>> our eye is on the storm packing a punch across the region. this is courtesy of "skycam 3", where the snow is still falling right now making it tough to see out there. number of schools are delayed or closed, and that information of course is at the bottom of your screen. >> we have live team three coverage for you. let's check back in with meteorologist, katie fehlinger on this storm's track. >> thankfully at least the storm's track is it will be depart withing time. so not watching it arrive, rather really going see the final hours of it, over the next couple of hours the timing obviously a lot less than ideal since a lot of people are hits the road and trying to go about their day. so a loft delays, a loft closures are expected because of this. but yes, you can see all of the purple over my shoulders. let's take it full screen, show you what's happening out there as we start things off with quick check on the roof camera, "skycam 3", certainly showing poor visibility for us at this hour. and you can definitely tell by looking at the road surface that they are snow covered here off in the distance as we

face south. again, let's take to you storm scan3, where we continue to find that snow falling right now. and as it falls, you can see as we sort of just take snapshot view here, some of the steadiest and heaviest of the bands actually currently falling across there. so you have one through new castle county across the border, there across the bay into salem. another pretty decent batch now through lower bucks county as well. >> this will continue to fall for few hours, as a result, lever behind certainly at least a few inches of the white stuff. now the further nor you go, the lighter your totals are expected to be. however, as you head further south, especially through extreme southern new jersey, cape may, southern cumberland, southern atlantic counties, and then across into kent and sussex counties in delaware, yes, ma'am, you get the sweet spot for the heaviest of the snow this time around. although it is pretty tight gradient in terms of amounts for our area. might just be one county over even part of the county over where you see the difference between 3 inches. so what are we dealing with here? it is really just going to be the super light powdery fluffy

snow thankfully not terribly wind driven, that shouldn't be an issue in terms of the visibility, but because it is coming down so steadily, that will reduce your visibility, and also, it is going to accumulate so quickly. so that's the fluff factor as we call it, simply because your ratio is a lot larger, in other words, you can accumulate that much more based on the amount of liquid that's in the air. now, as far as temperatures go, oh yes, you are cold enough for snow. like there is no possibility of us seeing any knicking this time everyone below freezing, substantially so. so it is still cold outside. but, thankfully, not as winnie thankfully not quite as harsh. now, isn't it hilarious that 28 degrees doesn't sounds as bad to us. but it is easing up for us in terms of what we dealt with yesterday, but of course the other problem right now that we face is that snow which will be with us through the rest of the morning at least. for more on how things are looking out there as we speak we sends things out to meteorologist, justin drabick with us all morning long in the cbs-3 mobile weather lab hi justin. >> reporter: good morning,

katie. talking about the snow ratios being so high, so it doesn't take much to accumulate the snow. that's a key factor with this storm. because it is so cold. right now 13 degrees, that's the problem. we really can't keep up with the snow here on the roads. just keeps on accumulating. it is not the heaviest snow, but it is just so cold all this sticks very fast, a loft air in the snowflakes, and just piles up real quickly. snow is 95 south through delaware county, just passed 322 wessex it west chester as we head toward the delaware line, you can see it snow covered. this is major roadway, so you can imagine what your neighborhood roads are right now. i say good coating to maybe up to an inch of actual snow on the highway. now, the plows coming through but real now bear spots so you're going have to drive slow. pretty slick out here, 30 miles per hour, pretty much good speed here on 95. and now you have few all stars trying to push it, going 50, maybe even 60 miles per hour but just want to use the common sense here, use your best judgement, keeping here, just wait it out little bit. it is not a long duration

storm, so later on for the morning commute we should see some improving conditions. if you can delay your morning ride maybe by few hours probably best bet let the snow stop, let the crews get on t again, it is 13 degrees, it is cold, the snow is sticking, road crews out but hard to keep up. that's the latest here in delaware couldn't, actually, delaware the next time we see you. we'll give you updates there that's the latest here on the mobile weather lab, we send it back to jess for a check on the traffic. >> nice zero see first-hand account. i heard justin say slow down, that's definitely the advice of the day. you can see, a loft incidents pretty much all over the place there is one actually on the boulevard, between fox and kelly drive and the southbound lanes zoom the camera in little funny way you can't see the entire scene here, but you can see car actually reversed, taking out part of the left hand shoulder, police activity on the scene everyone actually crawling by over to the right-hand side completely single file by the scene and even slow going in the northbound lables, as well.

