the most of the region is seeing purple and bright pink. that purple color through philadelphia is sleet or ice pellets. it goes right off your shoulder or coat. where you see light pink color through eastwick, 76, i-95, that is freezing rain. the it turns everything into a glaze of ice. you can see, right along i-95 and cheltenham that is where we have freezing rain. nicetown, some sleet ice pellets in mere beyond, upper darby right the now mixing sleet and freezing rain. so these icing conditions are going to continue right through the evening. philadelphia, right at 32. so freezing rain mixing in with that rain. also right the now in allentown in reading seeing a wintry mix, some snow and sleet there, temperatures are below freezing. a winter weather advisory will continue until early tomorrow morning, by about 7:00 o'clock we will see that warm air working through south jersey. it will be through philadelphia a by about 9:00. by 10:00 o'clock working its way toward lehigh valley and

for tax hikes and new tax toes help boost education and help the middle class. "eyewitness news" reporter todd quinones talk with local law makers about what this budget proposal means for philadelphia. >> very first thing my budget does toys restore $1 billion in cuts 30 public education that occurred under the previous administration. >> reporter: wanted to get that billion dollars pennsylvania governor democrat tom wolf plans a 5 percent gas drilling tax that could bring inasmuch as 150 million-dollar to the financial strapped philadelphia school district. >> that should mean more services and programs, it should mean additional personnel coming back into our schools. >> reporter: it is part of the what is being called an ambitious $34 billion budget proposal laid out tuesday in harrisburg by governor wolf. while the state is looking at a 2.3 budget hole, wolf is seeking as much as a 50 percent reduction in property taxes. >> overall my budget will reduce average homeowners property taxes by 50 percent

putting more than $1,000 each year into their pocket the. >> reporter: have wolf's budget calls for increasing personal income tax from 3.07 to 3.7 percent, sales tax there six to 6.6 percent increasing the state minimum wage to $10.10 an hour, while also putting a freeze on state college tuitions. but republicans like delaware county senator tom mcgaregal. >> easy to say you will reduce taxes by 15 percent but i don't think we heard where that money is coming from. >> reporter: supporters say middle income families will see reduction in taxes, including philadelphians a reduction in the wage tax from 3.9 to three .4 percent. now tough fight for wolf begins as he has to try to get his budget which increases spending passed through the republican controlled legislature. in harrisburg, todd quinones, cbs-3 eye witt nice. a short time ago philadelphia school superintendent william hite gave his reaction to the governor's budget. he is excited but cautious.

>> i'm's realistic about how difficult a process will be now between now and the time that districts like us can spend those monies, and so i think the governor will need all of the help, support advocacy he can get from the citizens who put him in office. >> hite says he will roll out his action plan to i am have prove education in the district tomorrow. in other news tonight we new know cause of death for a babe hoy died at a child care center in montgomery county. it happened at wyndmoor learning center in wyndmoor back in january. police now say the 59 month-old girl died of sudden infant death syndrome. state officials did shut down the the day care after an inspection revealed more than a dozen violations. the the verdict is in, a washington township police officer is found not guilty on charges stemming from the 2012 arrest of the new jersey assemblyman during a traffic stop. >> reporter: former washington town hip police officer joe has been defending himself for two years n july 012 he pulled over assemblyman and former taun ship mayor paul moriarty for allege traffic violations including drunk driving. paul moriarty's charges were dropped but he was fired, and indicted on criminal misconduct charges. >> i thought they were bleep in the beginning. joe, he essentially was charge with doing his job as a cop. >> reporter: tuesday gloucester county injury agreed finding him not guilty of all charges. >> we finally got the whole issues in front of on normal people. >> reporter: he believes the the administration of his department was out to get him. >> why would they testify before me because of the political connections. they didn't pea come chiefs and they didn't become captains and they didn't become lieutenants because they are smarter than everyone else. >> reporter: officer deventure could have spent the rest of his life in prison he spent 14 charges including tampering with record and official misconduct. now he will restore his

evening to stay indoors on storm scan three you can see a lot of pink on your screen. where you see this sort of the purple pink color thinks all sleet, or ice pellets. where you see lighter pink this is freezing rain, and you know that creates a glaze some ice, on area roadways sidewalks, even your car, and that is going to be an issue come this evening. you can see rain beginning to work in from the south, heading toward dover right now and it will be moving toward philadelphia. over the next couple of hours. but this right here is definitely sleet. you can see it in marple, will its town, upper darby and ridley and that freezing rain in south jersey will be mixing with rain later on, so please be aware of that, we will finally than warming up, every where, to see that frozen precipitation changing over late tonight. our eyewitness weather watchers are showing temperatures that are in the 30's in some spots. twenty's in others. you can see right here in south jersey 34 degrees w that temperature david is saying

yes, we have a mix still in clementon, some freezing rain, and rain, even though ground temperature is a little bit colder then the air temperature. that is why we are still seeing icy conditions. lewis reporting a temperature of 27 in eagleville and he says, look at this, half inch of sleet accumulation so far so please be careful. right now in philadelphia take a look. we have a roof cam, glazed over, from the ice, from the freezing rain and it is much different story heading north in places like bucks county. eyewitness cam takes to us bedminster. chuck pressletter is an eyewitness weather watcher. it is all sleet. he went outside and measured. a half inch of ice. so please be careful out there. at least you have traction on area roads with the freezing rain. it is more just slick and like an ice rink. future weather shows we will be seeing warm air moving through philadelphia by eight or 9:00 tonight. it moves in the suburbs. and then, everything moves off
