tracking one big non-stop winter storm. snow, ice rain and then more snow. this could be one of the biggest storms we see all season. we have our eye on the storm tonight with the cbs3 mobile weather lab. it's giving us a first-hand look at slushy and very slippery streets all across the area tonight. we've got you covered with new information about this storm. good evening i'm jessica dean. >> i'm chris may.

we are activating team three winter wet coverage for you once again. it begins with meteorologist kathy orr look what's happening right now and what's ahead too kathy. >> we're seeing wampler air working its way in but still freezing dress snell some spots. that will change over to heavy snow within the next 24 hours. take a look at storm scan3. you can see all the moisture feeding into this storm system. so we have a long way to go with this storm. right now still seeing some patchy freezing rain and drizzle in our normal and western suburb suburb. buck county getting hit hard tonight. patchy areas there. elsewhere temperatures are rising above freezing but the ground temperature still at or below freezing. so do expect some icy conditions overnight. philadelphia 33. allentown 33. still quite cold in the poconos as we take a zoom in you can see in doylestown below freezing and quakertown just hitting 32 at this hour. winter wet advisory continues until early tomorrow morning for most of the region. so overnight that light freezing rain changing over to light rain areas of fog as well

icy spots some puddles slow travel and just take it slow during the early morning hours. temperatures will be rising. then we fast forward to wednesday. with patchy rain throughout the day but after midnight we'll see cold air moving in. you can see it right here in lancaster. this takes over and changes everything over to snow and that is why the national weather service has issued a winter storm watch for tomorrow night through thursday evening for significant plowable accumulation. now, we are looking ahead at heavy snow thursday. it will impact both commutes and we're talking about reduced visibility and some slow and slick travel. so please be aware of this. coming up we'll take a look how much snow to expect and where the heaviest will be falling with this particular storm. winter is not over yet chris. >> not boy a long shot, kathy. thank you very much. let's take live picture from the cbs3 mobile weather lab cruising philadelphia's spring garden neighborhood at this hour hour. it is on slushy slick side

streets. we are seeing conditions like this really all over the area tonight. our eye on the storm coverage continues now. "eyewitness news" reporter natasha brown is live in king of prussia. natasha, i know that you saw first hand how treacherous some of these roads are tonight. >> reporter: yeah, it really was he can treatmently slick out there earlier tonight and ice is still very much a factor. even now. take a look what i'm standing on on some of these untreated surfaces just a sheet of ice. we're standing very still but traffic is moving attelet here on dekalb pike a lot faster than few hours ago. grueling rush hour as ice covered cars tried to navigate ice glazed roadways. drivers slowly wiping their way around a shriek covered kelly drive as the mixed bag of precipitation continued to fall. >> just take it slow. there's been some sliding but nothing really major. so it's been all right. >> the winter storm came in right at a time 3:30,

4:00 o'clock, just right on the onset of the evening rush hour. >> reporter: penndot trucks hit the roads long before the storm began. the salting operation targeting major highways first. 9,000 highway miles left in the hands of about 350 trucks. >> that's tremendous amount of territory. ranges from enter state highways to what we call look a like express likes like 202 or 309. >> reporter: accidents snarled traffic along the schuylkill with saul trucks dotting the expressway. speed restrictions on express ways reduced to 45 miles an hour. >> that's been cleared. all lanes are open. >> latest series of weather events dipping into penndot's 142,000 tons of salt and frequency of these storms is also exhausting penndot's budget budget. >> the department budgeted $25.8 million for the winter service. we're in the range of $31 million right now having spent. >> it's restaurant week here in king of prussia. >> reporter: dicey roads didn't keep from her dinner date with friends in king of prussia. >> i had no progress help

police say she may have been front of a medical condition behind the wheel. developing now it looks like another philadelphia sports super star is leaving town. the eagles marquis player running back lesean mccoy is on the verge of being tradeed. rearrested on the new murder charge. justice department investigation finds sweeping patterns of racial bias within the ferguson, missouri police depth. the feds say ferguson oversure teenly discriminate against blacks with excessive force petty citations and base less traffic stops. now that investigation followed the august killing of 18-year-old michael brown. his shooting by police there set off weeks of protests. in the aftermath of ferguson president obama assembled task force focused on 21stth century policing. >> one recommendation that group is pushing for police departments to build deeper trust in their communities ton night david spunt takes us to the streets of camden where many say community policing is already paying off. >> reporter: no matter what mother nature has to say you'll find police officer virginia, walking the streets. >> walk when it's raining snowing, any type of elements. >> reporter: she is from camden and plans to spend her

afraid of us. most of them seem to be afraid of us at first. >> reporter: as we joined them through a walk in camden neighborhoods we heard from people who insist this type of policing is making a difference. >> i respect it for the simple fact people like her our kids wouldn't be able to come out and play. >> both office agree the more they walk, not drive the streets, the more they help those who live on the streets. >> the community knows that we're here to serve them, and they get to know us by face and our name. >> reporter: in camden, david spunt, cbs3 "eyewitness news". well, the work now begins for pennsylvania governor tom wolf as he tries to sell his first budget to lawmakers. the governor today unveiled a $30 billion spending plan in harrisburg. it seals seeks package of tack hikes. some tax cuts and increased funding for public education. now the wolf budget calls for increasing the personal income tax from 3.0 7% to three-point 7%. raising the state sales tax from

six to six-point 6%. increasing the state minimum wage to $10.10 an hour and freezing state college tuitions. overall my budget will reduce every homeowners property taxes by 50% putting more than $1,000 each year into their pockets. >> any property tax reduction we would do as he suggested would get eaten right back up by the school district pension contribution. >> the governor says that under his plan philadelphia schools will receive an additional $160 million. now republicans who control the legislation had a mixed reaction to the budget today. its critics say it increases spending by 16%. hillary clinton in the hot seat and it all has to do with her personal e-mail account. why she may have violated federal laws. that's next. kathy? >> there's a lot of moisture feeding into this system. rain will change over to gnome the question is how much snow? you've been lighting twitter up with all of your estimates.