and over on the schuylkill, right around 202 another accident scene here, you can see, snow steadily falling right here this camera also zoomed in little bit odd. but there is an accident there. cars really slow going right behind it on the eastbound lanes of the schuylkill expressway. now, problems for mass transit, dealing with the septa buses having detours in is a list of all of the bus on detour so far this morning. good thing the septa regional rails doing just fine and running on time so far. new jersey transit running with normal schedule. the patco speed line has a snow schedule beginning at 5:00 a.m. and speed restrictions all across the board out in pa, the schuylkill, 95, the blue route, 202 everywhere, down to 45 miles per hour. erika, back over to you. >> new jersey state offices are opening late today due to this wetter. >> non-essential employees asked to report at 11:00 a.m. essential employees required to come in at their normal time. now, our team coverage continues with "eyewitness news" reporter jan carabeo she in clementon, camden county right now jan? >> reporter: ukee, erika, good morning, snowing at pretty good clip here in clementon.

so fast that it is accumulating on the ground quickly, too. if i step into this untouched area, you can see about two maybe 3 inches right now of this light fluffy powdery snow. very fun to play in. but not so fun to drive in. take a look at the roads this morning. this is the 400 block of south white horse pike, here in clementon, camden county. and the cars, they are moving very slowly. and that road you know what doesn't look as bad as it did when we first got out here. that's because half dozen plow trucks came through, took off the top layer of snow. but it is snowing so quickly out here, that the roads are just getting covered back up. let me tell you the trip from philly to south jersey not a treat either. a loft cars had their blinkers ongoing very, very slowly, because they couldn't really gain traction, and the areas that hadn't seen a plow, however, we have seen quite a few new jersey dot state plows out there on the roads this morning, plowing the whole highway off in that echelon, that tiered plowing that they usually do of course, want to remind folks to stay behind those plows, it is the safest place to be,

specially right now with a lot of snow on the grounds. and so much snow in this area that i caught up with one man who says, hey you know what? i got my coffee, but i'm going right back home. take a listen. >> i came out of my streetment and i see the snowplows still hitting the side street. pretty heavy still. so i think i will ' turn around, head on grabbing snow day. >> yep, snow day. >> he's not taking any chances of course. he's coming off after side street just went down the road about a mile and it was too tricky for him. so he's turned back, we do have a the love closings and delays. you want to look at the bottom of your screen for those. for now live in clementon, jan carabeo, cbs-3, "eyewitness news". >> all right jan thanks so much. snow covered roads are a problem in much of the philadelphia area. >> little more dangerous and hilly terrain, eye on the storm coverage continues with "eyewitness news" reporter justin fin. we were just saying on twitter to each other tough enough without all of the snow on the hills in manayunk. >> reporter: now the calvary here come the plows here making their way down here main street manayunk.

we've been waiting for this all morning. the plows are going through here making some very substantial clearances here on the road here. i would say in the street i saw about maybe two 3 inches of snow at least and you can imagine, how treacherous that would be to drive through on a morning like this morning as well as factoring in those hills, going across the street now, showing you how significant the difference is now with that being cleared. here you see there is actually some blacktop here versus here across the street, bit further, i put my whole foot through there. so really can be a bit of a hazard whether you're out here the streets not cleared. i, too haven't been wondering what the phils and the side street, just how dangerous that might be. there are plows circling the area now to handle that. we have a guy walking down the street, with a shovel in hand. you can see the snow here is pretty high. lot of work for that guy later today to knock out some of the snow that has built up here on the sidewalks here this morning. people have not quite woken

officials say the csx train was hauling more than 100 tankers full of crude oil when it skipped the tracks. fourteen of them ignited. one smashed into nearby home and another landed in a river. >> when it blew up, the flame were higher than the top of the mountain. coy feel the heat on my face five houses away from the river. >> amazingly no one was seriously injured. it is unclear if the wet her anything to do with the derailment. the state was under a winter storm warning at the time. the cause remains under investigation. coming up this morning we'll have much more live team coverage for you of the storm that's moving through our area right now. >> here's another look at center city courtesy of our cameras. we'll be right back. slow your roll, family. see you in a bit.

