we begin with breaking news on cbs-3 this morning. flames rip through a camden county apartment complex. we are live on the scene with the latest on how resident are affected. cbs-3 cameras are first on the scene. as a combination of high technology and good police work leads to a suspect being arrested. moments after robbing a rid rittenhouse square bank. that story coming up. and, a frigid week gives way to snow, ice and rain this weekend. right now, weaver our eye on the storm.

>> today is saturday, february 21st, good morning to you, thanks so much for joining us, i'm nicole brewer. it is just past 6:00. let's sends it over to carol for more on this dangerous cold that's eventually going to turn into some stuff like rain snow, ice the whole lot of it. >> whole bit. yes. if you get warmer temperatures, in february, it comes with a price apparently. and we're going to be find that price today. and that's going to be wet weather that starts to move in, as women. it is cold out there still though, look at this, minus one, in pleasant valley, so-called broad heads ville not too pleasant at minus one you can see the snow on the ground obviously with snow, not able to melt in those conditions. storm scan3 there is snow that's going to be moving in, it is not here now, starting to see the clouds moving in, at this point. but, notice all of those colors. and that is an indication that this storm is one that has a transitional phase to it. it goes from the snow to the sleet to the rain. and we're going to be finding all of that, as we move through the next, i don't know starting two maybe for

the next 12 hours starting around 2:00 this afternoon right through about 2:00 in the morning. so we're going to be finding a lot of wet weather around here. temperature of 12, right now in philadelphia, so we've cooled down little bit. it is ten in wilmington, five in trenton, two in allentown six in the poconos minus two in atlantic city. so very cold start to the day. the temperatures do move up by noon though. around 21 degrees, still below freezing, but it is warmer than it has been. and then the snow starts to move in later on this afternoon, at 32 degrees, let me give you a brief time line. we will finish this whole time line out later but i want to gave you a indication of starting time. according to this mold, around 1:00 this afternoon, we start to see the snow moving in here. and then by the time we hit 3:00 we're also looking at this snow. we do have a winter weather advisory over philadelphia, south jersey delaware, with winter storm warning in the areas shaded in pink, that starts at noon, for everybody today. generally one to 3 inches of snow through philadelphia. you don't have to go too far out of the city before you

find these totals starting to ramp up. we will talk about just how much snow we're likely to find in some spots and what this next week is likely to bring us. we'll have that right ahead. nicole? >> carol thank you. dozens of residents are homeless at this hour, as firefighters bat al two alarm apartment fire in south jersey. it is happening at the emerald ridge amounts, on gibbsboro road. "eyewitness news" reporter steve patterson is live on mobile three, with all of the breaking details steve good morning. good morning to you, nicole. the fire, all things considered, is out. i mean, still some smoldering hot spots we can show you back to the scene fire fight remembers still here, they have ahold on the machine. but most units have broken off, and taken away. you can see being some of the steam, though, some of the smoke and smoldering, still coming up from that fire, as the unit, four every them in total, have been just completely been gut in the this fire. here's what we know about this. fire broke out shortly after about 3:00 this morning, this was the emerald ridge ants, a two alarm fire, one unit,

four, sorry, four units, one building, fumuli engulfed, firefighters arrive, they came on scene the flames shooting through the roof. but they were able to get it under control pretty quickly. in all, 24 people dust placed, and it moved to different building, as the red cross is trying to figure out thousand goat people distributed and maybe into some safe housing for tonight. but everybody here, good news, everybody out of those unit without incident, without injury. firefighters did have to battle on two fronts number one, obviously, the fire getting everything under control, but also the extreme cold earlier this morning they were pretty significant winds, fire officials did tell us that that was a problem for a little while but the winds died down, firefighters able to just casino of swarm this thing, and get it under control, again pretty quickly. as we mention, red cross is on scene, 24 people in all displaced by this fire, but nobody injured, which is good news here, from lindenwald. live near south jersey, steve patterson, cbs-3, "eyewitness news" back to you nicole.

>> that's the best news, steve, thank you. new this morning, two people are sent to the hospital after this crash overnight in north philadelphia. police tell cbs-3, two vehicles collided at fifth and lehigh just after midnight. both drivers were taken to temple hospital, one suffered hip injury, the other driver has a concussion. the cause that far crash remains under investigation. more now on this dangerous cold we're experiencing. it has now claimed nine lives. the latest death occurred in the city of philadelphia. five others have died in montgomery county, two in lehigh county, and one person in berks county. mildred was found in philadelphia -- philadelphia she died of hypothermia. she suffered from dementia, frequently wandered from her home last seen on wednesday. well, the dangerous cold is changing the way we all live and how businesses operate. "eyewitness news" reporter natasha brown has more now from rittenhouse square, with the real cost of this cold.

