ill get you right out to "eyewitness news" reporter justin finch at the scene with more on these breaking details. justin, what have you learned? >> reporter: erika ukee, good morning, we are now just couple of hundred yards from the scene of this activity, mike's gun shop here off levittown parkway. that is where police believe at least one man is holdup on the roof of the gun shop. and he could possibly be armed. that's why that shelter in place has been ordered. this all began as a burglary call at about 2:00 a.m. that call went into tullytown police, and they responded finding signs of a break-in, primarily through the roof area, results perhaps the suspect here got in from the roof of the gun shop here. we talked to just few moments ago the police chief here in tullytown. here's what he has to say about the investigation so far. take a listen. >> reporter: you have possible way to contact him. do you have an idea of who he is? >> no, not at this point. we're working on that. like i said, you know, we're hailing him through a pa system at this point for him

to casino every try and communicate with us, maybe we can throw a bag thrown to up him so we can communicate. but he's not responding. >> reporter: just for in the area, the shelter in place order affect the entire boro of tullytown? >> correct. it affect the sections every lakeside stoney brook kenwood, and this general immediate area. we did send a message out through the bucks county emergency management, advising the residents to that there was a police emergency and to shelter in place than we will be update that shortly. >> so perhaps if you live in this area, you got word that far alert here from police in bucks county, officials, i can also tell you too, i didn't reach out to the chief and ask him if he thinks this may impact your morning commute. he says absolutely there is morning, if this is not solved very quickly, you can expect delays and closures in this area near the levittown shopping center here, and of course, on the parkway as well. now, also, too the other

issue is they can't really see this person at this time. it is very dark in that area. and when they are able to see him, and see if he's alone or not possibly armed. that will change, how they order their investigation and their attempt tops call him down from that roof into custody. we are live here in tullytown boro justin finch cbs-3 "eyewitness news". >> thank if you. >> right now 5:02 hey hope you enjoyed that brief break from the freezing weather yesterday, the big chill is coming back, and that's making slushy streets icy again. we have new video here from overnight of the messy streets in fairmount. we have live team coverage of the slick commute for you. we'll check in on the roads with our jan carabeo out in the mobile weather lab. first though katie is here with your eyewitness forecast. slush turning to ice? >> absolutely, we had the brief little respit with temperatures that were actually seasonable for a change, who knew that 45 degrees or so could feel so warm to us, right? now the thermometer readings starting their decline yet again, as the true batch of

arctic air actually settles in. always tend to have little hint of delayed re when is it comes to the thermometer readings as opposed to when the air mass arrives. and it is moving in as we speak. so what you will find happening as we go to storm scan three perhaps quick snowflake here and, there lingering flurry, more than anything partly sunny day unfolding, then, as skies begin to clear, the temperatures are only going to continue to decline. so we're basically at the warmest temperature that we're going to find all morning long here, and actually all day long as more chilly air mass settles in. not just us. so often these frontal boundaries affect much larger zone. it certainly will this time. actually we'll see some of the fresh arctic cold extends all the way down to the deep south. and the southeast us. but talking temperatures that will generally be between 15, 25 degrees below the average again, it seems just can't catch a break. here's how it currently feels. again, our temperatures are generally into the 30's, right now, but yes, you have a hint every northwest breeze, that's going to make it feel that much colder in the live neighborhood network and everywhere else, as the day progresses expect the midday

temperatures to get into the mid 20's, and just sort of settle there and stay there for the rest of the day. that wind will kick in. you'll notice it, it will make it feel colder of course. meanwhile, up in the poconos you have got windchill advisory in effect, and that will stay in effect not just through today but right into tomorrow. >> good morning 5:04, dealing with serious situation out in bucks county, due to police stand-off out in tullytown levittown parkway completely closed at route 13 for the time being. we want to stress using caution just generally around the area as well. alternate for the time social security to takenly road, or new falls road, to get on by that for the time being. over on the schuylkill expressway, right around 202 everything moving along nicely, east or westbound, no problems also, on 95, right around cottman avenue, right through the work zone here, generally where we start to see volume start to pick up, still early so far. accident on the pa turnpike on the northeast extension

southbound between quakertown and lansdale so just use some caution. back to you. >> if your about to go out early, take your time, watch out for few slick spots on the wayment jan carabeo joins us now, she's in the cbs-3 mobile weather lab to check out the roads in south philly. jan, how are they? good morning. >> here in south philly roads looking a lot better than they did in fairmount where we just came from. if you take a look, you can see pretty clear and pretty dry, we do have a couple of spots of ice just in front of us. you can see it glistening on the screen right now. so everywhere you are going to have to look out for these slick spots. but primarily here, in south philly, see just off the side, in the parking areas obviously, that's where that block of ice is, right now. anything that was cleared but maybe some slush remained, that's frozen overnight. and that's what's creating the problems on back streets, the side streets, your parking lots your driveway, and your sidewalks. soap, with all of those secondary streets that are going to be causing the problem this morning, not the

highways some areas are clear like this in south philly, as well. but take a look at the video in fairmount just about half hour ago or so ago and that was looking a lot worse. plows hadn't been through there quite as often. so the slush the snow that had melted yesterday again that went into the slush, that now is a block of ice. so, some areas are going to look like that, some areas little better, just depends on where up, and how many passes of the snow plow that came through, and how much melting was done, but definitely, it is cold enough out here for that block of ice still to remain, some places melting but again hovering right around freezing, so not going to do whole lot. so making our way around the delaware valley this morning. we will get on the highway, we will move out to the suburbs for our next live shot to see what that looks like, as well, but for now live in south philly, in the cbs-3 mobile weather lab, jan carabeo, back to you guys in the studio. >> thanks, we'll check in shortly. thanks so much. now is a great time to make sure the cbs philly weather app on your smart phone or

tablet. you can always get the updated forecast from the eyewitness weather team, download the app now on app store or from google play. underground electrical fire in center city triggers an explosion, so powerful, that it blew off a manhole cover. it happened last night along the 1500 block every locust street. now, the explosion forced evacuation of that entire block. officials say melting snow may have leaked into a sensitive area underground causing the electrical wires to catch fire. one loud one, could you see the smoke and the fire. >> due to the recent cold weather and melt today, could be affecting electrical, water, gas services, it does have an effect. >> no one was hurt. >> 5:07. continuing to follow breaking news in bucks county. a stands off on the roof of a gun shop, we'll have the latest on that situation

stand-off continues in tullytown bucks county. want to give you live picture right here. police tell cbs-3 a suspect is on the roof of mike's gun shop. this is near route 13, and levittown parkway. authorities are trying to contact that suspect. residents of tullytown are instructed to remain indoors until they receive the all-clear from police. repair work will continue today in center city, after an underground explosion blew off manhole covers near 15th and locust melting snow may have played a role. >> and, three firefighters suffered minor injuries, battling a house fire in malvern, chester county. that fire may have started in the attic but investigators have not determined the cause yet. >> 5:17. super bug outbreak, and new cases confirmed on the east coast. >> also, seen extremely cold temperatures this month now the south is experiencing cold snap.