here is a view from the philadelphia art museum, looks like some folks just ran up the steps now doing the cool-down walking back down. now we did just get word like ukee said that philadelphia public and archdioces schools are opening two hours late this morning. so oh, pull those covers back over your head, re-set your alarm, enjoy the sleeping? >> i'm telling you that sound great. hey we can continue keeping our eye on the storm and checking in on the roadsment mike dinardo from sister station kyw news radio 1060 is covering the roads for us, on the phone with us. >> we're in depford new jersey just off 42 at clemente's bridge road near the depford mall. even though the crews are out roads are snow covered they're slippery. even on the major roads, it is

not safe to go faster than 30, 35 miles an hour, although, i've seen people do that, in fact on 42 approaching route 55, i saw an accident involving a tractor-trailer and a car. looked like everybody was okay. but, when you have different vehicles trying to move at different speeds, in conditions where you have no traction, that's when you get accidents. that's what we're seeing this morning. >> we'll slow your roll, as well we'll continue to get with you throughout the morning during our broadcast mike dinardo, "kyw news radio" 1060. >> all right, we want to get over to katie and check in with our weather watcher. >> they're up dark and early just as we are and out already, helping us out hooking g us up with observations. so grateful tore. that will one picture thus far this morning, coming in from upper darby he's got early start, it is bill, our gold star, one of them, the gold star weather watchers. at his parking lot at work.

you can see that snow so evidence coming through the street lamps there. so not only still finding the snow falling down, but also finding that it is going to make it pretty treacherous when you try to travel out there. he has already reported two and a half inches, where he is in upper darby and generally speaking the amounts that we're finding at least through pretty much just riding down the delaware river, it is anywhere from 3 inches to just over an inch or just shy of 2 inches down in through northern delaware, we are not done yet. as we know, as we've been seeing on storm scan all morning long. now, at this point at least what we go report is that there is a very discontinuing back-edge to all of this. so eventually, it will be winding down. we know that, right? however, we're stuck with it at a time of very poor timing here, the entire morning rush hour, going to be impacted by this so, even if it stops snowing, you will have clean to up do. the plows will have to get through, make sure to give them the room to do. that will so every someone getting hit. every someone getting snow, depends, however where you are, what you are going to end up with in terms of totals. sweet spot for the snow,

definitely goes to the southern most counties, poconos kind of getting little gipped this time. maybe one to 3 inches at max for you, but here is the timing as we go through the rest of the morning, steadiest and heaviest of the snow happening as we speak. so slow, slick morning drive and we continue to hear that i think for the next few hours from all of the field crews as well. through the afternoon we're going to be seeing the snow taper off absolutely no later than lunchtime. but probably about the time the typical morning rush is winding down, so through the afternoon, skies are clearing yes, have some clean to up do. we are at least going to be drying out not going to have to worry about re-plowing the same roads over and over, because the snow will have stopped falling. now, by tomorrow, yes some additional snow coming, but very very light. flurries maybe a snow shower, primarily late in the day and that comes in tandem with the next arctic front which will send the temperatures on downward spiral again. stuck again in the deep freeze for thursday and friday. jess, over to you. >> thank you katie. good morning shall everybody 4:46. outside where we kind of have some good news out on the

roosevelt boulevard where the accident scene we've been talking about has pretty much cleared out of the way. police activity on the way crews still in the area. still taking out left-hand lane. cars making their way by pretty much in a single file lane. you can see some snow covering part of the shoulder there as well, right around fox street in the southbound lanes of the roosevelt boulevard. also still some problems from the blue route northbound, onramp to the schuylkill westbound. that's still closed due to jackknife tractor-trailer. they've actually since removed the road flares there. you can still see roadways completely snow covered. out in lansdale already water main break at greenwood road between highland road and frederick roadment take lansdale avenue to get on by that for the time being. the area bridges all dealing with speed restrictions down to 25 miles per hour on the betsy, the walt, the ben the commodore barry. going in or out of the city where you will see those problems. speed restrictions on most of our pa majors, the schuylkill, 95, 202, pretty much all across the board down to 45 miles per hour, back to you. >> still ahead on "eyewitness news" this morning another