>> while this bitter blast of freezing temperatures may be forcing many to stay inside, it has been great for businesses like the fresh works, in port richmond. their delivery service is booming. >> people don't want to come out it is so cold. deliveries probably went up five, 10 percent in the last kim of days. >> delivery drivers have their hands full darting in out of the cold so you don't have to. >> as long as you're ready for it prepared, not that big a deal. car keeps you pretty warm. i'm dressed for it. >> they work on tips, customers, seem to tip a little bit more, also, take into consideration, these guys are out in the cold. >> not everyone is seeing sales soar. sub zero temperatures are cutting into profits here at south street, with sales down 50%. >> after being here all these years, i can absorb, i feel sorry for some of the other people just starting out not only my business any type of business. everybody has to be hurting. >> reporter: chef in haddon heights new jersey from element, having little fun

with the up coming forecast, creating challenge for his customers. he's going to pay you if you predict the correct snow totals for saturday approaching storm. >> every inch that it snows on saturday i'm paying you $2 per inch per person at the table up to $50. >> i think it is going to snow. >> more than an inch? >> probably around three i'm thinking. >> chef fred, only predicting inch of snow by the way. nonetheless, most restaurant owners we talk to say they're counting the days until spring when business gets back to normal. in rittenhouse square, natasha brown, cbs-3, "eyewitness news". >> here's hoping he doesn't shell out too much cash, right? 6:08. mail room mix-up led to fake i-d bus involving college student on the main line. radnor police say a dean at unidentified college received a package that was mistakenly delivered to him. well, that package was supposed to go to a person named dean. not the dean of student. unaware of the mistake, the dean opened the package and found an empty picture frame. eight fake i-d's were attached

to it, the student will not be charged because they did not use them. >> philadelphia police officers get high-tech help to stop a bank robbery suspect in his tracks. it happened in broad daylight, right outside of the franklin institute. our walt hunter was there, and has this exclusive video of that take-down. >> only cbs-3 "eyewitness news" cameras were on the grounds, at the scene as bank robbery suspect matthews was arrested, minutes after allegedly robbing the susquehanna bank on rittenhouse square. what the suspect didn't know as he sped away from the bank in his get-away car police say, is that bank employees had slipped an electronic chip nicknamed a blood hound into the money in the bag. allowing officers to follow his every move. >> in this case, gps device was placed inside the bag of monday that i was turned over. don't know that exact amount right now. >> gps revealed the suspect's

exact route from 18th and walnut to 20th and the parkway, even advising his speed, and when he stopped for light. just outside the franklin institute, officers were waiting. >> police were told the suspect was armed and as they approached the car he refused to come out. >> officers gave the male orders to open the door, to the car he flat out refused to do so. and basically caused a confrontation. >> finally, police say aftermath use started to reach for this weapon, which turned out to be a toy gun they shattered the car windows pulling him out. >> as ordering him to reach out, did reach for his jacket at one point but he relented, put his hands back up again. the only reason that he's not injured right now due to the restraint by the officers of the philadelphia police department. >> after recovering a shirt allegedly worn in the robbery and a plastic bag filled with money, matthews was turned over to the f.b.i., to determine if he's a suspect in any additional bank

>> fire, debris, seen falling from several floors in dubois. believed no one was killed. no known injuries. it took firefighters three hours to put the flames out the cause is still being investigated. at least one person was hurt in a house fire, in north jersey that sent children jumping from windows. firefighters responded to the 100 block of central place in orange, essex county friday night. eyewitnesses describe seeing the first frantic scene that those children cried for help and smoke poured from the house.

