might recognize faces that are isolated on that video tape. they say if you do they'd love you to call 911. now to chopper three over west chester university today where police are investigating three assaults, two off campus and one on campus. they all happened last week n2 of the incidents students were approached on the treat by a man who demanded money. the third involved a sexual assault. police are urging students on campus to be on alert. frontier airlines jet at new castle airport remains stuck in the mud and it is not going anywhere until crews can figure out how to free it. more warmth as we head toward the the summer season. that is the latest from the sky deck i will see you late inert broadcast. >> thank you very much. we have learned much more tonight about sunday's deadly shooting inside a west philadelphia barber shop. investigators now say that a man walk in the shop and pulled out a gun. another man already inside the shop then pulled out a gun of his own and shot the original gunman who later died. that man was licensed to carry a firearm. he went to the 16th police headquarters and reported the incident. today u.s. justice department released a report on the philadelphia police democrats and its use of deadly force. it is all as a result of the request made by commissioner charles ramsey following a surge in officer involved shoot initial 2013. "eyewitness news" reporter walt hunter has in more on the d o.j.'s findings. >> reporter: hoping to prevent scenes like these in which police used deadly violence police commissioner charles

ramsey in 2013 requested the department of justice to study officer involved shootings. now that report is public. >> we have identified 48 findings that do identify what we would call serious deficienciness key areas. >> reporter: the study makes 91 recommend dayses better policies training and equipping more officers with non-lethal weapons. >> i think what we're doing here today is a start. you a what can we do now? we're doing it right now? that is having a press conference and letting people know exactly what is in the. >> reporter: reveals 80 percent of the suspects in officer involved shootings are african americans. the number of those shootings declining from 58 in 202 to 30 in 2013. the report also recommend that cases of unarmed suspects being shot by officers be investigated by an outside agency. it recommend that the department provide more

west but fairly light. we will take to you delaware near wilmington area and newark where temperatures are pretty uniform in the lower 40's which is about 13 degrees below normal and tyler is saying yeah only 42 degrees, wind northwest at 12 miles an hour. no cloud, beautiful sunshine. i love it. especially when we have a strong march sunshine. carolyn says yes, i'm seeing the crook uses on their way and they will be, with some warmer temperatures moving n take a look at the outside. we have a beautiful view from the home of the river sharks and camden's looking across the delaware at a picture perfect sky line. great visibility. plenty of blue skies. sun glare to deal with heading west and heading home. temperatures will be falling slowly over the course of the evening. the right now in philadelphia we are at 42. thirty-seven in allentown. twenty-seven in the poconos. forty-two in dover. and to the south we have some

50's but looking to the north and west 30's and 20's. still some cold air left with high pressure to the north. we will see temperatures falling in the 20's overnight by tomorrow morning warming up with a few clouds rolling on in and 40's tomorrow afternoon. we have to wait for this warm front. it will be bringing some showers during the afternoon on wednesday but at least you'll be bringing some milder air. after that, we will watch as the real surge of warmth moves in for thursday. temperatures rising through 60's, some spots making it in the 70's out of the frontal boundary and some convection a chance of few rumbles of thunder, thunderstorm or two on thursday as a cold front approaches. here's ups and downs. we will see milder air moving in and peeking on thursday and then watch here we go as a trough build again and temperatures bottoming out on saturday in some spots in the 30's again. overnight increasing cloud, low of 26, we will jump up to 46 by tomorrow afternoon.
