stranded on a highway there. the national guard is performing rescues at this hour. but lets look at storm scan three you can see the the size and scope of this system for many of us it just can't move out soon enough. the it is march we know but winter is not the quite done. i'm chris may. i'm jessica dean. we have a team of reporters fanned out across the region. they have been in the middle of the storm all day long. we want to start with meteorologist kathy orr in the weather center with the status of the storm right now, the kathy? >> the the good news is it is beginning to and he cross the delaware valley, lehigh valley seeing some snow showers, that is just about it and it willend in our northern and western suburbs quite soon. look at storm scan three and you cab see some of those darker purples, heading their way through southern parts of the maryland and even into southern delaware. that is heavier snow falling at a rate of a half inch of rain an hour. and for the the rest of us we are seeing dryer air work its way in allentown and reading and northern and western suburbs. lighter snow.

heavier snow in interior south jersey where banding is going on right now. interior burlington county, gloucester county and right through camden county shamong heading south on 206 toward 30 and williamstown. heading your way down the shore, some heavy snow as well, through cape may and, atlantic counties extending over to cumberland county, and shore points long the expressway, and parkway, and, getting it once again we will be ending with a next couple of hours. that is great news. visability poconos 10 miles an hour and reading 9 miles a sign that the snow is coming to an end but along the the i-95 corridor to the south and east visibility mainly a half mile. we have to work on that a bit. you can see northeast philadelphia visibility, .8 of a mile. that warning continues until 7:00 tonight. snowfall so far king of prussia a reporting 9 inches. that is an out liar but most inches between five and 7 inches of snow. this is the the snow and end times. lehigh valley ending right

now. philadelphia around 6:00 p.m. moving off the coast between 7:00 and 8:00 p.m. what is it like right out there right now. we have an eye on the storm covering the road. meteorologist kate bilo is in the cbs-3 mobile weather lab live in devon chester county. kate, what is it looking like. i was out earlier and i could only go 20 or 30 miles an hour. >> reporter: that is all we've got the here. it is looking pretty miserable. i want to take you outside to the street. we are on swede forward road in devon, this road is complete thely packed down with snow and we have seen a lot of cars struggling to get up the hills, around devon, chester county and wayne area. you mentioned king of prussia a, an out liar of the heavy snowfall amounts. i can tell you on i-76 coming from the the city and hit gladwynn on 76 it was completely snow covered and around king of prussia area we have turnpike closures. everything is backing up there. as we get on to 202 that will be snow covered. and 202 not looking great. you can see on speedsford road you can see lines in the road

it is a sea of white looking like narnia then devon out here. you can see snow on the branches out here, thinks an area of the hardest hit. the it is still snowing slightly but snow is still falling and continuing to add to those totals. luckily it seems like most folks have stayed off the road ape heated our warnings but here's what you can expect if you are out and about if you have to be on the road maybe you have to get to work later tonight expect snow to be ending but reduced visibility and any of that falling snow road are snow covered, roads are very very slick. a lot of slipping and sliding we saw here coming out toward the chester county area as the the snow gets deeper. use caution. if by any chance you can stay off of the road tonight. would i highly recommend it. we will make a loop around this area and see what we can see here. it is not safe to be out. we are taking it slow, in the cbs-3 mobile weather lab. one more look the at these shopping centers here nothing is really plowed yet. plows are out doing their best but things are looking rough.

reporting live from the cbs-3 mobil weather lab i'm meteorologist kate bilo for cbs-3 "eyewitness news". right now delaware is in the bull's eye of this snow. >> governor jack markell is urging residents of delaware to hunker down and ride out the storm. our david spunt is live in claymont with the very latest on conditions there, david. >> reporter: i just spoke to dell dot officials and they say they are in this for a long hall tonight. they expect snow for several more hours and they will be troweling for several more hours. wur at seven and a quarter inches. but these road right now are very dangerous out here. they are slippery. they are wet. as soon as crews are plowing these road, snow just goes in and hits the road again. it is a vicious cycle that just happens here over and over again. we have check out some of the road in claymont and other parts of the new castle county delaware and we saw a a lot of the problems also in parking lots. we have had a chance to check out parking lots kate was mentioning those parking lots