>> it was two kids up there. so they was waiving. so we like, yo, jump, you know what i mean. they ain't jump. but the little sister, she threw her brother out. >> firefighters say their hose lines were freezing in these bitter cold temperatures. this morning the fire has left several people homeless and at least one person was injured. back to the bitter cold now. it is breaking records across the eastern part of the united state. at least 26 deaths have been blamed on the arctic blast as brian web reports this is certainly a winter to remember. >> all right! >> there are certainly better days to jump. jump noop lake michigan like this one when the temperature in chicago dipped to record five below zero. at least 75 cities shattered low temperature records friday, thanks to an invasion of arctic air. it was 2 degrees in new york, and in philadelphia, and it was truely freezing, as far south as plant city florida. in massachusetts the relentless cold has kept

7 feet of snow from melting. the roof on this wesford barn collapsed killing two horses inside. boston's transit rail system is slowly coming back on line after being snow bound for weeks. >> i can't tell you how excited ways this morning think about getting back on the train and not taking a bus. >> niagara falls has turned into largely still life wonder, and farther south, in new york city, the hudson river, has become the hudson ring with ferris skating through the icy shallows. >> this is the first time that i have ' actually seen them use a tugboats to break up the ice. >> the bitter cold kept many tourists away from outdoor attractions like times square. but a change is coming it, will finally get above freezing as far north as boston on sunday, with a rainy 46 degrees expected in new york. but the storm bringing that rain will start as snow, saturday, a remind their it is still very much winter. brian web cbs news, new york. >> it certainly is.

and if you had any doubt check this out. much of the country frozen, some places are running out of ways to get rid of all of the snow right? that's where wisconsin man got creative. check it out. this is the giant olaf, he modelled after the popular charge nerve frozen. stands about 22 feet high 12 feet wide. began sculpting back in december, adding to it each time the snow fell. he says it took him about 50 hours to complete. >> i don't know, carol. i just don't know. >> you know, i think if you can make something out of nothing, i'm all for that. and good for him. he's at least enjoying it out there, instead of sitting in the house complaining, which is probably what i would be doing if we saw all that snow. we have gotten 11 degrees temperature, our weather watchers are up this morning and they're weighing in, and phil says, and he's pretty right about this, not as cold. now, this just gives you a indication, i think of how cold it has been when it is 11 degrees, we have people saying it is not as cold

waiting for precipitation later. we're always waiting for the next shoe to fall with the werth. then we have a temperature of 3 degrees. and this is john in yardley and he says that the cold calm before the storm. and, yes we are going to be getting some wet weather coming in here. take a look at the benjamin franklin bridge, walk over on it and maybe drive over on it or i don't know if you would walk, do you have pay the same $5, but whatever. we are looking at the delaware river a lot of ice in that river. if you have been down at penn's landing or just able to look at the river at all, you will see a lot of ice in the river. but why not? it is so cold out there. storm scan3 this is the next system that's coming here. and you can see the cold, you can see not as cold, and not as cold as even the knot as cold. so that's what we will be watching. we are going to be finding some snow, some mix and then some rain transitioning as this moves into the area. it is not here yet obviously. we're starting to get the clouds here. that will will set the stage for when the precipitation

comes in. the atmosphere get ready and then we start to see it coming to the gown. 12 degrees in philadelphia right now. not a record. and not as cold as we've seen, but still this is just ridiculous cold. ten in wilmington, five in trenton, minus two in atlantic city. these aren't windchills. these are the actual temperatures this morning. two in allentown, six in the poconos, nine down in wildwood, six in dover and northeast philly, five, six willow grove, mt. holly one. you know, even if you added another number to that, it is still bad. some of this, quakertown, minus two, leaving me speechless. future weather by 1:00 o'clock we start to see the snow moving into the area. so allentown reading you see it there as it is pushing in on philadelphia, yes probably, and then, as we go through 4:00, we start to see it through most of the area. notice, this heavier band. we're probably going to be finding some snow bursts out of this. where you see reduced visibility, snow comes down,

maybe at an inch an hour. now, we're not looking for a long time of that happening. but if you see it, it can be really a problem on the road, can quickly overwhelm those roads, even when they're treated. then the warmer air starts to move in. this is a look at 6:00 tonight. still some snow through philadelphia, we start to see this mixing coming in, the warmer air coming in, and any rain of course, then tamped down, any snowfall totals that we've seen, so probably be relatively hard one to measure. by 4:00 in the morning we should be transitioning over everybody to rain. but, be so careful. if you are out at those hours in case you're in a area where the temperatures have not done what they're supposed to do, which is rise, and we're still looking at some cold ground. >> this get out 11:00 tomorrow morning, this thing should be completely out of our way done gone. winter storm warning noon to 6:00 a.m. tomorrow philadelphia, in the advisory, along with new jersey, and delaware. generally, one to three here. generally four to six in the areas shaded in the pink. and, you can have a pretty

