gunman in a shoot-out. he is identified now by the associated press of omar hussein. he was released from jail just two weeks ago. that man opened fire on a free speech event in copenhagen and shot a jewish security guard in the head right outside a synagogue. the authorities believe that these shootings may have been inspired by last foster or attacks in paris, but they don't believe that man is part of the larger terror cell. egypt is latest country to launch tax on isis targets. those air strikes took place in libya following the release of the disturbing videotape over the weekend. this one purportedly shows

militants executing more than 20 christiane beginnings hostages. they were work hours were abduct in libya which remains unstable following the 2011 ousting of moammar gadhafi. egypt says it targeted training camps and ammunition storage sites in those air strikes. police in las vegas continue their search for a gunman after a deadly road rage shooting. they have released this composite sketch of the suspect. police say that man and two other men were involved in the near collision with tammy myers on thursday. myers was on her way home after giving her daughter a driving lesson and those men allegedly followed them home then one of them opened fire striking her in the head. myers was taken off life support on saturday. >> i had to say my last goodbyes and it is just really hard on me because she was always there for me. >> hug your wife right now. tell her how much you love them because you get to do