another rounds of snow making for a slow and rather tricky commute on many area roadways. >> oh, yes our very own justin drabick out in the mobile weather lab right now with conditions on the roads. good morning. >> good morning guys. yep, it doesn't get any better no matter where you are. we left the city. actually in delaware right now approaching wilmington on 495 south. again, it is snow covered. good crushed up inch of snow out on the roads real now bear spots. so it is very slick. best advice, if you can delay your morning commute by few hours. now, speeds, normally here, 56 miles per hour speed limit.

right now restrict today 45. and we're only going about 30-35. so you got to go under the recommended speed. few people trying to pass, every now and then, that's not good idea. delaware county, pennsylvania, we did see one car over on the side of the ditch, probably, hit the brakes little too hard. so just keep that in mind. use extra caution just play it safe this morning delay your morning ride. again, 13 degrees, so this snow is sticking pretty good. road crews having tough timekeeping up with it. we just saw plow train go on i495 northbound, they are out here but just with the cold temperatures within 15 minute or so. it just is back on the road. so just use your best judgement this morning, stay off the road, as long as you can if you k that's the late he here in the cbs-3 mobile weather lab more updates through the mongering we send it back to you in the studios. >> appreciate t coming up after a short break, traffic and weather together. of course we do it on the three's, we'll be rig

>> 4:53. >> good morning, yes 4:53, starting things off little bit with some problems, pretty much this morning. and you can see out actually the roosevelt boulevard around fox street, where an accident just cleared out of the way. still see snow covered roadways definitely important to watch out for as well. additionally a loft accident popping up because of how slippery, boulevard right around fox, so headed southbound currently no problems real think. but we can see some snow covered roadways headed northbound, as women. otherwise out in new jersey, on the 42 freeway everything moving along nicely here. moment ago we saw entire crew of salt trucks and plows headed in the southbound direction, good thing no problems headed northbound. lansdale, water main break greenwood and highland. take lansdale avenue to get on by. a lot of speed restrictions pretty much across the bore, all of the pa majors down to 45 miles per hour, and 25 miles per hour for the betsy ross, the walt, the ben and the commodore barry. careful head in the or out of

philadelphia. katie, weaver our handful today. to say the least. >> so, so true. this is one of those times where the traffic and weather about hands in hand, just of just shear volume of the amount of snow that continues to fall for us here. that's making it even that much more difficult for to you travel on a morning like this because it is the light fluffy snow that may be, might be relatively easy to get through, however, it is accumulating so quickly. let's take you on out there. what's happening on storm scan yes noticeable back edge to this. it will be little time before totally in the clear here folks, generally the rest of the morning typical morning rush, will be stuck with the snow still coming down. and then we have some clean to up do. outside we take you here to the whitfield elementary school, not seeing heck of a lot happening but you can definitely tell that the snow has certainly fallen, fresh coating, at minimum here, but that's a spot where you are expect to go pick up handful of inches. meanwhile as you travel this morning, you got to slow it down. you have got to expect delays for sure.

we have team of reporters keeping an eye on conditions to know what to expect when you head out the door. >> first we check in with kate. >> i good morning, you said it, 10:00 a.m. is the magic hour when we see the winter weather advisory and winter storm warnings expire, so they've actually been bumped up little bit here indicating this is moving along relatively quickly. which is good. but we're stuck with it, at very, very poor timing here, right through the typical morning rush. so as we start things off by looking at it, one of the area roadways, this is from the very own rooftop camera here in center city, and we are located just about block and a half away from this shot. we just went out to the cbs-3 skydeck, did a measurement becomes three 4 inches already on the gown here in center city. so lining up well with our totals that we projected for the city here. as we showed you on storm scan a moment ago and we go there again, still finding the snow falling essentially everywhere. the heaviest of the snow still falling right now through delaware central southern new jersey, and that as we