not being plowed, some parking lots we saw around here plowed which is a good sign. i had a chance to speak to the driver that says listen he regrets coming out today. >> yeah, they are bad all over buddy. not too good. salt trucks are doing their thing but they are not getting it all. >> reporter: dell dot officials say they will be out here for at least until midnight, probably a little bit later again. they are expecting to be out here in the long hall. as we have been saying if you don't to have take place, do in the go outside. we are live from claymont delaware, david spunt for "eyewitness news". from delaware we will go to new jersey. >> "eyewitness news", new jersey reporter cleve bryan, is in mount laurel with a look at conditions cleve. >> reporter: thinks route 37 here in mount laurel. this is about as good as it gets. that is in the saying much. all of the side streets are in much worse condition. this snow is just sticking to things. in fact let me show you up here it sticks to the traffic light and many other

situations, that creates, a dangerous. heavy, wet snow stuck to road, and signs and even wires on plymouth drive-in evesham township, a sagging power line spark a fire. >> we came out and the the pole was on fire. >> reporter: play happened into dave and clay cutler's front yard. >> police were blocking traffic. the eye was in my truck. i got it out of the way because my truck is right near the wires. >> reporter: wire fire was quickly brought under control but it caused more than 60 homes to lou power. pse&g had repair with three cherry pickers working together so neighbors didn't go long without electricity. there was plenty more work to do plowing, shoveling and don't forget, delivering the the mail. >> the snow is soft on the legs, it is walking route but it is getting deeper and deeper but roads are bad. >> reporter: the mail gets delivered no matter what. >> yep, it is a tough gig. >> reporter: it is a tough gig

was all too easy for drivers trying to make their way on snow slick chester county roads. >> this is insane. i cannot believe it. >> reporter: plows did their best but fast falling flakes re-coated highways within minutes. >> it is pretty treacherous out here. if you don't need to be out here you shouldn't be out here. >> pretty bad. my husband just took us here in his big truck, so we were good. roads are bad. >> reporter: even bundled up, morning walks became arctic adventures only to find as spencer brennan did his coffee shop closed early. >> i'm over winter. it is too much already. >> reporter: dogged by a win the their seems endless, some found the best way of coping with this storm was to simply keep tonight perspective. >> i just remembered my friend in boston they call this a flurry. looking live at the lanes of route 202 and route 29, that plow train now on the way

and those lanes are still snow covered. perhaps a big redeeming part of this storm how much that is throughout the day with all of this snow more than half foot here in chester county very few reports of serious accidents. live from east whiteland i'm walt hunter, for cbs-3 "eyewitness news". we want to update you now on breaking news late this afternoon. a philadelphia police officer has been shot. we can show you where it happened at 22nd and lehigh avenues in north philadelphia. >> we understand that officer was taken by a a fellow officer to temple hospital where office the the officer is seriously wounded. there are reports two people are in custody. this is a philadelphia police officer, show the in the line of duty at 22nd and lehigh. that officer reportedly seriously wounded. we have a reporter on the way to the scene and the hospital and we will have live reports for you coming up. in the meantime, not the a good day to travel. flight delays and cancellations continue at

"eyewitness news" found self people stranded there so if you have flight plans it is a good idea to check with your airlines before heading out. passengers on board a delta airlines flight in laguardia airport endured a terrifying land to go day when their plane skids right off a snowy runway. correspondent don champion is at laguardia with more. >> sorry, we have an aircraft on three-one so please advice. >> reporter: delta flight 86 slid off a runway into new york's laguardia incident. >> shortly before the incident at 11 clear see on 52 planes landed and reported good handing conditions on the runway. >> reporter: shows passengers climbing down a broken wing. >> people were very calm, very pleasant. everybody helped one another. >> reporter: plane's nose is clearly visible coming through the chain link fence. >> we thought we were in the water. and then, they opened up the back door and all of the snow

