start today. katie has her eye on the storm. >> guys, i know the last thing a lot of people want to hear about as we're officially in these waning hours of winter. but there it is. and when you look at this, just snapshot of storm scan3 at this point the moisture starting to move n we put it into motion here. we are still finding enough mild air quote unquote temperatures are well enough above freezing that it is still just coming in as rain, chilly rain, granted but it will change. see how it sort of blossoms into purple over the last hour or so. i'll zoom it out. take look at the wider zoom. yes, a lot of the moisture confined across the mid-atlantic. some will sort of re strengthen, and build into our area, so looking at all day event out of this. winter weather advisory are now in effect, will remain in effect until 8:00 p.m. basically for the northern two thirds of our area, only reason that southern new jersey and delaware are not included, just primarily rain event for you. so we break it down region by

region. now road crews are out and about, but regardless of that, still going to run into slower travel, even if it is just rain. that always happens weather just always becomes a problem. any time precipitation involved whether rain, snow, sleet, freezing rain. but expect it to primarily be rain or snow. slushy variety of it when it comes in through philadelphia, basically, i95 and the immediate vicinity, looking at slushy snow. where the temperatures stand you're within range of freezing, that's why we think you are going to eventually end up with some snow even though it may start to move in as rain, except for the southern tear that i showed awe second ago, in philly this is your day planner we only get you to the upper 30's later today. at we do, we start to see that mix of slushy snow, hello jessica. >> still -- >> hold on, wait your turn, as we see that happen it will eventually turn over to rain. wasn't your fault. the latest on today's he? with our cbs weather app. get live rizzar, any time, the

app is freon itunes and google play. you're all good. >> can i? good morning everybody now it is my turn, so the schuylkill expressway, currently no problems out on the schuylkill, you can see headed westbound into the king of prussia area. right around city avenue, moving along just fine, no problems out on the ben franklin bridge. that's good thing. after going over yesterday westbound into the city, currently no problems there. i think our cameras going out there, as well. we head on over to the maps. having hard time this morning over on the a.c. expressway the eastbound lanes accident just past winslow blocking out the left-hand lane. and crash out in newark, delaware old baltimore pike, actually pushed into the median at luzerne drive. center city another crash, i can get my clicker to go this will be great morning, i can tell. washington square west at broad street and bainbridge street. another crash there. for the rest of the travel time, everything moving along great so far. 202, no problems if you are headed southbound about 12 minutes, 422, having no problems, there as well, about

eight minute trip from 202 into oaks. back to you. >> back to breaking news, you will see only here on cbs-3 second teen suspect surrenders overnight. he was wanted in the fatal shooting of a man walking had i dog in overbrook. >> jan carabeo spoke exclusively with the suspect's family and joins us at police headquarters, good morning jan. >> reporter: nicole, erika good morning, i just spoke to tyfine hamilton's family though says the 15 year old turned himself into police here at police headquarters overnight. they were obviously distraut. but they wanted to add their deepest condolances and issue an apology to the victim's family. police say hamilton was the trigger nan last week's deadly shooting in overbrook. investigators say he along with 15 year old brandon smith and a 14 year old were all playing basketball before they decided to rob someone. their victim police say, 51 year old james stole man out wacking his dog molly on

woodcrest avenue. after he was shot once in the chest, the teens made off with nothing. now investigators say the 14 year old is cooperating, being charged with robbery as a juvenile. smith, 15, being charged as an adult with murder and robbery and again hamilton's family tells us he turned himself in overnight. they say he was off his medication at the time and needs help and they had this to say to the family. >> you have my deepest condolances, and this is never meant to happen. and i can't imagine how you guys feel, we apologize for everything. >> now both hamilton and smith were freshmen, or are freshmen at overbrook high school. both have priors for robbery and police say the teens chose the 51 year old because his dog looked, quote weak or soft. we'll have much more on this story coming up later in the so much for now live outside police headquarters, jan carabeo, "eyewitness news". >> thank you. also breaking overnight confrontation between philadelphia police and a man

with a shotgun just blocks away from the scene of officer wilson's murder earlier this month. around 1:00 a.m. investigators say, a woman flagged down officers at 22nd and allegheny, after seeing a man caring a shotgun. once officers saw a man fit that description they drew their weapons and told the man to drop his. when he didn't, they fired a shot but the suspect was not hit. >> the male to drop the gun. the male raised the gun pointed it at both of these uniform officers. that's when one of the officers, one of the officers fired hess weapon. the suspect then dropped the weapon and fled from police. >> police caught that suspect a short time later after he reportedly hid in a bar. they say did he not fire his weapon. also, following some breaking news out of south philadelphia this morning. the fire marshall is investigating a fatal fire that officials have deemed suspicious. the fire started in the first floor of a home in the 2200 block of south warn okay street around 11:00 last

