this is the "cbs morning news" for monday february 23rd 2015 2015. good morning. i'm lauren lyster in for anne-marie green. this morning a wintry mix of snow, sleet, and freezing rain is spreading across the lower half of the country. there are winter weather advisories and warnings posted from new mexico to the gulf coast states. travel will be hazardous, and temperatures will be 20 to 35 degrees below average from the mississippi valley to the lower great lakes. more snow is expected today in arkansas where temperatures will be below freezing. meteorologist eric fisher of our boston station wbz says a brief respite from those bitterly cold temperatures is over. another major arctic blast just like we saw last week. records are certainly going to fall. look at the windchill values well below zero on monday morning. by tuesday, 40 below zero in parts of new england. >> ice will be a big part of

this latest weather system. tennessee was hard hit over the weekend. over 40,000 people lost power. nine people there died of hypothermia. meanwhile it continues to rain today in parts of california. a flash flood warping is posted in parts of los angeles. heavy rain yesterday created traffic headaches. in the mountains the storm produced snow. the rain was falling in hollywood as starrs of the scene gathered for the academy awards. a film about a washed up actor's comeback -- or washedup act tore's comeback was up. >> "birdman wts flew away with best picture. >> we're here. i don't know how it happened but it happened

andrews. before the big show the stars were out here on the red carpet which got a little soggy at times. rain showers were too heavy for the giant tent covering the red carpet but that didn't dampen the spirit of the fans who cheered for their great stars. nominee robert duvall made a prediction. >> i don't think i'm going to win. >> he turned out to be right. but for him and other stars who came up a little short, there's always next year. 11 students at wesleyan university in connecticut are hospitalized after apparently overdosing on a drug commonly known as molly. two of the students are in critical condition. two are in serious condition. the students became ill on sunday. it's not clear if the students were together oar where the drug came from. >> i hope this serves as an skpem pell in a way for other students to be more cautious and

it's gone up 26 cent as gallon in just the last month. this week president obama is expected to vito a plan on the construction of the keystone xl pipeline. environmentalists have been protesting the pipeline for years. . the white house says the president will appeal it. on wall street both the dow and s&p finished the week at record highs thanks in part to deals between greece and its creditors. the dow gained 154 points on friday, the s&p finished 12 points higher. the nasdaq gained 31 points higher. a poll finds that 68% supports president obama. the north american gsk poll said wealthy households pay too little in federal income tax. 60% said middle class households

north korea is banning foreigners from its most popular tourist event, the pyongyang marathon. the north korean government tightened travel restrictions in october over fears of ebola. last year's marathon was the first open to foreign runners. hundreds of runners planned to attend this year's race but will have to cancel their visit. there have been no reported cases of ebola in north korea. the nascar starts the season with its engine with what's known as the great american race. 43 drivers competed at the checked flag. joey logano moved to the head of the pack late in the race and third to the finish line ahead of the crash in the file lap. ite tess 24-year-old's first daytona 500 victory. >> to be honest with you, i don't know how to party. i'm sure there's somebody on my team who knows how. you know it's funny because for a while i was under 21 and milk and cookies was my party.