sharp cut off. so one spot here, you go a mile away, and you have got a lot more. so generally two-four through philadelphia, some areas you may just see three, and i'm show you why i am saying. that will coating to two to the south. four to six to the north and the west, computer models are saying generally the rpm brought theirs down little bit. so that general one to three-inch range i think probably pretty good through philadelphia. you might be on the high end of that. so just casino of expect that, get your shoveling muscles ready for that. snow, one to three higher to the north though, change to sleet, rain, at night, snow burst. that will row deuce visibility, slick roads come in so obvious lip just be read real careful on the road, bring those pets, keep them inside. this is wet miserable today and tonight as this transitions over to some rain, maybe freezing rain, but generally rain by tomorrow morning. we're in the 40's, and we should be finding some sunshine, but we drop down sunday night monday's another just brutally cold day 22 degrees with low of seven

but this morning we're fine. if you want to get out do some things, i think this morning is fine time to go ahead and do. that will looks pretty out there. in fact, right now red sky at night, sailor's delight. red sky in the morning sailors take warning. and i think that is probably pretty accurate this morning because we will be watching for some wet weather coming in here. so this is a day that starts out fine, but it end up pretty wet. storm scan three notice, we've got snow, we've got mix we've got rain all of that, and all of it will be moving into the area. getting little bit more condensed as it moves through here. so we will be watching for a transition, from the snow, to the liquid variety. just rain, as we move through the overnight time period. it is not here now. just starting to watch a few clouds starting to come into the picture. but still, it is dry, at the present time. so morning hours are going to be just fine. temperatures, well other than this 12 degrees, in philadelphia. 5 degrees in trenton 10 degrees in wilmington, six in the poconos, three in wildwood. you can say it easier than you can stand it out there.

3 degrees, in philadelphia, with the windchill, five in trenton, feels like minus one in wilmington. now, our temperatures today do get to and just slightly above the freezing mark, 21 by noon, by 3:00 p.m. as the snow moves in, we see temperatures of 32 degrees, might get to 33 34, but otherwise it is just going to be wet day. let me time this out for just at least to begin w a look at 1:00. the snow starts to press in from the west, by the time we hit 2:00 finding it little further to the east. by 4:00 over most of the area, we start to see mix coming up from the south. we will continue that time line. little bit when i come back in just a bit. but just know, there is winter weather advisory from noon until 1:00 p.m. south jersey, delaware winter storm warning, areas to the north and west. through philadelphia, just say general one to three, can be the three inside, but you get just to our northern and western suburbs you could be dealing with 5 inches of snow before this transition over. so kind after complicated forecast we'll spell it out in more detail coming up, nick

snow. >> carol, thank you. more now on breaking news, a two alarm fire at south jersey apartment complex, it is all happening at gibbsboro road, ridge apartment, that's where "eyewitness news" reporter steve patterson live on mobile three with all of the details, steve? >> good morning, nicole. fire is out, through some of the officials electrical workers can begin doing their work, and start taking a look at the fire. take a look, back to the scene. you see what it has done to this one building, four units affected really cut through and charred this building there is morning. again, you see crews back there, fire fight verse left the scene but they do have ahold, just in case, as some of the officials start to work through some of the ruins. i want to tell but what happened. here's what we know. fire broke out shortly after 3:00 this morning this was classified as a two alarm fire this is the emerald ridge amounts, here in southern new jersey, firefighters arriving to one building fully engulfed in flames, flames shooting through the roof, as crews arrive on scene.

in all about four units affected displacing 24 people but everyone, we're told, got out with no incident. fire alarms working and thankfully, nobody injured. it doesn't mean it was easy, though. we spoke to the fire chief on scene. he does say the cold played a significant factor, in hampering crews. listen to this. >> naturally the cold and the ice play a part in putting out. trying to just do the best we can do, with what we have, at that time. luckily, the winds have died down so that was a contributing factor. >> cold and wyndham erring crews this morning, but were able to contain the fire pretty quickly. again, the good news, nobody injured in this fire. the red cross is on scene, assisting those families, 24 in all affected from the blaze. live in lindenwald new jersey, steve patterson cbs-3 "eyewitness news" back to you. >> steve, thank you. >> a sprinkler pipe burst flooding part of movie theater at the christianna mall. it happened friday evening in

