>> now at 11:00 o'clock, ice dangers. plunging temperatures mean the row i don't know in a depth freeze. our streets are iceed over and so is this building. right now it is in danger of collapsing. good evening, i'm chris may. i'm jessica dean. an alert tonight for your morning commute. the very low temperatures could turn local roads into ice rinks and in one neighborhood the ice is posing an even bigger threat. "eyewitness news" reporter david spunt joins us now live from an

icy manayunk with more. david? >> reporter: jessica chris very icy. i spoke to penndot official. he says crews are spraying calcium chloride and the major roads to help melt that ice and those temperatures but speaking of ice, this is the problem. the side streets in manayunk and other places in our viewing area and it's only going to get worse as the temperatures drop. as darkness hit the city, the temperatures quickly dropped. well below freezing. leaving roads looking like this. zach was on his way to long island tonight and he told "eyewitness news" the ice and speeding cars worried him the most. >> i'm going stick to the main roads. 76 476,ism 95 and hope don't hit much traffic. several areas around philadelphia. manayunk to be the bug geoff problem spot with icy hills and slippery streets. >> when i was coming in down here i actually slid a little bit. making the turn to go down to park. >> i drive really slow.

not even just on the roads on the sidewalks too. there's black ice. just need to be careful walking report roar ice concerns aren't just on the roads. more formed on this medical building now known as the ice castle in west philadelphia. after firefighters sprayed thousands of gallons of water early monday morning. now l andism says the building is dangerous and could collapse. neighbors told us tonight, they are very worried. >> concerned for the neighborhood and the citizens and the businesses. >> you see the ice down there i know the weight of that ice eventually will take that building down. >> reporter: as temperatures drop you can expect to see more ice on that building. the l andism commissioner said he's already asked the owner of the building to safely declare that building and knock it down. if that does not happen says that the city will have to knock it down. meanwhile we reach out on the owner but didn't hear back tonight. reportingreporting live in manayunk david spun, cbs3 "eyewitness news". >> let's do to meteorologist kathy orr who has more on just

how low these temperatures will go. kathy. >> jess, already in the 20's going down not teens the skies are clear. there's no wind so these temperatures are going to fall really fast overnight. take lock at the numbers right now. they are cold. philadelphia 20. allentown sitting at eight. poconos the it is zero but come tomorrow morning these numbers will be even colder. teens throughout the delaware valley. 14 in the poconos. 16 in philadelphia. 18 degrees in millville. so as david mentioned with these subfreezing temperatures going down into the teens we're talking about icy areas everything is going to refreeze overnight tonight. on storm scan3 we're in the clear right now but we have snow showers over through the midwest. it doesn't look like anything just yet. but this is an arctic front and it means more snow showers for tomorrow. we'll talk about that plus record cold again and a weekend storm that we have an eye on. i'll have update on that with the seven day forecast when i join you inside. >> see in you bit, kathy.

"eyewitness news" team will have weather and traffic reports starting at 4:30 a.m. right here on cbs3. dramatic ice rescue is caught on camera in middletown new jersey today. first responders in protective gear successfully pulled a 14 year old girl to safety from the icy waters of sandy hack became the girl's mother and her sister who were also stranded on the ice were led to safe tow. authorities say that the 14 year old had walked out on to a pipe that extends into the water and she fell in. all three were taken to the hospital for val weighing. our own meteorologist kate bilo recently took part in an ice rescue simulation in washington township. she put herself into a frigid pond in a special suit to learn more about these exact rescues. so what should you do if you were to fall through? first

put your arms and hands out on the ice shelf and then kick as hard as you can. make sure you keep your head out of the water as much as possible and try to stay calm. if you can avoid frantic mommies, that will help you retain more body heat. once you get yourself on to the ice, they say to roll away from the hole and towards shore and to spread out your weight, don't stand up on the ice. kate's and tire story is remarkable. it's on cbsly.com. we've include add link from today's ice rescue story. >> good tips. lower american building tenants complained the heaters aren't keeping them warm enough. they want the situation fixed on westmont avenue. justin said since friday the heat has all but stopped working. tenants say their managers are telling them the heater is working and simply too cold. our steve patterson tried to get answers from a woman identified by tenants we spokes to a building manager. >> we've had complaints from

