♪ breaking news as we begin at 11:00 o'clock tonight. new castle county police have issued an amber alert for the young girl on your left. three-year-old eleanor trot at a. officials say she was taken by her father michael who is on the right. he allegedly assaulted his ex-girlfriend at the school side apartments in the 800 block of east basin road and then took off with the little girl.

police say that trot a is 58, 160 pounds balling with short haircut. police believe he's in in 9989 mazza 226. eleanor is 60 pounds shoulder length brown hair and last seen wearing a purple coat. if you have any information on their whereabouts contact police immediately. and we will stay on top of this story tonight. also at 11:00 flames shoot into the sky a tanker explosion rocks a south jersey neighborhood. thick black smoke seen for miles. and tonight community left on edge about what is lingering in the are a. "eyewitness news" just learned new information about that fiery crash unfolded on the ramp to northbound 130 from eastbound route 90 in pennsauken, camden county. >> we now know the name of the company that owns this truck it is tk transport incorporated and they are based there in pennsauken. natasha brown is live at the scene tonight where a lot of people are concerned about the after effects of this gas fueled

fire. natasha? >> reporter: chris, we can tell you that the scene of this fiery crash is long gone but the smell of it does remain and these fumes are of concern tonight. this explosive image could be zone for miles. rolling flames and thick smoke clouding the sky over pennsauken inform. >> when i looked out the window only thing i saw was the tires way up in the air on fire and they were coming that my yard. >> reporter: a tanker truck carrying about 8,000 gallons of gasoline overturned and exploded on the ram from that eastbound route 90 to route 130 northbound. sending gasoline flowing down an embankment toward homes just 40 feet away. >> i really thought it was going to get my house. >> once i saw it, it was just wow. >> jenn for nulty wasn't home at the time but her house would have been among the 30 evacuateed evacuated. >> my family is safe. we're good to go. house and everything is replaceable. >> aggressive fire fighting tactics by 150 firefighters and

the use of foam helped to stifle the burning gasoline. >> the foam that we use is utilized to basically exhaust fire by suffocating it. cooling it down. it sits on top of the gasoline. does not mix with it. >> reporter: the unrecognizable remnants of the tanker were removed from the scene and clean up lasted well into the night. but the smell of fumes still perm me yates nearby homes. >> when i first came in the house i was like wow it's pretty strong. it smells like strong oil smell um like tire smells smell the rubber but i mean it's starting to go away now. >> reporter: well the smell of the gasoline fumes do so many to be dissipating as the night progresses still residents have been urged to monitor the fumes throughout the night and call 911 fit becomes necessary. mean tool there were two minor injuries to report in this crash crash. the truck driver and a firefighter on the scene. we're live here in pennsauken, new jersey, natasha brown, cbs though "eyewitness news". thanks natasha.

now a live look from chopper three. you can see the ramp still blocked at this hour. it's going stay shut down into tomorrow morning. so you'll want to tune into "eyewitness news" this morning for tom safer traffic starring at 4:30 and a reminder if you tweet about breaking news, use the hash tag cbs3 breaking. right now the temperatures are tumbling and we could be flirting with record cold. meteorologist kathy orr is live outside on the cbs3 sky deck tracking this latest arctic blast. kathy? >> this one is a little bit different in the fact that we're going to be seeing an arctic chill and it is going to be historic because of this cold february. now right now we're feeling the cold chill but not much wind out here. we still have wind chills advisories posted because it doesn't take much wind when you have frigid temperatures. take lock at storm scan3 we do have have clear skies and that's part of the problem tonight with temperatures that are plunging but that will keep the cold as far as the snow and the sleet and the storminess to the south well to the south of our area.

right now in philadelphia it's only 15. four below in the poconos. and on the wind that's only about five to 10 miles an hour it feels like 20 below in the poconos. three in philadelphia it feels like 1 degree below zero in trenton. come tomorrow morning, a wind chill advisory in effect at the poconos for wind chills as cold as 20 degrees below sorrow and the lehigh valley 15 below. even in philadelphia in our suburbs and our neighborhoods as cold as 15 degrees below zero. 10 degrees in many spots and then zero to five below down the shore and through the delaware beaches. these are the numbers to beat as far as records are concerned. the poconos the record stands at 14 below. in philadelphia two. atlantic city two. allentown and wilmington in the single numbers and we can be tying or beating some of these records come tomorrow morning. coming up we will take a brief break from the cold in the seven day. we'll talk more why this month will go down in history and i'll let when you know we'll be out of the freezer temperature wise. that's in the seven day when i see you later in the broad calf.