the lobby of the cinema mark theater. theater evacuated, now closed until repairs can be made. well, two horses are dead, five others rescued, after the roof of their stable collapses. it happened about 35 miles outside of boston, in west port massachusetts. the roof collapsed under the weight of the snow and ice there. no people were injured. well excitement over pope francis, upcoming visit to philadelphia energized big fundraising effort. organizers of the world meeting of families say they're already two thirds of the way to their $45 million fundraising goal. pope francis is expected to take part in the meeting in philadelphia, and also celebrate mass on the parkway. it is scheduled for september. we have some important development, regarding the affordable care act. deadline for those want to go enroll has been extended. this special involvement period runs from march 15th, through april 30th, and allows uninsured americans to get coverage and avoid penalties. meantime, the white house says

that some 800,000 enroll east received incorrect subsidy information on their tax forms. corrected forms will need to be sent out, though, thousands of people may have already filed. well, happening right now, thousands of penn state student are raising millions of dollars in the fight against childhood cancer. this is a look inside at the hours long dance marathon there. "eyewitness news" reporter matt rivers is on penn state's campus to showcase how much good this event does. >> set your timers to 46 hours. with that, let the dancing begin. 700 or so student inside the bryce jordan center at penn state won't sit down until 4:00 p.m. sunday, all by choice, and all for one reason. >> there is no better cause in the world than i think for helping kids with cancer. >> six years ago allison casino casino was one of those kids, a toddler diagnosed

with leukemia, has been free of the disease now for four years. but friday she could just be a kid. >> are you having fun out here? >> ya. >> what do you like most about coming out here? >> dancing with the thon girls. >> she can have fun in part because of money raised at this event which goes toward helping those families struggling against pediatric cancer. >> it amazes us every year that they're willing to put their time and their effort and their heart and their soul into kids that they've never met before. >> it is that, student say motivates them. fraternity raised more money than other fraternity. why? >> the monday that i we've raised has helped cure three out of our four kids. >> so there is a theme here. call it service above self. with some quality dance moves mix in the. >> there is nothing better. i mean, the feeling it gives you and to know that you're a part of something, so much bigger, than just yourself. >> and all of this, sunday at 4:00 p.m., or so, that's when organizers will announce how much money was raised in the

there, but it will be obscured by clouds before you know t snow is not going to be a completely halo worthy day today. because of the precipitation that starts to move in in every single location, but boy it looks nice, while we have it. temperatures are so cold. and storm scan3 showing right now, that we do have some clear skies over philadelphia, notice the clouds, and then off to the west, we start to see the first bit of snow starting to think about moving into the area. and, it is moving into some very cold air. twelve in philadelphia right now. ten wilmington, five in trenton, minus two in atlantic city, three wildwood, seven down in dover, six in the poconos, these temperatures very, very cold, with this winter storm warning, in effect starting at noon until 6:00 tomorrow morning, areas that you see shaded in the pink, and then, the advisory, that is the winter weather al heard alert, including the philadelphia area, couple inches every snow, couple additional inches, headed out to areas in the pink, i'll somehow you the amount. two to four in philadelphia, one to three in some locations

as you head closer to new jersey, and you pick up the two, two to four, to five, the farther you get away from philadelphia, and to our upper reaches of bucks, montgomery counties, it is possible. so this is the general transition zone, from the heaviest north and west, through philadelphia, to the coating to 2 inches through the areas to the south. this snowfall totals, computer models, weighing in, saying, generally, one to three almost 4 inches, so, it is just almost two to four, generally, but you could be finding the one to three and they're in pretty good agreement with this now. so nobody gets extreme snow, but we get extreme variability, because it is snow and then it is some freezing rain, sleet some rain, you have to be so careful with this kind of a storm. 2:00 this afternoon we're seeing it through allentown reading, lancaster pressing into philadelphia, by the time we hit little later on this afternoon, 4:00, through philadelphia, bursts of snow are possible, with reduced visibility, of about an inch an hour. we start to see the warm up,

so to speak moving up from the south. this is a look at 4:00. but even by 7:00 still dealing with snow through philadelphia, we start to see this change-over to the south be careful of these roads however, because cold grounds and the precipitation on top, it can overwhelm even some of the treated roads. by 9:00 starting to see that change-overthrew philadelphia, we tart to see it through the poconos, coming after midnight, and then, just generally, some rain overnight, but dow want you to pay particular attention to the temperature profile. because while the temperatures will be rising, this is a look at 2:00 this afternoon at 28 degrees in philadelphia, 6:00 still 28 in philadelphia. by the time we hit 10:00 o'clock, it is 34. starting to see that mix. but, notice, through allentown, it is still below the freezing mark, everybody about 3:00 in the morning start to transition over. but if you have got some colder ground, remaining that's where the problem is. so just be so careful out there today. fine morning to do whatever you need to do or want to do.
