ghted in white and lavender color and sleet and freezing rain, that has taken over a lot of the large part of the region. you can see right here all this filling in anergia long i-95 baltimore and washington. we have a long way to go. where you see dark purple that is actually sleet that light pinkies freezing rain and that has made it all the way up through philadelphia it made tonight to mercer county and right now, places like lawrenceville, princeton, some accidents being reported on twitter, keep those reports coming. even in montgomery county reports of sleet and freezing rape. so it will take a while tonight. we're expecting icy conditions, and that will be prolong, right through the evening period. so as we take a look at temperatures you can see everyone, with the exception of wildwood below freezing. so it will take sometime. we have warmer air in the upper levels of the atmosphere but when it hits surface that temperatures below freezing and it freezes on contact and that is of course freezing rain. winter weather advisory continues through early tomorrow morning for the entire region for icy conditions. you can see all of this pink,

by 7:00 p.m., that is, sleet and freezing rain and to the south you can see rain moving in. that warm air eventually wins out even through lehigh valley by 10:00 o'clock, still a little bit of freezing rain in the poconos and then precipitation begins to move out during early morning hours. now, future weather, fast forwarding to the next part of the storm and it is front pushes through the region, an area of low pressure develops along this front complicating matters by late tomorrow night. it will ride along the front changing rain over to snow and then this could be a heavy a accumulation to philadelphia and a it suburbs. that is why the national weather service has issued a winter storm watch, late wednesday night, through thursday evening for significant accumulations over most of the region. and this is something we will be talking about in detail, over the course of the next hour and a half. the in the meantime, we're talking about icy rods roads, cross the delaware valley. justin drabick is live with freezing rain and sleet and

area roads and he is trying through west chester chester county. looked on storm scan three, justin and it looked like were you in that icy mix. is that true. >> reporter: yes, exactly, kathy. we have a temperature coming in right around 30 degrees. we are at the intersection of baltimore pike and route one and pretty good sleet coming down right now. this is route one baltimore pike heavily traveled road and you can see that sleet accumulation and it is coming down good a lot of sound on the car. we had freezing rain at this point as well but it is colder where we are in concord township and we had change over to sleet. we will see that freezing rain, moving in before the plane rain. this will be slowing things down, traffic moving slowly on route one right now. lets go and talk about the roads this evening as we go to the weather graphic. through evening hours we will have period of, sleet and freezing rain, so this will drop visibility down, and temperature will be at or below freezing in many spots

beast. i'm at the the intersection of johnson highway and swede road a busy intersection. road surface is wet the in some places but today as you can see there is accumulating slush and icy stuff that is starting to build. this is the 20th storm since january. this penndot front end loader has been busiest in norristown. tons and tons of salt have been moved and loaded and it becomes a dividing line between safety and difficult aster. >> there is no sign that winter is over yet. >> reporter: penndot spokesmen gene blum took us to the epi center of district six. >> there is something northbound coming off of 30. >> reporter: he has been hoping for snow. >> we want it to start as snow, apply the salt traffic will grind the salt in the pavement and spread it so we get that salt solution established so when change over occurs to freezing rain or sleet, that will be hitting the salt solution and dissolving. >> reporter: but snowy start could be wish full thinking.

thely he feels lucky at the end of every day. >> we feel fortunate at this point that nothing worse has happened. >> reporter: since late january, children in communities a across berks county, have reported more than a dozen incidents of attempted child luring and predatory behavior. generally the reports come from young children approached while walking to or from school. monday police say a man asked a student walking home on north 12th and red to go get in his van. the student ran home. >> if there is perpetrators out there there is definitely more than one. >> reporter: berks county district attorney john adams says authorities are getting tips and sightings every day. they have released two police sketches fitting descriptions and certain sightings but nothing solid. >> we need help from the public. >> is what awesome is people are not stupid enough to fall for these things anymore. >> reporter: this three-year old says his peers have been listening to warnings from parents and teachers and they are being smart. >> we all know what is going on and we are vigilant.

>> reporter: well, tomorrow on wednesday, law enforcement officials from nearly half dozen municipalities, here in berks county will meet once again with the district attorney he will be pulling descriptions, surveillance video, anything that will help them track and identify a suspect in these cases. we're reporting live from berks county i'm steve paterson for cbs-3 "eyewitness news". >> steve, thanks very much. pennsylvania governor tom wolf delivers his first budget address today outlining a nearly $30 billion spending plan that includes tax increases to support public education and cuts to property taxes. "eyewitness news" reporter todd quinones is in harrisburg. >> the governor is entering the the hall of the house. >> reporter: facing a $2.3 billion budget deficit pennsylvania governor tom wolf is seeking property tax cuts of up to 50 percent. >> overall my budget will reduce property taxes by 50 percent putting more than $1,000 each year into their

pocket. >> reporter: another big ticket at number his 34 billion-dollar budget, schools bidding a 5 percent gas drilling tax wolf says a billion dollars will be generated annually that will go directly to schools to restore previous budget cuts. that money would be spent through a new funding formula being worked on. >> the gap between spending between rich and poor districts has as a result exploded. >> reporter: wolf's budget calls for increasing the personal income tax from 3.07 to 3.7 percent sales tax from six to 6.6 percent, increasing the state minimum wage to $10.10 an hour, and putting a freeze on state college tuitions. but getting his budget through republican controlled legislature will be a tough fight. republican leaders are calling it a bad plan a mirage that increasing spending by 16 percent it his $.5 billion tax increase and 2 billion over next two year. we don't have have votes for that. >> reporter: republicans want to hear more on pension reforms.