>> all right, kathy, thank you. new tonight fallout from all winter wet we've been having. chopper three over aqua crumb creek water treatment plant in springfield. some aqua customers have reported a saul tee taste. aqua says it's from road salt run off found its way to the reservoir which feeds the plan. aqua says the taste should pass in the next 24 to 48 hours and there is no health risk. the building at 52nd and locust known as the ice house is now being demolished. crews started tearing it down today. that building which housed a doctors office daughter caught foyer last week and became covered in ice after firefighters doused it with water in subfreezing temperatures. after the fire was out the building was deemed unsafe and officials said it had to be torn down. we put our children in the care of teachers every day. most are trustworthy. but some are crossing the line in the inn extremely extremely inappropriate behavior having sex with their own students. this is a growing problem and tonight i-team reporter

charlotte huffman shows us the numbers and confronts the predators. >> reporter: bridget was living a double life. she was married with children but the mew suck teacher at lenape middle school in doylestown bucks county also had a sexual affair with her of her 14-year-old students. >> what were you thinking? >> she plead guilty and she isn't the only teacher making headlines. there's jessica in reading and sarah o'neal in exton. both plead guilty for having sex with students. most recently mark in coatesville arrested and charged with doing the same. it's a serious crime that's happening more and more. the i team dug through state records of all pennsylvania educators who have lost their teaching certificates because of sexual related incidents. we found one troubling case after another. a teacher caught having sex with a child on the schoolbus. another on school property. in all over the past 10 years

the number of educators accuseed or convicted of having sex with students has increaseed 81%. in 2014, a third of them were women. >> virginia professor is one of the nation's top researchers on sexual abuse of students. >> what are the effects on the student victims. >> once they sort of grow up a little bit and sort it out they feel he can polited. they feel used. they feel they can trust people that they're supposed to be able to trust report roar this man says he was abused by a teacher when he was 13 years old. >> became a lot more scared the anxiety is overwhelming sometimes. there's fear that people will tell something happened to you. >> it's a huge abuse of a position of trust. >> chester county da tom hogan says today's technology and social media enable inn proper yet relationships. >> every school should tell every teacher the only time you're allowed to have a electronic contact with a student is via the school's

e-mail. schools need to stay on top of it. and a lot of them have let their policies get outdated. >> reporter: so you're telling me that this day and age schools don't have clear cut p.m. cease in place for this? >> a lot of schools have a tendency to say it would never happen to us. until it happens to them. >> reporter: erika used her cell phone daily with one of her students. records revealed she center him sexual videos and photos. the lower mooreland path teacher who was married with children later had sex with the boy in her car. why did you do it? why throw your whole teaching career away? are you serious right now? >> she plead guilty and awaiting awaiting sentencing. she's been fired from her job. we checked lower mooreland policy on student tee which are communication non mention of teachers being prohibited from texting their students. >> the da makes great point. the schools have got to be more proactive. absolutely. >> charlotte you have man, thank you very much. >> no problem.

>> emotions ran high in trenton tonight as teachers and school employees speak out about budget cuts. with $19 million shortfall as many as 350 jobs in the trenton district could be slashed that includes teachers, secretaries even custodians. the discussion has gone on now for more than two hours. but so far nothing official has been decided. well new at 11:00 o'clock a cyber bullying bill passes the pennsylvania house and now moves to the senate. this legislation would create the offensive cyber harrah's many a child third degree misdemeanor. defines that crime... >> in new jersey a judge has reversed governor christie's decision to cut state pension payments totaling more than $1.5 billion. it is victory for the unions who sued the governor when he slash those payments. christie says the reduction was the only way for the state to balance its budget.

tolerance. developing tonight in florida, some dramatic moments as crews are trying rescue manatees that have been stuck in a storm drain. authorities say that as many as 15 could be inside. two have been rescued so far. this is in satellite beach florida which is on the atlantic coast. a team from sea world has joined in this rescue effort. they speculate that the animals followed one another searching for fresher water and wound up getting stuck in the process. well did you watch the oscar last night? this year's broader cast won't be remembered for big audience. in fact the hoe got its lowest rating in six years. about 36 million people watched the show hosted by neal patrick harris. that was down from almost thirty four for until i don't know last year. well north carolina woman could live the lifestyle of hollywood star if she show chose. maureen holmes collected her prize today. a third of the jackpot. she is a single mother of four.

concerned. our "eyewitness weather" watchers are talking about pretty cold temperatures out there right now. not much wind and that's allowing our temperatures to plunge. right now the temperature only 9 degrees in shall ton. warren is reporting in. low humidity. it feels like 4 degrees there. let's go to one of our colder temperatures near quakertown. it is only 2 degrees. and that is being reported by bob. he says not much wind just out of the north right now and you can see moonlit sky the wind chill is two below zero. across the region it's not taking much wind to see bitterly cold wind chills in bensalem only three. in middletown jason says two. even in southampton doug roaring in a wind chill of 5 degrees. we're going below zero again tonight. take look outside because in philadelphia we're already seeing wind chill in the single numbers. wind chill advisory neck in the poconos as cold as 20 below there. for us about 10 below. pretty cold but looking pretty out there with moonlit skies. temperatures are going to continue to tumble and the wind

chills will as well right now wind chills are ranging from the single numbers to below zero. by tomorrow morning 6am this is what it will feel like. three below in the city. trenton five below. wilmington four below. the poconos 10 below and as the day progresses temperatures will warm into the 20s. it will mainly feel like it is in the teens. now, cold today cold tomorrow. not much of a change but we will see the sunshine. and not much win. wednesday temperatures get into the 30s but still well below average. we'll see a storm skirt to our south. but we stay in the freezer with temperatures about 20 degrees below normal. so far philadelphia is 9 degrees below normal. that's a tremendous number. and if it stays as cold until we end the month philadelphia will be the fifth coldest february ever and in allentown it will be the second coldest february ever ever. wilmington the fourth and atlantic city it will be the second coldest february on record. records have been kept since the