night. >> this may be a suspicious fire, because we have located multiple point of fire in the dwelling. we had the fire marshall on scene, investigating the fire at this time. we don't actually have a cause. >> the victim is a man. he was found in one of the second floor bedrooms. the home did not have any working smoke detectors. fire officials are still work to go determine a cause but again, it is considered suspicious. >> two people are dead after a serious accident in trevose bucks county. the two car accident happened last night on old street road near philmont avenue. the cause of that crash is still under investigation, but police are look to go see if alcohol played a role. >> chaos erupts inside northeast philadelphia rec center after protesters crash a meeting on police and community relations. chants turned into a violent confrontation inside the

lawncrest rec center last night. >> this melee began after this woman appears to strike a police office nerve front of our cameras. demonstrators were upset with district attorney seth williams' decision not to file charges against the officers, who fatally shot brandon tate brown during a traffic stop in december. they also wanted authorities to release the officer's names. >> what happened to brandon tate brown wasn't an unarmed man being shot and running away. he was a guy in possession after illegal gun trying to get to that gun. >> what you saw tonight is the reason why i'm not going to put those officers in jeopardy. you saw what happened. so why would i do that? >> police arrested seven men and three women for disorderly conduct. once they were removed the meeting continued as planned. our justin fin love have a live report coming up in a few minute at 5:00. >> all right well, the villanova wildcats are headed to the next round of the march madness tournament after man

entirety, we are dealing with this all day because it is so slow but at least a back edge to this. so i say by early evening seeing the worse winding down completely. no just future weather but future temperature, to gave you a sense whatever will happen. so generally we see some slushy snow, build in through the morning rush, these temperatures may and little off. but by about the noon hour, at least into the upper 30's, some of the spots than keeps it mainly rain for the southern tear. but it is cold enough to keep it mainly wet snow further off to the north. so that said, even though this will be winding down by this early evening you may end up with a quick one-three slushy inches of snow, along i-95, and through the adjacent counties here before that change-over to rain, up to four or little over achievement here with possibly bit more than that in the northern northwestern part of the area. quick coating on the southern unpaved surfaces i wouldn't be shocked by that. here is the joke i was talking b say these little tulips on

the villanova wildcats trying to keep their eyes on the prize that national championship of corpse. in the games villanova overwelmed lafayette, good defense, of course leads to good offense turn over by lafayette there. slam by daniel. he had 14, enisled nova with 16 and the wildcats beat the leopards 93 to 52. now nova coach jay wright sounded little remorseful at the margin of victory. take a listen. >> bittersweet. i'm very proud of our guys, thought we really came ready to play. but doing that against one of villanova's greats and lafayette wasn't that enjoyable, but that's what i was worried about either losing or this casino every game against a good friends and a great coach. but very pleased with our guys efforts. >> hoping that we would play good solid defense try to switch little bit maybe not give up as many three's but then we didn't score. they turned this over.

surrendered to police overnight. hamilton and brandon smith charged as adults in the murder of a man walking his dog in overbrook last week. a 14 year old faces lesser charges. >> suspect in custody after confrontation near 22nd and indianna in north philly. police officers were called by neighbors who saw a man with a shotgun and when he refused to drop it, police fired a shot. that suspect was apprehended. the confrontation was just blocks from our office of robert wilson shot and killed earlier this month. >> the villanova wildcats hit from every corner of the court and beat the 16th seed lafayette leopards last night in march madness. coach jay wright and his wildcats play north carolina state tomorrow night. there is another full flight of basketball beginning today at noon right here on cbs-3. >> 45:00; time for check on business news. >> money watch's jill wagner joins us from the new york torque stock exchange, where amazon, you might say are droning on about their new delivery service. >> yes, good morning erika nicole.

amazon is one step close egg err to delivering passages by drone. given the a.m. zone the okay to test the drones outdoors, only until the daylight hours though. the drones will be able to fly at altitude up to 400 feet and the operators must have a private pilots license. so this looks like it is to could be happening here. err cape nicole. >> very interesting. scares me little bit, but okay. >> bad news for people though still buying their music on cd's r people still doing this? >> you know there is came as a surprise to me, as well. cd's not a surprise, going the way the mix came. revenue from streaming services like pandora spotify, apple well, they over took sales and cd's last year for the first time ever. that is according to the recording in industry association of america. artists, though, don't make a lot of money from streaming certainly not as much as they make from cd's or downloads that's why some analysts say we could wind up paying more for streaming services down

this evening, that spring will get underway and the equinox will take effect. but yes, you have storm system doing along with, that never fun, you know? do you have deal with some snow out of there is as well as some rain. this is primarily rain producing storm at the wider zoom. but when we zoom it in little bit more, basically our region will sit right on that rain-snow line. depending where you live, you might see something little different than even of another portion of the same county. so we've got winter storm well, rather winter storm warnings far off to the south and west, but this is all winter weather advisory criteria for what we end up with here today folks. that's what you have got in effect for now up until 8:00 p.m., as you travel out on the roadways today you'll find wet slushy snow, especially into the midday it, may come through somewhat heavily, but not going to have a very easy time sticking to the roadways, for one thing road crews are awesome prepping for there is but for another, the grounds is warming up little
