"eyewitness news" reporter todd quinones is live from fairmount with more on what happened. >> reporter: jessica, while some parents might have been thrown for a loop by the change this morning, kids i can tell you absolutely loved having the day off from school. as the snow continued to fall this morning it made for a slippery commute for those leaving early. it prompted a two hour delay for the philadelphia school did it trick after 4:00 in the morning. but then something happened that triggered a change. >> it is quite unusual for to us make a change. >> reporter: two hours after calling a two hour delay, the district decided to close for the day parents had to adapt, on is had to miss work. >> looking around now i feel like schools should have been opened on time ton honest.

>> reporter: on the district's facebook page where closure was posted many parents thanked district for making the call but still others sounded off, one person wrote, those who helped run the school district should ab shamed of themselves for not being able to make up their mind. another person says, finally but really why tell us now. we were nearly out the door, for people and their little ones traveling in the terrible coal. so why the change? early this morning? as our cbs-3 eyewitness weather team confirmed at 4:40 in the morning the national weather service upgraded the storm in philadelphia from an advisory to a warning. that triggered the district to change from a delay to a full blown closure. >> it looked like it would taper off quite early, and then winter warning came in and it was going to be tapering off much later. so that was one of the conditions that made us change. >> reporter: district says that decision this morning was made out of safety concerns for the kids and for the staff

and for parents i talk to who were out here earlier this evening sledding with their kids the majority of them say good call they agree with that choice. reporting live tonight from fair mount, todd quinones for cbs-3 "eyewitness news". take a look at this a plow truck fell in the sink hole. we were sent this eyewitness cam video, this happened in warren county in north jersey and unclear if anyone was injury. the snow turn the rocky steps into a play ground of sorts for a tv riders. "eyewitness news" cameras just happened to be at the philadelphia art museum as riders went on their illegal joy ride. philadelphia police did not catch them. well, people along the jersey shore really game the brunt of this storm some areas getting up to 8 inches of snow last night. height pile of snow, and today we saw that there was a lot of effort going into all of this snow removal. using snowblowers, shovels and even a plow and a wheel people were busy at work removing cape may's biggest snowfall of the season. >> clearing the sidewalks, for the the seniors so they can get in and out. >> reporter: shoveling effort by the public works department began at 5:00 a.m. officials wanted to make sure businesses decided to open they would have clear paths for their customers. >> i just need to be very careful when they starting to out and move around that they don't slip and fall and we will do our best efforts to keep the streets clear and sidewalks clear. >> reporter: just north of cape may courthouse road conditions on route nine were in good shape all day but many side streets had to wait for attention. >> a a lot of digging out. we don't handle snow well here in cape may because we don't have snow look novel. it was a challenge but we are opened for business. >> reporter: while snow caused hard work for some others

is a one of the building as managers. >> reporter: we have seen peoples thermostats and they appear to be either national functions or telling the truth, what is happening. >> well, if you wouldn't block my way would i go look. >> reporter: we watched she didn't go look but the township is looking into this situation. lower merion housing official tells cbs-3 "eyewitness news" that township code for cold weather is keeping units above 68 degrees. tenants say their managers are telling them that the heater is working and simply too cold. township housing officer is telling us that they have called four times and sent an inspector with no response and citations are likely. >> i just want to be warm. >> reporter: that is all anyone is asking. in lower merion, steve palletter son cbs-3 "eyewitness news". we have news about this mess, a building that caught fire and it is now covered in ice. philadelphia's department of licenses and inn expectses has, classified this building as imminently dangerous. city says it will demolish the

property within ten days perhaps sooner if the owner does not. still no word on the cause of the fire. and take a look at this video from penns landing, you can see chunks of ice floating atop the delaware river today, very very cold outside. sure is. well in, other news tonight former pennsylvania treasurer rob mccord pleads guilty to extortion charges and he is awaiting tenthensing now. here is mccord leaving the courthouse in harrisburg after entering that plea. the five five-year old was serving a second term as treasurer, when abruptly resigned last month. prosecutors say the mccord tried to ex-extort campaign contributions during his run for governor and threatened potential donors with his position as state treasurer, if contributions were not made. a little pink pill could boost low labido in women coming up new life for the female viagra. this is national random act of kindness kay. i'm pat ciarrocchi in university city watch as

there when we can't be outside. lets talk about the the snow amounts across the delaware valley because we have had some good ones. we will start off in pennsylvania langhorne over 5 inches wynnewood 5 inches. philadelphia officially at the airport 3.7. allentown three. poconos only 1.1. new jersey, cape may you won the prize, 7 inches of snow. florence 6.1. mantua 5.5. ewing 4.9. vineland 4 inches of snow. delaware milton 6 inches seaford over five, a same in harrington bear 4.5. in newark 3.8 inches of snow. in philadelphia we have had 10 inches for the season just piece by piece it has added up believe it or not the but we are 5.9 inches below normal so far for this season. we will after i few more chances of add to go that pile. in the city we have 26 degrees, very comfortable. there is absolutely no wind. that made this snowstorm comfortable as well. allentown temperature is 20.

poconos is 16. more cold is coming, look at this through the the great lakes, temperatures in the northern plains in the single numbers and below zero. these are wind chills at international falls 17 below. bismarck 11 below. more of that weather is moving our way. we will watch a arctic front moving through with evening snow showers behind it much colder air for thursday and we are going for record cold by friday morning. a as far as this forecast is concerned, other record will happen, friday morning with the record of one, being beat by a temperature of zero. friday morning's wind chill will be below zero, 18 below, dangerously cold. watch out for black ice, highs tomorrow in the 20's. those, snow showers will be coming by the evening, on the exclusive seven day forecast cold for thursday, cold for friday, and then late saturday seeing some snow that could change over to rain by sunday but we always worry about some icing in that transition. you will have to pay attention right here on cbs-3 over the