and things fell out. >> reporter: faa say m.d. 88 was coming from atlanta landing in stormy weather just after 11:00 this morning. there were 127 passengers and five crew members on board. no one was seriously injured. authorities say the plane leaked fuel. >> there was a minor fuel spill, the fuel for a time was leaking out at a rate of a gallon a minute. >> reporter: the accident shut down laguardia airport for a few hours, triggering massive flight delays and cancellations for thousands of passengers. >> tomorrow night at 7:30 is the first flight out of here. >> reporter: delta says it is cooperating with authorities to figure out why this happened. don champion for cbs-3 "eyewitness news". we will continue to follow breaking news, of course tonight a philadelphia police officer has been shot in north philadelphia. it happened at between the second and lehigh. sources say that officer is seriously wounded. we will continue to track

i just think that we don't give them enough credit for what they do for us to keep our streets and roads free, as free of snow as possible. they are really doing a lot of work. a as you know, this has been a rough winter. >> a lot of people sending in their snow pictures and we want to see yours. it is fun to see the fun side of the the snow that is for sure. send them to us, at cbs-3 snow. well, that digs to the snow top of mind at city hall is a plan for philadelphia schools. in his final budget address mayor michael nutter proposed a 9.3 percent property tax

hike to generate 100 in million-dollar for schools. >> our pat ciarrocchi was in city council chambers when the mayor made his case for children coming first. >> reporter: mayor michael nutter took to the podium with education, driving the top of a $3.9 billion proposed spending plan. >> i'm's proposing an additional 105 million-dollar investment to in public education in fy16. to get there this budget proposed a 9.3 percent property tax increase. >> reporter: if approved that pushes rate to 1.46 percent median property values at $142,000 would see an annual tax bill jump nearly $200. 1910 to 2080. >> i don't want to raise your taxes. but i do want to educate our children. i don't want the next generation of philadelphians living under the burdens of poverty, violence without the opportunity to succeed.

affected the entire region in a very big way. >> no way around it, kathy. >> we talk about the real estate this covered, over 2,000 miles from texas all the way to new england. everybody is still in the thick of things. we're talking about additional snow accumulation through the next hour or so and then tapering off even in philadelphia. you can see at the bottom of the screen our eyewitness weather watchers reporting in this afternoon, temperatures so you can be advised on that. we will see sinking temperatures and a big freeze overnight tonight. take a look outside where we are still seeing reduced visibility. this is a view from the home of the river sharks campbell's feel. we will typically see across the bridge to pennsylvania but visibility limited in philadelphia, down to about a half mile. bad as well down the shore, as we look at the board in ocean it is i, cape may county, stories of half an inch an hour. they have a heavy band right now. eyewitness cam takes us to route 322 bypass in west chester. this plow truck off the side of the road because of

slippery conditions, so please take it easy. if you have to go out just know that once you break, you will be slipping and sliding all over the place. it is a slow go. storm scan three we can see dryer air working in, visibility improved in allentown and reading as snow comes to an end and hedging down toward philadelphia but we have a little bit of the band in south philadelphia and new jersey side along turnpike and 295, 676 south through cherry hill, cinnaminson runnemede, gloucester and heading toward washington township. still moderate snow there. even down the shore seeing moderate snow but once again in philadelphia give it another hour and it should be coming to an even. look at these amounts in devon 9 inches. norristown 8.5. jenkintown the same. easton six. chestnut hill 5 inches of snow. new jersey, mount laurel still snowing, 6.7. bordentown 6.5. ewing 6 inches. jackson township 5.5. estelle manor 1.7. we know you are in the heavy ban right now.

delaware new castle five, hockessin 4.7. wilmington four and a half. milton one. dover, we have .4 reported. snow this season in philadelphia, 20 inches but look at boston, it paleness comparison 105.7 inches, they are in on the snowfall as well and we will have an updated total for philadelphia, but it is confirmed this is the biggest snow of the season for city and widespread throughout the region. right now in philadelphia down to 20 degrees. we will start off with that wet, heavy snow with temperatures in the 30's this morning. it is light and fluffy. in the poconos 13 degrees but look at this temperature contrast. we have 37 in raleigh-durham. almost 40 degrees warmer in charleston. you can see the the cut off between warmth and the the cold air, natural seeing heavy snow, kentucky a mess in the snow. snowing for hours last night into today. we are watching low pressure, squeezing all of the moisture toward northeast as well. tomorrow we are talking about bitterly cold temperature, a