♪ >> the cbs3 mobile weather lab is tracking a messy conditions on the roads across our region. you're looking live at philadelphia spring garden neighborhood where the streets are full of a slick slushy mix. kathy will have more on what we'll wake up to and the potential for significant snow in the forecast coming up in about five minutes. caught on video bright orange lava spews from one of south america's most active volcanoes. this is volcano in santiago chile. lava oozed down that mountain and official feared melting snow could trigger landslides. thousands of people forced to

evacuate. that eruption could be seen about 60 miles away 9,000-foot tall vo cane know is popular among hikers. after weeks of bitter back and forth congress passed legislation today to fun the department of homeland security through the end of september. house republicans have held up that money hoping to undermine the president's executive order protecting undo you meaned immigrants from deportation. the president says he will sign that spending bill once it reaches his desk. hillary clinton is under fire tonight for using a personal e-mail account throughout her tenure as second of state. the new york times says the clinton failed to preserve and turn over her e-mails for collection which may violate federal records laws. e-mails by government officials are public record. spokesman for clinton claims she followed the letter and spirit of the rules and expected her e-mail would be retained by others. israeli prime minister netanyahou speaks before a joint meeting of congress.

he sharply criticized u.s. lead negotiates to stop iran from obtaining nuclear weapons. netanyahou warned of the threat iran's to israel survival. he said the deal currently in the works is unacceptable to israel and did he not mince words. >> it doesn't block iran's path to the bomb. it paves iran's path to the bomb bomb. this deal won't be a farewell to arms. it would be a farewell to arms control. and the middle east would soon be criss-crossed by nuclear trip wires. a region where small skirmishes can trigger big wars would turn into a nuclear tinder box. >> president obama declined to meet with the prime minister during his visit and said there was quote nothing new in the speech. on the eyewitness health watch tonight a new study from the british medical journal says that coffee can help your heart. the study is concluded those who

drink between three and five cups each day have less calcium build up around their arteries and that reduces the risk of blood clots. but don't go overboard. new research also says people who drink more than five cups each day actually had the highest levels of calcium build up. okay. it has been rough going out there all right tonight and there's more on the way. >> there is a lot more on the way, kathy. what are you tracking? good right now we're talking about a little bit of freezing rain and drizzle left and that will be changing over to rain as warmer air is being drawn into our weather system. but a lot more moisture to come as cold air will move in along the cold front and change all of this over to snow. now typically the cold front moves through and that's the end of it but not this time. area of low pressure developing along this front and then we'll watch and see exactly where that low tracks and that will really determine who gets the heaviest snow. now we'll continue to track the temperatures during the

overnight hour. because most of the region is reporting temperatures above freezing that's the good news. right now, though, it is 32 right on the borderline in willow grove. light wind and some light freezing rain micking in with rain to the north and west we still have some areas of freezing rain eileen reporting in some cold temperatures there with no wind and through south jersey and also through delaware temperatures right on the borderline. greg reporting in a temperature of 32 degrees and look at this picture he sent in. some ice if you can look at the tree right here a glaze over the tree. the ice build up in his yard and hopefully that will be melting with warming temperatures overnight. take look outside. in philadelphia we do have some areas of fog. this picture taken from camden. campbell's field looking across the bridge. right now, in philadelphia we're at 33 degrees. just above freezing but remember the ground temperature is even colder. so you know the air temperature could be above freezing in wilmington it's 36. you could still have slick spots as we widen out you can see

milder to the south. look at over pittsburgh 44 degrees. that is some of the warm many we will be enjoying tomorrow. so watch this front move through during the nighttime hours and then conditions are going to be get little bit colder. late wednesday we'll see the colder airlifting through and then by thursday, temperatures only around 30 degrees. front is to the south. this area of low pressure develops and rides along the front. so snow heavy at times especially thursday morning and that will be tapering off during the thursday afternoon. and toward the evening. here's a look at the winter storm watch this goes into effect late tomorrow night as about this time. you can see right through thursday evening for significant accumulation and it extends through most of the region. four to 8-inches of snow over a wide range but our trends of our latest models cupping in win the past hour is shifting some of those higher accumulations to the south. so even in philadelphia i'm still thinking at least four to 6-inches of snow but the seven, 8-inch ranges could go further south. the snow factors the timing of

the change over from rain to snow is a huge factor for the amount of accumulation. how long the sleet will last before we get to the snow. the track of the low and the front little bit farther to the south. higher accumulations go even farther south and also the speed of that area of low pressure all things are going to track overnight and tomorrow. temperatures rise overnight with patchy fog and some rain. during the day tomorrow, some rain with temperatures in the 40s changes over to snow during the early morning hours of thursday. it will be a slow go thursday morning and afternoon. it gets much milder over the weekend feeling like spring as daylight saving time begins on sunday. >> can you believe it, already that time again. >> can't believe it. >> ready to springford. >> the eagles are springing forward no doubt about it they are changing the face of their team. >> chip kelly very busy. making a lot of decisions the biggest of course shady mccoy reportedly shuffling off to buffalo watch did the eagles get for the team's all time leading rusher. more on kiko alonso coming up
