6:01 am
all philadelphia public and archdiocesean schools are closed and hundreds of other delays and closings around the tri-state area and you can see them at the bottom of the screen or cbs philly.com. >> is there plenty to talk about. we will get over to katie fehlinger with what we can expect. >> guys, you talked about it, we showed you the scope of the storm, it is huge, it is not just thousands of miles but millions of people being affect. make no mistake we are not alone here and we are going to end up i would say with the quote unquote sweet spot of snow out of this because of the way the storm its moving in and way cold air is joining up with it. the lets get out there and show you first and foremost with the live look as we face east here on spring garden street in center city philadelphia very dreary. lots of pretty colors here but you can tell the road are wet and travel is slow, not too many people on the road just yet but if you have to head out, lets go next to the local radar, this is what you will
6:02 am
face. the whole region is covered right now in something. but what you see happen over last three hours, notice how green gets moved out by purple, cold air is taking over and it is turning any rain over to snow. you might find a little sleet along the way too because we have that rain snow line that has gone through but it looks like a quick turn over basically rain to snow, maybe mixing between but not much. mean whale we have winter storm warnings posted every where, lehigh valley poconos, an advisory for you since you will in the have as much, two to 4 inches, but otherwise we are calling for a general four to 8 inches. that snow will accumulate throughout the course of the morning. we have a big red light for that morning drive. steady snow tapers, but road crews need time to catch up to what is going ton falling until then. then this evening for typical evening rush roads will still be slick. you have to watch out for that.
6:03 am
meanwhile vittoria you have your hand full over there ever changing conditions out there on the roads this morning right. >> it is but i'm curious to see how rush how plays out today. i think a lot of follow accounts will take extra precautions with the school closings that we're already seeing i'm interest todd see how busy rush her will be. we will find out when we get there. lets see how we are doing around king of prussia, a very snowy hot shot of 202 right around king of prussia mall over to the left of you but if you are traveling in and around this asia or pennsylvania turn pike i remember it was jim melwart from cbs radio and he was traveling where it was very snowy there as well. generally speaking throughout montgomery county around valley forge we're definitely seeing snow out there and it will be affecting your commute. we are not seeing rush hour delays but we are seeing some of that snow which could cause low visibility. as we move to the schuylkill also a snowy shot, free and clear in either direction.
6:04 am

6:05 am
are steadily deteriorating. all we can see are tire tracks as car move through this area. penndot is out and about on the roads this morning. they have 400 trucks out there, salting and as soon as there is an accumulation over an inch on the road they will put plows down. i want to bring in someone walking around in these conditions, i just pull him over peeking out in front of the star bucks possibly getting fueled up but how dot roads look in this area so far. >> last 15 minutes or half an hour i have seen them deteriorate rather quickly but for me walking around right now it is not so bad but i'm sure it will get worse throughout the day. >> reporter: that is what katie has been saying. moving through slowly. what are you doing are you willing going to be out on the road a lot. >> do i my normal job inside and i work for ups in the evening. that is an outside job. bay this evening i will in the be having a good time. >> reporter: lou bundled up. at least you will stay warm. >> i'm sure i will report

6:16 am
we are seeing a lot of that precipitation, throughout the area of montgomery county. we are seeing it around schuylkill and center city philadelphia interestingly enough looking at 42 freeway we are just damp ape wet. we are not seeing too much snowfall on 42 northbound approaching 295 but we are definitely seeing rumbling of the rush hour. keep that in mind. if you are heading over our area bridges we have speed restrictions of 35 miles an hour. so abide by. that we are switching gears moving over to the pennsylvania turnpike. thinks 309 not too far away. notice snow on the side of the road there but you will find lose visibility in the area it is foggy, snowy it will definitely just slow folks down on their commute. looking at speed sensors we are in the 40's, in the a full swing rush yet. traveling kelly drive we have a traffic light malfunction at fountain green drive. if i were you i would avoid kelly drive because it scares me when it gets slippery in weather like this.