freeze, with temperatures only in the 20's. so overnight tonight, the the low temperature is nine. that would be a new record for philadelphia the high tomorrow 26, with mostly sunny skies and here's a look at the record, we are expecting to tie a record in trenton of seven, new record forecast in allentown of four. a new record in atlantic city expect. new record in philadelphia. tomorrow morning we are expecting a low of 10 degrees in wilmington and that would set a new record as well. we have record cold overnight. cold temperatures for friday. then melting going on over the weekend. saturday's high 36. daylight savings time beginning on sunday and look at that temperatures warming through the 40's. here's something to think about, we will spring ahead sunday sunset will be at 7:00 p.m. and warmer days ahead. next half an hour kate will show you temperatures, in the 50's it is march madness, we will be back

where he is being treated right now but we are told the officer was shot in the head and is said to be gravely wounded. there are also reports tonight that two people are in custody following that altercation whatever may have happened there. again this is a philadelphia police officer shot in the line of duty at 22nd and lehigh in north philadelphia a, that officer reportedly shot the in the head and gravely wounded, this afternoon. we have reporters in route to the scene and the hospital as well and we will bring you live reports as soon as more information is available here on "eyewitness news". there is also breaking news coming to us from north philadelphia where snow may have caused partial collapse of the building. this is a five story building on turner street and north second that is currently in renovation. the the top floor of the building we're told partially crumbled down into the the fourth floor, there was a person reportedly inside at the time but now that person was not hurt. >> fifth floor collapsed in

now at 5:30 the latest on our winter storm, thanks for being with us today. >> we are hit with what could be the biggest snow of the season, "eyewitness news" in paoli chester county drivers and about in the mess taking it the slow, people are walking also having to take it the snow -- slow in the snow. the this is not a fluffy snow it is heavy wet kind that leads to a lot of slush out there. and now to cumberland county, snow came down hard and fast, a lot of people on the job doing their best to stay ahead of the storm with

the shovel. and the snow can certainly be press toy look at if you don't have to be out in it. many in new castle delaware staying inside a few venturing out with the puppy there. that can be tougher as temperatures plunge later into the night, kathy. it is going to be a problem, jessica because you can shovel once or even get snow blower out once and then you have to go back out again. many of our road will stay snow covered. this is the the view you from our cbs-3 roof cam. you cane vine street, this is callowhill visibility improving in center city philadelphia, a sign of the snow coming to an end. that is a good, good sign. look at storm scan three and i will show what you we have here. we have dryer air working its way in the suburbs. montgomery county, bucks county chester county delaware county seeing even of the snow. edge heading toward center city philadelphia heavier snow falling interior south jersey and also the jersey shore half an inch an hour, that is the rate in cape may county in atlantic city and down through sussex county delaware.

at least another hour hour and a half left through south jersey. visibility has improved through lehigh veil northern and western suburbs in reading. still a mile in wilmington that will be improving. the northeast philadelphia, mount holly reporting .8 of a mile as far as visibility is concern. look at doylestown up to 3 miles. snow is ending there as well. what about area roads, they are treacherous, many of them snow covered, still slippery, snowy conditions, out there lets go to kate bilo in the cbs-3 mobile weather lab and keeping an eye on things in valley forge park in chester county, one of my favorite places kate. >> reporter: kathy, it is beautiful out here, the trees are completely snow covered, i will not let you look at me but see the the beauty of this storm. road not looking all that beautiful. it is completely slushy and know covered and valley forge road as we head out to 252. you can see branches completely covered in snow. it is a sight outside. lets look at our snow amount

now. we will measure and head back to devon and measure that 9 inches because that was reported there, mount holly, over 6 inches. ambler also 6 inches of snow. what to expect on the road tonight? we will give you red light, the road are completely snow covered and very, very slippery. that is what we have seen driving out here. overnight road are still slick and with temperatures down in the single digits snow and ice not going anywhere. the these road are not perfectly maintained they will stay slippery right into tomorrow morning. i wouldn't be surprised to see delays and something like that as we have to reassess the conditions of the roads, heading in to tomorrow morning. i want to bring you back live to veil forge park. we are driving on these completely snow covered road. looking ahead we will see some people out walking about and we have got a huge sledding hill in veil forge park, sledding hill, and we went to the one by chapel but this sledding hill on the other side of the park here and walk walk ago long the street. they were earlier walking right down the mid of the street the with their sleds