we are taking you now however to a live look at westbound side of the pa turnpike, on ramp from veil forge where it is difficult to see hear but we have an overturn tractor trailer. emergency teams are on the scene that have have been out there quite sometime but traveling in and around this area will want to be mindful of delays and whether that said, due to overturns and disable vehicles that we frequently see due to this weather, it is a good reminder to take it easy out: we are moving to the mid county toll place, blue route, traveling both northbound and southbound, we have delays around mid county area, also around the schuylkill and i-95 and traveling on the northeast extension, southbound just be on the land dale we have an accident there. take a look both side of the extension, experiencing slow downs. speaking of slow downs let take it easy on a few of our bridges. traveling ben franklin bridge we have speed restrictions of 35 miles an hour, as well as delaware, betsy ross and walt whitman. just give yourself more time practice extra caution, do not take this weather lightly

county we are seeing freezing rain in the city and points south, brighter pink you see over south jersey and delaware. this will eventually change over to rain over the next two to three hours really from south to north and that means traveling conditions will improve during the overnight hours abe into tomorrow. but we are tracking threat for heavy at accumulating snow, early on thursday, coming up latest numbers and timing on that part of the system. the now lets check it outside with meteorologist justin drabick tracking road conditions with the cbs-3 mobile weather lab on route 202 in chester county, justin. >> reporter: good evening, kate. that is right we're south of west chester right now heading north on 202 and traffic is moving slow. the here's y it is a a no brainer here. we have accumulating sleet on the roadways right now a temperature is 29 degrees. would i say mixture of sleet and freezing rain. watch out with icy conditions with those temperatures below freezing. bit of the slow go, here we are at rush hour it is just bad timing the combination will slow things down.

he and his family escape. "eyewitness news" reporter justin finch has more from the scene. >> reporter: thinks cell phone century meeting house consumed by fire and smoke at easton bible church earlier this morning. >> it just seems like a shame, it is an old building historic building. >> reporter: pastor steve johann son shot the video. he lives just a few feet away with his wife son and three pets. their house adjoins the burning building. just before 3:30 a.m. he was tipped off by a smokey smell and went to check it out. >> i looked out and saw a across the way our house is here and across the way, you could see that door was on fire. >> reporter: johann son and another pastor's family of three escaped before the the fire rose to two a alarms, but johann son's home is left with traces of smoke and water damage. fire fighters from six townships spent house dousing hot spots sparing only the shell of the meeting house which serves as office space. the easton church building was not seriously damaged.

you can see right now a heavy ice event on the ground there, fire fighters battled that this morning as they are knocking down this fire but it appears at this time there are no injuries to report of any fire fighters and all that were living here on the campus of the church have made it out safely. mid week activities the at easton are canceled but church plans to welcome hundreds of worshipers as normal on sunday. in hainesport township justin finch for cbs-3 "eyewitness news". chopper three over aftermath of the big fire in montgomery county. this is all that is left of the trico metal products plant in upper more land this was the scene last night from chopper 3a five alarm fire tore through the building. the cause of that fire is now under investigation. no one was injured. justice department investigation has found sweeping patterns of racial bias within the police department in ferguson, in missouri. the report says that officers routinely discriminate against blacks by using excessive force, issuing petty citations

and making baseless traffic stops. justice department began the investigation following the august killing of 18 year-old michael brown. his shooting by a police officer set off weeks of violent protests. philadelphia police commissioner charles ramsey says he plans to implement some findings by the task force on 21st century policing. ramsey, hoist co chair of the task force met with president obama a at the white house yesterday. this report calls for increased oversight of local police following deaths of the unarmed black men in missouri and new york. >> any use of force resulting in death any officer involved shooting involving juror death, or any in custody deaths. the investigation would be handled separately from the department multi agency task force is what is recommended. >> reporter: the report also recommend better community relations, to strengthen trust. well hillary clinton is

under fire for using a personal e-mail account to do her job as secretary of state. the new york times says that clinton aid failed to routinely preserve and turn over her e-mails for collection which may violate federal record laws. e-mails by government officials are considered to be part of the public record. now a spokesmen for clinton says that she followed the letter and spirit of the rules and expected that her e-mails would be retained. former cia director general david petraeus pleaded guilt think afternoon to sharing classified fur with his biographer and former mistress. petraeus admitted to giving eight binders of classified material from afghanistan to paula broadwell while she was writing a book. the retired yen led wars in iraq and afghanistan, those binders reportedly included notes about his conversations with the president. petraeus must pay a $40,000 fine and he will serve no jail