"eyewitness news" reporter diana rocco has new information from middlesex county, new jersey. >> reporter: this is monmouth junction home where police say 5084 old tracy harring let her sons and their friends party last friday night.

she was arrest the after a 15 year old boy was zen to the hospital. there was no answer to the home tuesday night. police responded will a frantic mother called 911. she couldn't get a hold of her son who was at harding's home. harding told the woman the boy was sleeping but the mother later found her senior old unresponsive and suggest from alcohol poisoning in the basement. police say the teens were drinking vodka and beer under harding's supervision. >> she faces up to five years in jail. she was actually arguing with the other mother. there was a verbal confrontation at a point in time how this could happen. >> reporter: harding is a first grade teacher at lincoln elementary school. district put out a statement saying "upon learning of the arrest the employee was immediately suspended pending further investigation". >> i can't judge her but it's and unfortunate situation. >> it's not clear how many teenagers were at the home on friday night but neighbors tell "eyewitness news" harding has a

15 an 17-year-old son. she's been charged with second degree endanger many and released oh and 25 hun doctor dollars bail. in south brunswick diana rocco cbs throw "eyewitness news". >> the disgraced former pa treasurer rob mc cord faces 40 years in prison after pleading guilty to extortion charge today. he left the courthouse in harrisburg after entering that plea and he now awaits sentencing. the 55-year-old was serving his second term as treasurer when he resigned last m prosecutors say he tried to extort campaign donations during a run for governor. he threatened to use his position as treasurer to retaliate against those who did not make contributions. >> tanker carts are still burning tonight more than 24 hours after a train derailment in west virginia that create add huge fire ball. the train carrying three pill i don't know gallons of crude oil from north dakota derailed in the town of mount carbon and its way to virginia. 20 tanker cars caught fire. hundreds had to evacuate the

field looking across the bridge at center city philadelphia, and it is a starlit night. that's the good news. on storm scan3 we have a few clouds kind of pushing our way moving on shore. right now philadelphia sandwiched in between keeping it clear for now. but we have a front coming our way and this front means business. temperature wise, we're talking cold across the delaware valley. high temperatures were in the 20s. but our "eyewitness weather" watchers look at this, 20s some teens, and some single digit temperatures. right now eileen is roaring in a temperature of four in gilbertsville. not much wind. most roads are clear and dry but it look like black ice out there. use caution. that is great advice because temperatures are so cold. 17 degrees right now to the north and west of the city in media. jim is reporting a cold temperature and right about here 20 degrees being roared in philadelphia john says in philly there's not much wind. it is cold and getting colder. now, as temperatures continue to

fall, we are also going to be seeing some icy conditions come tomorrow morning. and then we'll be talking about wind chills after tomorrow night night. right now the city it's 20. in the poconos it's zero. to the north and west we're looking at the core of the cold air returning arctic air minneapolis at one. international falls the temperature is 11 below. add some whipping winds behind an arctic front it feels like 31 below in the international falls. in minneapolis it feels like 19 below. milwaukee it feels like four below. so all of this is coming our way and you can thank this another arctic front that will be moving our way. now it's after about the 5:00 o'clock hour that it sweeps through and we'll see a few scattered snow showers. enough to get the road damp again and create icy conditions for the evening commute. please be aware of that coming home from work tomorrow night. behind it, strong winds that will drive wind chills below zero for your thursday morning. and then we'll be seeing that cold air building in because by friday worry talking about

record cold again. not just friday morning, but also saturday morning. so it's a record repeat. friday morning the forecast low is 0o the record is one is the back in the '70's and then on saturday we're forecasting a morning low of five. the record of six was set back in 1968. so you have to go way back to see this kind of cold. overnight it will be partly cloudy. lows in the teens. watch for black ice. anything that was out there that was liquid obviously refreezing big time overnight and during the day tomorrow, high temperatures near 30. so it will be a nice day. with parly sunny skies not much wind. the snow showers arriving late in the day. and they'll be hanging in there right through the evening commute. on the exclusive "eyewitness weather" seven day forecast, you can see temperatures that are very cold. thursday wind chills below zero. most of the day. then friday you have that record cold. saturday the record cold and then saturday afternoon a chance of light snow moving in with our neck system. temperatures rise sunday changing that over to rain.
