one building and there is no word if anyone was injury. we are toll the causes under investigation. developing right now the the so-called black madam takes the stand in her murder trial. she's accused of performing a buttocks enhancement procedure, that caused the death of the tourist. "eyewitness news" reporter in matt rivers is live in, center city with the latest matt. >> reporter: jessica, black madam is her real name is page victoria winslow and as you mentioned she did take the stand in her own defense shortly before 3:00 p.m. as she and her lawyer tried to layout why they believe she should not be held criminally liable in this case. she got emotional at times saying she has performed this type of butt injections on thousands of other people with no ill consequences, as a result you'll remember that winslow, back in 2011 was a performer and a business woman who as you mentioned commonly goes by the stage name of black madam n201 she inject a 20 year-old english dancer

named claudia aderotimi died late their night after complications a arose from that silicone injections. thursday when winslow got on the stand to begin her defense she had injected thousands of people with similar substance toes no i'll affect after being trained by a doctor in tie land. she said that she took necessary safety precautions and thought what she was doing was safe. up on the stand she said my motto was i want to help people. the it wasn't just about the money, i made money but i just wanted to help people. she went on to say, speaking specifically about the victim when i heard that claudia had died it was worst day of my life. claudia was a great girl and i never meant for anything bad to happen to her. keep in mind that winslow's testimony today has strongly been refuted by the prosecution and its witnesses, the prosecutors claims that winslow falsely presented herself as a nurse practicing to these victims and knew of the danger involved in what she was doing.

"eyewitness news" reporter todd quinones joins us live from ventnor where the shovels got some use earlier today, todd. >> reporter: chris, right the now this is what we're seeing a lot of here these are side streets out here in ventnor. you can still see snow covered and slushy, still a little slick in spots but then, as we move out over here to the main streets this is ventnor avenue out here. you can see it is absolutely clear. bone dry, in fact, in spots. the the snow start add accumulating early this morning, for commuters navigating the the area highways was difficult, bill mcneil i was on the atlantic city expressway when the snow was at its peak. >> it was pretty big. 30 miles an hour tops. a couple of cars wrong side of the road state troopers were

there. >> reporter: and when snow stopped, the the plowing a shoveling started. >> i knew it would snow but i didn't know it would be this bad. we were just saying where did this come from. >> reporter: snow forced atlantic city public schools to close two hours early and tired up, this man, once again, a blast from mother nature limited what he could do. >> been affect bad. we were supposed to do roof for a couple of customers and another restaurant and we could not do it. >> reporter: why? >> everything was frozen up there. >> reporter: between frigid temperatures strong wind gusts and snow most people we talk to had enough of winter. especially michael, who is a 4a bike shop in vent for for 37 years and is ready for the big spring brings. >> the temperature when it dips below 20, in this business, they may be thinking bit but they are not coming out. >> reporter: and once again, the main streets down here they are clear but the side streets as you can tell are

wintry weeks left. here's the snow today in, sell byeville in sussex county delaware 6 inches. cape may 4.5. loues dill war 3 inches. dover 2.3. smyrna 2 inches of snow. as we move on temperatures have warm up but not close to average. normal high for this time of the year is 47 degrees. in philadelphia only 31. the poconos, 20 degrees today. temperatures will be falling through the the 20's tonight with the mostly cloudy sky and then tomorrow we will be seeing some improvement. coming up we will talk about a bitter even to a very cold month. one for the record books. rain and snow, coming up for the weekend and then milder, march. now there is something to look forward to. i'll be back with the forecast later in the broadcast. >> kathy, thanks very much. hundreds of people spent more than an hour stranded on board a septa train this morning. septa says power lines came down on to that train heading in to center city. this happened on the warminster regional rail line

in roselyn montgomery county. the railcar lost power and left 500 passengers stuck. >> it felt like we ran over something, so hopefully everybody was okay. that was the most important thing. once we fund out and alerted by septa engineers that everything was good it was okay. >> reporter: well, those passengers were eventually moved on to another train they a arrived in center city two hours behind schedule, what caused those wires to come down remains under investigation. a violent night in philadelphia kept investigators busy at multiple crime scene, in grace fur there i was a double homicide, two men were shot in the 2700 block of laton-a street around two l.a. m. police recovered a gun on one of the victims. around 11:30 police found a 34 year-old woman shot in the west more land street in fair hill. before the victim's car stopped police say it ran into three other park cars. and two men walked into the 12th district police headquarters in southwest philadelphia adjust before

well the three-two vote the federal communication commission ruled that internet companies must act in the public interest when they provide mobile connections and they will ban companies that try to block or slow web traffic. >> it is known as net neutrality and three on your side consumer reporter jim donovan explains what it means to you. >> reporter: fcc wants greater authority to treat internet service like a public utility.

net neutrality is the idea that web sites or videos should a all load at the same speed. >> that means their broad band provider cannot block or slow down your access to any web site or applications on internet. the also means broad band provider cannot charge companies like netflix an added fee for access to a fast lane that gets you content any faster. >> reporter: so internet providers won't be able to block or slow down apps web sites or on line services, for instance, a at&t cannot block face time or verizon cannot slow down google wallet. this became an issue when you tube netflix and on demand videos started to become more popular. the evidence began to surface that some internet providers were manipulating traffic without telling consumers. now those against net neutrality say new rules are another way that the government is butt nothing to big business despite today's vote one thing is for certain this isn't over just yet. future court battles and presidential appointments

back on "eyewitness news" with two llama as on the loose in sun city arizona every eye was watching this in our news room as it unfolded. for close to an hour a black llama and white llama dodged cars, and they were all over the place. unfortunately their fun run didn't last forever someone was able to lasso the black llamas first and then finally someone got the white llamas hopefully they're okay, yeah. >> well, everybody was watching this for a long time. >> yeah, there goes, they got him. >> that ended it right there.

i'm chris may. we are following breaking news 59:30. philadelphia police are investigating after a woman was maced and then robbed today, police believe that the attack is linked to several others that had happened in the spring garden neighborhood. well so-called black madam, page victoria winslow took the the stand in her murder trial this afternoon. she did admit performing buttocks enhancement procedures, that said she never intended to do any harm. winslow is charge in the death of a tourist. the storm has moved out, but this is what it looked like earlier this morning in south jersey. snow is on the ground making it tough for drivers kate. yeah interesting storm this morning.

sixteen camden students who decided to go back to school received their diplomas today. second chaps students are latest success stories from partnership between camelot education and camden school district. the partnership produced 17 percent of the district's graduating class from both of the district's high schools, camden high school and wood row wilson high school. >> congratulations to them. south jersey military dad returns from the middle east to surprise his two young daughters at their preschool. two and four years old were very happy to see army reserve it joe concern concern of laurel spritz.