6:17 am
>> i'm with you on that, vittoria, thanks very much. we follow breaking news. cadillac escalade crashes in the north philadelphia bank and a occupants just take off. police say it happened inner broad and jefferson around 2:00 this morning. after a the escalade ran a red light and hit another car all this went down. collision sentence laid into that bank there were no injuries at the scene. also philadelphia mayor michael nutter delivers his final budget address today and kyw news radio has learn it includes a 9 percent property tax hike. that would mean another 100 million-dollar for the philadelphia school district. former secretary of state hillary clinton's personal e-mails are under subpoena by committee investigating the deadly 2012 been gas a tack. the clinton relied on personal e-mail account instead of the government one. her aids insist that is not improper. we will be right back.

6:24 am
24 minutes ago. that means you cannot park your car in the snow emergency route. if it is there move it now place or it will get towed. just a head up. katie, over to you. >> ukee, what you will notice in that the shot that we just showed you is sky line is skewed by low lying cloud cover. snow falling from the sky, all of it limiting visability out there. we also have some snow falling and it is sticking and accumulating quickly. it is a grain i shot but i wanted to show you this shot outside lower merion high school. the this is first round of any kind of vehicles that i have seen vehicles rolling through and they look like tanker trucks. i'm in the the sure what kind of trucks they are but you can tell road crews are coming through here, plowing taking place on montgomery avenue outside the high school. fit hasn't changed to snow yet give it time. just a matter of it. look at how far southwest the snow will extend, we will likely have sweet spot here.
6:25 am
and, we will four to 8-inch toes fall. you can pick up as much as eight. break out shovels, vittoria. >> not me, katie. i don't know about you. >> good morning, everyone. traveling out and about during this morning you will notice rush hour is starting to bubble. we are taking a look at schuylkill expressway we are seeing a few more vehicle also approaching city avenue. these brake lights are just an indication that it will roll on back. it is very snowy around schuylkill and center city. we are seeing same sort of weather making your way in montgomerymont county. very difficult to see any. they are trying to zoom in on something but traveling on 422 we have delays in the the eastbound direction and watch out for this accident in upper dublin. mass transit buses are on due tore so double-check that web site. erika. lets look live from philadelphia city hall that rain is starting to switch
6:26 am
over to snow but looking at the roads, it appears to be just rain coming down the way it is bouncing off those puddles. it is not sticking. will we all get snow? just you wait in center city. >> steady snow in norristown with the light coating. the ites depending on location. >> how about this. >> boston this will make you great full we are not getting more snow. boston is 2-inch's way from history and today's storm could put them in the record books for most snowy winter on rorrer. keep in mind boston has already reported over a 105 inches of snow this season. some resident are saying they are embracing this historic challenge. >> once you are there you might as well go for it. >> it could be worse, right. good news for union fans, the associated press reporting major league soccer and its players union have agreed on a five-year labor contract. the season kicks off friday,
6:27 am
katie is happen bye that, big union fan the union plays colorado rapid in chester on sat the day. how about hoops. sixers working overtime in oklahoma city. jason richardson with the long three ball to tie thunder and send this baby in overtime but russell westbrook is back. wearing a mass took protect that cheekbone and scored a career high 49 points, part of his fourth straight triple double. nobody has done that since jordan i believe back in the late 80's. sixers lose in overtime good game 123-118. i was hoping they would get that one. >> in overtime. >> play a good game. >> 6:27. coming up next we have an update on our breaking news a suv check out that picture that crashed right in the bank. but police tell us the driver is not to blame for this crash, we will explain why. we will continue to have our eye on the storm system we have a team of reporters spread out for what could be
6:28 am
once again biggest snowfall of the season. jan? ukee, not quite enough right now to measure but definitely enough snow to make for a messy morning commute in doylestown bucks county. i'm jan carabao and we will look at the conditions straight ahead nicole. >> reporter: jan, no snow in cumberland county but i'm told it is coming, stay tune we will have a live report from bridgeton new jersey coming up. just you wait nicki b, just you wait. katie has your forecast and vittoria is checking on the road. they look clear here. we thank the salt crews give them some room when you see them on the road. we are back
6:31 am
we have an eye on the storm, this morning, and check out the roads all that rain switching over to snow, it is not expected to stop snowing for several hours, talking about into your din are time see snow keep coming down and katie is calling it pullses pulses of snow out there throughout the day. check out how big this storm is too this is storm scan three it stretches from the bottom left-hand side from the gulf of mexico all the way up to maine. it is a huge system, katie. >> it the is huge millions of people affect thousands of miles of coverage. multi day storm. we have been dealing with it for the last three days. get out of here.