because traffic is still light which is a good thing. we have a guy here taking a picture of his dog in front of the valley forge park sign. people making the most of the snow this evening. you can see dog up there and kid with their sled. they are enjoying this weather, a snow day, break from school, chance to take their sled out to veil forge park, one of the most beautiful parts in the area and do some sledding. if you are not able to walk to veil forge park or take a quick drive, don't venture out too far. that is what we have been saying. we have been finding it all over the region. road are not good. the road will stay nasty as we go through tonight. we have no melting taking place so anything that you see on the road may be around for quite sometime. main road may get better. back road not looking so great. the from the cbs-3 mobile weather lab, we are on the road we are taking it very safe and slow my driver is here doing a great job tonight and we want to urge to you stay off the roads if at all possible and enjoy snow and do sled nothing your backyard and head out tomorrow afternoon and maybe do some sledding if you have the the desire to do

"eyewitness news" reporter todd quinones is in elkins park for us tonight todd. >> reporter: chris, the side road here are what you would expect, they are covered in snow and they are also slick but the the same can be said for main road take a look right now, this is old york road in elkins park. it is covered in snow and slush. here in montgomery county since 6:00 this morning they have reported more than 150 car accidents. crews stayed busy just trying to keep main street by old york road clear bye this storm is proving challenging. >> i have been out for a half an hour road are really bad. >> reporter: "eyewitness news"

reporter shot this cell phone video of the driver that slid on philmont avenue and crash in the utility pole. >> it is so crazy. i'm so sorry for the guy. >> reporter: snow quickly accumulated on well traveled road. we caught up with plow trucks clearing off byberry road in the somerton section of northeast philadelphia. >> road weary. >> reporter: sharon is flat out calling it quits after her normal half an hour commute to work turned into a ordeal she turned around and went home. >> after sliding, into a pole and having no control, the road were just deteriorating by the the hour. i called and said i made a valiant effort to come in and it will not happen. >> reporter: so once again here in montgomery county since 6:00 this morning more than 150 car accident resulting in some 40 injuries but fortunately no one was killed. reporting live from elkins park, todd quinones, for cbs-3

"eyewitness news" good todd thanks very much. the snow is not all bad. the kid had a great day to day, off from will school perfect snow for sledding which is a tradition here at stokes hill on main street in moorestown. you always find a crowd gathered like this when the the snow is falling. "eyewitness news" was also along interstate i-95 in delaware where traffic was getting a long pretty well. where did those plows go? you have to make sure you give plenty of room as they try to get the job done into the night. delaware governor markell talking earlier about the the storm there in the first state. >> our initial focus will be on primary road through the duration of the weather event and as a result secondary and third road are likely to be snow covered for a longer period of the time. >> reporter: governor said if you have to get out be careful and leave extra time in order to get where you are going. this powerful winter storm is also wreaking havoc in the the south, all of the way up to new england.

travelers certainly feeling the impact. cbs news correspondent craig boswell has that part of the team coverage. >> reporter: on interstate 65, near kentucky the the storm trapped hundreds of motorist in their cars and trucks. view from the air showed stranded drivers for miles and miles. kentucky's governor dispatched national guard. charles wade and his two sons spent the night in the car. guard men reached them thursday and helped get to the red cross shelter. >> we had a cooler tank of gas but we had to preserve things. when we have a two and three-year old in the car it can get hectic. >> reporter: snow and ice hit an area from north texas to nantucket, up to 7 inches fell in portions of texas and that was on top of the layer of ice making road treacherous especially for big rigs. >> inclines are tough for semis but they have to go slow and end up sliding backward. >> reporter: air travelers are getting anywhere fast either. more than 4,000 flights were canceled. >> i'm doing a show at manhattan center so i won't be

breaking news a philadelphia police officer has been shot. this is a live look at scene where it happened at between the second and lehigh avenues in north philadelphia. "eyewitness news" was told tonight that the officer was shot during a robbery at game stop thaw are looking at right now at 22nd and lehigh. there are reports as well that two suspects are in custody including one suspect who has been shot and transported to the hospital. >> we understand that officer was taken by a fellow officer to temple and we're told the officer was shot in the head and is gravely wounded.