6:32 am
we're done with you. what is your hurry, one of those situations. get on out of here. every day it has something different. ice, rain snow. this is the biggest impacts because you have to break out the shovel again. you will have quite a bit to shovel away it looks like. we will take you out to storm scan but i want to zoom into our local area. erika said it best. we have pulses of moisture. this is radar 101 the whole screen is encompassed with moisture but when we have darker shade of green, purple or even the pink it means that you have heavier intensity of the precipitation falling. as a result it will come through off and on nature in terms of how steady that snow is. if you have not seen it change over in southern new jersey as well as delaware, i'm talking to you give it time. the cold air is bleeding in basically very slowly north to south and as temperatures continue to climb, which they
6:33 am
will all day, everyone will get enough to warrant the winter storm warnings. those stay in effect until 7:00. how much are we talking and what is the time line? snow will a accumulate right in the afternoon at which point it starts to tape are from northwest far corner of our area, to the south east. i would say window for it to taper off from northwest to we're talking shore points probably 3:00 to 8:00 p.m. that is a licensing stretch of time. right in the center is where we see it even for philadelphia, at which point, five or 6:00 p.m. we will have four to 6 inches possibly up to eight south east of i-95. here's where temperatures currently stan. they have been declining. in millville we are at 29 degrees. if you have not seen a change over yet, you will. just a matter of time. it is interesting to just watch this change overtake place on the air because it just means ever changing
6:34 am
conditions outside on the roadways too right. >> it the is interesting to see different areas as well, new jersey being affect over the bridge, being affect different then how schuylkill is being affect 422, it is a milk bag. let's look live at 422, traveling on 422 eastbound is your head lights here it is a very snowy shot. it looks like however some of that snow has subsided ever so lightly. it is difficult because of the screen completely covered with water drops but anyhow traveling on the ease bun side of 422 spectrum blink of the rush hour around trooper. it is still light. i'm curious if we will have a big time rush considering school closings and folks maybe taking a snow day in general. i-95 is wet traveling around philadelphia international airport. quite different because we are in the seeing snow. traffic light malfunction on kelly drive at hundred tane green. light are on flash.
6:35 am
the bus 35, for septa has been completely canceled. that is the manayunk bus. just double-check your schedules today, ukee. our team coverage continues from cumberland county. >> "eyewitness news" reporter nicole brewer joins us from bridgeton, new jersey where governor christie declared a state of emergency. up until now we have been seeing mostly rain, any change there, nicole. >> reporter: no changes, in the yet, but i'm told it is coming here in cumberland county so the anticipation is just killing us. the not really. we are waiting with a watchful eye. you can see route 77 at interest section of route 66. we have pure blacktop here, a little rain to deal with expect to turn over to heavy snowfall with the state of emergency, allstate offices operating on a two her delay. 11:00 a.m. for non-essential staff members n cape may county all senior centers will be shut down due to impending

6:37 am
doylestown. that car should brush off the snow more. you should do the same. be very careful. snow is picking up here making conditions deteriorate ever so quickly. the good news we just saw a salt truck coming through and penndot has more than 400 trucks on the roads this morning. it has been a very busy season for them. if you measure it out they say they have had close to two dozen storms since the beginning of the year. they have been out here every couple days. they have used 149,000 tons of salt this winter season and that is only second to last year. they have a lot of work ahead of them that penndot spokesperson says the goal this morning is to keep road passable for morning commute so folks that do get to work can get to work safely. reporting live jan carabao for cbs-3 "eyewitness news" good our coverage takes to us chester county. >> "eyewitness news" reporter walt hunter joins with us conditions there walt, good morning.
